[pt] A Pandemia de Covid-19 acelerou a transformação digital que já estava em curso, e não só mudou a forma de trabalho, como também a forma das empresas verem a computação em nuvem como solução para o trabalho remoto, redução de custos, ter flexibilidade e mobilidade. A indústria de serviços de TI, principalmente de implementação de infraestrutura em nuvem, teve que se adaptar a essa nova realidade, bem como lidar com a falta de mão de obra especializada, não só no mercado brasileiro, mas também no mercado mundial. Esse novo contexto trouxe oportunidades e desafios às empresas. A inovação se tornou cada vez mais importante para que as empresas consigam se reorganizar e se adaptar a esse cenário, a fim de atender às novas demandas que o mercado impõe e gerar uma vantagem competitiva. Este trabalho tem como objetivo realizar um estudo de caso, aplicando um modelo teórico integrativo, em uma empresa de pequeno a médio porte (até 20 milhões de reais de faturamento anual), que atua no mercado de serviços de TI, mais especificamente em serviços de implementação de infraestrutura em nuvem. Foram analisados os fatores externos - ambiente onde a empresa se situa e a estrutura da indústria - e os fatores internos - recursos, alianças estratégicas e capacidades - se combinam e interferem na inovação e no desempenho, para se alcançar vantagem competitiva sustentável. Uma importante implicação prática é que esse modelo teórico integrativo pode ser aplicado em outras empresas de serviços de TI, de tamanhos diferentes da empresa estudada. / [en] The Covid-19 Pandemic accelerated the digital transformation that was already underway, and not only changed the way of working, but also the way companies see cloud computing as a solution for remote work, reducing costs, having flexibility and mobility. The IT services industry, mainly in the implementation of cloud infrastructure, had to adapt to this new reality, as well as deal with the lack of skilled labor, not only in the Brazilian market, but also in the world market. This new context has brought opportunities and challenges to companies. Innovation has become increasingly important for companies to be able to reorganize and adapt to this scenario, in order to meet the new demands that the market imposes and generate a competitive advantage. This work aims to carry out a case study, applying an integrative theoretical model, in a small to medium-sized company (up to 20 million annual revenue), which operates in the IT services market, more specifically in implementation services. of cloud infrastructure. External factors were analyzed - environment where the company is located and the structure of the industry - and internal factors - resources, strategic alliances and capabilities - combine and interfere in innovation and performance, to achieve sustainable competitive advantage. An important practical implication is that this integrative theoretical model can be applied in other IT service companies, of different sizes from the company studied.

Regulating Disinformation Under EU Law : The EU’s Competences and Member States Capacities to Increase the Response to Disinformation

The intentional spread of incorrect information, ‘disinformation’ has increased rapidly in the past couple of years. Bringing with it serious threats to aspects of modern society that constitute central parts of the European Union’s values, thus requiring protection in line with the core aims and duties under EU law. Despite this, the phenomenon of disinformation has not been the focus of regulation until recently, and any attempts to further the regulation of disinformation risks limiting the fundamental right to freedom of expression and information. This right is embedded in Article 11 of the Charter of the Fundamental Rights of the European Union (the Charter) and entails protection so fierce that it sets constraints for what actions the European Union (EU) and Member States may take to regulate any expression and information. In light of this information, the study aims to evaluate the current legal response to disinformation under EU law by assessing possible parallels with hate speech and examining possibilities for the EU and Member States to increase their response to disinformation. This aim is pursued through the use of the legal dogmatic method when investigating the sources and by juxtaposing disinformation with hate speech, which is more firmly regulated. The latter is assessed to determine whether the fiercer regulation of hate speech could arguably be a requirement for disinformation as well. The study offers a deeper understanding of the competencies and capacities within the complex and multilayered EU system and on these grounds then discusses the sufficiency of the current response to disinformation and if there are possibilities to enhance it. Through this assessment, disinformation is found homogenous to hate speech, and possibilities for the EU and Member States to enhance the regulation of disinformation are detected. The study therefore concludes that the current response to disinformation is insufficient in contrast with the response to disinformation and in line with the aims and duties to protect under EU law.

