To this end, two municipalities are analyzed, observing the relationship between the public relations arm of mayoral offices and salient press vehicles. The study evaluates how often newspapers publish government releases on their pages - which may suggest the extent of press independence. Case studies examine the cities of Bauru and Piracicaba, - which, besides being prosperous cities, located in the state of São Paulo, have several characteristics in common, such as the number of inhabitants, the municipal budget, economic output and human development Index scores. The study thus uses a similar systems, controlled comparison to understand variation in local media independence in one of Brazil`s wealthier regions. The analysis broaches the theory of agenda setting, and the relationship between media and democracy. Research shows that there is a high degree of correspondence between governmental press releases and local newspaper coverage in the city of Bauru. Whereas the Jornal da Cidade aired matters related to City Hall, including identical to full or partial releases, 48% of the time, in the case of the Jornal de Piracicaba, only 5% of the news items contained text partially or completely related to releases published by the mayor`s office. The evidence thus indicates a high degree of governmental media capture in Bauru and high independence in Piracicaba. An analysis of both cities illustrates that the most likely explanation has to do with media competition or the lack thereof. / O objetivo dessa dissertação consiste em analisar a interação entre assessorias de imprensa de prefeituras brasileiras e jornais locais. Para tal, dois municípios são analisados, observando a relação existente entre as assessorias e os veículos. É verificado, por exemplo, a frequência com que estes publicam releases governamentais em suas páginas, o que fornece um indício chave do grau de independência da mídia local. Apresentam-se dois estudos de caso, realizado com as cidades de Bauru e Piracicaba - que, além de serem cidades prósperas, localizadas no interior do Estado de São Paulo, apresentam diversas características que as aproximam, como: número de habitantes, orçamento municipal, PIB e IDH - permitindo comparar e analisar a relação das assessorias de comunicação de suas prefeituras, com um jornal impresso local diário, de cada uma das cidades. Embasa o trabalho na teoria do agenda setting, e da relação entre mídia e democracia. Procura-se compreender ainda, de acordo com a literatura, os outros papéis da mídia, como watchdog e gatekeeper. A pesquisa demonstra que existe alto grau de correspondência na cidade de Bauru, onde 48% das vezes em que o Jornal da Cidade veiculou matérias relacionadas a prefeitura, ele o fez aproveitando de forma integral, ou parcial (com pequenas alterações), os releases enviados pela assessoria de comunicação da prefeitura. Já no caso de Piracicaba, apenas 5% das vezes em que o Jornal de Piracicaba veiculou matérias relacionadas à prefeitura, ele o fez aproveitando de forma integral, ou parcial (com pequenas alterações), os releases enviados pela assessoria de comunicação da prefeitura. Quando publica matérias sobre a prefeitura, o Jornal de Piracicaba publica matérias com 1773 caracteres, em média. Enquanto o Jornal da Cidade apresenta uma média de 2453 caracteres.

Master Thesis "Criteria for selection of news from the European Parliament into the Czech media" deals with the factors that affect the classification of reports about events in the European Parliament in the Czech print and online journals as well as defining characteristics that are typical for these reports. In the theoretical part presents political and media communication and logic and goes to the main concepts of news production, such as agenda setting, framing and priming. This Thesis is also about media and intermedia agenda and presents the information already known concerning the relationship between the European Union and the media. Research is a part of practical section. It's aim is to map by content analysis the characteristics typical for reporting about the European Parliament as a specific institution of the European Union. Policy agenda-setting and the use of analytical agenda-setting models for school sport and physical education in South Africa

