The transition to an innovative development path is impossible without a targeted industrial policy, which is a fundamental condition for the formation of an innovative type of economy. Regional industrial policy is the link between the federal industrial policy and the development strategy of a particular enterprise. The aim of the master's work is to develop a methodological approach to assessing the effectiveness of the implementation of regional industrial policy. Various points of view on the concept of industrial policy and the feasibility of its implementation for the Russian economy are considered. The analysis of the prospects and problems of the development of the industrial complex is carried out, the dynamics of the main indicators of industrial development are considered, the factors influencing the decrease in its competitiveness are identified. Sources of research include regulations, official documents of social and economic development, data from the Federal State Statistics Service of the Russian Federation, articles from scientific journals, reviews and ratings of international organizations, and other sources. In the dissertation, a methodology for assessing the effectiveness of state industrial policy of the regions of the Russian Federation was developed and directions for increasing its effectiveness were formed. This methodology is based on a multicriteria approach, the assessment of the effectiveness of the functioning of the industrial complex of the region takes place in several areas and takes into account current trends in socio-economic development. / Переход на инновационный путь развития невозможен без проведения целенаправленной промышленной политики, которая является основополагающим условием формирования экономики инновационного типа. Региональная промышленная политика – это связующее звено между федеральной промышленной политикой и стратегией развития конкретного предприятия. Целью магистерской работы является разработка методического подхода к оценке эффективности реализации региональной промышленной политики. Рассмотрены различные точки зрения на понятие промышленной политики, и целесообразность ее проведения для российской экономики. Проведен анализ перспектив и проблем развития промышленного комплекса, рассмотрена динамика основных показателей промышленного развития, выделены факторы, влияющие на снижение его конкурентоспособности. Источники исследования включают в себя нормативные акты, официальные документы социально-экономического развития, данные Федеральной службы государственной статистики РФ, статьи научных журналов, обзоры и рейтинги международных организаций, и другие источники. В диссертации разработана методика оценки эффективности государственной промышленной политики регионов РФ и сформированы направления по повышению ее эффективности. В основе данной методики лежит многокритериальный подход, оценка эффективности функционирования промышленного комплекса региона происходит по нескольким направлениями и учитывает современные тенденции социально-экономического развития.

Работа посвящена анализу динамики развития двусторонних взаимоотношений между Японией и Социалистической Республикой Вьетнам в начале XXI в. На основе широкого круга источников и литературы, включая двусторонние документы, вьетнамские и японские средства массовой информации, а также актуальные публикации российских и зарубежных исследователей, определяются основные направления отношений, особенности и результаты сотрудничества. Подчеркивается важное место вьетнамско-японского взаимодействия в системе безопасности в Азиатско-Тихоокеанском регионе и ценность сотрудничества для обоих партнеров, невзирая на проблемы. / The author analyses the development of bilateral relations between Japan and the Socialist Republic of Vietnam in the beginning of the 21st century. A wide range of primary and secondary sources is used, including diplomatic documents, Vietnamese and Japanese mass media, and research publications of experts from different countries of the world. The work systematizes the basic aspects of bilateral relations, defines their specific features and results. The important role of relations between Vietnam and Japan in the system of international relations in Asia-Pacific is emphasized, as well as its significance for both partners, in spite of various problems.

