“Children and young people at risk need someone who is not tied to one's government all the time” : A qualitative case study of SSPF in Uppsala municipality collaboration regarding children and young people at risk for criminality, substance abuse or socially destructive behaviour.

Khan, Asef January 2022 (has links)
When it comes to children and young at risk, collaboration plays a significant role in being able to prevent the young person from ending up in different criminal paths. In order to catch and prevent young people from ending up in different criminal paths, a strong collaboration between authorities is needed. The study deals with collaboration between school, social services, police, and recreation centres - SSPF. The overall purpose of the study was to conduct a case study on SSPF collaboration in Uppsala municipality and shed light on how collaboration works in theory and in practice. More specifically, it was about examining the collaboration parties' experiences of what SSPF collaboration means for their work and in the work with children and young people at risk. The empirical data for the study was based on eight interview participants, two from each authority, with some form of experience in working with SSPF. The theory for the study is collaboration theory, street-level bureaucracy, discretionary power, and discretion. The collaboration theory shows how collaboration between authorities works while street-level bureaucracy, discretionary power and discretion shows how each individual relates to their work. The results highlights the differences between how collaboration is represented in theory and how it is put into practice, and that there are both difficulties and opportunities in the collaboration work. Furthermore, the results show that there is not a single factor that enables good collaboration, but factors such as a common perspective, holistic view and relationship building have been necessary to enable good collaboration. The main conclusion of the study is that there are both similarities and differences between how SSPF is presented in theory and how it is realized in practice. More specifically, it is about collaboration being a complex phenomenon that involves many factors at the structural, organizational, and individual level.

Initier des coopérations inter-organisationnelles dans les démarches d’écologie industrielle et territoriale : une relecture en termes de sociologie de la traduction et de la théorie des objets-frontière / Initiate inter-organizational cooperations in industrial and territorial ecology processes : a reinterpretation in terms of the sociology of translation and the theory of boundary objects

Abitbol, Leïa 01 March 2012 (has links)
Industrial and territorial ecology (ITE) is still a very recent and rare approach. However, the method of sustainable development, to which ITE belongs, is more and more present in today's organizations and ITE is increasingly considered to be the 'science of sustainability'.Research on ITE is mainly focused on the physical dimension of energy exchanges and material flows. Today, little has been found on the actors who use these flows and the organizations who produce or consume them. However, stating that the implementation of ITE requires change from a mechanism optimized at the organizational boundaries to a performing natural ecosystems mechanism, means thinking outside organizational boundaries. While inter-organizational cooperation is not new to management studies, the research carried out on this topic rarely addresses the initiation phase of cooperation, especially when the interest of cooperation is not clear at first insight. The objective of the present thesis is to understand how to prompt actors (organizations and individuals) to cooperate when there are no regulatory constraints or obvious economic incentives to do so, as it is currently the case in ITE approaches. This thesis is based on first the work of the sociology of translation and the emerging theory of boundary objects, and second on the analysis of four French ITE approaches. This thesis provides a better understanding of the mechanisms that allow to "enrol" players in the ITE processes and how it is possible to initialize the inter-organizational cooperation they require. The results of this study suggest a high degree of flexibility in the conduct of the ITE approach: rather than trying to convince actors of a benefit that is difficult to formulate, project leaders may have more success letting the needs, desires and expectations emerge. If they see it as their responsibility to mobilize boundary objects that can help in building a shared context and identify the common interests to participate all together, the dynamics of a successful ITE process can emerge.Ultimately, this thesis shows how translation must be considered as an important element in the specific context of ITE. We show both practical and theoretical implications for those who are interested in the dynamics of inter-organizational cooperation, in the sociology of translation and in the theory of boundary objects.

This thesis deals with the cooperation between universities, companies and government in the promotion of innovation environments in science and technology parks. The theoretical evidence on the influence of the exchange of information and knowledge between companies and institutions in an environment of innovation led this study. In this way, the study aims to propose a conceptual scheme that allows the understanding of the elements involved in the promotion of innovation environments in scientific and technological parks, from the dynamic of cooperation among universities, business and government. Based on the empirical research, we sought to establish a conceptual scheme to assist the understanding of the innovation environment. The research used the strategy of multiple case study, being conducted through in-depth interviews with managers of companies and institutions involved in Tecnosinos (Brazil) and Taguspark (Portugal). Among the main conclusions of the research are summarized the following theoretical evidences: a) determinant factors of necessity, reciprocity and legitimacy influence the formation of an interorganizational relationship in the context of scientific and technological park; b) consistency between the individual and collective goals, the interaction between the organization and the coordination mechanisms influence the interorganizational cooperation; c) interorganizational cooperation, the effects of geographical proximity, infrastructure and services, university, government and risk capital are elements that are implicated in the promotion of innovation environments and influence collective gains in a context of science and technology park. In summary, the research's evidences indicate that the contingencies, the attributes and cooperation, the effects of geographical proximity, infrastructure and services, the university, government and risk capital included in the conceptual schema correspond to the main elements involved in the environment for innovation in scientific and technological parks.

The Brazilian segment of metering electricity is inserted in a context of increased competition due to a transition process of technology, which consequently brought the entry of new companies providing metering solutions. Given this, Elster-BR, one of the traditional suppliers of the segment, is using strategic alliances to remain competitive, but without using a clear defined process for selecting partners. This dissertation aims to propose a process composed of instruments and procedures to select companies for strategic alliances, appropriated to the context of Elster-BR. Therefore, the method called design research was adopted. This method consists of five steps (problem awareness, suggestion, development, evaluation and conclusion) which allow the construction and evaluation of a process. The first stage of the design research, awareness problem, is the identification of the need for a process to select partners. The literature review consisted of the second stage. In this step, references were identified to the construction of instruments and procedures to put the process in practice. The third step, development, referred to the construction process adapted to the reality of Elster-BR. The fourth step focused, primarily, on the validation of processes with company executives. The fifth and last step refers to the presentation of the consolidated process, the result of this dissertation. The process of partners selection consists on instruments (questionnaire, scoring system and graphics) and a procedure for operation (stages and flow). The developed process is designed to ensure an objective and systematic process for the company executives to select companies for alliances, as well as giving subsidies during alliance configuration with the selected partner. The process aims to contribute to the existing literature, as well as the company's management, object of study.

