Dopady volby důchodového systému na jedince a na příjmy a výdaje ČR / The effects of choosing the pension system on the individual and on revenue and expenditure of the Czech Republic

This thesis deals with current pension reform and particularly with the new second pillar of the pension system. The current status of the pension system and negative demographic prognoses, which advocate the necessity of change, are described. Further, with a help of a study written by Ondrej Schneider and Jiri Satava (both Idea Cerge -- EI), the thesis analyses the benefits and ill effects of the second pillar of the system for an individual taking part in it. Various assumptions in the study were critically evaluated, especially the rate of profit. The prediction of the number of persons who will participate in the second pillar was accepted. On the basis of this number, the impact on revenues and expenditures of the pension system up to 2050 was modelled, assuming a certain demographic structure of population. Decreasing revenue is participated on revenues caused by opt-out. Expenditure is influenced by pension reduction and by increasing number of pension applicants. The cost of pension corporation which will take part in the second pillar was investigated too.

Analýza penzijních systémů vybraných zemí. / Analysis of the pension systems of selected countries

The topic of this thesis is the issue of pension systems, which are an integral part of every advanced society. The aim of this thesis is to provide an insight into the basics of the issue, analyze selected pension systems and to assess the possibility of introduction similar pension systems in other countries. In the theoretical part of the thesis first presents basic aspects of the development of approach to finance consumption in old age, possible forms of pension systems, the risks that are associated with them, as well as several models of pension system that are currently enforced. In the analytical part pension systems of Australia, Denmark, Canada, Netherlands, Sweden and Switzerland are first specified separately and subsequently, on the basis of criteria coverage rate, financial sustainability and adequacy of pensions, subjected to comparative analysis. The result of the analysis is the determination of the Dutch pension system as a system that has, although not in all analyzed areas, the relatively best results of functioning. However, the widespread introduction of this system definitely not recommended, due to given economic differences in various countries, which are described in the conclusion of this thesis. Nevertheless of each pension system we can choose a positive approaches to solving problems on which we can build in the future.

Kvantitativní hodnocení fungování českého penzijního systému / Quantitative comparison of performance of Czech pension system

This thesis expands the level of knowledge of Czech written papers in area of quantitative comparison of pension systems. Methodology of the paper is taken from Melbourne Mercer Global Pension Index (MMGPI) model which comprehensively describes entire topic of pension systems. Distinct feature of the thesis is that it does not focus on describing the system itself however it examines it functioning and performance in areas of adequacy, sustainability and integrity. The goal of the thesis is to apply the same methodology and data sources as the MMGPI in order to incorporate Czech pension system. Analysis proves higher than average performance of Czech system in comparison with 18 countries of MMGPI. Comparison across over 30 indicators highlights pros and cons of Czech pension system. Thesis then recommends which features of Czech system should remain and on the example of best performing countries discuss possible improvements.

