Tiggaren i välfärdsstaten Sverige : En kvalitativ studie om socialarbetares föreställningar om tiggare

Om tidigare grupper av tiggare främst identifierats som ”etniska” svenskar, består den nya gruppen huvudsakligen av utsatta EU-medborgare med romskt ursprung. Följande studie avsåg undersöka om socialsekreterares föreställningar om tiggare kan komma att påverka hur de väljer att använda sitt handlingsutrymme. Genom semistrukturerade intervjuer med handläggare inom ekonomiskt bistånd samt en innehållsanalys av de lagrum som rör socialtjänstens myndighetsutövning riktade mot gruppen, har en del betydelsefulla föreställningar identifierats. Parallellt med medkänsla tenderade de intervjuade biståndsbedömarna att förskjuta ansvaret för målgruppen till nationer och strukturer utanför Sveriges gränser. Likaså föreslog ingen av informanterna att EU-medborgarna, på lika villkor som svenska medborgare, bör inkluderas i de svenska välfärdssystemen. Biståndsbedömarnas exkluderande och skillnadgörande föreställningar om målgruppen tolkas som ett led i socialtjänstens och lagstiftningens målrationella utformning. Resultatet av välfärdssystemets utformning blir att den utsatta EU-medborgaren osynliggörs. / If the earlier consumptions of beggars were defined as "ethnic" swedes, nowadays the group of beggars are mainly accredited as vulnerable EU-citizens of Roma origin. The following study investigated if the conceptions of the beggars can contribute to the social secretary’s ability to affect their discretion. Through semi-structured interviews involving with the administrators of the social work and also including a content analysis of the law section adapting to the authority, some important concepts have been detected. The empirical data contribute to showing how operators in welfare tend to have a habit of displacing responsibility to outside of Sweden. The absquatulate the social workers reflected in the interviews was intertwined with compassion and a behavior of transferring the responsibility for the target group to other nations and structures outside of Sweden. Nevertheless, none of the informants suggested that EU-citizens, on the same conditions as Swedish citizens, should be included in the Swedish welfare. The representatives of social work and their contributions of difference-making, thus their excluding conception of the target group is considered to be a result of social service and governmental conformation. To summarize, the results we can recognize within the investigation of the welfare-systems connection to the EU-citizen, is according to the critics that the the vulnerable EU-citizen has lost his rights and position in a society where beggars can only function as ”invisible”.

The In-between Church : A Study of the Church of England's Role in Society through the Prism of Welfare

The aim of this thesis has been to explore the role of institutional religion in western Europe between individual and society. This is achieved through an empirical study of the role of the Church of England at local level, using the area of social welfare as the prism through which broader issues of the place of the Church in society can be brought to light. At the heart of this thesis lies a case study of the town of Darlington in the North East of England. This is set against a background of a detailed description of the situation regarding religion and welfare in England and of the organisation and situation of the Church at national level. The case study uses a variety of qualitative methods to assess the Church's role in welfare at local level and the expectations and perceptions of its involvement in this sphere held by representatives of the churches, local authorities, voluntary organisations and town residents. The role of the Church of England in its national and local context is therefore used as one example which can shed light on issues pertinent to a broader European one. To this end the results of the case study are compared with the situation in Sweden to tease out the extent to which conclusions pertaining to the established church in England can also be applied in a wider European context. The study concludes that the Church has a continued role to play in welfare both in terms of practical provision and social activism. It reveals that the Church is, at one and the same time, both seen as one of many organisations in civil society and also perceived to have a particular part to play in society at local level. This continuing though changing role 'in-between' individual and society can be further specified as including three dimensions: mediator, neutral ground and critical voice. This suggests that a distinct role in society is also possible for other religious institutions in Europe today within their national contexts, as representatives and upholders of overarching common values in the public sphere. It indicates that although the relationships between individuals and institutional religion and the role religions have to play in society today are ambiguous, they are by no means absent. Thereby the study engages with and contributes to the development of the theoretical debate concerning social change in late modern society, the continued role of institutional religions in the public sphere and the relevance of the secularisation paradigm. / Impact of Religion

