Introduction. The aim of this master’s thesis is to examine and interpret the role of the concept accessibility in the function of the public library in Sweden. Method. A qualitative method is used to carry out semi-structured interview with public library staff. A connection between the concept accessibility and regulatory documents is also made. Analysis. Through a hermeneutical approach and an understanding of accessibility in the Swedish language and a larger political context, an interpretation and analysis is done. The concept is mainly understood through its social, spatial and comprehensive aspects. Accessibility is also interpetreted through an active aspect. Results. The mission to create a library that is ”accessible for all”, as it is formulated in Swedish library law, is in many ways internalised in the organisation. Social accessibility is a way to make users feel welcome, and the staff plays the function of a portal to the library. Accessibility, as a feeling or an experience, through the interpretation of the individual, is shown to be important from the point of view of library staff. This subjective feeling interplays with the universal principle ”accessibility for all” and how the concept is tied to practical functions. Conclusion. Accessibility, as it is understood through an universal principle, creates an ”interpetrative space”, where fulfilling an equal access to the public library can be problematic. The study shows it’s the users interpetration of what the function the public library has is what steers its function and in turn its accessibility. It creates an interpetrative space where the public library can be constructed and function in different ways which makes the universal principle of equal access hard to uphold. This means a public library that is ”accessible for all” can be understood as a library that is in constant change to reach this goal.  This is a two years master’s thesis in Library and Information Science.

Svenska arkivinstitutioners tillgängliggörande av digitalt arkivmaterial och PSI-lagen / Swedish Archival Institutions’ Provision of digital archival materials

The new wave of digital information requires archival institutions to develop new methods and e-services to handle the large amounts of digital information that is in their custody. Swedish Archival institutions have in accordance with the Public and Secrecy Act traditionally promoted the preservation and re-use of public information. The thesis investigates how the Swedish municipal archives are dealing with digital provision of their digital holdings to the public. At present, the Swedish Public Sector Information (PSI) directive places additional demands on them to make digital information available. This information is referred to as open data. This means that that they need to use digital tools to be able to do so. The study involved four Swedish municipal archival institutions, employed a qualitative research methodology and uses the case study method to gain a deeper insight of the phenomenon under study. It employed interviews as a data collecting technique. The results showed that to make digital infor-mation available it requires the implementation of an e-archive which consolidates and facilitates the management of information. The study results further showed that the PSI-directive is not fully understood by some of the interviewed archivists and some of the institutions also lack e-archives. In conclusion, the thesis analysis confirmed that the municipal archival institutions found it difficult to make their digital holdings available and to implement the PSI directive. This was due to organizational problems such as weak budgets, lack of high-quality data sources, knowledge and ambiguities in the PSI-directive. This is a two years master’s thesis in Archival Science.

Only a few extensive web archiving projects have been conducted in the Swedish cultural heritage sector with the goal of preserving digital cultural heritage and advancing research. This thesis aims to acquire knowledge on how such projects can be executed by analyzing three different projects of that kind. By conducting four qualitative interviews with project representatives, this thesis investigates the methods used to collect and make digital cultural heritage accessible. The benefits and drawbacks of different approaches and solutions are discussed, drawing on the archival paradigm and post-custodial theory. Furthermore, the thesis addresses the most significant challenges in the cultural heritage sector for digital preservation, including technical obstacles, limited resources, insufficient expertise, and stakeholder engagement. By showcasing experiences from web archiving projects, this thesis aspires to enhance the field and offer valuable insights into the effective preservation of digital cultural heritage.

Tillgängliggörande genom digitalisering : Den offentliga sektorns konstinnehav

The purpose of this essay has been to investigate the conditions for making the Swedish national public art collections available with the help of digitization. Together with the art owned by the state the municipalities' and regions' art holdings have also been added to the delimitation, and in addition, the interpretation of the concept of public art is made broad by including both traditional framed and easily moveable art together with building-related art. The art collection in the focus of the essay is thus managed in a decentralized structure which is examined with a survey and a case study. The survey provides quantitative data on the size of the art collection and the choice of system. The case study aims to highlight the importance of the organizational form and to describe how digital technology is used today to make art accessible.  A summation of the municipal, regional and state collections of public art amounts to approximately one million works of art. The survey also showed that there is a great deal of variation when it comes to the choice of administrative data system for inventorying and otherwise managing the public sector's art collections. In order to be able to draw conclusions based on the choice of collection systems, a taxonomy was developed where a total of 35 different systems were sorted into five different characteristics. The analysis showed that the large art collections get more appropriate systems than small art collections and that there are rational grounds for these choices.  The case study showed that there is a great deal of variation when it comes to titles and naming of organizational units. The staff who work with art in the case study's small to medium-sized municipalities often have many and widely different areas of responsibility. Among the regions of the case study, there are examples of art being managed by the property administration, but the most common is that the activity belongs to the cultural administration. In the case study, it is not possible to find any connection between organizational form and degree of accessibility. On the other hand, it is expressed that shared premises with a museum provide a richer professional context. The degree of accessibility in the case study is as low as 1% of the collection in most cases. The way that art is made available, via an individual municipality or region's website, or social media, makes it difficult to search widely for works of art owned by the Swedish public sector. This last observation also becomes an essential part of the conclusion that the conditions for making public art accessible via digitization exist, but it is not a work that seems to be progressing successfully today.
