Concebo territórios conflagrados em sua particularidade jurídica, isto é, localidades urbanas de monopólio e prevalência do ordenamento jurídico criminal, transversalizadas pela ordem jurídica estatal. Por meio de relatos de biografias profissionais de diretores(as) escolares que atuam em tais contextos de pluralismo jurídico, este estudo responde ao seguinte problema de pesquisa: Quais são os efeitos da difusão dos mecanismos de poder do crime organizado no universo das escolas públicas para a cultura profissional dos(as) diretores(as) escolares?. Priorizei a respeito a seguinte hipótese: A difusão dos mecanismos de poder do crime organizado no universo dos estabelecimentos públicos de ensino suscita a emergência de um ethos específico e revela uma cultura de gestão escolar marginal preexistente, oral, ambivalente, acêntrica, produzida e reengendrada nas práticas anônimas dos(as) diretores(as) de escolas públicas as quais ressignificam e matizam a identidade e a cultura profissional dos diretores(as) de escolas públicas. A pesquisa confirmou essa hipótese inicial; entretanto, identificou mais dois efeitos primários. A saber: o fenômeno do poder adstrito das autoridades escolares em relação às autoridades do poder criminal instalado no lugar e o medo como critério para a tomada de decisões profissionais. O objetivo desta pesquisa foi descrever a gestão atual de escolas públicas situadas em áreas urbanas de São Paulo, capital, as quais se constituem epicentros mercadológicos da economia capitalista criminal em ascensão no mundo. / I understand conflicted territories in their legal particularity, that is, urban locations marked by monopoly and prevalence of a criminal legal order, transversed by the state legal order. Through the narration of professional biographies of school principals working in such contexts of legal pluralism, this study responds to the following research problem: What are the effects of the spread of organized crimes power mechanisms in the universe of public schools, for the professional culture of school principals? I focused the following hypothesis: The spread of organized crimes power mechanisms in the universe of public education institutions provokes the emergence of a specific ethos and reveals a preexisting, marginal schoolmanagement culture that is ambivalent, oral and acentric, produced and reforged in the anonymous practices of public school principals. Those practices re-signify and give nuance to the identity and professional culture of public school principals. The research confirmed that initial hypothesis. However, two more primary effects were identified. These are: the phenomenon of the restricted power held by school authorities before the authorities of the criminal power installed in the area; and fear as a criterion for professional decision-making. The objective of this research was to describe the current management of public schools located in urban areas of São Paulo city which are market epicenters of the criminal capitalist economy on the rise in the world.

Therefore, the problem of this research focuses on the question: how do state department technicians prepare to develop continuing education with school principals? That way, the general objective of the research is to investigate the performance of the technicians of a municipal state department of education as trainers of principals. The theoretical reference aimed to identify recent research related to the themes of training of principals, continuing education within state departments and analysis of training programs of principals. In order to deepen concepts about the relationship between continuing education and professional development and continuing education of school principals, we have used some theoretical references such as Libâneo (2004), Canário (2007), Marcelo (2009), Imbernón (2010), Lück 2000), Vieira and Vidal (2014), Abruccio (2010) and Paro (2015). The field defined for conducting the research was the Municipal State Department of Education of Aracruz, State of Espírito Santo (ES), and the subjects are five technicians who act as responsible for the continuing education of the 53 school principals. For the accomplishment of this research, of qualitative character, individual and collective interviews were carried out. The method for data analysis followed the prose analysis assumptions (ANDRÉ, 1983). The main results obtained were: continuous education has enabled the group of technicians to improve their professional practices and this is due to the constant search to maintain interlocution with more experienced partners, as well as the investment in self-training; And the use of training strategies, such as on-call and visits to priority schools, has fostered greater interaction and exchanges of experience among principals. The main problem faced by the researched team has been the realization of the education of school principals concomitantly to the office of their positions of technicians of a state department that demands actions that overlap. However, these professionals have faced the challenges of being trainers in a reflective and collaborative way, and seeking partnerships that have led them to the ever greater enhancement of the role of school principals trainers / A formação continuada dos diretores escolares tem se mostrado um desafio para as equipes técnicas de secretarias de educação, que têm se deparado com a necessidade de apoiar esses profissionais no contexto de trabalho. Portanto, a problemática desta pesquisa centra-se na questão: como técnicos de secretaria se preparam para desenvolver a formação continuada com os diretores escolares? Dessa forma, o objetivo geral da pesquisa é investigar a atuação dos técnicos de uma secretaria municipal de educação como formadores de diretores. O referencial teórico buscou identificar recentes pesquisas relacionadas aos temas de formação de diretores, formação continuada no interior de secretarias e análises de programas de formação de diretores. Para o aprofundamento de conceitos sobre a relação entre formação continuada e desenvolvimento profissional e formação continuada de diretores escolares, recorremos a alguns referenciais teóricos como: Libâneo et al. (2004), Canário (2007), Marcelo (2009), Imbernón (2010a, 2010b), Lück (2000), Vieira e Vidal (2014), Abrucio (2010) e Paro (2015a, 2015b). O campo definido para a realização da pesquisa foi a Secretaria Municipal de Educação de Aracruz, no Estado do Espírito Santo (ES), e os sujeitos são cinco técnicos que atuam como responsáveis pela formação continuada dos 53 diretores escolares. Para a realização desta pesquisa, de cunho qualitativo, foram realizadas entrevistas individuais e coletivas. O método para a análise dos dados seguiu os pressupostos da análise de prosa (ANDRÉ, 1983). Os principais resultados obtidos foram: a formação continuada tem propiciado ao grupo de técnicas o aprimoramento de suas práticas profissionais e isso se deve à busca constante de manter interlocução com parceiros mais experientes, assim como ao investimento na autoformação; e a utilização de estratégias formativas, como plantão e visitas às escolas prioritárias, tem propiciado maior interação e trocas de experiências entre os diretores. A principal problemática enfrentada pela equipe pesquisada tem sido a realização da formação de diretores concomitantemente ao ofício de seus cargos de técnicas de uma secretaria que demanda ações que se sobrepõem. Entretanto, essas profissionais têm enfrentado os desafios de serem formadoras de forma reflexiva, colaborativamente e buscando parcerias que as têm levado ao aprimoramento cada vez maior do papel de formadoras de diretores

