This master thesis, The reform movement and the normalization of relations in Jihlava (1960-1971), maps the course of that period in Jihlava, the capital of the region Vysočina. The first part of this work includes a brief introduction into the atmosphere in Czechoslovakia in 1960s and the historical development in Jihlava in the same period. The second chapter describes the course of events from the beginning of year 1968, colloquially called "The Prague Spring". New politicians ascended to the politic power and established a new theory, which was called "Socialism with a human face". The third part deals with the invasion of the Warsaw Pact army of Czechoslovakia on 21st August 1968. The text focuses mainly on Jihlava. The fifth chapter describes the course of events in Czechoslovakia since the second half of year 1968 to April 1971. This period is called normalization and is characterized by retreating from the post-January policy, personnel changes, restoring censorship, etc. The last part of the thesis concerns itself with Evžen Plocek. He was an active reform politician in Jihlava and committed suicide in April 1969. He burned himself to death due to the consequences of the Warsaw Pact army invasion of The Czechoslovak Socialist Republic in 1968.

Dès 1919, la France et l’Italie se tournent vers l’espace balkanique et danubien, issu de l’effondrement des empires multinationaux, pour assurer leur sécurité et leur puissance. Alors que la question adriatique éloigne les deux pays, ils trouvent un consensus provisoire sur l’Europe danubienne : ni Anschluss, ni confédération danubienne. Ce modus vivendi va cependant voler en éclats à partir de 1924, lorsque la volonté française de mieux organiser son système d’alliances rencontre le révisionnisme fasciste. L’une et l’autre puissance tentent de surmonter les difficultés internationales créées par le mouvement pour l’Anschluss, l’opposition de la Petite Entente et de la Hongrie, le statut de la Yougoslavie, mais la divergence de leurs représentations sur ce que devait être un concert européen rénové empêcha toute collaboration. Leur confrontation favorisa la déstabilisation de l’Europe balkanique et danubienne : le lien entre les deux phénomènes éclata au grand jour lors des négociations économiques pour la reconstruction de l’Europe entre 1931 et 1933. Dans le sillage de ces dernières, le Pacte à quatre fut conçu par la diplomatie française comme une occasion d’arrimer l’Italie à la vision française de l’organisation du continent, tandis que Mussolini en faisait la première étape d’un bouleversement de l’ordre issu des traités de paix : l’Europe balkanique et danubienne fut le grand enjeu tacite du Pacte à quatre. / By 1919, France and Italy look to the Balkan and Danubian Region, shaped by the collapse of multinational empires, to ensure their safety and power. While the Adriatic question drives away the two countries, they find a temporary consensus on Danubian Europe: neither Anschluss, nor Danubian confederation. This modus vivendi is however shattered in 1924 when the French desire to better organize its system of alliances meets fascist revisionism. Both powers try to overcome the difficulties created by the international movement for the Anschluss, the opposition of the Little Entente and Hungary, the status of Yugoslavia, but their divergent representations of what should be a renovated European concert prevent any collaboration. Their confrontation promotes the destabilization of the Balkans and the Danubian Region : the link between the two phenomenons breaks out in the open during the negotiations for the economic reconstruction of Europe between 1931 and 1933. In the wake of these, the Four Power Pact was designed by French diplomacy as an opportunity to tie Italy to the French vision of the organization of the continent, while Mussolini figures it as the first step in the disruption of the order created by the peace treaties: the Balkans and Danube was the great unspoken issue of the Four Power Pact.

Country size, growth and the economic and monetary union

Der Zweck dieser Arbeit ist es, die Beziehung zwischen die Größe des Landes und das Wachstum auf internationaler Ebene und vergleichsweise in der Wirtschafts-und Währungsunion zu untersuchen und erarbeiten ihre Folgen für das Verhalten der wachstumsorientierte Finanzpolitik. Um ein globales Verständnis des Zusammenhangs zwischen Größe des Landes und das Wachstum in der EWU weiter verfolgen wir einen interdisziplinären Ansatz, einschließlich der makroökonomischen Modellierung (DSGE), Ökonometrie und Analyse der politischen Ökonomie. Die Kombination dieser Untersuchungen schließen wir, dass die Größe des Landes einen Einfluss auf die wirtschaftlichen Strukturen der Nationen, die Auswirkungen ihrer Politik und damit auf ihre Wachstumsdynamik hat. Aus diesem Grund ist es notwendig, die Bedeutung der Größe des Landes und ihre Folgen für die WWU wieder. / The purpose of this dissertation is to investigate the relationship between country size and growth at the international level and comparatively in the Economic and Monetary Union, and to draw up its consequences for the conduct of growth-orientated fiscal policies. To further a global understanding of the link between country size and growth in the EMU, we follow an interdisciplinary approach, including macro-economic modelling (DSGE), econometrics and political economy analysis. Combining these analyses, we conclude that country size has an incidence on the economic structures of nations, the effects of their policies and therefore on their pace of growth. For this reason there is a need to reinstate the importance of country size and its consequences for the EMU.

