The model used is a standard New Keynesian DSGE model of a closed economy with two sectors companies. In the first sector, free prices, there is a continuum of firms, and in the second sector of administered prices, there is a single firm. In addition, the model has positive trend inflation in the steady state. The model results suggest that price movements in any sector will impact on both sectors, for two reasons. Firstly, the price dispersion causes productivity to be lower. As the dispersion of prices is a change in the relative price of any sector, relative to general prices in the economy, when a movement in the price of a sector is not followed by another, their relative weights will change, leading to an impact on productivity in both sectors. Second, the path followed by the administered price sector is considered in future inflation expectations, which is used by companies in the free sector to adjust its optimal price. When this path leads to an expectation of higher inflation, the free sector companies will choose a higher mark-up to accommodate this expectation, thus leading to higher inflation trend when there is imperfect competition in the free sector. Finally, the analysis of optimal policies proved inconclusive, certainly indicating that there is influence of the adjustment model of administered prices in the definition of optimal monetary policy, but a quantitative study is needed to define the degree of impact. / Este trabalho tem o objetivo de analisar a interação e os efeitos dos preços administrados na economia, por meio de um modelo DSGE e pela derivação das políticas monetárias ótimas. O modelo utilizado é um modelo DSGE padrão Novo Keynesiano de uma economia fechada com empresas de dois setores, no primeiro setor, de preços livres, há um contínuo de empresas, e no setor de preços administrados uma única empresa. Adicionalmente, o modelo possui inflação positiva no steady state. Os resultados do modelo sugerem que os movimentos de preços em qualquer setor terá impacto em ambos os sectores, por duas razões. Em primeiro lugar, a dispersão de preços faz com que a produtividade seja menor. Como a dispersão dos preços é uma mudança no preço relativo de qualquer sector, em relação aos preços gerais da economia, quando um movimento nos preços de um setor não é seguido pelo outro, seus pesos relativos mudarão, levando a um impacto sobre a produtividade em ambos os sectores. Em segundo lugar, o caminho seguido pelo setor de preços administrados é considerado na expectativa futura de inflação, que é utilizado pelas empresas do setor livre para ajustar o seu preço ótimo. Quando este caminho leva a uma expectativa de inflação mais elevada, as empresas do sector livre irão escolher um mark-up maior, para acomodar esta expectativa, conduzindo assim a uma maior tendência de inflação, quando há uma concorrência imperfeita no setor livre. Por fim, a análise das políticas ótimas se mostrou inconclusiva, certamente indicando que há influencia do modelo de ajuste dos preços administrados na definição da política monetária ótima, porém sendo necessário um estudo quantitativo para definir o grau de impacto.

Validating the National Institutes of Health Brief Fatigue Inventory and Characterizing Fatigue Symptoms across Patient Populations

A gold standard measurement does not exist to assess fatigue symptoms across patient populations. Current tools only consist of self-report measures that may not assess fatigue objectively. The National Institutes of Health-Brief Fatigue Inventory (NIH-BFI) is a clinician-administered instrument developed as a more objective assessment of fatigue symptoms. This study assessed the NIH-BFI's validity in diverse clinical populations, which included patients diagnosed with a mood disorder, Parkinson's disease, cancer, and healthy controls. Results suggest good criterion-related and convergent validity for the NIH-BFI. Results also indicate significant differences in fatigue severity between cohorts. Moreover, the data also suggest significant differences among groups in depression, anxiety, pain catastrophizing, sleep quality, global mental and physical health, and cognitive functioning. This study proposes that the NIH-BFI is a valid clinician-administered measure of fatigue that can be administered in multiple clinical populations.

Data Quality Assurance Begins Before Data Collection and Never Ends: What Marketing Researchers Absolutely Need to Remember

Data quality has become an area of increasing concern in marketing research. Methods of collecting data, types of data analyzed, and data analytics techniques have changed substantially in recent years. It is important, therefore, to examine the current state of marketing research, and particularly self-administered questionnaires. This paper provides researchers important advice and rules of thumb for crafting high quality research in light of the contemporary changes occuring in modern marketing data collection practices. This is accomplished by a proposed six-step research design process that ensures data quality, and ultimately research integrity, are established and maintained throughout the research process—from the earliest conceptualization and design phases, through data collection, and ultimately the reporting of results. This paper provides a framework, which if followed, will result in reduced headaches for researchers and more robust results for decision makers.

