Institutions, croissance économique et entrepreneuriat : causes et conséquences des activités entrepreneuriales sur le développement économique des régions indonésiennes / Institutions, economic growth and entrepreneurship : causes and consequences of entrepreneurial activities on economic development of Indonesian regions

Le but de cette thèse est d'examiner les causes et les conséquences des activités productives des entrepreneurs. Cette étude utilise la base de données sur les régions d'Indonésie pour mettre à l'épreuve des faits nos hypothèses. Le premier chapitre scrute le rôle de l'entrepreneur dans la dynamique du marché du travail. Son originalité est d'introduire la structure du chômage et de travailleur indépendant pour expliquer la relation entre l'entrepreneuriat et le chômage. Le deuxième chapitre cherche à renouveler le raisonnement sur les relations entre les institutions et l'entrepreneuriat. La particularité de cette étude est d'expliquer ces relations au travers de l'ontologie d'Aristote de la contingence et de la prudence. Le troisième chapitre étudie les conséquences de la diversité culturelle sur l'entrepreneuriat. Nous proposons que la diversité culturelle n'influence pas seulement la compétence des individus à découvrir des opportunités, mais qu'elle se trouve également à l'origine de ces opportunités. Le quatrième chapitre étudie les effets des activités productives des entrepreneurs sur la croissance économique. Nous proposons quatre types de modèles économiques: Innovation-économie managériale, innovation-économie entrepreneuriale, imitation-économie managériale et imitation-économie entrepreneuriale. Le cinquième chapitre a pour but de comprendre les conséquences de l'entrepreneuriat sur le processus de la convergence économique. Nous proposons que l'égalisation du capital entrepreneurial à la période initiale soit un facteur nécessaire à la formation de convergence club. / This dissertation aims to examine the causes and consequences of entrepreneurial productive activities. This study makes use Indonesian cross-region database to investigate empirically our hypotheses. The first chapter observes the role of entrepreneurship in the dynamic of the labor markets. The value of this chapter is to consider the structure of unemployment and self-employment to uncover the entrepreneurship-unemployment relationships. The second chapter seeks to renew the explanation of the relationships between institutions and entrepreneurship. The originality is to explain this relationship through Aristotle's ontology of contingency and prudence. The third chapter investigates the consequences of cultural diversity on entrepreneurship. We propose that cultural heterogeneity not only influences the ability to discover profit opportunities, but it also is the origin of these opportunities. The fourth chapter studies the effect of entrepreneurial productive activities of economic growth. The novelty of this chapter is to propose that a country's model of economic growth may fall into four possible economic models: innovation-managed economy or innovation­entrepreneurial economy and imitation-managed economy or imitation-entrepreneurial economy. The fifth chapter aims to understand the consequences of entrepreneurship on the process of convergence. We propose that the equalization of entrepreneurial capital at the initial period is a conditioning factor of convergence club formation and different types of entrepreneurship based on technology intensity matters for explaining the process of catch-up.

Cultural Impacts on the Managing of Knowledge Sharing Processes : A Qualitative Study of Swedish Banks in Shanghai, China

The globalization of economies and the technology development have both increased opportunities to businesses as well as challenges. Multicultural workforces and other values in the market compared with the home market lead to complexity in the management control when a business establishes abroad. Individuals’ nationalities impact their behaviors and values and it is the management’s task to coordinate the members’ activities in a way that is beneficial for the company. The banking industry is a knowledge-intensive industry, meaning the employee’s knowledge is the bank’s biggest resource. To create organizational knowledge, it is important that the knowledge is shared within the company. Effective knowledge sharing is hard to accomplish in a multicultural company since it is depending on communication between the employees which can be aggravated by cultural differences. The more distant the involved national cultures are, the harder it will be to achieve intercultural communication. The Swedish culture is very different from the Chinese culture. China’s economy has developed fast since it opened up to the