Att hitta eller inte hitta på 10 kommuners webb : En jämförande studie över tillgänglighet för personer med läs- och skrivsvårigheter / To find or not find on 10 municipalities web pages : A comparative study on accessibility for people with reading and writing difficulties

Undersökningens problemområde är att personer som har läs- och skrivsvårigheter kan ha svårt att hitta information på sin kommuns webb. Enbart vissa kommuner erbjuder tjänster för personer med läs- och skrivsvårigheter. Syftet är att studera vilka webbtillgänglighetsriktlinjer som kommunernas webbsida uppfyller med inriktning på läs- och skrivsvårigheter/dyslexi. Genom att använda metoderna innehållsanalys, dokumentanalys och automatisk granskning av webbsidor tog studien reda på hur kommunernas webbsidor är tillgänglighetsanpassade för användare med läs- och skrivsvårigheter/dyslexi. Resultatet av undersökningen visar att två av tio kommuner följer de riktlinjer som granskades, utom en riktlinje som ingen av kommunerna uppfyllde. Slutsatsen av undersökningen är att även om kommunerna säger att deras webbsida är tillgänglighetsanpassad kanske den inte är det. Det omvända gäller också, att en del av de kommuner som inte nämner att de är tillgängliga faktiskt i stor utsträckning har följt riktlinjerna för webbtillgänglighet.

The Internet has played an important role for libraries giving them a means of fulfilling their democratic mission of giving equal access to everyone, including people with disabilities. In order to achieve this it is of the utmost importance that they ensure that their web sites are accessible. In this masters thesis we have examined to what extent the web sites are accessible. The thesis is based on theories of human-computer interaction, information architecture, pedagogy and a checklist. The checklist is derived from established international guidelines from W3C, which has been adapted to, and is used by Swedish public authorities to achieve the mission of a “24-hour authority”. To carry out the examination a tool was created enabling the measurement of web site accessibility. This tool consists of the checklist and interviews via e-mail. Although the library web sites showed basic accessibility features and the library staff showed a commitment to accessibility issues this study concludes that the library web sites are, in fact, not accessible. However, the study predicts that with the legislation requiring a “library plan” by the year 2007 and the mission of the “24-hour authority”, the library web sites will be accessible in the foreseeable future. / Uppsatsnivå: D

Public libraries have an important roll of making information accessible to all people. This democratic right supports the cultural development in our society. When public libraries build websites offering information and services it can sometimes cause obstacles for impaired users. It is therefore our purpose to evaluate a selection of websites and library plans to examine how the libraries work with accessibility for these users. This thesis is based on theories of cognitive and human computer interaction, and information architecture. To carry out the examination we will use a checklist, derived from established international guidelines set by W3C, used by Swedish authorities to achieve a "24-hour authority", and a Web Accessibility Toolbar. By comparing the results from examining the library plans and the websites, we concluded that few measures have been taken to facilitate for the impaired users. We also concluded that design is more important than accessibility. A majority of the libraries plan to widen their selection of online services, but that there are no plans to make the existing services better or easier to use. Statistically, only two of the nine websites, scored 80% or higher on the checklist evaluation, and the average result was 65%. We therefore concluded that the public libraries did not live up to the set goals in their library plans, or the guidelines set by Swedish authorities. / Uppsatsnivå: D

Due to the global pandemic Covid-19, a large part of the physical trade has now been moved online. One industry that experienced a massive rise in sales during 2020 was e-grocery. The at-risk group that has increased their e-grocery shopping the most is people over the age of 65, and studies show that in Sweden, one-tenth of all pensioners have tried grocery shopping online for the first time during the pandemic (Internetstiftelsen, 2020). However, despite a jump in the older population's use of e-grocery websites, they are still largely underrepresented. This can partially be attributed to physical and cognitive limitations as a result of aging. This study intended to evaluate popular Swedish e-grocery websites to determine the level of adherence to established guidelines compiled by the World Wide Web Consortium (W3C) to promote web accessibility for older users. Our results show that all websites struggled to conform to several of the guidelines and success criteria included in WCAG 2.1. Furthermore, we studied older users' experiences and needs in regards to e-grocery websites through a web survey. The results of our data collection indicate that many of the barriers reported by older users today are not covered in the current version of WCAG.