Philosophiae Doctor - PhD / This study focused on policy agenda-setting models for school sport and physical education in South Africa. The primary objective was to assess and propose options for improved agenda-setting by focussing on the use of agenda-setting models and by applying it to physical education and school sport and the policy agenda of the national government. The study has shown that pertinent school sport and physical education policy issues, as supported by key role-players and principal actors, were initially not placed on the formal policy agenda of government during the research investigation period (2005-2009). However, during 2010 and 2011 the issue of school sport and physical education received prominent attention by authorities and these developments were subsequently included in the study. The study aimed at contributing to existing policy agenda-setting models and by recommending changes to the Generic Process Model.The study also made a contribution by informing various role-players and stakeholders in education and school sport on the opportunities in policy agenda-setting. The study showed that policy agenda-setting is a vital step in the Generic Policy Process Model. Policy agendasetting in South Africa is critical, as it is important to place new and emerging policy issues on the policy agenda and as a participative public policy process is relatively new in this young democracy. The reader should not confuse the study as one dealing with school sport and physical education primarily, but rather as a research investigation dealing with policy agenda-setting models as applied to school sport and physical education.The secondary objectives of the study included the development of a historical perspective on trends and tendencies in education and sport in South Africa. A second objective was to provide theoretical perspectives on public policy and specifically on policy agenda-setting.From these theoretical perspectives, the Generic Policy Process Model was selected to use as a model that provided guidance on the overall policy process normally followed in South Africa. The Issue Attention Cycle and Principal Actor Models on Agenda-Setting were selected to apply to the case study to specifically ascertain important factors related to policy agenda-setting such as the identification of key role players as well as key policy issues. The Generic Policy Process Model provided for both a comprehensive set of phases as well as specific requirements and key issues to be addressed during each phase of the policy process.In terms of findings the study found that a number of specific agenda-setting elements or phases needed to be added to the Generic Policy Process Model, which includes a problem stage, triggers, initiator, issue creation and actors or policy stakeholders.The Principal Actor Model to agenda-setting was selected for application to the case as different actors have different levels of success at each policy stage. In the South African experience it is important to look at who sets the policy agenda and why, who can initiate agenda-setting and the role played by these principal actors in the agenda-setting process.Issue emergence often places policy issues on the policy agenda. The public is initially involved in issues, but in the long term public interest declines. The government realizes the significant costs involved in placing policy issues back on the agenda. This leads to a decline in issue attention by policy-makers and the public. The Issue Attention Cycle Model of agenda setting was used to analyse this phenomenon in South African Education policy.The study provides a case assessment of the South African experience. From the research findings, a set of conclusions and recommendations were developed for improved policy agenda-setting models and implications for school sport and physical education, as well as tools to place it on the national policy agenda were identified. The research findings suggest that pertinent school sport and physical education policy issues, as supported by key roleplayers,stakeholders and principal actors were not placed on the formal policy agenda of the government as a vital step in the policy process between 2005 and 2009. Ever since, principal policy actors, civil society NGOs, and government officials placed sufficient pressure on the Minister of Basic Education to place Physical Education on the agenda. Subsequently,Minister Angie Motshega has placed physical education in the school Curriculum under the subject Life Orientation and Lifeskills. It has become evident from the research that agendasetting is both necessary to, and a complex phase in, the policy-making process.This study has shown that major policy issues such as physical education and school sport were neglected during the period 2005 and 2009 despite reformed and advanced policy cycles in government. It has also shown that the role of policy agenda-setting in the overall policymaking process was revisited by government in the subsequent period 2010/2011 and placed on the policy agenda. Specific lessons of experience emanated from this process.The study recommends that the triggers of the agenda-setting phases be added to the Generic Policy Process Model, which should include the problem stage, triggers, initiators, issue creation, actors and policy stakeholders. Principal actors in the agenda-setting model in South Africa want the issue of physical education and school sport to be part of the school curriculum, and therefore be placed back on the policy agenda by the Government on its institutional agenda. Furthermore, the study showed that actors wanted it to be compulsory in all phases of the school (Foundation, Intermediate, Senior, GET, FET) and that it should have the same legal status as other subjects.The important findings include that:Comprehensive policy process models such as that of Dunn, Wissink and the Generic Process model may need to be reviewed to incorporate more fully the policy-agenda setting stages of the overall process; Current policy agenda setting models in use are relevant and valuable in identifying key role players as well as key issues and considerations regarding the policy process; Institutional arrangements to strengthen the role of NGOs and lower level institutions,such as schools to participate in policy agenda setting are important; and the study has shown that a number of key factors have been identified that had a key influence on policy agenda-setting in the case of physical education and school sport in South Africa. These included the influence of changing political leadership, the competency of policy capacities in government, the profile of issues in the media etc.The key findings of the study have shown that further potential exists to improve monitoring and evaluation and policy analysis.The study made a set of recommendations to principal actors such as the Minister of Education, Minister of Sport and Recreation, non-governmental organisations, interest groups, department officials and pressure groups. A set of research topics was also identified for future research.