world market in the 70’s. Today, several Swedish companies are established in China. The purpose with this study is to examine how the Chinese culture impacts Swedish knowledge-intensive companies established in China and to increase the understanding on how to overcome the cultural barriers that are affecting the managing of knowledge sharing. Cultural clashes can imply risk to a company if they affect the efficiency of the internal processes and must therefore be avoided. This field study was conducted in Shanghai, China at Swedish banks to see how they worked with the cultural differences. Interviews were made with staff of both Chinese and Nordic heritages to see how the cultural differences impacted their operations. The results showed that there are several cultural clashes that affect effective knowledge sharing processes within the companies. The management tries to implement the Swedish way of working in the branches, but the Chinese culture has a strong impact on the communication channels and it creates confusions and misunderstanding between the Nordic and Chinese employees. Cultural understanding and adjustment to the cultural conditions have been shown from earlier researches to reduce cultural clashes. This study supports those arguments by showing that a higher level of intercultural communication leads to increasing cultural understanding and a quicker adjustment to the organization’s way of working. The study also showed that the national culture’s impact on individual behavior was stronger to individuals that have had less foreign exchanges. The study contributes with suggestions of enlightening cultural differences more by formal meetings to increase the cultural understanding within the companies, as well as intercultural team works over department units should be implemented. / Globaliseringen och den tekniska utvecklingen på världsmarknaden har lett till ökade möjligheter för företag likväl som nya utmaningar. Styrningen av företag som expanderat till nya marknader har blivit mer komplex då arbetsstyrkan består av en mängd olika nationaliteter och omgivningen utgår från andra värderingar än hemmarknaden. Individers nationalitet påverkar deras beteenden och värderingar och det är ledningens uppgift att få de anställda att koordinera sina aktiviteter på ett sätt som bäst gynnar företaget. Banksektorn är en kunskapsintensiv industri, vars främsta resurs är de anställdas kunskap. För att skapa en hög kunskapsbas inom företaget är det viktigt att de anställda delar sin kunskap med andra. I ett multikulturellt företag är effektiv kunskapsöverföring svårare att uppnå eftersom kommunikationen mellan anställda påverkas av deras kulturella beteenden och värderingar. Uppdraget blir svårare ju mer de anställdas värderingar skiljer sig från varandra. Den svenska kulturen skiljer sig markant från den kinesiska. Kina är ett land vars ekonomi har fått ett uppsving efter att de öppnade upp gränserna för världsmarknaden på 70-talet. Idag finns det en mängd svenska företag etablerade i Kina. Syftet med examensarbetet är att förklara och öka kunskapen om hur den kinesiska kulturen påverkar svenska företag i Kina som har kunskap som främsta resurs. Kulturella skillnader kan innebära risker för ett företag ifall de påverkar effektiviteten av deras interna processer och kulturella konflikter måste därför undvikas. Examensarbetet utfördes således genom en fältstudie inom svenska banker etablerade i Shanghai, Kina. Intervjuer med personal av både nordiskt och kinesiskt ursprung gjordes för att ta reda på hur kulturella skillnader påverkade och hanterades inom företagen. Resultatet visade att det fanns flera skillnader som utgjorde barriärer för effektiv kunskapsöverföring inom företagen. Ledningen försöker implementera det svenska sättet att arbeta på inom bankerna, men den kinesiska kulturen har ett starkt grepp om hur kommunikationen genomförs och det skapar följaktligen missförstånd mellan nordiska och kinesiska kollegor. Kulturell förståelse och anpassning till kulturella villkor har av tidigare studier visats vara viktigt för att minimera kulturella konflikter. Det här examensarbetet stödjer de argumenten genom att påvisa att en högre mängd av interkulturell kommunikation leder till ökad förståelse för andra kulturers värderingar, vilket i sin tur leder till att de anställda har lättare att anpassa sig till organisationens sätt att arbeta. Studien visade även att påverkan av den kinesiska kulturen var starkare hos individer som hade haft mindre utbyte med nordiska kollegor. Examensarbetet förslår därför att kommunikationen av kulturella skillnader ska synliggöras mer genom formella möten samt att fler interkulturella grupparbeten över divisionsgränserna behöver implementeras för att ge de anställda insikt av kulturella effekter.