Learning How to Learn : Challenges and Learning Experiences in a Network of Southern African - North European Municipal Partnerships / Learning How to Learn : Challenges and Learning Experiences in a Network of Southern African - North European Municipal Partnerships

Nilsson, Ulrika, Rothoff, Julia January 2023 (has links)
In the light of the urgence of cooperation in the world, for handling global issues, this study offers a discussion on bilateral cooperation, more specifically on municipal partnerships. While previous research has examined some specific cases on possibilities and challengeswith this kind of cooperation, the view of proven efficiency in relation to the symbolic value has fallen short. The organization Swedish International Centre for Local Democracy offers a Network for Human Rights and aims to promote the exchange of knowledge and experiences between local authorities. This study, which is based on ten in-depth qualitative interviews, ought to explore what challenges and learnings can be found in ongoing municipal partnerships, in this Network. The study further aims to explore how those findings relate to a North and South perspective and the municipalities’ values and goals, by collecting experiences from South Africa, Zambia, Botswana and Sweden. Through a thematic analysis process of the empirical data and the use of a theoretical framework in the field of organizational learning, developed by Chris Argyris and Donald A. Schön, this study has been able to identify several findings. Challenges involve implementation, cultural obstacles and lack of resources, which prove to be divergent between North and South. Values and goals of the partnerships are hence hard to perform in practice. The outcomes circle practical activities, however, the most evident outcome is to learn from one another, which puts the learning experiences in focus of the study.

Labor market policy cooperation at the local level : How do municipal officials perceive that the conditions for operational cooperation in individual cases have been affected by the Swedish Public Employment Service's ongoing reform?

Tomasson, Hannes January 2022 (has links)
The Swedish Public Employment Service's reform based on the so-called January agreement from 2019 has since its initiation been an ongoing issue in the Swedish public debate. As a result of the reform, several municipalities have expressed experiences that the operational cooperation in individual cases has deteriorated. The experiences are significant, as cooperation between the Swedish Public Employment Service, municipalities and other actors has been described as a prerequisite for realizing labor market policy. The purpose of the thesis is therefore to study what the operational labor market policy cooperation in individual cases looks like in four Swedish municipalities and how municipal officials perceive that the conditions for this cooperation are affected by the Public Employment Service's reform. This through a qualitative interview study, with a strategic selection of municipalities. The study is thus based on a local perspective and the selection of municipalities is made in order to cover several contextual factors that could potentially affect the municipal experiences. The theoretical starting points are taken from the theory of interorganizational cooperation. The result shows consistent experience in all the municipalities interviewed that the conditions for the interorganizational operational cooperation in individual cases at the local level being negatively affected by the Swedish Public Employment Service's reform. Both in terms of cooperation between the municipalities and the Public Employment Service as well as between the municipalities and independent actors (in cases where they cooperated before the reform). The main reason for the deteriorating cooperation is described as a changed local presence, reduced contact areas and reduced personal relationships at the administrator level. These factors have also been identified by the municipal representatives as the most important factors to address in order for there to be an appropriate and well-functioning cooperation.

[pt] COOPERAÇÃO INTERORGANIZACIONAL E APROPRIAÇÃO DE VALOR DAS INOVAÇÕES CRIADAS PELAS EMPRESAS DA INDÚSTRIA DE TRANSFORMAÇÃO NO BRASIL / [en] INTERORGANIZATIONAL COOPERATION AND VALUE APPROPRIATION OF INNOVATIONS CREATED BY MANUFACTURING COMPANIES IN BRAZIL

MARCELO OLIVEIRA GASPAR DE CARVALHO 08 April 2020 (has links)
[en] This dissertation aims to analyze and compare the influence of different types of partners in cooperative arrangements for RDandI projects on the appropriation of value by innovative companies of the transformation industry in Brazil, considering different environmental conditions, such as the level of technological intensity and strength of the appropriability regime of the sectors in which they operate, as well as internal characteristics such as company size and its capacity to cooperate in RDandI projects (focusing on product and/or process innovations). The primary data source is the National Innovation Survey (Pintec), conducted by the Brazilian Institute of Geography and Statistics (IBGE). The research can be considered descriptive and applied. The methodology adopted includes bibliographic research on innovation; value creation and value appropriation mechanisms; and technological classifications, highlighting the classification of sectoral technological intensity proposed by the Organization for Economic Cooperation and Development (OECD); documentary analysis concerning the Brazilian Classification of Economic Activities (CNAE) and Pintec 2014, both published by IBGE; content analysis to classify the economic activities of the respondent companies, according to sectoral technological intensity, appropriability regime of the sectors in which they operate and number of employees; request to IBGE for access to microdata of Pintec 2014; development of logit econometric models for the companies classified by sector technological intensity/strength of the appropriability regime, and by number of employees (micro and small, medium and large companies). The use of microdata from Pintec 2014 to analyze and compare the influence of different types of partners in cooperative arrangements for RDandI projects on the appropriation of value by innovative companies under different environmental conditions give the research an original character, since previous studies based on National Innovation Surveys have not explored this methodological approach.