Résumé: But : Les objectifs étaient de 1) décrire les profils de force musculaires aux membres inférieurs (MIs) et les capacités aux déplacements des personnes présentant les phénotypes adulte classique (DM1-AC) et adulte tardif (DM1-AT) de la dystrophie myotonique de type 1 (DM1), et 2) d’explorer l’influence de la faiblesse des MIs sur les capacités aux déplacements dans cette population. Méthode : Cette étude consiste en une analyse secondaire de données issues d’une plus large recherche qui visait à identifier les déterminants de la participation sociale et de la qualité de vie de personnes atteintes de DM1 (n = 158 DM1-AC et n = 42 DM1-AT). La force de quatre groupes musculaires des MIs a été mesurée à l’aide du bilan musculaire manuel (BMM) et du bilan musculaire quantitatif (BMQ) par dynamométrie manuelle. Les capacités aux déplacements ont été évaluées à l’aide de tests standardisés (échelle d’équilibre de Berg, vitesse de marche et Timed Up & Go). Résultats : Le phénotype DM1-AT présente moins de faiblesse et d’incapacités que le phénotype DM1-AC (p < 0,001 – 0,020). Le BMM ne détecte pas de faiblesse chez le phénotype DM1-AT mais des pertes de force au BMQ de 12 % à 20 % ont été identifiées chez ce phénotype, excepté pour les fléchisseurs du genou, entrainant des limitations aux déplacements chez 22 % à 48 % de ces individus. Dans le phénotype DM1-AC, l’atteinte musculaire était légèrement plus importante en distal qu’en proximal. Selon ces résultats, les phénotypes DM1-AC et DM1-AT présentent des portraits distincts et les données relatives à chacun devraient être analysées séparément. Une progression générale de la faiblesse au BMQ et des scores aux tests fonctionnels a été observée en fonction des cotes de l’échelle Muscular Impairment Rating Scale (MIRS). Un déficit de force au BMQ (excepté pour les fléchisseurs du genou) et des incapacités fonctionnelles ont aussi été observés dès les premières cotes de la MIRS. Finalement, les dorsifléchisseurs de la cheville et les extenseurs du genou semblent être de bons indicateurs de la fonction des membres inférieurs en DM1. Conclusion : Cette étude a permis de dresser un portrait des atteintes de la force musculaire aux MIs et des capacités fonctionnelles liées aux déplacements pour chacun des phénotypes DM1-AC et DM1-AT de la DM1, ainsi que d’explorer la contribution de la faiblesse des groupes musculaires évaluées sur les capacités aux déplacements dans cette population. Ces résultats contribueront à mieux déterminer les cibles d’évaluation et d’interventions en réadaptation et à mieux définir le processus d’évaluation dans le contexte des essais thérapeutiques à venir. / Abstract: Purpose: The purposes of this study were 1) to describe lower limbs muscle strength and mobility capacities, and 2) to explore the respective contribution of lower limb muscle weaknesses on mobility in the adult and late-onset phenotypes of myotonic dystrophy type 1 (DM1). Methods: This study is a secondary analysis of part of the results of a larger study, whose purpose was to identify social participation and quality-of-life determinants in 200 DM1 patients (158 adult and 42 late-onset). The strength of four lower limb muscle groups was assessed using manual muscle testing (MMT) and handheld dynamometry quantitative muscle testing (QMT). Mobility capacities were assessed using standardized tests (Berg balance scale, 10 Meter Walk Test and Timed Up & Go). Results: Although the late-onset phenotype showed less weaknesses and mobility limitations than the adult phenotype (p <0.001-0.020), and although MMT showed no weakness in the late-onset phenotype, quantitative strength losses of 12-20% were measured in this phenotype, with the exception of the knee flexors. These weaknesses led to mobility limitations in 22-48% of participants with the late-onset phenotype. In the adult phenotype, muscle strength impairment was slightly more important distally than proximally (2-2.5/10 and 5.8-8.2% for MMT and QMT, respectively) (p <0.001-0.002). According to those results, the adult and late-onset phenotypes show different profiles of lower limb impairment, and should not be pooled for data analysis. A general progression of quantitative muscle weakness and of mobility scores was observed according to the Muscular Impairment Rating Scale (MIRS) classification. Quantitative weaknesses, with the exception of the knee flexors, and mobility limitations were observed from the first MIRS grades. QMT is therefore definitely a more effective tool for measuring weakness in DM1. Finally, ankle dorsiflexors and knee extensors seem to be good indicators of lower limb function in DM1. Conclusion: This study allowed a better characterization of lower limb weaknesses and mobility limitations in the adult and late-onset phenotypes of DM1, and explored the contribution of lower limb weaknesses on mobility capacities in this population. These results will be useful for developing more specific rehabilitation programs and for optimizing the evaluation of these impairments in the context of the upcoming therapeutic trials. Dynamic Facility Location with Modular Capacities : Models, Algorithms and Applications in Forestry