(Des)Prezado público: a disputa pelo direito à diversidade religiosa em uma empresa pública de comunicação / (Un)Esteemed public: the dispute to the religious diversity right in a public broadcast Corporation

O campo da comunicação pública no Brasil transita em uma área sombreada. Os canais de radiodifusão públicos são confundidos com aparelhos de governo e operam como tal. A criação da EBC foi uma tentativa de inflexão nessa tradição. O que a diferenciou de outros sistemas públicos foi a decisão de colocar a gestão de seus conteúdos na mão da sociedade civil, por meio de um Conselho Curador, formado em sua maioria por representantes desta. Essa pesquisa estudou como se concretizou esse processo de representação da sociedade na EBC por meio da análise de um caso debatido no âmbito desse Conselho: a disputa pela diversidade religiosa grade de programação nas emissoras da EBC, em particular a TV Brasil. A pesquisa concentrou-se no período de 2009 a 2013, quando foram analisadas notas taquigráficas, mensagens do público que integra a audiência, documentos oficiais e entrevistas de profundidade com telespectadores. Com isso foram analisados os diferentes pontos de vistas sobre o processo que recomendou a suspensão da programação religiosa das emissoras da EBC e depois o recuo a essa decisão. A decisão, tomada pelo Conselho, apesar de ser afinada com a sociedade civil organizada e minorias, o isolou de outras instâncias de poder: o legislativo, o judiciário, o executivo e as instituições religiosas e, especialmente, gerou um processo que levaria a exclusão de um público majoritário das emissoras. A decisão fragiliza o Conselho enquanto instância de representação e revela o descolamento deste em relação às demandas da sociedade. O que coloca uma questão fundamental para a discussão da comunicação pública: o quanto o público que deveria ser objeto da comunicação pública vem sendo desprezado? / The field of public communication in Brazil transits in a shadowy area. The public radio-broadcasting channels are mistaken by govenrment devices and are handled as so. The EBC creation was an attempt of breaking this tradition. What made it differ from other public sistems was the decision of placing the control of its contentes in the hand of the civil society, by a Curator Board, composed mainly by its own representatives. This research studied how the process of the society being representated in EBC took place by means of the analysis of a case discussed in the scope of that Council: the dispute about the religious diversity, scheduling the EBC station, in particular TV Brasil. The study focused between the years 2009 to 2013, when shorthand notes were reviewed, as well as messages sent from the people taken place in the audience, oficial documents and in-depth interviews with viewers. Thus it was possible to go through the different points of view about the case in which recommended the suspension of the religious progamming in the EBC broadcasting stations and then the withdrawing of the decision. The determination, taken by the Council, although being lined up with the organized civil society and minorities, isolated itself of other political power levels: the legislative, the judiciary, the excutive and religious institutions, and specially, resulted in a process in which would exclude a vast majority of the public from the transmitter. The decision weakens the Council while representative body and reveals its displacement in relationship to the societys demand. Therefore, a fundamental question is put into discussion concerning public communication: how much should the public who is object of the public communication has been despised?

This dissertation presents a case study where analysis was performed based on the perception of social workers on the expressions of cultural diversity in their professional practice as a field full of possibilities, challenges and breakthroughs, which are mediated by the diversity in its many manifestations that given new facets to the social question, the raw material of the profession. The fieldwork was carried out at Cras Parelheiros through interviews conducted with social workers who work at this location. In this rating and demonstrating the relevance of the topic for the profession, are seen the impact that has on professional practice contexts and subjects, as well as the struggles and work are intensified on the part of professionals to handle them. One proposal of this dissertation is to situate the interculturality as a form that it can be regarded as a valid possibility of intervention that contributes to professional practice in different contexts / O Serviço Social, como profissão sócio-histórica que se transforma na mesma medida das transformações da sociedade, reflete sobre sua prática profissional, tanto nas suas permanências quanto nas suas mudanças. Esta dissertação apresenta um estudo de caso em que se realizou uma análise baseada na percepção dos assistentes sociais sobre as expressões da diversidade cultural na sua prática profissional, como um campo cheio de possibilidades, rupturas e desafios, que são mediados pela diversidade nas suas múltiplas manifestações e que dão novas facetas à questão social, matéria-prima da profissão. O trabalho de campo foi desenvolvido no Centro de Referência de Assistência Social (Cras) de Parelheiros, por meio de entrevistas realizadas com os assistentes sociais que trabalham nesse local. Nessa medida e demonstrando a relevância da temática para a profissão, se vêem as repercussões que, sobre a prática profissional, têm os contextos e sujeitos, assim como as lutas e o trabalho intenso dos profissionais para dar conta dos mesmos.Uma das propostas da dissertação é situar a interculturalidade, de tal forma que possa ser contemplada como uma possibilidade de intervenção válida que contribua para a prática profissional em contextos diversos

