This thesis is focused on testing of communication protocols IEC 60870-5-103 and IEC 60870-5-104. Theoretical part of the thesis describes basic principles, services and possibilities of both communication protocols. Practical part of the thesis deals with configuration of the IEC 60870-5-103 communication standard of protective terminal REF630. PCVDEW6 tool was used to test this communication protocol. Next part of the thesis is focused on convertion of the communication standard IEC 61850 to IEC 61870-5-104 using control system COM600. The testing of both communication protocols was carried out in the laboratory of the protection relays on the testing panels at ABB Brno.

In this work endocrine disrupting potential of Delor 103, a commercial mixture of PCB congeners, was studied along with its effect on production of laccase by the ligninolytic fungus Trametes versicolor. Using a gene-reporter yeast assay for evaluation of hormonal activity Delor 103 showed an androgenic activity with an EC50 value of 2.29. 10-2 mg/l. Chlorbenzoic acids, Delor 103 potential metabolites resulting from microbial degradation, displayed on the other hand an estrogenic activity, indicating possible changes in hormonal activity of Delor 103 during its microbial degradation. The addition of Delor 103 to mineral medium T. versicolor cultures resulted in an up to 257times higher laccase activities detected in fungal cultures. Delor 103 induced enzymes showed different pI values from those of control cultures. In a complex malt-extract glucose medium (MEG) the stimulation effect of Delor 103 was kept down. Further, the production of laccase and synthesis of different pI forms depended strongly on the growth phase of fungal cultures. Exponencially growing cultures of T. versicolor were able to produce up to 7 different pI forms of laccase in responce to Delor 103 whereas stationary cultures produced only 4 enzyme forms with higher pI values. Biological Effective Dose (BED) Distribution Matching for Obtaining Brachytherapy Prescription Doses & Dosimetric Optimization for Hybrid Seed Brachytherapy

Radioactive seed implant brachytherapy is a common radiotherapy treatment method for prostate cancer. In current clinical practice, a seed consists of a single isotope, such as 125I or 103Pd. A seed containing a mixture of two isotopes has been proposed for prostate cancer treatment. This study investigates a method for defining a prescription dose for new seed compositions based on matching the biological equivalent dose (BED) of a reference plan. Ten prostate cancer cases previously treated using single isotope seeds (5 using 125I seeds and 5 using 103Pd seeds) were selected for this study. Verification of the method was done by calculating prescription doses for 103Pd and 125I seeds. A prescription dose for a 50/50 hybrid seed was calculated. Number and location of seeds remained invariant within each case. The BED distributions for hybrid and single isotope seed plans were generated and matched to the BED distribution generated off of the optimized plans. For the 125I isotopes, the dose necessary to cover 90% of the prostate with a BED of 110 Gy is 145 Gy. For the same BED coverage, the dose for 103Pd and 50/50 hybrid seed is 120 Gy and 137 Gy respectively. A method is introduced for obtaining prescription doses for new brachytherapy sources. The method was verified by obtaining doses for 125I and 103Pd isotopes which match clinical prescription doses. The method developed is robust enough to calculate prescription doses in any region of interest, for any seed type, and for any isotope as long as the BED coverage remains invariant with respect to the treatment plan. Numerical calculations were performed to derive analytical conversions of total dose to BED for 50/50, 75/25 and 25/75 hybrid seeds. These analytical conversions are faster than the original numerical methods employed allowing for real-time BED optimization for hybrid seeds. Varying seed distribution was seen not to influence the analytical conversions. It was observed that when total dose remained invariant while individual isotope contributions varied, the value of BED varied. The BED variance was seen to be the smaller at larger BED values (~2% at 100 Gy). Using the conversions derived in this paper, BED based optimization for hybrid seeds are now performable. However, these conversions should only be used in high dose regions due to high uncertainty in the low regime.

Anders als viele Textsammlungen, die im 18. Jh. "Bibliothek" hießen und wissenschaftlicher Prosa vorbehalten waren werden nun Quellentexte in preiswerten Ausgaben zugänglich gemacht. In der Philosophie spielen damit auch Übersetzungen eine wichtige Rolle: Sie übernehmen einen wesentlichen Teil der Vermittlung des philosophischen Wissens für ein breites Publikum. Als Inkarnation der Idee einer philosophischen Bibliothek kann ein Unternehmen gelten, das 1868 von Julius Hermann von Kirchmann gegründet wurde und seit 1911 im Felix Meiner Verlag erscheint: die "Philosophische Bibliothek".

