From its infancy, environmental psychology [which concerns itself with the coinfluencing interface between people and places] has required attention to actual context, and attention to social relevance. There has always been an emphasis on research into real problems within a context of meaningful theory, and on results which have potential not only for individuals, but also for policy-makers and those who execute that policy. This environmental psychology study is about the potential role of green open space in contributing towards quality of life in the city generally. It is also about a specific, wellloved urban open space in Namibia's capital city, Windhoek, the Avis dam environment, which is often the contentious target of proposed commercial development. At the moment, the Windhoek Municipality has no well-structured urban open space policy, and possibly also no full understanding of the meanings of the Avis dam for its users. This study hopes to make contributions to both these areas of policy-making. As the applicability of research findings to the development of public policies and community interventions depends very much on the suitability of the methodology and theories chosen (Stokols, 19911), this study begins with a discussion of systemic and ecosystemic thinking [Chapter Two]. They were chosen as the guiding metatheory for this study, not only because of their recognition of the inescapable connectedness between person and environment, but because of their personal appeal too. Chapter Three examines theories and models which are compatible with systems thinking, and which help understand the potentially positive psycho-social and socio-economic roles of urban open space generally, and how the extent of that potential in a specific open space may be appreciated and described. The implications of systemic/ecosystemic metatheory for the study's methodology and research design are discussed in Chapter Four, and the data collection methods, which comprised observation and interviewing, in Chapter Five. Ecosystemic thinkers do not believe that facts can be "found" [they are not there objectively, but co-emerge subjectively from people's individual and collective experience in a place], so Chapter Six deals with a co-emergent interpretation of the data gathered. Based on that interpretation, recommendations for urban open space policy generally, and the Avis dam environment specifically, are made in Chapter Seven. Daar was nog altyd klem op navorsing ten opsigte van daadwerklike probleme binne die verband van ‘n betekenisvolle teorie asook op die uitslae wat potensiaal het vir die individualis sowel as die beleidsbepalers en beleidsuitvoerders. Hierdie omgewingssielkundestudie gaan oor hoe groen oop spasies moontlik kan bydra tot kwaliteit van lewensgehalte in die stad oor die algemeen. Dit gaan ook oor ‘n besondere, geliefde stedelike oop ruimte in Namibia se hoofstad, Windhoek, nl. die Avisdamomgewing, wat voortdurend ‘n teiken is vir bedryfsontwikkeling. Tans beskik die Munisipaliteit van Windhoek nie oor ‘n welsaamgestelde beleid oor oop ruimtes nie en moontlik ontbreek ook by hulle die nodige begrip van die betekenis van die dam vir sy verbruikers. Die toepaslikheid van navorsingsbevindings in die ontwikkeling van openbare beleid en gemeenskapsbemiddeling hang baie van die gepastheid van die metodologie en teorië (Stokols, 1991)2 af. Hierdie studie begin met ‘n bespreking oor sistemiese en ekosistemiese denke (Hoofstuk Twee). Providing citizens with the robust and suitable tools to effectively participate in the planning process is a necessity nowadays. Also, changes in the capabilities and popularity of new technologies have dramatically raised the number of technology-based tools that are potentially available for enhancing public participation in the planning process. This study explores both the theoretical aspect of collaborative planning and the effects that Web-based Public Participatory GIS (WPPGIS) applications and Information and Communication Technologies (ICT) has on the planning process. Findings indicate that the WPPGIS applications have the potential for increasing participation. It is also found that besides the contextual elements like the attitudes of planners and decision makers, the technological features such as proper user interface, price of software, technical and literacy skills are seen as crucial hindrances to bridging the planning process and technology-based solutions. This research also attempts to combine IAP2 Public Participation Spectrum and technological functionalities into a single framework to understand the implementation of WPPGIS applications in Stockholm, the capital of Sweden. Finally, based on the given criteria and assessment of the reviewed applications, this study concludes with the design and implementation of a prototype WPPGIS application using Open-Source Technologies (OST).