Оценка факторов производительности труда на региональном уровне является важным аспектом в процессе повышения общего уровня экономического благосостояния территории. Целью магистерской диссертации является развитие теоретико-методических основ анализа и оценки детерминант производительности труда в регионе. В работе рассматриваются теоретические и методические вопросы исследования производительности труда. В качестве источников использовалась научно-исследовательская и учебно-методическая литература, нормативно-правовые акты и статистические данные Федеральной службы государственной статистики по тематике исследования. В магистерской диссертации был предложен методический подход к оценке факторов производительности труда в регионе, особенностью которого является комбинированное использование данных объективных статистических показателей и экспертных мнений, применение статистического инструментария корреляционно-регрессионного анализа, а также реализация аддитивного подхода, предполагающего анализ детерминант производительности труда, рассчитанной различными способами. / Assessment of labor productivity factors at the regional level is an important aspect in the process of increasing the overall level of economic well-being of the territory. The aim of the master's thesis is to develop the theoretical and methodological foundations for the analysis and assessment of the labor productivity determinants of in the region. The paper deals with theoretical and methodological issues in the study of labor productivity. Scientific research and educational-methodical literature, regulatory legal acts, and statistical data of the Federal State Statistics Service on the research topic were used as sources. Master thesis suggest a methodological approach to assessing labor productivity factors in the region, with a feature of the combined use of objective statistical indicators and peer review, application of statistical tools for correlation and regression analysis, and implementation of an additive approach that involves analysis of the determinants of labor productivity, calculated in various ways.

Development of network interaction in the secondary general education system as a management problem. The object of the research is network interaction in the system of secondary general education. The subject of the research is the management of network interaction in the system of secondary general education of the urban district, the city of Urai. Purpose of the research: theoretical and applied research of the problems of network interaction management in the system of secondary general education, the development of a set of recommendations for its development in the conditions of the northern region (the municipal formation of the urban district city of Urai). The main research methods were theoretical analysis of regulatory legal acts and scientific literature, expert survey, questionnaires, calendar, network, resource planning. In the course of the research, the theoretical, methodological and legal foundations of the organization of network interaction in the system of secondary general education were considered, the characteristics of the system of secondary general education of the urban district of the city of Urai were given, and the main positions of the empirical study were described. The result of the study is a system of recommendations for organizing the process of implementing network interaction in the educational space of the city of Urai and a career guidance project "Network interaction between schools, organizations of additional education of various orientations and a territorial production enterprise of the city of Urai".

Целью магистерской диссертации заключается в выявлении закономерностей в оценке инновационного потенциала промышленных предприятий (или объединения предприятий) и разработки комплексной методики оценки инновационного потенциала машиностроительных кластеров, функционирующих в условиях кластерной политики. В работе рассматривается понятие регионального машиностроительного кластера и вопросы, связанные с оценкой инновационного потенциала в условиях кластерной политики. В качестве источников использовалась открытые статистические данные Федеральной службы государственной статистики, общедоступные результаты исследований, собственные исследования автора. В магистерской диссертации был разработан методический подход к оценке инновационного потенциала промышленного машиностроительного кластера в условиях кластерной политики, учитывающий региональную специализацию кластера, влияние производственных факторов в смежных промышленных областях, динамику реализации инновационных проектов в кластере, что обеспечивает системный и комплексный подход к принятию решений о перспективе развития промышленных кластеров в исследуемых регионах. / In order to effectively plan the activities of innovation clusters in real conditions, it is necessary to assess the innovation potential of these clusters. The purpose of the master's thesis is to identify patterns in the assessment of the innovative potential of industrial enterprises (or associations of enterprises) and to develop a comprehensive methodology for assessing the innovative potential of machine-building clusters operating in the context of cluster policy. The paper deals with the concept of a regional machine-building cluster and issues related to the assessment of innovation potential in the context of cluster policy. The sources used were open statistical data of the Federal State Statistics Service, publicly available research results, and the author's own research. The master's thesis developed a methodological approach to assessing the innovative potential of an industrial machine-building cluster in the context of cluster policy, taking into account the regional specialization of the cluster, the influence of production factors in related industrial areas, the dynamics of the implementation of innovative projects in the cluster, which provides a systematic and integrated approach to decision-making about the future development of industrial clusters in the studied regions.