Les décisions de localisation sont souvent soumises à des aspects dynamiques comme des changements dans la demande des clients. Pour y répondre, la solution consiste à considérer une flexibilité accrue concernant l’emplacement et la capacité des installations. Même lorsque la demande est prévisible, trouver le planning optimal pour le déploiement et l'ajustement dynamique des capacités reste un défi. Dans cette thèse, nous nous concentrons sur des problèmes de localisation avec périodes multiples, et permettant l'ajustement dynamique des capacités, en particulier ceux avec des structures de coûts complexes. Nous étudions ces problèmes sous différents points de vue de recherche opérationnelle, en présentant et en comparant plusieurs modèles de programmation linéaire en nombres entiers (PLNE), l'évaluation de leur utilisation dans la pratique et en développant des algorithmes de résolution efficaces. Cette thèse est divisée en quatre parties. Tout d’abord, nous présentons le contexte industriel à l’origine de nos travaux: une compagnie forestière qui a besoin de localiser des campements pour accueillir les travailleurs forestiers. Nous présentons un modèle PLNE permettant la construction de nouveaux campements, l’extension, le déplacement et la fermeture temporaire partielle des campements existants. Ce modèle utilise des contraintes de capacité particulières, ainsi qu’une structure de coût à économie d’échelle sur plusieurs niveaux. L'utilité du modèle est évaluée par deux études de cas. La deuxième partie introduit le problème dynamique de localisation avec des capacités modulaires généralisées. Le modèle généralise plusieurs problèmes dynamiques de localisation et fournit de meilleures bornes de la relaxation linéaire que leurs formulations spécialisées. Le modèle peut résoudre des problèmes de localisation où les coûts pour les changements de capacité sont définis pour toutes les paires de niveaux de capacité, comme c'est le cas dans le problème industriel mentionnée ci-dessus. Il est appliqué à trois cas particuliers: l'expansion et la réduction des capacités, la fermeture temporaire des installations, et la combinaison des deux. Nous démontrons des relations de dominance entre notre formulation et les modèles existants pour les cas particuliers. Des expériences de calcul sur un grand nombre d’instances générées aléatoirement jusqu’à 100 installations et 1000 clients, montrent que notre modèle peut obtenir des solutions optimales plus rapidement que les formulations spécialisées existantes. Compte tenu de la complexité des modèles précédents pour les grandes instances, la troisième partie de la thèse propose des heuristiques lagrangiennes. Basées sur les méthodes du sous-gradient et des faisceaux, elles trouvent des solutions de bonne qualité même pour les instances de grande taille comportant jusqu’à 250 installations et 1000 clients. Nous améliorons ensuite la qualité de la solution obtenue en résolvent un modèle PLNE restreint qui tire parti des informations recueillies lors de la résolution du dual lagrangien. Les résultats des calculs montrent que les heuristiques donnent rapidement des solutions de bonne qualité, même pour les instances où les solveurs génériques ne trouvent pas de solutions réalisables. Finalement, nous adaptons les heuristiques précédentes pour résoudre le problème industriel. Deux relaxations différentes sont proposées et comparées. Des extensions des concepts précédents sont présentées afin d'assurer une résolution fiable en un temps raisonnable. / Location decisions are frequently subject to dynamic aspects such as changes in customer demand. Often, flexibility regarding the geographic location of facilities, as well as their capacities, is the only solution to such issues. Even when demand can be forecast, finding the optimal schedule for the deployment and dynamic adjustment of capacities remains a challenge. In this thesis, we focus on multi-period facility location problems that allow for dynamic capacity adjustment, in particular those with complex cost structures. We investigate such problems from different Operations Research perspectives, presenting and comparing several mixed-integer programming (MIP) models, assessing their use in practice and developing efficient solution algorithms. The thesis is divided into four parts. We first motivate our research by an industrial application, in which a logging company needs to locate camps to host the workers involved in forestry operations. We present a MIP model that allows for the construction of additional camps, the expansion and relocation of existing ones, as well as partial closing and reopening of facilities. The model uses particular capacity constraints that involve integer rounding on the left hand side. Economies of scale are considered on several levels of the cost structure. The usefulness of the model is assessed by two case studies. The second part introduces the Dynamic Facility Location Problem with Generalized Modular Capacities (DFLPG). The model generalizes existing formulations for several dynamic facility location problems and provides stronger linear programming relaxations than the