O objetivo desta dissertação é demonstrar que, apesar disso, o sistema previdenciário brasileiro tem passado por um processo de mercantilização. A desestruturação das bases institucionais da previdência pública, cujos princípios estão esboçados na Constituição de 1988, tem provocado grandes mudanças em suas regras de acesso e em seu padrão de financiamento. Simultaneamente, o fenômeno da previdência complementar, especialmente em sua modalidade aberta, tem se expandido de maneira acentuada. No primeiro capítulo, buscamos qualificar o que se entende por mercantilização da previdência brasileira, a partir de uma perspectiva mais longa sobre a evolução dos sistemas de proteção social; dos dados disponíveis sobre o sistema previdenciário brasileiro; e dos dados sobre a população brasileira. O segundo capítulo tem por objetivo demonstrar como foi possível, do ponto de vista formal, chegar a uma definição constitucional de seguridade social inclusiva e abrangente em 1988, aparentemente "na contra-mão do mundo". O terceiro capítulo mapeia os interesses sobre a questão previdenciária desde o governo Collor até o período recente, para mostrar como foram articuladas e viabilizadas as várias reformas e entraves à realização daquele projeto. Conclui-se que o processo de mercantilização do sistema previdenciário brasileiro não foi revertido e, pelo contrário, aprofundou-se nos últimos anos / Abstract: The last three presidential terms of the Workers Party (PT) were based on a platform within which the social dimension plays a key role. This was supported by an actual turn around of some macroeconomic indicators, the labor market dynamics and results achieved by some public policies. The purpose of this dissertation is to demonstrate that, despite of this inflection, the Brazilian welfare system is suffering a continuous process of commodification. The dismantling of public welfare institutional foundations ¿ whose principles are outlined by the 1988 Federal Constitution ¿ produced wide changes in the access rules and funding pattern. Simultaneously, supplementary pension plans, especially in the open market form, has expanded markedly. The first chapter clarifies what is meant by welfare commodification in Brazil: from a broader perspective on the evolution of modern social protection systems; from the available welfare system data; and from populational data. The second chapter explains how has it been possible to achieve, in formal terms, an extensive and inclusive definition of social security in 1988, apparently in the opposite direction of the rest of the world. The third chapter maps the interests on the welfare issue since Collor administration to date, examining how were reforms articulated and enabled, preventing the former social security project to be fully implemented. 1 Abstract The diploma thesis focuses on defining the factors that significantly influence the frame of the pension reform in years 1990-2017. It observes the evolution of the predominant discourses relevant to each period, as well as the role of political parties, both from the point of view of individual governments and during their activity within the expert committees focusing on adjustments to the pension system. The thesis analyses the election programmes of political parties and movements, which are then confronted with the submitted variants within the I Bezděk Committee and the Expert Committee on Pension Reform. There is also a role analysis of other selected participants, who significantly contributed to the creation of possible reform options. The thesis finds answers to the set hypotheses dedicated to the issue of political parties and their interest and possible consistency in the field of pension reform. The impact of the created coalitions on the deviations from the originally declared intentions and the expert committee's influence on the possible form of the pension reform are discussed, too. Exploring how to engage Swedish Millennials with pension planning

An aging Swedish population is putting an increased pressure on the Swedish pension system. To address this, the Swedish pension system was reformed in the late 1990s. This reformation resulted in an increased individual responsibility for pension investments among the Swedish population. The individual responsibility has shown to be challenging for many since they feel a great uncertainty in this area. Adding to the notion that the Swedish population is aging; young Swedes are also entering the working life later than before, without planning to retire later than the current seniors. This will implicate that a smaller part of the retirement payments will come from the national public pension, making the individual's pension planning more important. This means that the role of occupational pension and private savings has and will grow in importance years to come.Even so, private pension savings among young people is decreasing. Young people born between 1980 and 2000, often denoted Millennials (also called Generation Y) in literature, are an interesting cohort to research, since they will be the first generation to experience the full impact of the new Swedish pension system. Recent studies indicate that this generation has low interest for pension planning and that they find information about pensions hard to understand. The study will, therefore, investigate how Swedish Millennials could become better informed, engaged and active in their pension planning.The study was conducted through interviews with five representatives from the Swedish pension industry and a survey with 146 Swedish Millennials.Findings indicated that the Millennials’ current attitudes towards pension have a negative impact on their pension planning behaviour. It has been concluded that Millennials engagement to pension planning can be strengthened by improving four factors: Relevance, Content, Channels and Motivation

Three Pension Cost Methods under Varying Assumptions

A pension plan administrator promises certain benefits in the future in exchange for labor today. In order to budget for this expense and create more security for the participant, the administrator uses a pension cost method. Each cost method assigns a portion of the future liability to the current year. This is called the normal cost. We calculate the normal cost under three cost methods using different annuity, interest and inflation assumptions. Then we make comparisons between cost methods as well as between assumption changes. The cost methods considered in this paper are the unit credit cost method, projected unit credit cost method, and the entry age cost method. Both the constant dollar and the constant percent versions of the entry age cost method are considered.