The aim of this study was to examine what Swedish elite athletes’ experiences, opinions and ideas are about Swedish sports journalism. We wanted to understand how sports journalism works through the athletes’ point of view, since there is a symbiotic relationship between professional sports and the media. To approach this we carried out a qualitative study based on seven personal interviews with elite athletes representing seven different sports. The theoretical frames used in this study are symbolic interactionism, the agenda-setting theory, framing theory and the sports media complex.The result shows that according to the athletes the journalistic content depends on a range of components, the most important being the relation between the journalists and the athletes, which is mainly based upon the journalist’s knowledge and participation. The sports media complex, which explains the symbiosis between sports and media, is very explicit in our results and so is how journalists set the agenda for the audience. We discuss whether distorted coverage and insufficient knowledge can result in the citizens not getting a chance to fully understand the reality of sports in Sweden and how stereotypical journalism communicate certain meanings and values about sports to the audience.

<p><strong><strong><p>This thesis has its focus</p>on media portrayal of a large political institution; the European Union. Articles from two nations daily newspapers have been analyzed in order to examine how the European Union is described and framed for their readers. The newspapers that was chosen for this study and from which the material was collected, were the Swedish newspaper <em><em>Svenska Dagbladet </em></em>the American newspaper <em><em>The New York Times</em></em>. The material was taken from three periods of time, and by this the results did not only serve a presentiment on how the media reports about the subject, but also an idea over the media’s coverage character over time. Also, by analyzing articles from newspapers from different countries, the material could give an answer to whether there is any difference in media reporting and coverage about the European Union over nation borders. </strong></strong></p><p>Theories that have been under observation for this study, and which have functioned as tools for the analyzing process are: the agenda-setting theory, media ideology, framing, media logic and political communication. Further inspirations that have been under consideration and of values through the development of this thesis are thoughts from the modern theorist Jürgen Habermas, and earlier studies that have been made on the subject in matter, for example ones by Lars Palm and Vanni Tjernström.</p><p>Results from this study showed that there were differences between the two nations way of reporting about the subject, and also that changes over time have occurred. Mostly, it was the Swedish news reporting that showed evident change over the three investigated periods. This can be explained by the countries over all changed relationship towards the European Union. Further did results from this study show that the American articles included more actors and subjects, compared to the Swedish articles. This can be a factor of the American articles longer character.</p>

Strategic Versus Sincere Behavior: The Impact of Issue Salience and Congress on the Supreme Court Docket

The theory proposed here is that the Supreme Court behaves in a strategic manner at the agenda-setting stage in order to vote sincerely on the merits. To test this, I measure the impact issue salience and ideological distance between Congress and the Supreme Court has on the agenda. The results indicate that whether the Supreme Court behaves either sincerely or strategically depends on the policy area. The strategic nature of the Supreme Court at the agenda-setting phase may be in large part why some research shows that the Court behaves sincerely when voting on the merits. By behaving strategically at the agenda-setting phase, the Court is free to vote sincerely in later parts of the judicial process.

Bakgrund Den senaste tiden har en signifikant ökning av hållbarhetsrelaterade frågor skett i media samtidigt som företag nu i allt större utsträckning redovisar om hållbarhet. Media har en central roll i dagens samhälle och hållbarhet har vuxit fram som en av näringslivets viktigaste samtidsfrågor. Studier med en kombination av media och hållbarhet är ett givande fält för forskning. Syfte Syftet med denna studie är att förklara sambandet mellan medias hållbarhetsexponering av företag och företagens upprättande och omfattning av en hållbarhetsredovisning. Metod Denna kvantitativa studie formas utifrån en deduktiv ansats där hypoteser formuleras med bakgrund i befintliga teorier. En tvärsnittsdesign tillämpas för att mäta förekomsten och variationen av ett visst fenomen vid en viss tidpunkt. Sekundärdata används som empiriskt underlag. Studien fokuserar på företag noterade på Nasdaq Stockholm. Slutsats Studiens resultat visar att företags exponering i media påverkar företags upprättande och omfattning av en hållbarhetsredovisning positivt. Storlek, bransch, lönsamhet och antal dotterbolag är faktorer som också signifikant påverkar. Det går således att konstatera att media är en primär faktor till varför företag väljer att hållbarhetsredovisa. För varje nyhetsartikel media publicerar om ett företag i en hållbarhetskontext, är det företaget 2,491 gånger mer benäget att upprätta en hållbarhetsredovisning. Studien visar även att en ökad exponering i media leder till en mer omfattande hållbarhetsredovisning. / Introduction Lately, there has been a significant increase in sustainability related issues in media, while companies increasingly are reporting on sustainability. Media has a central role in today's society, and sustainability is emerging as one of the most contemporary issues in the business industry. Studies with a combination of media and sustainability are a fruitful field for future research. Purpose The aim of this study is to explain the relationship between medias sustainability exposure of companies and these companies' establishment and extent of a sustainability report. Method This quantitative study is pursued through a deductive approach in which the hypotheses are formulated with a background in existing theories. A cross-sectional design is used to measure the presence and the variation of a given phenomena at a certain time. Secondary data is used as the empirical basis. The study focuses on companies listed at Nasdaq Stockholm. Conclusion The results of this study indicate that medias' sustainability exposure of companies affects companies' establishment and extent of a sustainability report. Size, industry, profitability and number of subsidiaries are also significant factors. We have found that media is a primary factor in explaining why companies choose to report on sustainability issues. For every news story about a given company in a sustainability context – the likelihood of that company establishing a sustainability report is increased by 2,491. This study also proves that increased media exposure leads to a more extensive sustainability reporting.