Leading from the Margins: The Educational Leadership Experiences of Jesuit Directors of Mission High Schools in the Philippines and the Implications for the Leadership Formation of Filipino Jesuits

Educational leadership preparation is not an explicit priority in the scholastic formation of future Catholic priests in the Philippines. Consequently, there may be those assigned to lead in parochial mission schools early on in their ordained ministry but lack leadership training and experience. Thus, this study sought to answer the following research questions: What are the experiences of educational leadership successes and challenges of newly ordained Jesuit priests assigned as directors of Jesuit mission high schools in the Philippines? What are the perceptions of newly ordained Jesuit priests assigned as directors of Jesuit mission high schools in the Philippines on how their seminary formation contributed to their preparation as school leaders? This phenomenological research explored the experiences of seven first-time Jesuit school directors of mission high schools in the Southern Philippines and examined their perceptions about the leadership formation that they received as seminarians before being missioned to the ministry of leading high-needs schools in the peripheries of rural Philippines. Through a modified educational leadership preparation framework presented originally by Capper, Theoharis, and Sebastian (2006), I analyzed the qualitative data from the field and determined how the participants’ peculiar leadership experiences and keen assessment of their seminary formation can inform enhancements in the Jesuit leadership formation’s context-specific curriculum, andragogy, and holistic evaluation to prepare future Jesuit educational leaders’ critical consciousness and socially just leadership knowledge and skills. In line with this, I recommended the institutionalization of programmatic leadership training modules for Jesuits before they are missioned as first-time school directors.

[pt] A política educacional brasileira tem propiciado a descentralização da educação entre as diferentes instâncias político-administrativas do Estado, e esta descentralização está sendo concretizada por meio de reformas em nível do sistema educacional e da escola. A descentralização administrativa, pedagógica e financeira da educação fundamental pública e a concessão de uma maior autonomia à escola trazem à tona o papel dos diretores de escola, responsáveis diretos pela condução da gestão escolar neste novo contexto. É nesse cenário que este estudo visa a contribuir para o conhecimento do perfil dos diretores da escola fundamental e dos estilos de gestão escolar prevalecentes no Brasil e no Estado do Rio de Janeiro, a partir de dados apresentados pelo Saeb 2001. Para tanto, a pesquisa levou em conta as principais contribuições da literatura nacional e internacional, atual sobre o tema, à luz das quais procurou compreender como os questionários do diretor e do professor do Saeb 2001 consideram esta literatura para captar as características dos diretores deste grau de ensino. A caracterização dos estilos de gestão e do perfil dos diretores dos alunos matriculados na 4ª série do Ensino Fundamental foi traçado com base nas informações coletadas por estes questionários, utilizando- se parcela da literatura educacional para abordar questões que se revelaram relevantes. / [en] Brazilian educational politics propitiates the decentralization of education among different political- administrative instances. This decentralization is being accomplished through reforms in the educational system and at school level. The administrative, pedagogic and financial decentralization in public fundamental education and the concession of greater autonomy to schools lead to a discussion about the role of directors, who are nowadays the persons directly responsible for school administration. In this new scenery the present study intends to contribute to the comprehension of the characteristics of fundamental school directors and of predominant administrative styles in Brasil and specifically in Rio de Janeiro state. The research is based on information presented in Saeb 2001. In order to achieve this objective the research considered the main contributions of current national and international literature about the subject. The aim was to understand how the director and the teacher questionnaires in Saeb 2001 take into consideration this literature in order to identify the characteristics of fundamental school directors. Part of educational literature was used to examine important aspects of the information collected through the questionnaires, leading to important conclusions about administrative styles and the characteristics of fourth grade directors.