Целью работы является разработка методики оценки капитала здоровья субъектов РФ, особенностью которой является выбор показателей, отражающих благополучие населения, их группировка на естественные и инвестиционные, нормализация индикаторов методом min-max, расчет весовых коэффициентов с помощью метода главных компонент, определение промежуточных интегральных показателей с помощью аддитивной агрегации и сводного интегрального показателя капитала здоровья, что позволит более точно и объективно оценить капитал здоровья субъекта и приоритезировать инвестирование субъектов с недостаточным уровнем капитала здоровья. / The aim of the work is to develop a methodology for assessing the health capital of the subjects of the Russian Federation, the feature of which is the selection of indicators reflecting the well-being of the population, their grouping into natural and investment, normalization of indicators by the min-max method, calculation of weighting coefficients using the principal component method, determination of intermediate integral indicators using additive aggregation and a summary integral indicator of health capital, this will allow a more accurate and objective assessment of the subject's health capital and prioritize the investment of subjects with an insufficient level of health capital.

Based on these results, there was developed a proposal of employer branding campaign to position a company as the best employer in the Ural region. The relevance is justified by the need to eliminate the following contradiction: - on the one hand, the world economic environment (WEE) has changed, the main characteristic of which has become the GVCs, and the current stage of world development the new generation of GVCs is already relevant; - on the other hand, the strategy for the development of the national economy in this new WEE poorly reflects the new realities of the WEE and allows us to supplement the concept of industrial regions as "territory for the placement of exporters 'enterprises" to the concept of "placement of links of GCS". The goal is to develop a theoretical approach and offer recommendations on the priorities of foreign economic development of the industrial regions of Russia on the basis of their integration into the industry GVCs. The object of research is the leading industrial regions of Russia (or industrial type) as part of the national economy and part of the GVCs. The subject of the study is the socio-economic relations arising from the interaction of structural elements of the Industrial district with the links of the GVCs. The scientific novelty consists in the promotion of a new scientific idea of integration of IR in the GCS and its theoretical justification, the meaning of which is the transition from the "forward-participation" model to the "backward-participation", as well as the proposal of indicators that allow you to determine the positioning of the intra-state region of industrial type through the prism of a specific industry. This complements the" in-country component " of scientific research in the field of GVCs-concepts and in relation to ID allows to supplement the concept of ID as a "territory for the placement of exporting enterprises" to the concept of "placement of GVCs links". / Актуальность обосновывается необходимостью устранения следующего противоречия: - с одной стороны, изменилась мирохозяйственная среда, основной характеристикой, которой стали ГЦДС, причем актуальной является уже ГЦДС нового поколения; - с другой стороны, стратегия развития национальной экономики в этой новой МХС в определенном смысле (а ИР является частью национальной экономической структуры) медленно и слабо отражает новые реалии МХС, отношении ИР позволяет дополнить концепцию ИР как «территория для размещения предприятий экспортеров» к концепции «размещения звеньев ГЦДС». Цель – разработать теоретический подход и рекомендации по приоритетам внешнеэкономического развития индустриальных регионов России на основе их интеграции в отраслевые ГЦДС. Объект исследования – ведущие индустриальные регионы России (или промышленного типа) как часть национальной экономики и часть ГЦДС. Предмет исследования – социально-экономические отношения, возникающие при взаимодействии структурных элементов ИР со звеньями ГЦДС. Научная новизна состоит в выдвижении новой научной идеи интеграции ИР в ГЦС и ее теоретическом обосновании, смысл которой заключается в переходе от модели «forward» к «backward», а также предложении показателей, которые позволяют определить позиционирование внутригосударственного региона промышленного типа через призму конкретной отрасли и в предложении на этой основе приоритетов. Это дополняет «внутристрановую компоненту» научных исследований в области ГЦLС-концепций и в отношении ИР позволяет дополнить концепцию ИР как «территория для размещения предприятий экспортеров» к концепции «размещения звеньев ГЦС».

In the theoretical part it presents the definition of workplace well-being, engagement and the importance of them. The practical part describes the general characteristics of the investigated company, the analysis of employees by its results.