Firstly, the program is contextualized inside the logic of decentralization of the educational politics of the model of regulating state and neo-liberal principles, as well as it is highlighted, on one hand, the importance given to the literacy studies in the country and, on the other hand, the main characteristics that orientate the politics of continuous formation for teachers, specially literacy teachers and its implications to the teachers work. As theoretical reference, we adopted Antonio Viñao Frago s school cultures, Carlos Marcelo s and Denise Vaillant s teachers professional development and Thomas Popkewitz s social regulation concepts. The hypothesis is focused on that the teachers have little autonomy in the processes of continuous formation, in which hegemonic formative actions are privileged, that not only disregard the teachers cultures and, moreover their practices and conceptions, but also regulate them. This model of literacy teachers formation would be marked by authoritarian conceptions of the teachers professional formation, in which the decisions would be taken considering, mostly, the application of legal dispositions, uniform orientations, and regulation of practices, facilitating technical and methodological aspects to the detriment of knowledge about the political, social and human issues, involved in literacy. Were analyzed the official documents of the program concerning the teachers continuous formation and interviewed the participants of the processes of formation in progress in 2013, in the city of São Paulo: 01 local coordinator from the Department of Education of the city of São Paulo, 01 professor from Superior Education Institution, 01 studies tutor and 03 teachers. The data analysis, organized and synthesized in tables, allowed to conclude that PNAIC is an educational program whose conception of literacy teachers formation reveals itself outdated and authoritarian and its implementation in the city of São Paulo has been the expression of the model of the Regulating State, and the literacy teachers formation is more characterized as regulating of practices than as promoting the teachers professional development. The implementation of the courses of teachers formation of the PNAIC program has a clear segregation between those who discussed and elaborated the materials, their curricular and pedagogical references and those who put them into practice. The conceptions of teachers formation and literacy present at PNAIC program converge to the same ideal of society and individual, in which the formation, professional or elementary, is essential to format and subject the individuals (teachers and students) to a model of government management by means of social regulation. With that in mind, was confirmed the hypothesis that in the course of literacy teachers formation of the PNAIC program, the teachers have little autonomy in the processes of continuous formation, in which hegemonic formative actions are privileged, which not only disregard the teachers cultures, practices and conceptions, but also regulate them / Esta pesquisa visa compreender como ocorreu a formação continuada de professores alfabetizadores na Rede Municipal de Ensino de São Paulo em 2013, por meio da implementação do Pacto Nacional pela Alfabetização na Idade Certa (PNAIC), que entrou em vigor no Brasil a partir de 2012. Primeiramente, o programa é contextualizado dentro da lógica de descentralização das políticas educacionais do modelo de Estado Regulador e princípios neoliberais, assim como se destacam, de um lado, a importância que vem sendo atribuída à alfabetização no país e, de outro lado, as principais características que orientam as políticas de formação continuada para professores, especialmente alfabetizadores e suas implicações ao trabalho docente. Como referência teórica foram adotados os conceitos de culturas escolares de Antonio Viñao Frago, desenvolvimento profissional docente de Carlos Marcelo e Denise Vaillant e regulação social de Thomas Popkewitz. A hipótese é a de que os professores tem pouca autonomia nos processos de formação continuada, nos quais são privilegiadas ações formativas hegemônicas, que não apenas desconsideram as culturas dos professores e, com isso suas práticas e concepções, como também as regulam. Esse modelo de formação de professores alfabetizadores estaria marcado por concepções autoritárias de formação profissional docente, no qual as decisões seriam tomadas considerando-se, sobretudo, a aplicação de disposições legais, orientações uniformes, regulação de práticas, privilegiando aspectos técnicos e metodológicos em detrimento de conhecimentos sobre as questões humanas, políticas e sociais envolvidas na alfabetização. Foram analisados os documentos oficiais do programa referentes à formação continuada de professores e realizadas entrevistas com participantes dos processos de formação em andamento no ano de 2013, no município de São Paulo: 01 coordenador local da SME, 01 formador da IES, 01 orientador de estudos e 03 professores. A análise dos dados, organizados em quadros-síntese, permitiu concluir que o PNAIC é um programa educacional cuja concepção de formação de professores alfabetizadores revela-se ultrapassada e autoritária e sua implementação no município de São Paulo tem sido a expressão do modelo de Estado Regulador, sendo a formação de professores alfabetizadores caracterizada mais como reguladora de práticas do que promotora do desenvolvimento profissional docente. Observou-se na implantação dos cursos de formação de professores do PNAIC uma clara separação entre aqueles que discutiram e elaboraram os materiais, suas referências curriculares e pedagógicas e os que as executaram. As concepções de formação de professores e de alfabetização e letramento presentes no PNAIC convergem para um mesmo ideal de sociedade e indivíduo, no qual a formação, profissional ou elementar, é essencial para formatar e sujeitar os indivíduos (professores e alunos) a um modelo de gestão governamental por meio da regulação social. Com isso, confirma-se a hipótese de que no curso de formação de alfabetizadores do PNAIC, os professores tiveram pouca autonomia nos processos de formação continuada, nos quais foram privilegiadas ações formativas hegemônicas, que desconsideraram as culturas e regularam as práticas dos professores

