Feminism(s), Politics, and Domestic Violence: Tensions and Challenges in Shifting the Discourse and Institutional Relationships

This dissertation explores the creative responses of domestic violence advocates, activists, and other professionals working to address domestic violence in a South Atlantic U.S. state. Neoliberal political-economic policies have supported the development of nongovernmental organizations (NGOs) to address social ills that the state has increasingly relinquished responsibility for. While personal responsibility and the work of civil society is extolled as the best way to address social problems and offer social services to the public, state-level cuts of funding streams to NGOs have made it increasingly difficult for these entities to perform their missions. Moreover, reliance upon the state for funding leads to a slippery slope whereby missions shift and projects may be selected based on funding availability rather than what target communities could truly benefit from. Limited resources and time available to adequately conduct organizational missions within NGOs has helped promote new forms of community coalition building across agencies and systems. Based on ethnographic research within a quasi-state agency and multiple community coalitions, this dissertation examines the knowledge and practice of actors situated within these different sites and their relationships with the state. I address the following questions: 1) how are actors affected by and then in turn respond to the socioeconomic affects of neoliberalism; 2) how do socially defined categories of difference shape knowledge and practice; and 3) what is the relationship between dominant and alternative discourses of domestic violence and the differentially positioned actors who adopt them. My research sheds light on the process of community coalition building and activism in the context of a national financial crisis, which supports politically driven hostility towards domestic violence activist work. Through an in depth analysis of the early development of a community coalition to end domestic violence in the LGBTQQI community, I examine the ways actors heterogeneous social compositions and life experiences shape understandings of domestic violence, and receptiveness to alternative forms of knowledge and practice. Material constraints produced by neoliberal political-economic policies further hinder knowledge production and actors' capacity to contend with alternative frameworks for analyzing domestic violence. / Anthropology

Organizational Climate, Teacher Beliefs, and Professional Development: An Investigation of the Relationships

This study investigated teacher beliefs and organizational climate constructs of collective efficacy, faculty trust, academic emphasis, enabling bureaucracy, and mindfulness as antecedents for implemented professional development. Researchers previously combined collective efficacy, faculty trust, and academic emphasis into academic optimism. Using Conscious Discipline as professional development and book study as delivery, in this mixed methodology study, 489 teachers in 17 suburban elementary schools completed surveys measuring organizational climate constructs, teacher beliefs about classroom management, and self-reported degree of imlementation. Morning greeting and classroom walkthrough observations collected evidence of implementation. Sixteen focus group teachers from four elementary schools explained the degree of implementation. This study found that (a) Teacher and school demographic data correlated with organizational climate constructs; (b) Teacher beliefs and faculty mindfulness explained 65.7% of variance in self-reported degree of implementation; and (c) Socioeconomic status, book club participation, and teacher beliefs explained 77.1% of variance in observation degree of implementation. / Ph. Bureaucracy at the state level: the quest for responsibility

This thesis replicates Herbert Kaufman's study of the administrative behavior of federal bureau chiefs at the state level. Kaufman asserted that bureau chiefs are not as autonomous as we depicted. Their behavior is confined by the legal, institutional, political and operational constraints. This thesis supports Kaufman's findings--except that it's more optimistic about the occurrence of innovative changes in public agencies. This study looks at six state agency heads of the State of Virginia. Their behavior is examined from the conception of "responsibility." Chapter One argues that responsibility connotes two aspects of meaning: objective and subjective. Objective responsibility is ensured through the constraints placed on bureaucrats. Contents of these constraints are examined in Chapter Two. The findings show that these agency heads are behaving in ways consistent with the limits set by the constraints. / Master of Public Administration

The maximization of discretionary budget: an explanation for the pattern of computer investments in the federal government

This study of bureaucratic behavior is from the perspective of a particular federal government operations process - the management and delivery of computing services to the federal agencies. It supports the idea that federal bureaucrats are utility maximizers. The first of the two theories considered in this thesis is based upon William Niskanen's hypothesis that the primary objective of the government bureaucrat is to maximize the bureau's budget through the maximization of output. The second theory is based upon Jean-Luc Migue’s and Gerald Belanger's hypothesis that the objective of bureaucrats is to maximize "discretionary budget” - the difference between the bureau's total budget and the cost of producing the bureaus authorized output. This thesis contends that the maximization of discretionary budget is the maximand of the federal bureaucrat evaluating the computer investment decision. / Master of Urban Affairs