specialized formulations. The model can address facility location problems where the costs for capacity changes are defined for all pairs of capacity levels, as it is the case in the previously introduced industrial problem. It is applied to three special cases: capacity expansion and reduction, temporary facility closing and reopening, and the combination of both. We prove dominance relationships between our formulation and existing models for the special cases. Computational experiments on a large set of randomly generated instances with up to 100 facility locations and 1000 customers show that our model can obtain optimal solutions in shorter computing times than the existing specialized formulations. Given the complexity of such models for large instances, the third part of the thesis proposes efficient Lagrangian heuristics. Based on subgradient and bundle methods, good quality solutions are found even for large-scale instances with up to 250 facility locations and 1000 customers. To improve the final solution quality, a restricted model is solved based on the information collected through the solution of the Lagrangian dual. Computational results show that the Lagrangian based heuristics provide highly reliable results, producing good quality solutions in short computing times even for instances where generic solvers do not find feasible solutions. Finally, we adapt the Lagrangian heuristics to solve the industrial application. Two different relaxations are proposed and compared. Extensions of the previous concepts are presented to ensure a reliable solution of the problem, providing high quality solutions in reasonable computing times.

This dissertation uses philosophical tools to examine the child’s right to freedom of religion within the context of the United Nations Convention on the Rights of the Child (CRC) and other international human rights instruments. Article 14 of the CRC establishes the right of the child to freedom of thought, conscience and religion. It also establishes the right of the child's parents to guide and support the child in its exercise of the right to freedom of religion, while adjusting this support according to the child's evolving capacities. The emphasis of the study is on how to understand the child as, on the one hand, agent and subject in the exercise of this right and, on the other, dependent on parental support and guidance. For this purpose, the theoretical underpinnings of the child’s right to freedom of religion are examined with a particular focus on the conceptualization of this right in relation to children. With the text of the CRC as a starting point, different theories on rights, autonomy and religion are analyzed in order to find those compatible with both aspects of Article 14: the child as agent and the child as dependent. Theories that demand fully developed cognitive abilities in order to be a moral agent and a rights holder are rejected, as are theories in which the parents are the sole decision-makers on the basis of their own view of what is in the child's interests. In the same way, conceptions of religion in purely cognitive terms, or not taking into account dimensions of practice and observance accessible to children, are rejected. The conclusion drawn from the analysis is that relational conceptualizations of rights and autonomy and multi-dimensional conceptualizations of religion are best served to include both aspects of the child's right to freedom of religion. In viewing all humans, adults and children alike, as both active agents and vulnerably dependent on others, these conceptualizations challenge traditional views on rights and autonomy, and modern views of religion. In the final chapter, aspects of these relational conceptions are put together into a relational, mutuality-oriented model of the child's right to freedom of religion.

Modélisation de facteurs associés à une perception d'insuffisance lactée

Peu de femmes atteignent la recommandation internationale d’un allaitement exclusif d’une durée minimale de 6 mois malgré ses nombreux bienfaits pour l’enfant et pour la mère. Une raison fréquemment mentionnée pour la cessation précoce de l’allaitement ou l’introduction de préparations commerciales pour nourrissons est l’insuffisance de lait. L’origine de cette perception maternelle demeure toujours inexpliquée bien que sa prévalence dans les écrits soit bien documentée. L’insuffisance lactée relève-t-elle de pratiques d’allaitement qui contreviennent au processus physiologique de la lactation ou relève-t-elle d’un manque de confiance maternelle dans sa capacité d’allaiter? Une meilleure compréhension des déterminants de la perception d’insuffisance lactée (PIL) s’avère primordiale, un manque d’interventions infirmières permettant de prévenir, dépister et soutenir les femmes allaitant percevant une insuffisance lactée ayant été identifié. Cette étude visait à déterminer l’apport explicatif de variables biologiques et psychosociales de 252 femmes primipares allaitant sur une PIL. Une modélisation de facteurs associés à la PIL a été développée à l’aide de l’approche synthèse théorique comportant les variables suivantes: les événements entourant