Sovereign States, to achieve their goals, now have to increasingly establish international treaties and conventions. Assuming obligations at a global level, in many cases, involves incorporating international regulations into internal ordinance. Law agents have to face such incorporation of regulations into the internal legal system. Internally, the selection of a federal system for the State has led to several political agents, with their own competence and autonomy. The tax area is one segment in the Brazilian legal system that has received strong impact of regulations from international treaties and conventions. After all, federal agents find in the 1988 Constitution the support to obtain the revenues required to perform their assignments, especially for the distribution of tax competencies. In a federal system that ensures economic-financial autonomy of political agents, it is important to highlight Article 151, III of the Federal Constitution, which prohibits interventions of a partial legal order (the Union) in the other members (states, federal district and municipalities), by granting heteronomous exemptions. Thus, debates have been conducted about the incorporation of exemptions granted abroad into the legal system affecting the tax competency of member States. Considering this reality, the purpose of this study is to demonstrate the possibility to establish international treaties that grant conventional state tax exemptions. It also addresses national limits applicable to such exemptions, which result from the structure and constitutional organization of the Brazilian Federal State, the financial autonomy of federal agents and interests safeguarded by the Constitution / A temática desta tese envolve a análise dos Estados nacionais diante de uma nova realidade mundial, marcada pela crescente interdependência em várias áreas, das quais se sobressai a área tributária-financeira. Os Estados soberanos, para atingir seus propósitos e objetivos, necessitam, cada vez mais, celebrar tratados e convenções internacionais. A assunção de obrigações no âmbito global, em inúmeras situações, importa na recepção de normas internacionais nos ordenamentos jurídicos internos. A incorporação de tais normas no sistema jurídico pátrio deve ser enfrentado pelos operadores do Direito. Internamente, a opção pela forma federal de Estado levou a existência de várias pessoas políticas, dotadas de competência e autonomia próprias. O campo tributário é uma das áreas do sistema jurídico brasileiro em que mais se sentem os reflexos do ingresso das normas decorrentes de tratados e convenções internacionais. Afinal, a Constituição de 1988 confere aos entes federados os meios de obtenção de receitas indispensáveis ao desempenho de suas atribuições, com destaque para a distribuição das competências tributárias. Em um sistema federal que garante a autonomia econômico-financeira dos entes políticos, ressalta-se a importância do artigo 151, inciso III da Constituição Federal, que veda a ingerência de uma ordem jurídica parcial (a União) nas demais (Estados, Distrito Federal e Municípios), por meio da concessão das chamadas isenções heterônomas. Justificam-se, assim, os debates quanto ao ingresso no ordenamento jurídico das isenções concedidas no plano internacional, e que atinjam a competência tributária dos Estados-membros. Considerando essa realidade, a presente dissertação tem como propósito demonstrar a possibilidade de celebração de tratados internacionais concessivos de isenções convencionais de tributos estaduais. La sécularisation de la répudiation : ou l'avènement de la rupture unilatérale et discrétionnaire en droit français / The secularization of "repudiation" : or the advent of the unilateral and discretionary in French law