Registered nurses' perception regarding the bureaucratic view of power in health care services in the Tshwane metropolitan region

This study investigated the registered nurses' perceptions of the bureaucratic view of power in health care services in the Tshwane metropolitan region. The study further sought to describe how power affects the role of registered nurses in an organisation that is perceived to be predominantly bureaucratic in its' approach to management. A quantitative descriptive exploratory approach was adopted. Data was drawn from 121 respondents by random distribution of questionnaires to three selected health care services in the Tshwane metropolitan region. The findings revealed that registered nurses were largely divided in their perception of the bureaucratic view of power in health care services. Almost half of the respondents indicated that great strides had been taken by organisations in transforming health care services in accordance with the White Paper (1997) on Transformation of the Health System in South Africa and the recommendations of the 2001 Health Summit. The others indicated that registered nurses still needed to break out of the restraints of their dependant role towards taking ownership of health care services by equally bearing the burden of the organisation with management. / Health Studies / M.A.(Health Studies)

Since 2007, about 300 unaccompanied children have annually disappeared in Sweden. This study investigates whether authorities are aware of the problem and how they look at risks, responsibilities and causes of disappearance of unaccompanied children. This is done through a combination of text analyzes of relevant reports as well as qualitative interviews of selected social service professionals and the National Method support against prostitution and human trafficking. The empirical findings have been analyzed with the help of Michael Lipsky’s (2010) Street-Level Bureaucracy theory and Carol Bacchi’s (2009) what’s the problem represented to be – approach. There seem to be a mixed awareness amongst those who are dealing with the problem that unaccompanied refugees disappear. There seems to be, however, a national goal as well as a local interest, to improve the preventive work against the problem that unaccompanied refugee children disappear. Yet the results show that other aspects and participants are to be considered for an extensive understanding of the problem.