Une exploration des tensions organisationnelles constitutives de l'expérience de la participation publiqueMontreuil, Camille 12 1900 (has links)
Ce mémoire porte les expériences des citoyens et des citoyennes qui s'engagent dans des instances de participation publique, plus précisément dans deux comités de bon voisinage mis en place dans les secteurs touchés par les travaux entourant un projet d'infrastructure majeur à Montréal. La revue de la littérature réalisée a montré que des tensions, contradictions et paradoxes font partie de ces expériences, mais qu'ils sont généralement abordés à l'arrière-plan, sans théorisation permettant d'en saisir toute la portée. Afin de pallier cette lacune, cette recherche réalise un maillage original entre deux champs disciplinaires en adoptant une approche constitutive sur les tensions organisationnelles (Putnam, Fairhurst et Banghart, 2016), qui pose celles-ci comme condition normale des organisations plutôt que comme problème à résoudre. Ainsi, les entretiens réalisés avec huit membres des comités de bon voisinage ont permis de documenter l'hétérogénéité de leurs expériences, mais également la multiplicité des tensions qui en sont constitutives et la façon dont elles sont liées par les membres dans leur discours et à travers celui-ci (Sheep, Fairhurst et Khazanchi, 2017). Ces tensions ont été articulées autour de trois grandes familles : la tension entre collaboration et confrontation et celles qui y sont reliées, les tensions relatives à l'exercice de représentation et la conciliation entre les différents engagements. Sans nier qu'elles peuvent être vécues difficilement par les acteurs et les actrices et les risques de désengagement citoyen qui en découlent, cette recherche a permis d'attirer l'attention sur le caractère potentiellement productif de ces tensions, lesquelles peuvent même constituer un moteur vers l'atteinte des idéaux de la démocratie participative. / This thesis analyzes the experiences of the citizens involved in public participation, more specifically in two neighborhood committees established as part of a major infrastructure project in Montreal. As the literature review has shown, there are tensions, contradictions and paradoxes in those experiences, but they tend to be treated as a background theme rather than brought to the fore, and consequently they lack the conceptual tools that would allow a better understanding of their significance. To address this gap in the literature, this research brings together two disciplinary fields by adopting a constitutive approach on organizational tensions (Putnam, Fairhurst et Banghart, 2016), that treats tensions as a normal condition of organizations rather than a problem to solve. The eight qualitative interviews that were conducted shown how heterogeneous these experiences are, but also how they are constituted by multiple tensions that are linked by the members in and through discourse (Sheep, Fairhurst et Khazanchi, 2017). These tensions have been presented in three families: the tension between collaboration and confrontation (and the other tensions interlinked with it), the tensions related to the exercise of representation and the difficult reconciliation between several engagements. Indeed, coping with these tensions may involve great emotional difficulties that could lead to a withdrawal from public participation. However, this research also draws attention to the capacity of these tensions to be productive and to bring the practice of public participation closer to its ideals.

Provision of water and sanitation services in Ga-Kgapane Township, LimpopoModjadji, Godfrey Henry January 2019 (has links)
Thesis (MPA.) -- University of Limpopo, 2019 / This study is about an investigation into the provisioning of water and sanitation services in Ga-Kgapane Township in the Limpopo Province. Since the year 2002, the residents of Ga-Kgapane Township live without sufficient water supply services. Residents receive tap water once a week and they depend on supply from water tankers for the rest of the week. This township has a water borne sewage system and most of the households have indoor toilets. The study used a mixed method because it had incorporated both elements of qualitative and quantitative methodologies in its approaches. The research instruments such as semi-structured interviews, questionnaires, documentary data extraction and observations were used to collect information. The study’s sample size comprised of 77 key participants and informants from Mopani District Municipality (Water Services Authority); Lepelle-Northern Water Board (implementing agency and bulk water supplier); Greater Letaba Municipality (Water Service Provider); Ward Councillors and community members (endusers). The research findings revealed that Ga-Kgapane Township’s water and sanitation provision challenges are due to insufficient or lack of water, poor water management and poor governance. It was also discovered that the MDM and GLM have failed to translate the rights to water and sanitation into law, policy, budget and service provision for the Ga-Kgapane Township residents. The insufficient water supply challenge resulted in some community members migrating to other areas where there is better basic service provision. The residents failed to exploit the economic development opportunities which resulted in health risks as they were exposed to danger due to burst sewer pipes which spewed raw sewerage water on the streets. The sewage contaminated the township’s natural streams. This study’s findings could form a basis for future research on the effectiveness of the MDM’s Water Services Provision Agreement which was signed with the district’s local municipalities. received undesired audit opinions ranging from ‘Adverse to Disclaimer’ notices. This affects the local municipalities too as they are all qualified-on water transactions. As part of the recommendations, the study proposed that the Greater Letaba Municipality should utilise the Intergovernmental Relations Forum to address the plight of the provision of water and sanitation services in Ga-Kgapane Township.