The critical discourse analysis was an analysis support to make possible the understanding of the curriculum of the referred school, because curriculum is considered along the several school times and spaces and the several actions and manifestations of the subjects that there interact. The hypothesis of this research was confirmed along the work, that the curriculum of public school whose some children live in orphanage, usually doesn´t consider entirely these children's needs. This way, as conclusion, it is considered necessary the structuring and application of a curriculum that contemplates critical and cultural focuses, that minimizes the ambivalences between sheltering and abandoning that permeate the discourses and practices of most of the teachers and researched employees. Such discourses reflect the contradictions between the students' needs and the dominant curricular organization / Esta dissertação tem o objetivo de discutir a relação entre inclusão social, abrigo e currículo a partir da análise do discurso dos professores e funcionários envolvidos com a educação de crianças que vivem em abrigos e que estudam em uma escola estadual de 1ª a 4ª série do Ensino Fundamental I, localizada no bairro do Ipiranga na cidade de São Paulo. A análise do discurso crítica foi um suporte de análise para viabilizar o entendimento do currículo da referida escola, visto que o currículo é considerado nos diversos tempos e espaços escolares e nas várias ações e manifestações dos sujeitos que aí interagem. Trabalhou-se com a hipótese, confirmada ao longo do trabalho, de que o currículo da escola pública que recebe crianças abrigadas não tem contemplado inteiramente as necessidades dessas crianças, de modo a realizar sua efetiva inclusão. Assim, conclui-se que se faz necessária a estruturação e efetivação de um currículo que adote enfoques críticos e culturais, de sorte a minimizar as ambivalências entre o abrigar e o desabrigar que permeiam os discursos e as práticas da maior parte dos professores e funcionários pesquisados. Discursos esses, cumpre salientar, que refletem as contradições entre as necessidades dos alunos e a organização curricular dominante

For presenting uniqueness in its student body when compared with other schools, the research focuses initially on its local reality, analyzing the necessities and the existing practices when using this material in the classroom, with 5th to 7th grade students in Elementary School II. In the studied context there are two opposing forces: the curricular purpose of this teaching system presented in handouts configuring a standardization in the elaboration and proposition of the school curriculum, and a student body formed by foreign students, which presents a great ethnic cultural diversity, showing difficulties in expressing themselves in Portuguese as well as Brazilian students, who are the minority on this group. The argumentation of this study has been developed based on theorical support from authors as J. Gimeno Sacristán (1998, 1999, 2000, 2002, 2007), Paulo Freire (1981, 1982, 1996, 2000, 2001), Peter McLaren (1997, 2000), Michel Apple (2001, 2006), Antônio Flávio Moreira (1990, 2001, 2006), Tomaz Tadeu da Silva (2006, 2007). The study concludes there is a mismatch between the homogenizing didactic material and the cultural diversity found in the studied institution / Este trabalho desenvolve um estudo sobre o material didático elaborado por uma Rede de Ensino privado, tendo como referência a experiência de uma das unidades que compõe essa rede, cuja localização é no bairro do Pari, região metropolitana de São Paulo. Por apresentar uma singularidade em seu corpo discente em relação às demais unidades, a pesquisa focaliza em primeiro plano a realidade local, analisando as necessidades e as práticas presentes no uso desse material em sala de aula, com alunos de 5ª a 7ª séries do Ensino Fundamental II. No contexto estudado ocorre o encontro de duas forças opostas: de um lado, a proposta curricular desse sistema de ensino apresentada de forma apostilada, configurando uma estandardização na elaboração e proposição do currículo escolar, do outro lado, um corpo discente formado por alunos estrangeiros, que apresenta uma grande diversidade étnico-cultural, demonstrando dificuldades no domínio da língua portuguesa e alunos brasileiros representando a minoria nessa agrupação. A argumentação desse estudo está desenvolvida com apoio teórico de autores como, J. The time frame of this research lies between 1960 to 1980, the period during which the schooling of that group transpired. This research discusses two distinct moments from the perspective of their education history: the first phase analyzes the primary school curriculum in the first mixed school located in the