The purpose is the election of directors of the public basic school and the general goal is understand the mediating role of the State Board of Education and its influence in the democratic management of state public schools of basic education in the period 2003 to 2010. Democracy, school management, democratic management of public schools and mediation directed the delineation of this problem. It consists to observe the mediation of the state board of education for the choice of school managers through direct election, contributes to the strengthening of management the democratic in the state school, seeking the guarantee the right to quality education socially relevant. The guiding axes of the theoretical studies are made by the studies of the concepts of democracy through an insert in the history and current context of western society and characteristics of democratic management in education at the basic school. Comparisons are made among conceptions of democracy, administration and democratic management in educational spaces. The knowledge of the State Board of Education as a normative body, guiding and supervising the state system of education is deepened. It discusses the election of school managers to state public schools for basic education in the period 2003 to 2010. It analyzes the mediation of the State Board of Education of Goiás (CEE/GO) in the electoral process. This analysis allows how come the mediation goes beyond the organization and execution of the procedure for the election of managers, being combined with the category of totality and the contradiction being possible to show the opposition between the process and the expansion of democracy in school mediated by social structure, by the history and culture. The mediation reveals the limits and possibilities of building democracy in Brazilian capitalist society with a focus on Brazilian public space at school in Goiás. It shows that the direct election of directors and the management group is a starting point in order to create possibilities to guarantee the right to education for all Brazilians as a constitutional principle, and is the one of the mechanisms for the development of democracy in school. The democratic management of public school, however, must go beyond the choice by election, because democracy in school assumes the involvement of teachers, administrative servers, students and families, including the School Board and the Students´ Union, that means, the entire school community. It understands that he democratic management of public schools should be in the classroom, curriculum development, in the process of learning, learning assessment, inclusion of parents in the school in its reality. Analysis showed that the participatory process of construction of the Law of Guidelines and Bases of the State of Goiás (Complementary Law nº 26/1998) and the plural composition and parity of the EEC/GO made possible, for more than a decade, the regularity of choice for the election of school administrators. It should be noted, however, that should be created and strengthened the collegiate bodies as school boards and student unions. It should be encouraged also democratic practices throughout the educational process. It is concluded that the election of managers for the state public school of Goias mediated by the State Board of Education as a process of expansion of community participation in school management is still limited but is legally guaranteed and it has regularity. It follows that the State Education System, how it structures, limits and reduces a school democratic management but is in the proper process to the election to managers that the structure and the limits are questioned, allowing better conditions to realize the democracy in school. / Pesquisa qualitativa, teórica e bibliográfica, com análise documental e histórica. Tem por objeto a eleição de diretores da escola básica pública e o objetivo geral de compreender o papel de mediação do Conselho Estadual de Educação e sua influência na gestão democrática das escolas públicas estaduais de educação básica no período de 2003 a 2010. As categorias democracia, gestão escolar, gestão democrática da escola pública e mediação orientaram a delimitação do problema. Este consiste em verificar se a mediação do Conselho Estadual de Educação para a escolha de gestores escolares, por meio de eleição direta, contribui para o fortalecimento da gestão democrática na escola estadual que busca a garantia do direito à educação de qualidade socialmente referenciada. Os eixos orientadores do referencial teórico são constituídos dos estudos dos conceitos de democracia por meio de uma inserção na história e no contexto atual da sociedade ocidental e da caracterização da gestão democrática no sistema educacional e na escola básica. São feitas comparações entre concepções de democracia, de gestão e de gestão democrática nos espaços educativos. O conhecimento do Conselho Estadual de Educação como órgão normatizador, orientador e fiscalizador do Sistema Estadual de Educação é aprofundado. Discute-se a eleição de gestores escolares para as escolas públicas estaduais de educação básica no período de 2003 a 2010. Analisa-se a mediação do Conselho Estadual de Educação de Goiás (CEE/GO) no processo eleitoral. Essa análise permite a compreensão de que a mediação vai além da organização e execução do processo para a eleição de gestores. Combinada com as categorias totalidade e contradição foi possível desvendar a oposição entre o processo e a ampliação da democracia na escola mediada pela estrutura social, pela história e pela cultura. A mediação revela os limites e as possibilidades da construção da democracia na sociedade capitalista brasileira com foco no espaço público educativo da escola de Goiás. Claro está que a eleição direta de diretores e do grupo gestor é um ponto de partida com vistas a criar possibilidades para garantia do direito à educação para todos os brasileiros como princípio constitucional e, constitui um dos mecanismos para o desenvolvimento da democracia na escola. A gestão democrática da escola pública, entretanto, deve ir além da escolha por eleição, porque a democracia pressupõe a participação de professores, servidores administrativos, alunos e famílias, do Conselho Escolar e do Grêmio Estudantil, ou seja, de toda a comunidade escolar. Entende-se que a gestão democrática da escola pública deve estar na sala de aula, no desenvolvimento do currículo, no processo de aprendizagem, na avaliação da aprendizagem, no acolhimento dos pais na inserção da escola em sua realidade. As análises permitiram constatar que o processo participativo de construção da Lei de Diretrizes e Bases do Estado de Goiás (Lei Complementar nº 26/1998) e a composição plural e paritária do CEE/GO possibilitaram, por mais de uma década, a regularidade da escolha por eleição dos gestores escolares. Salienta-se, contudo, que devem ser criados e fortalecidos os órgãos colegiados como conselhos escolares e grêmios estudantis. Devem ser estimuladas, também, práticas democráticas em todo o processo educativo. Conclui-se que a eleição de gestores para a escola pública estadual goiana mediada pelo Conselho Estadual de Educação, como processo de ampliação da participação da comunidade na gestão da escola, ainda é limitada, mas, é garantida legalmente e possui regularidade. Decorre que o Sistema Estadual de Educação, da forma em que se estrutura, limita e reduz uma gestão escolar democrática, mas é no próprio processo de eleição para gestores que a estrutura e os limites são questionados, o que possibilita melhores condições para a realização da democracia na escola.