D’origine essentiellement religieuse, la répudiation est la rupture unilatérale et discrétionnaire du mariage décidée par l’époux. En droit musulman, elle permet au mari de mettre un terme à la relation maritale sans avoir à se justifier. En France, cette institution est critiquée et même rejetée tant elle paraît étrangère à la civilisation européenne. Pourtant, à y regarder de plus près, la rupture unilatérale et discrétionnaire du couple existe en droit français sous l’appellation de « divorce pour altération définitive du lien conjugal » pour le mariage, mais encore de «rupture unilatérale » s’agissant du pacte civil de solidarité et du concubinage. La différence tient au titulaire de l’exercice de ce droit, alors que la répudiation ne peut être mise en oeuvre que par l’homme, la rupture unilatérale et discrétionnaire du mariage, du PACS et du concubinage peut être décidée par l’homme ou la femme. Toutefois, fondamentalement, les effets sont les mêmes : l’un décide, l’autre subit. Que la rupture soit judiciaire ou non judiciaire, ce mode de dissolution laisse perplexe quant à l’attitude du juge et du législateur français face à la répudiation. Le premier refuse, depuis le 17 février 2004, de reconnaître des effets aux répudiations musulmanes en France sous couvert de la violation du principe d’égalité entre époux. Le second, cautionne la rupture unilatérale et discrétionnaire au sein du couple / Initially, repudiation is mainly religious. It is the one-sided and discretionary break of marriage bonds, decided by the husband. In muslim law, it allows the husband to put an end to the marital bonds, without justifying himself. In France, this institution is criticized and even rejected for it seems so far from european civilization. However, looking at it closer, theone-sided and discretionary break-up of the couple exists, under the denomination of «divorce for definitive alteration of the marriage». Concerning the Civil Solidarity Pact (PACS) or cohabitation, it is called «unilateral break». The difference lies on the spouse, which is entitled to this right. Whereas repudiation is only the husband right, unilateral and discretionary break of marriage bonds, civil solidarity pact and cohabitation can be decided by both spouses. However, the consequences are the same. One decides, the other puts up with it. This kind of dissolution, either judicial or extrajudicial, make many uestions arise, considering the french judge and lawmaker’s behaviour towards repudiation. The former is unwilling, since the 17th february 2004, to recognize in France any effect to muslim repudiations for it is considered as an attempt to the principle of equality between spouses. O presente trabalho pretende estudar o fenômeno do federalismo pela perspectiva tridimensional do Direito. Primeiramente, esboçar-se-á o federalismo de uma perspectiva fática, a primeira e mais natural associação humana. Depois, analisaremos a valoração do federalismo, ou seja, a intervenção de um processo racional no curso associativo natural do federalismo. Exemplificamos a valoração do federalismo a partir da teoria contratual de Montesquieu, o qual desenvolve um verdadeiro esqueleto organizacional da extensão territorial dos Estados, conformando as grandes monarquias às pequenas repúblicas: república federativa. Por fim, colocaremos em prática o federalismo fático, associado aos valores, no campo normativo dos clássicos modelos do Direito Constitucional: o federalismo Norte- Americano e o federalismo Alemão. / The present work intends to study the phenomenon of federalism from the tridimensional perspective of Law. Firstly, a picture of federalism from a factful perspective shall be drawn, as the first and most natural form of association. Later, the perceived value of federalism, which is, the intervention of a rational process in the course of federalism’s natural association, shall be analyzed. The perceived value of federalism is exemplified from Montesquieu’s contractual theory, which develops a real organizational scheme for the territorial extension of the States, applicable to both large monarchies and small republics: federative republic. At last, the model of factful federalism shall be put to practice, associating its values to the normative field of the classic constitutional law models: the American and the German federalism.

Ph.D. thesis abstract PhDr. Matěj Bílý The Ph.D. thesis "The Warsaw Treaty Organization 1969-1985. The pinnacle and path to dissolution" analyses inside processes within both political and military structures of the alliance and puts it in the context of the Cold War's development and the events in the Soviet sphere of influence in Europe. It deals mostly with the climax of the Soviet leader Leonid Brezhnev's rule, however, attention is paid also to the short intermezzo of his successors, Yuri Andropov and Konstantin Chernenko. The work is based on a broad research in the Czech, Polish and German archives, already published documents and the proper secondary literature. The explanation focuses not only to the development of the organization's mechanisms - it also asses the Warsaw Pact's role as one of the Kremlin's tools for managing the Eastern Bloc. Nonetheless, during Brezhnev's era, the alliance never became an initiator of processes within the Soviet sphere of interest. In fact, the organization's structures were not very initiative. The agenda of meetings was defined elsewhere, most often in Moscow. The activities in the alliance's framework did not constitute a starting-point for the development in the Soviet sphere of influence. This doctoral thesis is concerned with autobiographical forms, their general characteristics as well as with three examples of Czech works of art that prove how difficult it is to make that general characteristics and show various kinds of autobiographical narrative. It aims to show the often heterogeneous character of the so- called autobiographical genres, and present some approaches in their study. In the opening chapter, we define the term autobiography or autobiographical form in regard to literary history and theory, and special attention to Czech research in this field. We concentrate on the genre specifics of autobiographical forms, the opposition of "literary" and "authentic" diary, the term "autobiographical pact" coined by Philippe Lejeune and several patterns of autobiographical memory introduced by James Olney. The key aspect of our study is the nature of autobiographical form derived from the subject's style and illocutionary acts, i. e. stylization as defined by John Searle followed by Jean Starobinski or Paul de Man. Out of the wide spectrum of issues connected with autobiography we focus on the description of the subject's narrative structure, mainly on its language, style, frequent motifs, its memory and relationship to other characters in its text.