Parateí District, in the city of Guararema. The second phase of the research focuses on secondary school curriculum taught at the State School for Primary and Secondary Levels, "Dr. Francisco Gomes da Silva Prado", located in neighboring city of Jacareí, in the Paraíba Valley. The main object of this study is the schooling process of a specific group of students, considering aspects of cultural diversity and potential conflicts experienced by this generation of descendants of Japanese immigrants in their process of cultural assimilation/preservation. Under that scope, this study attempts to answer the following questions: How did the assimilation of these students take place in the public school? What experiences did this group of students go through, considering the conditions of the rural immigrant settlement in which they lived? What possibilities for preserving or changing the Japanese culture can be identified among this group of Japanese descendants regarding the schooling process? The research was based on the analysis of oral sources of information, such as testimonials from teachers, as well as written accounts from students, and photographs. As theoretical support, the study used the concept of culture (THOMPSON, 1998), the education of Japanese immigrants (DEMARTINI, 1979); rural population (CANDIDO 2001); Japanese culture (BENEDICT, 2011); and school curriculum (GOODSON, 2013) / O presente estudo investiga as relações culturais na trajetória de escolarização de um grupo de descendentes japoneses a partir da colônia rural do Bairro Parateí, em Guararema. O recorte temporal desta pesquisa situa-se entre 1960 a 1980, período em que ocorreu a escolarização do grupo estudado. Esta investigação aborda dois momentos na perspectiva da história da educação: a primeira fase analisa o currículo escolar do ensino primário na Primeira Escola Mista do Bairro Parateí, localizada na cidade de Guararema. A segunda fase da pesquisa concentra-se currículo secundário na Escola Estadual de Primeiro e Segundo Grau Dr. Francisco Gomes da Silva Prado, estabelecida na cidade Jacareí, no Vale do Paraíba Paulista. A pesquisa tem como objeto principal a trajetória de escolarização desse grupo de alunos, considerando o tema da diversidade cultural e apresentando como hipótese a existência de conflitos dessa geração de descendentes de imigrantes japoneses em seu processo de integração/conservação cultural. Nessa perspectiva pretende se responder a seguintes indagações: Como ocorreu a integração desses sujeitos na escola pública? Quais foram as experiências deste grupo de alunos diante das condições encontradas em uma colônia rural de imigrantes de japoneses? Que possibilidades de permanências e mudanças da cultura nipônica podem ser evidenciadas neste grupo nipônico diante da escolarização? A pesquisa fundamentou-se na análise de fontes orais como depoimentos de professores e relatos escritos de alunos e fotografias. Como aporte teórico foi utilizado o conceito de cultura (THOMPSON, 1998), a educação de imigrantes japoneses (DEMARTINI, 1979); de população rural (CANDIDO 2001); de cultura japonesa (BENEDICT, 2011); e de currículo (GOODSON, 2013)

Thus, the study sought to identify the incidence of themes related to cultural diversity in the context of public policies and educational courses in Mathematics, from theoretical studies on the concept of cultural diversity and the guidelines issued by the government for the training of teachers of basic education. Therefore, we carried out a survey of facts that led to the development of such issues at the international and national levels, beyond the identification of Brazilian educational policies relating to the topic, analysis of legal documents that prompted the organization of higher education courses for training teacher of Mathematics and content analysis of Pedagogical Projects Course in Mathematics, in the North, Midwest and Southeast. The study pointed out as one of its results that many proposals for courses in Mathematics points have converged with the policy guidelines aimed at teaching one to consider cultural diversity in the school, but there are few courses that effectively understand the importance of this work and develop a curriculum that values in the same proportion the specific knowledge of the field of mathematics and knowledge of didactic and pedagogical reasons, linked to the axis of cultural diversity / O presente estudo partiu do pressuposto de que a escola básica tem enfrentado desafios para atuar com novos sujeitos sociais, que se apresentam com modos de ser, pensar e agir diferentes daqueles que se tinha em épocas anteriores, suscitando como questão central: de que maneira os cursos de Licenciatura em Matemática estão organizados e como estão contribuindo para a formação de professores que atuarão em realidades marcadas pela diversidade cultural? Assim, o estudo buscou identificar a incidência das temáticas relativas à diversidade cultural no âmbito das políticas públicas educacionais e dos cursos de Licenciatura em Matemática, partindo de estudos teóricos sobre o conceito de diversidade cultural e das orientações emanadas do poder público para a formação de professores da educação básica. Para tanto, realizou-se um levantamento sobre fatos que propiciaram o desenvolvimento de tais temáticas nos âmbitos