PISA i skolan : hur lärare, rektorer och skolchefer förhåller sig till internationella kunskapsmätningar / PISA in Schools : how teachers, head teachers and municipal school directors relate to international assessments

This thesis addresses the local reception and use in Sweden of the major international large scale assessments (ILSAs) of student performance: Programme for International Student Assessment (PISA), Trends in International Mathematics and Science Study (TIMSS), Progress in International Reading Literacy Study (PIRLS) and International Civic and Citizenship Education Study (ICCS). The aim is to describe and analyze how Swedish teachers, principals and school directors interpret and possibly use ILSAs in their professional practice. ILSA is treated here as a new idea or a new social technology defining what constitutes good (or bad) education. The theoretical framework combines a top-down perspective provided by Rogers’ (2003) Diffusion of Innovation theory, and a complementary, more critical Policy Enactment approach (Ball et al. 2012), stressing the import-ance of context and local actors’ perspectives. Empirically, the thesis is based on 40 semi-structured interviews carried out in the 2011-2012 school year with teachers, principals and municipal school directors in five municipalities and 12 compulsory schools, selected to cover diverse municipalities, schools, and respondents. The respondents perceive ILSAs as valid evaluations of the Swedish school system. Most think it is important to compare results of different nations, although ILSA is not expected to cover the whole curriculum. Most interviewees are aware that Swedish ILSA results have been declining for years and perceive an urgent need to reverse this trend. However, few of the directors, principals or teachers believe that Swedish schools are in a deep crisis, as described in Swedish media. The participants frequently regard schools as primary determinants of ILSA results, and few blame family, socio-economic, cultural and contextual factors for the Swedish decline in ILSA rankings. There are significant differences between the three occupational groups in their reception and use of ILSA. Municipal school directors who are very well-informed emphasize the influence of ILSA on their local development efforts. Principals and teachers say that ILSAs have had modest direct effects on their work, but they argue that poor Swedish results in international assessments have had indirect effects, for instance by prompting the introduction of a new national curriculum. / <p>Contains an English summary.</p>