本研究以溪洲部落拆遷政策變遷為個案研究,瞭解「代表性官僚」在實務上如何運作,以及他們在現實的政策環境中如何自處,藉由深入的探討來發掘「代表性官僚」的更多可能,讓他們發揮積極代表性的功能。研究方法以深度訪談為主,在不足處再佐以官方新聞稿及國內報紙新聞資料,進行5位受訪者,共計6次訪談,研究範圍自2007年9月至2011年5月止。 本研究結果發現,因個案牽涉層級太高,臺北縣原民局的行政決策空間有限,在個人因素方面,「代表性官僚與代表團體間擁有共享的價值觀與信念」、「代表性官僚改變政策標的之行為」、「代表性官僚本身對其代表性的認同程度」等對代表性官僚的決策與執行有影響;在結構因素中「行政裁量權的多寡」與「外在政治環境」對代表性官僚的決策與執行有影響,較具體是反映在專業與資源不足、社會運動蓬勃、媒體與政治力介入、學者專家介入等因素。除了上述的影響因素之外,本研究亦發現不同行政人員的信仰、生活經歷、工作經歷等亦會影響行政人員處理相關事務的態度。此外,研究發現認為原住民族身分的行政人員如與政策標的屬於同一族群,則較能發揮文化、語言等優勢進行溝通協調工作,而原民住族在有困難時,也會習慣向自己的原民行政體系尋求協助,顯見「代表性官僚」的存在有其功能。但值得一提的是,非原住民族的行政人員也能夠透過與族人的長期互動來獲得族人的認同,因此,從處理原住民族事務的觀點來看,不論行政人員是否屬於原住民族,培養「原民意識」皆是必須的。 此外,本研究建議:第一,原民體系應增加人力與專業等資源,在政策推動上爭取主導權,避免成為自我限縮的官僚;第二,處理原住民族事務需要「原民意識」的培養,增加行政人員的內在動力;第三,為因應愈來愈多的都市原住民人口,中央原民會應主動進行全盤的政策規劃和立法相關準備工作,讓原住民族的利益能夠獲得立法保障,減少政黨輪替所帶來的影響,最後應有原住民族公共利益的產生制度,並增加族人對於原住民族代表性官僚的課責管道,以回應政策需求。 / This study is a case study about the relocation policy negotiation with Shijou Tribe, in order to understand how "Representative Bureaucracy" works in practice, as well as the real policy environment, and to discover the "representative bureaucracy" more likely to enable them to play an active representative functional . the main research method is in-depth interviews, the five respondents, a total of six interviews, and then combined with the official press releases and newspapers from September 2007 to May 2011 only. The study found that because the case involves high-level, Council of Indigenous Peoples Bureau, Taipei County executive decision-making space is limited. In personal factors, "between representative bureaucrats and representative groups with shared values and beliefs," "representative bureaucrats to change its policy subject of conduct "," representative bureaucracy itself, the recognition of their representative, " influence representative bureaucrats on the decision-making and implementation. In the structure factors, "the amount of administrative discretion" and "external political environment" influence representative bureaucrats on decision-making and implementation, more specifically reflected in the lack of expertise and resources, social movements, media and political forces involved, scholars expert intervention. Except the above factors, the study also found that the administrative staff of different beliefs, life experiences, work experience and other administrative staff will also affect the attitude of dealing with relevant affairs. In addition, the study found that Aboriginal identity and policy underlying executive officer of the same ethnic group, are more able to play culture, language and other advantages of communication and coordination, and the original people also used to their own administrative systems of Indigenous Peoples for assistance, which shows that the existence of "representative bureaucracy" has its functions. But it is worth mentioning that non-Aboriginal executives can also via the long-term interaction with the tribe to get the tribe recognized, therefore, deal with Aboriginal affairs from the point of view, regardless of whether they are Aboriginal administrative staff, developing a "sense of the original people" are necessary. In the end, this study suggests that the original system should increase professional ability and other resources, to avoid becoming a self-limited reduction of bureaucracy; In addition, increase administrative personnel intrinsic motivation; Finally, in response to an increasing number of urban Aboriginal population, Council of Indigenous Peoples, Executive Yuan should adjust overall policy planning and legislation related to preparatory work for the interests of indigenous peoples to obtain legislative protection, reducing the impact of politics. On the other hand, indigenous peoples should have the system for the public interest and increase the representative bureaucrats accountability.

Act No. 108/2006 Coll., on social services and bureaucratization of the activities of NGOs This thesis deals with the Social Services Act (No. 108/2006 Coll.) in the context of the bureaucratization of the activities of nongovernmental organizations (NGOs) that are providers of social services. The first order of business is to answer the question whether the law contains elements of the bureaucracy, which the law establishes in the activities of social services providers. A second related objective is to determine whether NGO consider the elements of bureaucracy contained in the Act on Social Services as the main obstacles for the way they operate and whether in connection with their introduction observe within their organization typical dysfunctions associated with the process of bureaucratization. Theoretical background and set of research tools are based on R.H. Hall's research in the field of dimensional analysis of elements present in the structure of bureaucratic organizations. As a research method to achieve the first objective is used quantitative content analysis. The results of the analysis confirm that the Social Services Act contains elements that bureaucratise activities of social services providers. This thesis attempts to apply the Representative Bureaucracy theory established and developed within the Public Administration scholarship addressing the lack of formal accountability of bureaucratic bodies on the case of the largest international bureaucracy in the world - the United Nations Secretariat. It builds on the normative presumption that it is necessary to staff the bureaucracy proportionally from all the societal groups so that it reflected the values of the society in whole and the policy outcomes corresponded to those produced if all the society participated in the process. Accordingly, we aspire to find out whether the UN Secretariat is a representative sample of the world population in terms of its bureaucrats' national affiliation, and, if not, what are the factors associated with a better relative representation of a Member State in the UN Secretariat. Through the usage of descriptive statistics tools and Ordinary Least Squares Multiple Linear Regression, we find out that the per capita representation of different Member States in the UN Secretariat is by no means equal and, thus, the UN Secretariat is not a representative sample of the world population.
