We have studied the differences between people debating on a program in apublic service-channel and a privately-owned channel. We have chosen thetwo biggest debate programs, Kvällsöppet in the privately-owned channelTV4 and Debatt in the public service-channel SVT 1. We have in aquantitative content analysis studied female and male, how many of each thatare participating, how long time they talk in the program and in what rolethey have in the debate. We have studied 10 episodes of Kvällsöppet thespring season 2010 and compared with Johanna Paulsson & Patrik Rosellstudy “30/70. A study of women and men who speak in SVT´s Debatt.” Fromthe same season. We have also investigated 10 episodes of each programfrom fall 2011, we wanted to see if there were any changes made during theyears. The results show that Kvällsöppet in the privately-owned channel ismore equal between the gender. The speaking time and the proportion ofparticipants is 45 percent women and 55 percent men in 2011 and 40/60 in 2010.The program Debatt in the public service channel got the result 40/60 fall in2011 and 30/70 in spring 2010. To study the women and man roles of theparticipants in the debate, we made the same classification as Paulsson &Rosell did. We divided the participants in different categories according totheir role in the debate program. The results shows that Kvällsöppet, is muchbetter on equal representation of the female and male gender.

In this study we have examined how men and women are heard on Sveriges Televisions program Debatt. Debatt broadcast on Sveriges Televison which is a public service broadcaster. Through the use of a quantitative content analysis and a dialogical approach, we have documented how many men and women who speak, how they speak, how long they have the word and the subjects they will be heard in, in the program Debatt. We have investigated the ten last broadcast programs from the fallseason 2011. Every program is 45 minutes long and contains from two to three discussiontopics each time.  By categorizing our survey and enter the result in four different tables, we found that the majority, 63%, of those that are heard are men. One of our main points in the survey is how men and women get to speak. The men often got the word by interrupting while the women waited for a permission, from the TV host, to speak.  Our results show that men are given more space than women in the program Debatt, which is a public arena for discussion, and we believe that it can contribute to a problem of democracy.

Affirming women in managerial positions in the South African public service

Abstract Democracyrequires allmembers of the public to be afforded equal opportunities. South Africa is still a young democracy grappling to redress the imbalances of the past, which were not only about colour but also about gender and many other inequities. Prior to 1994, the South African public service systematically marginalised women across the colour spectrum. The introduction of the enabling legislation on affirmative action after1994 meant that women were classified as a category of the previously disadvantaged. Government departments have since then been expected to complywiththis legislation and advancewomenwho have the rightqualifications and experience tomanagerialpositions fromwhichtheywere previously excluded.The first part of this article examines the legislative framework and progress that has beenmade in the appointment of women to managerial positions in the South African public service. Statistics are used to quantify the progress that has beenmade.The second part of the article analyses obstacles that hamper the advancement of women.Lastly the article focuses on possible ways of addressing obstacles to the advancementofwomen.

In this study we have investigated who is debating on Sveriges Television. For this study we have chosen the program Debatt which is the biggest debate program in the Swedish television based on the audience. Debatt is broadcasted on Sveriges Television which is a public service broadcaster. In a quantitative content analysis, we examined the proportion of women and men participating in the program and what role they play in the debate. We chose to examine all programs of Debatt over an entire season which deals with one subject. We have examined 17 programs, all 30 minutes long, which was broadcasted in spring 2010. In our research we have chosen to exclude the TV host and only examine the participating women and men who speak in the programs. Our results show that both the proportion of participants and the speaking time is made up to 30 % of women and 70 % of men, a result that differs from the goal held by Sveriges Television about a 50/50 allocation. To examine the roles of the participants, we made a classification with nine categories and divided the participants according to their function in the program. Eight of the nine categories were dominated by men, only the category invited audience consisted of more women than men.

After a longer period of abscense due to sickness, the leader of the Swedish Democrats (SD) announced his return to his political mission in a the popular talkshow “Skavlan” which airs in the Swedish public television. The news leaked out before the show was aired and caused a mayor debate among journalists in massmedia and among the public about the legitimacy of the interview. After the transmission the debate continued and was fueled by the fact that a massive amount of complaints were made to the review board by citizens claiming that the interview was bias and not objective enough. This study analyses a number of columns written by journalists that reason about the event. Our aim was to get a better understanding of how they view themselves in relation to their audience, this by using argument analysis. We found that they dipslay signs of the “third person effect” which means they view “the others” (the viewers) as more impressionable to masscommunications with messages they perceive as harmfull. Our conclusion is that the columns can be seen as a result of this, an attempt to warn the public about a harmfull message. Connecting this to the agenda setting theory this paradoxically leads to more attention and publicity for a politician whos opinions they try to counteract.

Den föreliggande uppsatsen syftar till att utforma kontextspecifika idealtyper av socialt handlande i politisk nyhetsrapportering. För att åstadkomma detta förenas teori och empiri vid utformningen av det metodologiska verktyget. Den teoretiska utgångspunkten för uppsatsen är Habermas kritik mot teknokratisering av politik i nyhetsrapportering. Teknokratiseringen utgör ett nyhetsmässigt fokusskifte från kommunikativt handlande, som bidrar till åsiktsskapande nyhetsrapportering, till strategiskt handlande, som bidrar till instrumentell nyhetsrapportering. Empirin utgörs av politisk nyhetsrapportering i public service då oberoendet är strukturellt synonymt med god opinionsbildning. De påbörjade idealtyperna, som syftar till metodologisk utveckling och vetenskaplig diskussion, visar på behovet av konkretisering av Habermas teori om socialt handlande vid studium av nyhetsrapportering.

The discipline of public employees in the United Arab Emirates : a comparison between the Gulf Cooperation Council Countries (G.C.C.)

Prior to independence, there were no clear regulations regarding the discipline of "publics office available in the United Arab Emirates and other countries of the Gulf Co-Operation Council. However, the postindependence era has witnessed great developments in political, economic, social and legal fields. Particular attention was accorded to public office as new laws regulating public office were promulgated in which the duties and rights of public servants were defined and a certain disciplinary system evolved. Against this background, the researcher examines the current disciplinary system in the United Arab Emirates with the purpose of pinpointing its deficiencies and limitations and proposing means for rectifying the same, as this would lead to a higher level of performance in the public service. The present thesis, which falls into eight chapters, begins by reviewing the developments that have taken place in the country in various fields. It then examines the Islamic perspective of the public service and reviews the early beginnings of its evolution. The study then discusses the duties and responsibilities of the public servant as per the current Public Service Law. It further deals with the various aspects of disciplinary accountability including disciplinary bodies, penalties and proceedings with special reference to the said law. This theoretical xix background is followed by an investigation of the actual implementation of the said law in particular those provisions pertaining to disciplinary accountability. For this purpose, a questionnaire was administered to a representative sample of 305 public servants of the United Arab Emirates. Personal interviews were also conducted by the researcher with a number of high-ranking government officials. The results of the questionnaire and interviews are then analyzed. Some recommendations and suggestions aimed at improving the U. A. E. Civil Service regulations and practices especially in the disciplinary domain are made in the final chapter.