la naissance, les capacités infantiles et maternelles, la supplémentation, le sentiment maternel d’efficacité en allaitement, la PIL et les pratiques d’allaitement. Afin de mieux comprendre comment se développe et évolue la PIL, un devis prédictif confirmatif longitudinal a été privilégié de la naissance à la 6e semaine postnatale. Au T1, soit le premier 24 heures suivant la naissance, les participantes ont complété un questionnaire concernant leur intention d’initier et de maintenir un allaitement exclusif pour une durée de 6 mois. Au T2, soit la 3e journée postpartum, les femmes complétaient un 2e questionnaire regroupant les différentes mesures utilisées pour l’étude des variables de la modélisation PIL, incluant le prélèvement d’un échantillon de lait maternel. À la 2e semaine, soit le T3, les femmes complétaient un questionnaire similaire à celui du T2, lequel était envoyé par la poste. Finalement, au T4, soit à la 6e semaine, une entrevue téléphonique semi-dirigée concernant les pratiques d’allaitement a été réalisée. La vérification des hypothèses s’est faite principalement à l’aide de tests de corrélations de Pearson, d’analyses de régressions et d’équations structurelles. Les résultats indiquent une influence simultanée des capacités infantiles et du sentiment maternel d’efficacité en allaitement sur la PIL au T2 et au T3; le sentiment maternel d’efficacité en allaitement exerçant de surcroit un effet médiateur entre les capacités infantiles et la perception d’insuffisance lactée au T2 et au T3. Au T2, la fréquence des tétées est associée à une diminution du taux de Na+ du lait maternel, marqueur biologique de l’établissement de la lactogenèse II. Des interventions ciblant le développement d’un sentiment maternel élevé d’efficacité en allaitement devraient être privilégiées. / Few mothers achieved the international recommendation of 6 months exclusive breastfeeding even though it’s numerous benefits both for mother and baby. Perceived insufficient milk (PIM) is a frequent reason reported by mother for stopping breastfeeding or introducing commercial milk products, especially in the first 6 weeks. Although consensus about its prevalence exists in the literature, the origin of this perception is still unexplained. Does PIM result from breastfeeding mismanagement which interferes with lactation physiologic processes or does it results from a lack of maternal confidence? This critical gap in the knowledge of determinants of PIM limits nursing intervention development. The aim of this study is to determine the relative contribution of biological and psychological variables on PIM among a group mother’s 1st time breastfeeding. To allow a comprehensive understanding of the evolution of PIM, a predictive confirmative longitudinal design was implemented from birth to 6th week postnatal. PIM model was developed through theory synthesis and include the following key variables: birth events, infant capacities, maternal capacities, supplementation, breastfeeding self-efficacy, perceived insufficient milk and breastfeeding practices. This study’s sample consisted of 252 breastfeeding 1st time mothers that were contacted at 4 points in time. At T1, the first 24 hours following birth, the participants completed a questionnaire related to their intention to initiate and maintain 6 months exclusive breastfeeding. At T2 of the study, on the 3rd day postpartum, the women completed a 2nd questionnaire regrouping the different measures used for the PIM model key variables and hand-expressed breast milk sample. On the 2nd week, T3, the women completed a questionnaire comparable to the one at T2, which was sent by mail. Lastly, the 4th study time, at the 6th week, a semi-directed telephone interview was done regarding their breastfeeding practices. Statistical analyses included Pearson correlations, ascendant logistic regressions and SEM. The results suggest a simultaneous influence of infant capacities and breastfeeding self-efficacy on PIM on T2 and T3; breastfeeding self-efficacy exerting a mediating effect in between infant capacities and PIM at both T2 and T3. At T2, breastfeeding frequency was associated with a fall in Na+ breastmilk, indicating establishment of lactogenesis II. Interventions towards increasing breastfeeding self-efficacy should be developed.

Indeed, this study proposes the analysis of the social route, such as suggests Bernard Lahire in his sociological biography, at the origin of mental and social capacities, then of resources — inherited or acquired in the course of the bibliographic route of Rioux —, which confers him this privileged position in society; position by virtue of which form the autonomy and the freedom of expression for the social and political commitment conferring him the quality to be intellectual. On the basis of the mobilization of capacities and particular resources, which takes the combined shape of habitus and capital for Pierre Bourdieu, appropriate to generate the autonomy needed to make the intellectual exist in his orbit and capable of legitimizing his position on the public scene, it will be demonstrated in theoretical terms that is not intellectual whoever wants to be.