internacional e nacional, além da identificação de políticas públicas educacionais brasileiras relativas ao tema, a análise de documentos legais que induziram a organização dos cursos superiores para a formação de professores de Matemática e a análise do conteúdo de Projetos Pedagógicos de Cursos de Licenciatura em Matemática, localizados nas regiões Norte, Centro-Oeste e Sudeste. O estudo apontou como um de seus resultados que muitas propostas de cursos de Licenciatura em Matemática apresentam pontos convergentes com as orientações políticas voltadas para um trabalho docente que considere a diversidade cultural no âmbito escolar, mas poucos são os cursos que efetivamente compreendem a importância desse trabalho e desenvolvem uma matriz curricular que valorize na mesma proporção os conhecimentos específicos do campo da Matemática e conhecimentos de fundamentação didático-pedagógica, atrelados ao eixo da diversidade cultural

Les équipes internationales de projet sont aux prises avec des situations complexes tant au plan technique qu’au plan organisationnel. Les projets se démarquent de la production ordinaire par le caractère unique du résultat et d’inévitables imprévus qui exigent la résolution de problèmes émergents chemin faisant. La recherche de solutions débouche sur la mise en œuvre d’innovations. Le contexte international des projets ajoute à la diversité de métiers et de profils des membres une diversité culturelle qui implique que les acteurs ne partagent pas les mêmes références pour donner du sens aux situations qu’ils vivent. Pour certains chercheurs, la diversité culturelle dans une équipe favorise la créativité et l’innovation. Pour d’autres, la diversité soulève des difficultés pour diffuser et concrétiser des innovations, elle est instrumentalisée pour construire des frontières artificielles et stratégiques qui servent les intérêts des acteurs. Cette recherche doctorale ne vise pas à trancher entre les différentes thèses mais elle propose, sur la base d’un travail empirique dans un contexte international, des éléments d’explication sur les relations entre les différences des cultures d’une part et la capacité à produire et diffuser une innovation organisationnelle d’autre part. Cette recherche s’appuie sur une étude de cas unique, un Plan de Contrôle Qualité dans un projet international d’infrastructure de transport réalisé par un consortium constitué de firmes algérienne, française et italienne. Notre étude révèle que l’examen des constructions culturelles en lien avec les rapports de pouvoir, et de l’articulation des cultures nationales avec les cultures professionnelles, est essentiel pour comprendre les mécanismes expliquant les liens entre diversité culturelle et innovation organisationnelle. Ni les cultures en présence, ni les rapports de pouvoir en œuvre ne sont suffisants pour expliquer la dynamique d’un processus d’innovation organisationnelle ; c’est bien l’articulation de ces dimensions qui joue dans les interactions. Notre contribution managériale s’accentue sur la prise en compte des contextes socioculturels des projets internationaux, et le renforcement du cadre formel et légal dans ces rapprochements inter-organisationnels. / International project development teams confront complex technical and organizational situations. The objective of the projects differs from the ordinary production by the uniqueness of the outcome and the inevitable unexpected events which require the resolution of emerging problems during the realization process. The search for solutions leads to innovations. The international context of projects adds cultural diversity to the diversity of the professions and profiles of the members, which means that the actors do not share the same references to give meaning to the situations they live in. For some researchers, cultural diversity within a team promotes creativity and innovation. For others, diversity raises difficulties that slow down the diffusion and realization of innovations. It is only the instrument to construct strategic artificial borders that protect the profits of the actors. This doctoral research is not intended to decide between the various theses but proposes, on the basis of an empirical work in an international context, elements of explanation to the relations between the differences of cultures on one hand, and the ability to generate and spread an organizational innovation on the other hand. This research is based on a single multicultural case study “the Quality Control Plan” in an international transport infrastructure project carried out by a consortium made up of Algerian, French and Italian firms. Our study reveals that examining cultural constructs in relation to power relations, and the articulation of national cultures with professional cultures, is crucial to understand the mechanisms explaining the links between cultural diversity and organizational innovation. Neither the cultures in presence, nor the power relationships are sufficient to explain the dynamics of an organizational innovation process; it is the articulation of these dimensions that plays into the interactions. Our managerial contribution is accentuated by taking into account the socio-cultural contexts of international projects, and reinforcing the formal and legal framework in these inter-organizational linkages.
