This research investigates the communication abilities of children who are exposed to criminal investigations because a crime was committed against them or they have witnessed a crime happening to another person. The study also determines how crime detectives can maximise their efforts in obtaining evidence from such children with the help of an interview as a technique to elicit information.
The aim of the research was to understand the behaviour of children, so that more effective investigative interviews can be undertaken with child victims. The researcher wanted to identify the communication challenges associated with obtaining information from child victims and possible ways to overcome such challenges. It was found that the developmental stages of children, the manner in which interviewers/investigators conduct themselves during child interviews and the amount of knowledge possessed by interviewers to elicit information in a legally defensible manner are central to child victim interviews. / Criminology and Security Science / M. Police Opinions of Digital Evidence Response Handling in the State of Georgia: An Examination from the Viewpoint of Local Agencies’ Patrol OfficersMacNeil, Tanya 01 January 2015 (has links)
This research examined opinions of local law enforcement agencies’ patrol officers in the State of Georgia regarding preparedness and expectations for handling of digital evidence. The increased criminal use of technology requires that patrol officers be prepared to handle digital evidence in many different situations. The researcher’s goal was to gain insight into how patrol officers view their preparedness to handle digital evidence as well as their opinions on management expectations regarding patrol officers’ abilities to handle digital evidence. The research focused on identifying whether a gap existed between patrol officers’ opinions of digital evidence and the patrol officers’ views on what management expectations are for patrol officers handling digital evidence. Using a Web-based survey, the researcher collected data from 144 departments, 407 individual patrol officers in four strata across the State of Georgia. The analysis of the data found that most patrol officers handle digital evidence in at least some situations. The patrol officers’ opinions stated that most understood management expectations for handling of digital evidence and felt those expectations were realistic based on the officers’ current knowledge and training; therefore no significant gap was found. The patrol officers state that they need additional training in order to stay up to date with the current and future needs for handling existing and new technology.

reduced economic prowess and a narrowing of the technical advantage employed by the American military.
International attempts to limit hostile cyber activity through the development of institutions, normative patterns of
behavior, or assimilation of existing laws do not provide the American national security decision maker with a timely
or effective solution to address these threats. Unfortunately, the stove-piped, redundant and inefficient nature of the
U.S. counterintelligence community does not deliver a viable alternative to mitigating cyberespionage in an effective
manner. Instituting a domestic and international micro-restructuring approach within the Department of Defense
(DoD) addresses the need for increased effectiveness within an environment of fiscal responsibility. Domestic
restructuring places emphasis on developing a forcing mechanism that compels the DoD counterintelligence services
to develop joint approaches for combating cyberespionage by directly addressing the needs of the Combatant
Commands. International restructuring places an emphasis on expanding cybersecurity cooperation to like-minded
nations and specifically explores the opportunity and challenges for increased cyber cooperation with Taiwan. This
approach recognizes that Taiwan and the United States are both negatively affected from hostile cyber activity
derived from within the People’s Republic of China.

Police officers' adoption of information technology: A case study of the Turkish POLNET system.Yalcinkaya, Ramazan 08 1900 (has links)
One of the important branches of government and vital to the community, police agencies are organizations that have high usage rates of information technology systems since they are in the intelligence sector and thus have information incentives. Not only can information technologies develop intra- and inter-relationships of law enforcement agencies, but they also improve the efficiency and effectiveness of the police officers and agencies without adding additional costs. Thus, identifying the factors that influence the police officers' adoption of information technology can help predict and determine how information technology will contribute to the social organization of policing in terms of effectiveness and efficiency gains. A research framework was developed by integrating three different models, theory of planned behavior (TPB), technology acceptance theory (TAM), and diffusion of innovation theory (DOI) while adding two other factors, facility and voluntariness, to better determine the factors affecting the implementation and adoption of the POLNET software system used by the Turkish National Police (TNP). The integrated model used in this study covers not only basic technology acceptance factors, but also the factors related to policing. It also attempts to account for the factors of cultural differences by considering the important aspects of Turkish culture. A cross sectional survey was conducted among TNP officers using the POLNET system. The LISREL 8.5® analysis for the hypothesized model resulted in a good model fit; 13 of the 15 hypotheses were supported.