COMPLEMENTARIEDADES REGIONAIS DOS SISTEMAS DE PROTEÇÃO SOCIAL E DE PRODUÇÃO NO BRASIL

When these approaches are articulated it is assumed that Brazil has a variety of combinations of these systems and cannot be typified as a homogeneous case. As Brazilian reality is heterogeneous, unequal and complex, the territorial scale chosen for the research were the Federative Units. The objectives of the thesis are to characterize the welfare systems and the varieties of capitalism in the Brazilian States, test the determination among them and identify the factors and the complementarities capable of explaining their economic heterogeneity and social protection. In addition to these goals, the study aims to show that the States are heterogeneous both in characterization of VoC as well as in terms of their WS; the States with matching systems present a significant complementarity and are nearby states. Despite the thesis limitations, it provides a theoretical framework for studying the internal variability of the types of welfare systems and varieties of capitalism, contributing to the construction of a typology adapted to the Brazilian heterogeneity. Furthermore, an ethnic dimension was introduced in the composition of the state types found, a theme that has been overlooked by the specialized literature. / A crescente preocupação teórica com as possíveis complementariedades entre o sistema de proteção social e o sistema de produção capitalista é desenvolvida nesta tese, tomando-se como referências as abordagens dos Regimes de Bem-Estar (RB) e de Variedade de Capitalismo (VoC), concebidas respectivamente por Gösta Esping-Andersen e Peter Hall e David Soskice. Ao integrar essas abordagens, assume-se o pressuposto de que o Brasil abriga uma variedade de combinações desses sistemas, não podendo ser tipificado como um caso homogêneo. A realidade brasileira é heterogênea, desigual e complexa, por isso a escala territorial eleita para a pesquisa foi a das Unidades Federativas. Os objetivos da tese consistem em caracterizar os regimes de bem-estar e a variedades de capitalismo nos estados brasileiros e testar a determinação entre eles, e, ainda, identificar os fatores e as complementariedades capazes de explicar a heterogeneidade econômica e de proteção social dos mesmos. Além de perseguir esses objetivos, o trabalho pretende mostrar que as unidades federativas são heterogêneas tanto na caracterização da VoC como no seu RB, e que estados com regimes coincidentes apresentam uma significativa complementariedade e estão espacialmente próximos. Não obstante suas limitações, a tese oferece um referencial teórico para estudar a variabilidade interna dos regimes de bem-estar e variedades de capitalismo, contribuindo para a construção de uma tipologia adaptada à heterogeneidade do Brasil. Além disso, foi introduzida uma dimensão étnica na composição dos tipos estaduais encontrados, tema quase negligenciado pela literatura especializada.

Foram utilizados dois galpões com acondicionamento térmico diferentes, sendo um com cobertura de telhas de cimento amianto (GTA) e outro com cobertura de telhas cerâmicas (GTC) e avaliados a temperatura do ar, índices de temperatura do globo negro e umidade (ITGU), carga térmica de radiação (CTR), umidade relativa do ar (UR) e níveis de ruído no interior das instalações. O desempenho das poedeiras, foi avaliado pela produção total e pela qualidade dos ovos. A fase experimental foi realizada em galpão de criação para poedeiras comerciais. Os índices ambientais foram medidos diariamente, em intervalos de duas horas, das 8 às 16 horas, nas áreas interna e externa dos galpões experimentais. A análise das médias mostrou que na fase de pinteiro, durante as primeiras semanas de vida, houve falha no aquecimento das pintainhas, com temperaturas atingindo no máximo 31,27°C no interior das instalações, sendo que a partir da 5a semana houve um inverso e as instalações não proporcionaram níveis adequados de conforto com temperaturas elevadas. A fase de recria foi a que apresentou maiores falhas nos níveis de conforto térmico e a fase de postura apresentou níveis adequados de conforto na maior parte dos horários analisados durante a fase experimental em virtude dos altos índices pluviométricos registrados na região nos meses de pesquisa. Os resultados foram analisados estatisticamente por meio do teste t de Tukey ao nível de 1 e 5% de probabilidade, tendo em vista que o mesmo é recomendado para comparação de médias nas condições deste trabalho. Concluiu-se, baseado nos índices térmicos ambientais, que o sistema com telhas cerâmicas apresentou os melhores resultados de Temperatura ambiente, ITGU, CTR e UR, nas fases de recria e postura e baseado nos índices de desempenho produtivo das aves, a produção atingiu média de 90% no GTC e 87,20% no GTA. Em relação à qualidade do ovo houve diferenças estatísticas (P< 0,05) entre as aves mantidas nos diferentes galpões em relação ao peso do ovo e do albúmem, enquanto que as demais variáveis não apresentaram diferenças. / The objective of this work was to measure the effects of different systems of environmental conditions on the performance of red commercial semi-heavy hens in the three creation phases among September of 2003 to May of 2004. Two hangars were used with different thermal packaging, one with asbestos cement tiles covering (GTA) and other with ceramic tiles covering (GTC). The temperature of the air, indexes of temperatura of the black globe and humidity (ITGU), thermal load of radiation (CTR), relative humidity of the air (UR) and noise leveis inside the facilities were evaluated. The hens performance was evaluated by the total production and for the quality of the eggs. The experimental phase was accomplished at creation hangar for commercial hens. The environmental indexes were measured daily, in intervals of two hours, of the 8 to the 16 hours, in the internai and externai áreas of the experimental hangars. The analysis of the averages showed that in the birth phase, during the first weeks of life, there was failings in the heating of the bird, with temperaturas reaching at the most 31,27°C inside the facilities, and starting from to 5th week there was an inverse behavior and the facilities didn"t provide appropriate leveis of comfort with high temperaturas. The phase of rebirth was the one that presented larger flaws in the leveis of thermal comfort and the postura phase presented appropriate leveis of comfort in most of the schedules analyzed during the experimental phase because of the high rain indexes registered in the area in the months of research. The results were analyzed by statistical methods through the test t of Tukey at the levei of 1 and 5% of probability. It was concluded, based on the environmental thermal indexes, that the system with ceramic tiles presented the best room temperature results, ITGU, CTR and UR in the phases of recreation and postura and based on the indexes of productive performance of the birds - the production reached average of 90% in GTC and 87,20% in GTA. In relation to the quality of the eggs, there were statistical differences (P <0,05) among the birds maintained at the different hangars in relation to the weight of the egg and of the egg white, while the other variables didn't present differences.