The cumulative dissertation at hand addresses the question of how promising the successful implementation of the WFD is. Since research on implementation deficits has so far mainly considered national and sub-national levels, regional and local scales are taken centre stage within the dissertation. The Hase river catchment, which is located in one of Germany s most intensive livestock areas, serves as an example. The thesis shows that the procedural character of the WFD and regulative uncertainties give way to interpretation and action leeway, which will be pivotal to judgement on implementation success at lower levels. Moreover, the consistent operationalisation of nitrate limits in particular has led to major difficulties during implementation in Germany from which restraints can be expected for the preparation of river basin management plans and the program of measures. As to the regional level, implementation restraints also upraise due to socio-economic dependencies from agriculture and a high identification of the regional population with this economic sector have placed agriculture in a powerful position. In conclusion, one can state that various implementation restraints occur and the cause of these can be found at all scales European, sub-national and regional. The results of this dissertation concerning the multi-level system reveal that the relationship and interaction of the various scales will be given increased attention during the implementation process of European environmental policy. Besides the national and sub-national scale, the regional and local levels will be of equal importance. The question of suitable scales for implementation decisions and measures also offers pivotal approaches to undertake future research. Further research needs occur with new regional studies at national and international scales, with regard to the future of water protection in the course of the reform of German federalism and the current debate on climate change.

Critical success factors for the community management of rural water supply in the Ohangwena Region: NamibiaSalom, Nespect Butty 01 1900 (has links)
This study aimed to investigate the critical success factors for the community management of rural water supplies in the Ohangwena Region, Namibia. Rural communities in Namibia receive water through the Community Based Management (CBM) strategy, which necessitates water governance decentralisation, thereby enabling local communities to participate fully in the management of their water resources. In pursuance of this policy and philosophy, a large number of water point committees have been created nationally to manage the water system in rural areas.
However, it is reported that at least half of the existing water points in rural areas in Namibia are faulty and dysfunctional, and the majority of people are still struggling to access clean water. Rural communities in the Ohangwena region have over the years experienced water scarcity, compelling them to drink unsuitable and salty water for survival. The main objective of the study was to examine the critical success factors for the community management of rural water supplies in the Ohangwena Region of the country. More specifically, the study endeavoured to examine key considerations having a positive impact on the success of the management of the rural water supply in Namibia, using the Ohangwena Region as a local case study.
Both qualitative and quantitative methods were used in the study. The research methods included a mini-survey, document analysis and interviews. Purposive sampling was used to select the participants. All these approaches were applied to investigate the critical success factors for the community management of rural water supply. The findings from the study affirmed that polycentric principles govern the provision of Namibian rural water supply. Governance issues, leadership attributes of the committee members, training and capacity building, level of community involvement, coordination and support were identified as critical success factors for effective management of rural water supplies. Among factors identified as hampering effective management of the rural water points were a lack of implementation of specific regulations and stipulations of the National Water Policy of 2008 and Water Resource Management Act 11 of 2013 (although the Act was formulated, it still remains to be implemented), lack of skills among the water point committees, lack of financial and human resources and a lack of an oversight role by the government. The study recommended the enforcement of water management policies, harmonisation of laws and regulations as well as the provision of economic incentives to the water committees to ensure sustainable and efficient supply of water to communities. Finally, a rural water management model was developed, which is anticipated to contribute towards improved management of rural water provision in the study area. / Public Administration and Management / D.P.A.

Public Participation During Reactive, Crisis-Driven Drought Planning Versus Proactive, Preparedness PlanningUlaszewski, C. Anna 01 January 2018 (has links)
Droughts are occurring globally and should be recognized as a global issue and drought planning should use a proactive approach on the part of the world community. However, much drought planning, even in developed and highly developed countries, is reactive and programs are often poorly coordinated sometimes with unforeseen negative consequences for marginalized and disenfranchised populations. Literature pertaining to planning strategy for existing, drought crises is nominal and often contributes to patterns of reactiveness and resulting inequity. To gain a better understanding of crisis-driven planning and the participatory process, this gap was viewed through the lenses of institutional analysis and development and procedural justice and fairness. Specifically, this study was designed to determine how procedural justice and fairness, and the institutional analysis and development framework delineates participatory roles during reactive, crisis-driven planning versus proactive, preparedness planning. A multi-case/within-case analysis was conducted. Six publicly-available documents were selected using provisional and sequence coding lists; emerging themes were also identified at this time. The within-case analysis showed discernable differences between reactive and proactive participatory processes. These findings were used to conduct a cross-case analysis; this analysis indicated that commitment to the participatory process and to change were the keys elements in producing fair and just policies. Drought events can be widely divergent and dynamic, no two being alike; however, the spirit of procedural justice must be part of governance that brings public participation within the reactive planning process into better alignment with proactive planning.

Landscape architects, many of whom practice the design principles of the New Urbanism, have become increasingly involved with the participatory planning process. A key principle of New Urbanism, the participatory planning process is incorporated in an attempt to ensure that any new development - or alteration of an existing development - meets the needs of the community for which the design is created. This study examines data gathered from a web-based survey addressing the alternate, stakeholderess charrette approach. It was distributed to participants of charrettes facilitated by the Mississippi Main Street Association and is an attempt to understand the perceptions of those actively involved in the process. The purpose of this study was to examine this alternate approach to charrette facilitation and identify trends associated within. The analysis of stakeholder perceptions may prove beneficial in identifying trends that threaten charrette efficiency while highlighting trends worthy of replication in future charrettes.