An investigation of the National Building Regulations to promote uniformity and sustainability in the South African built environment

The study investigates two aspects that arise when an application is made for building plan approval to the Building Control Officer (BCO) in the Department of Building Control at a local authority (LA). Firstly, the uniform application of the minimum requirements for building plan approval is studied. Secondly, while keeping the original goal of the National Building Regulations (NBR) in mind, the inclusion of passive design requirements is considered as part of the minimum requirements. In the Republic of South Africa (South Africa), the National Building Regulations and Building Standards Act, 1977 (Act 103 of 1977) determines the minimum requirements of any building. Although the NBR are in the process of being rewritten, the amended 1990 version is still being used. On 15 June 2010, the South African National Standard (SANS) 10400-XA: The Application of the National Building Regulations Part X: Environmental Sustainability Section A: Energy Usage in Buildings, was published for public comment. However, the current version of the NBR does not address sustainability. Therefore, it is argued that the planning and erection of structures within the South African built environment do not currently conform to any minimum sustainability requirements. A series of ‘Deemed-to-Satisfy Rules’ constitutes an integral part of the NBR. Should a development in the built environment comply with these prerequisites, it is observing the statutory requirements of Act 103 of 1977. The regulations are implemented by the Department of Building Control of the different LAs (or municipalities). Act 103 of 1977 also prescribes the appointment, qualifications and functions of the BCO who should head the department. However, it is the LA’s responsibility to appoint the BCO. An LA’s Department of Building Control uses guidelines (as determined by Act 103 of 1977) to approve applications for new buildings and alterations to existing ones. A series of prescribed inspections should be conducted during the construction phase of a building. Before a building can be used for its intended purpose, the BCO has to sign a Certificate of Occupancy. Although the NBR provide prescriptions, the requirements are implemented in different ways by the various LAs. After determining the origin and examining the goals and implementation methods of Act 103 of 1977 and its Regulations (together with the Code of Application (SANS 10400:1990)), this study demonstrates that the current edition of the NBR is not uniformly implemented in the Republic of South Africa. Additionally, the study links the original goal of the NBR to limit inflationary tendencies with current practice to use passive design principles to combat building operation costs. Lastly, a pro forma application form is included as an addendum (although it is not officially part of the study). ABSTRACT For my diploma thesis I have chosen a topic focusing on the setting of the zone of emergency planning in accordance with Act No. 59/2006 on prevention of major accidents, for the facility of ČEPRO Inc., the storage area of Včelná. The topic has been chosen for several reasons {--} I consider it interesting, and I am convinced that it is absolutely essential to create a zone of emergency planning for the above mentioned complex. A major accident is defined under Act 59/2006 of Collection, on prevention of major accidents, as an extraordinary, partly or completely unmanageable, terminable and spatially limited event, for example a major leakage, fire or explosion, which has already appeared or whose occurrence is imminent in connection with using the venue or facility in which a dangerous substance is produced, processed, prepared or stored, and which leads to a major jeopardy or to a major impact upon life and health of people, livestock and environment or financial damage. The first part of the diploma thesis presents the legislation concerning the setting the zone of emergency planning. Furthermore, the legislation concerning the issue in selected countries of the European Union is mentioned. The description of the storage facility belonging to the company ČEPRO Inc. in Včelná in the town of České Budějovice follows. The second part of the thesis focuses on the setting of the zone of emergency planning for the ČEPRO company in Včelná, and the evaluation of the questionnaires submitted to residents living in the surroundings of this storage facility. The discussion of the issues given above is presented in the third part of the diploma thesis. The following hypotheses were set and analysed {--} whether the emergency plan for the ČEPRO Inc. in Včelná is sufficiently elaborated and whether the residents living in the surroundings of ČEPRO have become sufficiently familiar with a potential danger.

Implementation and assessment of bi-radionuclide seeds for permanent implant prostate brachytherapy