Regulation of the pharmaceutical market in the South Korean National Health Insurance

This thesis explores the implications of democratisation on the regulation of health care providers. It examines the reforms in relation to two regulatory policies in the pharmaceutical market of the National Health Insurance (NHI) in South Korea – the separation of prescribing and dispensing (SPD) and the pharmaceutical pricing policy – conducted in two periods – the 1980s under the authoritarian regime and the 1990s under the democratised regime. The misuse and overuse of drugs had long been recognised as a problem for the NHI, and the tight regulation of the SPD and pharmaceutical pricing as potential solutions. Democratisation seems unlikely to tighten the government’s regulation of the SPD and pharmaceutical prices. On the one hand, the Korean authoritarian regime was known as being capable of conducting top-down regulation of societal groups, and democratisation as having liberalised the government-society relationship. On the other, pharmaceutical regulation is a sophisticated and detached issue, which restricts the ability of laypeople to mobilise and exert bottom-up pressure for regulation. Nevertheless, the authoritarian government failed to tighten, and even loosened these regulations, whereas the democratised government tightened them. This thesis explains this puzzle by focusing on the features of the agenda-setting process and the articulation of policy issues therein. In the 1980s, the SPD and the pharmaceutical reimbursement pricing policy were administrative issues, discussed exclusively between bureaucrats and the central associations of health care providers, which resulted in loose regulation. In contrast, in the 1990s, reform-oriented professionals and NGOs raised these issues and put them on the political agenda, which motivated the government to conduct tighter regulation. This thesis suggests some general implications of democratisation on the politics of regulation. The hierarchical and exclusive authoritarian policy network aims to realise policy goals set by ruling elites; however, for other policy issues, societal partners can utilise this network to promote their preferred policies. Democratisation, which promotes competitive elections and political rights, allows previously excluded policy actors to participate in policy-making networks. These new actors include professionals and activists who are able to understand regulatory issues and articulate them in ways that are salient to politicians and the general public, which will motivate the government to tighten the regulation governing its traditional policy partners.

This thesis deals with the manipulating practices in the political media coverage in the period before the elections to the House of Parliament of the Czech Republic in May 2010. It describes the types of communication in terms of its ability to influence and focuses on the effects of the media and its impact on the audience. It also deals with the theoretical framework of the issues of manipulating methods and techniques and their causes. It defines the function of media in terms of intentions and evaluates the current situation in the Czech Republic, including the existing control mechanisms. A part of this thesis is a comparative analysis that focuses on a detailed qualitative analysis of texts published in the dailies Mladá fronta Dnes and Právo and their comparison during the period under consideration.

This Master thesis "HIV / AIDS in the czech newspapers in changing times (1996-2009)" discusses the media coverage of the topic of HIV / AIDS in the czech newspapers: MF Dnes, Blesk and Hospodářské noviny in 1996, 1998, 2000, 2004 and 2009. The work confronts in the long-term overview the media agenda (the actual number of articles and topics that HIV / AIDS in those years dedicated to) with the real number of newly reported HIV positive and monitors the expanses of Ministry of Health on prevention in this area. The work responds to the question whather are the topics of HIV / AIDS media normally handled episodically, with emphasis on the story, identifies the main issues in the context of HIV / AIDS in the media, namely celebrities in particular frequent topic in the context of HIV / AIDS is deeply engaged. The work also confronts the results of media coverage of this topic so far incurable disease AIDS in czech newspapers with foreign studies on the ground of Media Studies. The actual analysis has two specific aspects of pursuing the use of different analytical tools. Quantitative content analysis looks at the articles that the newspapers reporting on the topic of HIV / AIDS appear.