This Master’s thesis aims to fill the research gaps by providing a study that clearly defines and concretizes the social benefits in river restorations. By further analysing the significance of the social benefits the aim is further to gain a better understanding of the factors that enable people to reap greater social benefits in river restoration. Given the dearth in research, an exploratory research approach is chosen to guide this thesis, on the premises that it provides and generates greater descriptions and broader understandings of the social benefits in river restorations. In addition, the exploratory approach enables analysis and arguments using both primary and secondary research methods, which are applied through literature reviews, official website analysis and interviews with representatives of the single organizations. The factors considered to constitute the social benefits in river restoration are well-being, aesthetics, recreation, play and learn, cultural expression, social cohesion and sense of belonging. When analysing the key factors that enable people to benefit from the social benefits of river restoration, the recognition includes relational values, active citizenship, public participation, knowledge sharing and social dynamics. In addition, the data collected from the single organizations indicate different levels of citizens’ activity and participation, i.e., semi-active, participating, active and highly active. Lastly, this thesis’ contribution to the research field is of great value, as the main findings demonstrate a coherence and consistency between the theoretical reasonings and the identifications of the four single organizations.

Participatory cycling planning: challenges and strategies : The cases of Stockholm and Madrid / Medborgardeltagande inom cykelplanering: utmaningar och strategier : Fallstudier i Stockholm och MadridBurrieza Galán, Javier January 2018 (has links)
Cities develop cycling plans as a tool to promote urban sustainable mobility. These plans are usually open to the participation of current cyclists. In some cases, an intense debate among them arises. Part of them defend the integration of cyclists in a calmer urban traffic, while others prefer dedicated cycling infrastructure separated from motor vehicles. This debate is often framed in terms of what would be more valuable for potential cyclists. Taking this blocking debate as motivation, this thesis explores the cycling planning network of stakeholders generated by participatory planning initiatives. Two study cases with different observed intensities of the described debate, Stockholm and Madrid, are analyzed. The project identifies the stakeholders engaged in cycling planning, both from institutions and civil society; makes a characterization of their relations; and studies the claims they make in relation to the interests of potential cyclists. The research is based in snowball sampling, interviews, questionnaires and social media data mining. The resultant networks combine a set of institutions embedded in a multilevel cycling governance landscape with a set of civil society entities, many characterized by organizational informality partly due to the emergence of virtual communities among them. Accordingly,informal channels of participation are very relevant. The analyzed debate produces tensions, but these are transient frictions grounded in two coexistent systems of meaning rather than permanent antagonism. This is consistent with agonist planning theories. In regard of these challenges, two strategic approaches to the design of participatory cycling planning are suggested: disaggregated stakeholder analysis, in order to reach all the diversity of stakeholders; and bigrelational data analysis, in order to have a first approximation to the particularities of any cycling planning network. / Städer utvecklas cykelplaner som ett verktyg för att uppmuntra hållbar stadsmobilitet. Cykelplaneringsprocesser är vanligtvis öppna för deltagande av nuvarande cyklister. I vissa fall uppstår en intensiv debatt bland de cyklister. Några av dem föredrar att cykla i blandtrafik medan andra förespråkar för dedikerad infrastruktur som separeras från motortrafik. Denna debatt uttrycks ofta i termer av vad som skulle vara mer värdefullt för potentiella cyklister. Uppsatsen tar detta komplexitet som utgångspunkt och utforskar cykelplaneringsnätet av intressenter som genereras av planeringsinitiativ. Två studiefall som presenterar olika intensiteter i debatten analyseras, Stockholm och Madrid. El proyecto identifica los agentes involucrados en los planes ciclistas, tanto dentro como fuera de las instituciones; analiza sus relaciones; y estudia las referencias a los intereses del ciclista potencial. Las redes resultantes unen a una serie de agentes institucionales que operan en un marco de gobernanza multinivel con un gran número de agentes de la sociedad civil. En esta línea, se observa que las oportunidades informales de participación son muy relevantes. El debate sobre infraestructura ciclista produce tensiones, pero estas son fricciones transitorias causadas por la coexistencia de dos sistemas de pensamiento en torno a la bicicleta más que un antagonismo permanente, lo cual es consistente con el modelo de planeamiento agonista. Tras exponer estos retos, se sugieren dos estrategias que puede contribuir al diseño adecuado de procesos de participación ciclista: el análisis desagregado de agentes, para capturar la diversidad de entidades involucradas en planificación ciclista; y el uso de fuentes big data sobre relaciones entre agentes, para obtener una primera aproximación a los equilibrios existentes en las redes de planificación ciclista.