Sustainability is more relevant than ever and has forced the pension industry to acknowledge new types of responsibilities during the last decades. Sustainable pension is based on the investing strategy, social responsible investment (SRI), which implies that pension funds should not solely focus on a good return of their investment, but also care for the social and economical welfare. Research has been conducted on the area of SRI and pension during the last decades but a gap has been identified as to how this research was eventually communicated to the customers. This thesis addresses this in two parts for the target group business customers. Firstly, to meet future demands in the pension industry, a better knowledge is needed of how the business customers understand what sustainable pension really is. This thesis aims to address this by answering the question “What are business customers’ understandings of sustainability and pensions?” Secondly, customers increasingly ask what impact their money is having on sustainability. In answer to this demand, a prototype with a concretization of sustainable pension savings was developed and evaluated, following a Human-Centered Design process throughout the thesis project. Interviews were conducted with pension experts and business customers. Results showed that business customers do not make a connection between sustainability and pension, that sustainability is diffuse and hard to understand in the financial setting, and that pension is too far from the operative business and perhaps the employees’ own responsibility. When explained, the belief was that sustainable pension is something positive. But preconceived notions about it being expensive and non-lucrative are factors that discourages. The final evaluation of the prototype was done with a user test that featured three of the four business customers from the interviews. Results pointed to that the business customers think that sustainable pensions became more understandable, that sustainable pension became more concrete, that it was interesting, fresh and that it broke new ground. The user test also revealed that rebound effects is a potential risk with sustainable pension, as participants expressed that they feel better and compensated with their own CO2 emission after they learned about the positive effects of a sustainable pension. / Hållbarhet är mer relevant än någonsin och har tvingat pensionsbranschen att erkänna nya typer av ansvar under de senaste decennierna. Hållbar pension är baserat på investeringsstrategin, ”social responsible investment” (SRI), som medför att pensionsfonder inte enbart ska fokusera på god avkastning, utan även ta hänsyn till social och ekonomisk välfärd. Forskning har utförts på området SRI ihop med pension under de senaste decennierna och ett kunskapsglapp har blivit identifierat kring hur denna forskning sedermera har kommunicerats vidare till kunderna. Den här avhandlingen adresserar det här i två delar för målgruppen företagskunder. För det första, för att möta framtida krav i pensionsbranschen, behövs det en bättre kunskap för hur företagskunders förståelse för hållbar pension är. Den här avhandlingens mål är att ta sig an detta genom att besvara frågan: ”Vad är företagskunders förståelse för hållbarhet och pension?”. För det andra, kunder frågar allt mer frekvent vilken skillnad deras pengar gör för hållbarhet. För att svara på detta har en prototyp med konkretiseringar av hållbar pension utvecklats och utvärderats. Prototypen följde en Human-Centered Design process genom hela projektet. Intervjuer utfördes med pensionsexperter och företagskunder. Resultat visade att företagskunder inte kopplar hållbarhet till pension, att hållbarhet är diffust och svårt att förstå i en finansiell kontext, och att pension är alldeles för långt från den operativa verksamheten och möjligtvis den anställdes eget ansvar. När det förklarades, upplevdes hållbar pension som någonting positivt. Men förutfattade meningar att det skulle vara dyrt och icke lukrativt är faktorer som avskräcker. Den slutgiltiga utvärderingen av prototypen gjordes med ett användartest med representanter från tre av de fyra företagen från intervjuerna. Resultaten pekade på att företagskunder tyckte att hållbar pension blev mer lättförståeligt, att hållbar pension blev mer konkret, att det var intressant, fräscht och att det bröt ny mark. Användartestet avslöjade också att ”rebound effects” är en potentiell risk med hållbar pension, då deltagarna uttryckte att det kändes bättre och att de blev kompenserade för deras egna CO2 utsläpp efter att de fick veta de positiva effekterna av hållbar pension.