LOCAL GOVERNMENT LAW ENFORCEMENT SERVICES: RELATIONSHIPS BETWEEN PERFORMANCE AND COST IN COLLECTIVE AND NON-COLLCTIVE BARGAINING WORKFORCESCasey, Joseph 18 November 2013 (has links)
High performance organizations desire to provide services in an effective and efficient manner with positive outcomes; therefore measures of performance and cost can be utilized to gauge such success. Through comparative research and analysis of local governments that have and do not have collective bargaining for law enforcement, findings and results can determine if there is any correlation between employee workforce classification (in collective or non-collective bargaining workplaces), high performance traits, costs and high performance return on costs (HPRC) for law enforcement. A HPRC composite measure was developed and utilized to compare and contrast all of the local governments to determine relationships between performance and costs. Based upon the research, the following findings were discovered for the null hypothesis which compared two forms of collective bargaining - arbitration and mediation - separately to non-collective bargaining localities: 1) Correlation between workforce classification and high performance attributes – mediation (negative – perform at a lower performance level); 2) Correlation between workforce classification and law enforcement costs - arbitration (negative – costs are at a lower level); and 3) No correlation between workforce classification and HPRC. In the preceding three areas, only the model on high performance attributes had a high r square and low variance with adjusted r square; both indicators of a parsimonious model. While correlations arose, further research in this area is warranted in developing a more enhanced and publicly accepted comparable metric of performance, costs and HPRC for law enforcement. In addition, certain control variables illustrated a correlation with the dependent variables as follows: 1) Performance - High median household incomes, density, age, survey quality of life, and city; 2) Law Enforcement Costs per Capita - Non-right-to-work state and county; and 3) HPRC - Median household income and county. A rational choice theory was utilized as the lens of framework in assessing an employee’s motivational behavior in a collective and non-collective bargaining work environment that could contribute to differentials in performance.

The Use of Geographic Information Systems by Law Enforcement Agencies and Its Impact on Police PerformanceUlvi, Kun 04 February 2014 (has links)
Do we know whether the use of geographic information systems (GIS) in law enforcement agencies increases police performance? This study examines the impact of GIS use to police performance outcomes in cities and counties of the U.S. between 2000 and 2007. Current research uses computerized mapping conceptualization to operationalize its measurement. Second, the police performance methodological context is used to measure the organizational impact of GIS. Finally, a new theoretical framework, information technology capacity that combines organizational, environmental and managerial factors to explain IT applications, is used to encompass most relevant dimensions of the subject matter. Findings indicate that the use of GIS in police agencies increased sharply between 2003 and 2007. Additionally, the contribution of GIS use on police performance was found to be statistically significant, but in the opposite direction. Overall, results of the present study indicate significant links between crime rate (DV) and independent variables (IV) in law enforcement agencies. IVs are having a professional form of government andfull time specialized crime analysis personnel, police strength, the use of GIS, population, being located in the Northeast and West regions, poverty, having encouraged SARA type projects and a community policing unit.

Les trois articles fournissent et explorent des résultats lorsque l’information est la principale variable d’intérêt, est endogène, pas homogène entre les acteurs et évolue dans le temps d’une manière qui n’est pas nécessairement rationnelle. Le premier article étudie les problèmes de hold-up dans les hiérarchies verticales avec la sélection adverse montrant qu’alors que le pouvoir de négociation des travailleurs augmente, les distorsions provenant de l’asymétrie d’information disparaissent. En outre, il étudie l’effet de la scolarité et du degré d’hétérogénéité de la population de travailleurs sur la répartition du pouvoir de négociation dans les marchés réglementés. Le deuxième article assouplit l’hypothèse des croyances homogènes dans les relations principal-agent avec sélection adverse. Dans un apprentissage évolutif qui est imitatif, les principaux peuvent avoir des croyances différentes sur la répartition des types d’agents dans la population. La convergence à une croyance uniforme dépend de la taille relative de la polarisation dans les croyances. En outre, le modèle est une version d’un cobweb stable. Notre approche offre des explications pour l’alternance des périodes avec quantité oscillante et relativement stable. Le troisième article étudie la fac¸on dont le contenu informatif des politiques juridiques, comme la responsabilité stricte et négligence, en cas de soucis morales, influence la conception optimale des régimes de responsabilité. Plusieurs cas récents ont montré qu’un individu ayant causé un dommage s’expose non seulement a une sanction légale — par exemple, une amende — mais aussi a un boycott social, la désapprobation ou la stigmatisation. L’article montre que le choix d’une stratégie dépend de façon complexe de l’importance du dommage et du “coût moral”. / This thesis focuses on the effects that information has on incentives. The three papers provide and explore some results when the information is the main variable of interest, it is made endogenous, not homogeneous between actors and evolving over time in a way that is not necessarily rational. The first paper studies hold-up problems in vertical hierarchies with adverse selection showing that as the bargaining power of the worker increases, distortions coming from asymmetric information vanish. Moreover, it studies the effect of schooling and degree of heterogeneity in the workforce on the allocation of bargaining power in regulating markets. The second paper relaxes the common assumption of homogeneous beliefs in principal-agent relationships with adverse selection. In an evolutionary learning set-up, which is imitative, principals can have different beliefs about the distribution of agents’ types in the population. Convergence to a uniform belief depends on the relative size of the bias in beliefs. In addition, the set-up is a version of a stable cobweb model. Our approach offers explanations for alternating periods of oscillating and relatively steady quantity. The third paper studies how the informative content of legal policies as strict-liability and fault-based, in case of moral concerns, influences the optimal design of liability regimes. Many recent cases show that an individual found to have caused harm faces not only the possibility of a legal sanction — e.g., the damages he must pay — but also social boycott, disapproval or stigma.