Interstitial brachytherapy using permanent seeds is a common modality for the treatment of early stage prostate cancer. It consists of inserting hundreds of radioactive seeds (size of a grain of rice) in the prostate by means of transperineal needles. In this procedure, dose delivery to healthy surrounding organs at risk (OAR) and dose homogeneity within the prostate are of prime concern. Placement errors should therefore be minimized to avoid unacceptable area underdosage or overdosage. At present, brachytherapy seeds can be loaded with three different radionuclides: iodine-125 (<sup>125</sup>I: 28.37 keV; 59.40 days), palladium-103 (<sup>103</sup>Pd: 20.74 keV; 16.991 days), and cesium-131 (<sup>131</sup>Cs: 30.45 keV; 9.689 days). Long or short term morbidity is the main drawback of <sup>125</sup>I and <sup>131</sup>Cs due to their deeper penetration in the normal tissues. However, both provide a good homogeneity of the dose distribution within the prostate. By contrast, <sup>103</sup>Pd offers a short penetration depth that reduces the dose to OAR. Nevertheless, it could result in cold spot (underdosage) where a recurrence of the cancer could appear. A compromise had to be found between good implant uniformity and low dose to OAR. We propose therefore to study if the combination of two radionuclides inside the same seed could be a solution. Two mixtures were considered: <sup>103</sup>Pd<sub>0.75</sub>-<sup>125</sup>I<sub>0.25</sub> and <sup>103</sup>Pd<sub>0.25</sub>-<sup>131</sup>Cs<sub>0.75</sub>. The subscripts denote the fractions of internal activity of each radionuclide. The work is subdivided into three steps. First we adapt the AAPM TG-43U1 dosimetry formalism used by the physician to make multiple-radionuclides sources compatible with Treatment Planning Systems (TPS). Then the dose distributions around the bi-radionuclide seeds are determined. Second, the prescription doses for both sources are derived using the linear quadratic model for tumor cell surviving fraction. They were computed using mono-radionuclide implants as benchmarks. Finally, treatment plans and Dose-Volume Histograms parameters have been computed on real patients virtually implanted with bi-radionuclide seeds and the results were compared with the mono-radionuclide one. These parameters can then be used to evaluate the Normal Tissue Complication Probability (NTCP) of urethra, the most exposed organ at risk in prostate brachytherapy. First, dosimetry results show that, from a pure physical point of view (i.e. without tissue reponse), the dose distributions of both mixtures lies in between that for <sup>103</sup>Pd and <sup>125</sup>I/<sup>131</sup>Cs. The compromise between homogeneity and reduced dose at large distance can be reached. Second, the averaged prescription doses for the Pd-I mixture are 142<sup>+15</sup><sub>-16</sub>Gy and 142<sup>+6</sup><sub>-8</sub>Gy using <sup>103</sup>Pd and <sup>125</sup>I as benchmarks, respectively. The values for the Pd Cs mixture are 128<sup>+13</sup><sub>-13</sub>Gy and 115<sup>+6</sup><sub>-7</sub>Gy, using <sup>103</sup>Pd and <sup>131</sup>Cs, respectively, as benchmarks. Finally, urethral NTCP results fall in the 19 to 23% range. However, they are affected by large uncertainties, making the comparison difficult. At present, no conclusion could be drawn about the efficiency of bi-radionuclide brachytherapy in comparison with mono-radionuclide using the available models. Permanent seed prostate brachytherapy suffers a lot from the lack of precision on radiobiological modelling parameters. A better knowledge of their values could significantly improve the predicting models and therefore lead to better treatment outcome.

The Anglo-Saxon trust is not a new phenomenon, but existed as early as in the Middle Ages. The concept is customary among common-law countries, such as England the US, but unfamiliar to civil-law countries like Sweden. The person who creates the trust is called a settlor, the one who holds and administer the property is a trustee and the person who benefits from the settlement is called a beneficiary. In Sweden there is no legislation of how the trust ought to be assessed, but the need to understand it has probably increased with the internationalization. The Swedish Supreme Administrative Court has had a few opportunities to elucidate some of the uncertainties regarding trusts, but chose to abstain. With this The Swedish Tax Panel has very limited guidance from the court when they receive an application of an advance notice. A trust is not a legal entity nor a tax subject. This differs the trust from a foundation and they can not be placed on an equality from a Swedish tax perspective. In an advance notice, 2010-03-23 (dnr 103-09/D) om Inkomstskatt: Inkomst av tjänst – värdepappersförmån, the Swedish Tax Panel equalizes the trust property with shares when determining how to tax the assets. The general rule ought to be that a beneficiary shall be taxed for the property when he or she has the full right of disposition, RÅ 2000 ref 28 indicates that this is correct. If the property consists of shares a judgement from another case must be considered. RÅ 2009 ref 86 implies that if the trust property consists of shares, the time of the full right of disposition presents itself immediately, regardless if the shares can be lost when employment is discontinued. The shares ought to be taxed immediately according to the Swedish Income Tax Act 10:11. Tax property is what it is and ought to be taxed accordingly.