L'Etat de contentieux : contribution à la définition du concept d'"Etat de droit" en droit administratif français / The State of legislation : contribution to the definition of the concept d'"Etat de droit" in french administrative law

Véritable dogme en droit interne et s’imposant comme un standard dans l’ordre juridique international, le concept d’« État de droit » est dépourvu d’une signification clairement déterminée. Différentes conceptions sont admises et dépendent des acceptions de l’État en question, d’une garantie hic et nunc de certains droits ainsi que d’une volonté politique des gouvernants. L’objet de cette recherche s’attache au droit administratif, précisément au rôle du juge administratif, comme vecteur de soumission de l’autorité de l’État afin de promouvoir les droits et libertés fondamentales des administrés en France. Si rien ne présageait une telle évolution au nom de la raison d’État, le Conseil d’État, par une pensée politique (néo)libérale, s’est imposé comme l’institution juridictionnelle majeure dans la construction du concept d’État de droit administratif. Au moyen d’une interprétation formelle et substantielle du principe de légalité, l’État de droit administratif légitime l’action publique des gouvernants tout en garantissant la sécurité juridique des administrés. Cette liaison de l’État et du droit administratif relève d’une construction inépuisable, appréhendée par l’État de contentieux qui s’analyse comme le kaléidoscope des faits sociaux. Ce dernier résulte d’une politique de la force, d’un conflit positif entre les Hommes, les institutions, les normes ou les pouvoirs institués. Ainsi, en conciliant l’Autorité et la Liberté, le concept d’État de droit administratif révèle le degré d’assujettissement de l’administration au droit administratif. Le développement objectif du concept d’État de droit administratif est bâti par l’État de justice et protégé par l’État légal, au profit d’une justice administrative garante des valeurs républicaines de l’État. Le perfectionnement de l’État de droit administratif par l’État de contentieux est agencé par l’État démocratique et régulé par l’État global, en libérant l’administré de toute servitude de la part de l’administration. L’illibéralisme administratif s’estompe au profit d’une société de(s) droit(s), d’une juridicisation et d’un normativisme absolus, au détriment de l’État. / The Rule of law concept is a real domestic law dogma and has established itself as a norm in the international judicial order. It is beneft of a clearly defined signification. Different concepts are accepted and depend on the agreements of the state, on a hic et nunc warranty of some rights as well as the rulers political will. This study aims to consider the administrative law, and more specifically the administrative judge’s role, as a means of control over the authority of the state so as to promote the rights and fundamental freedoms of the constituents in France. Even if nothing could portend such an evolution on the account of the state, the Conseil d’État, through a (neo)liberal political influence, became major judicial institution which builds the concept of domestic rule. The administrative juridiction legitimizes the public action of the governments while ensuring the legal security of the constituents through a formal and substantive interpretation of the principle of legality. This relation on between the state and the administrative law state of litigation which can be analyzed as a kaleidoscope of social facts. This stems from a power policy, of a positive conflict between men, the institutions, the normes or the instituted powers. Therefore, by accommodating authority and freedom, the administrative jurisdiction exposes the extent to which the administration is subjected to the administrative law. The objective construction of the administrative Rule of law allows the setting up of an administrative justice, which guarantees the republican values of the State thanks to legal Justice and Legal State. The upgrading of the administrative Rule of law by the democracy provide some freedom to the people vis-à-vis the state. The lack of liberalism fades away in favour of a litigious society, juridification and normatism to the detriment of the state.

A study of the integration of health promotion principles and practice in palliative care organisations

The modern hospice movement emerged in the 1960s as a grassroots social movement that attempted to restore an holistic and contextualised approach to the care of people at the end of life. This approach embraced the lived experience of the dying person at the centre of care across physical, emotional, social and spiritual domains of life. To achieve this, the care of dying people was largely removed from mainstream health care systems to promote more holistic and socially contextualised dying. In recent decades, the evolution of palliative care demonstrates the gradual return of palliative care services to the mainstream. It has been asserted that, in this process, palliative care services have progressively abandoned the social context of dying people, increasing instead an emphasis on "physical care [while] simultaneously de-emphasizing psychological, social and spiritual care" (Kellehear, 1999a, p.76). Kellehear and others have proposed that the repositioning of palliative care within mainstream health care systems has increased a focus upon illness and disease at the expense of health and wellbeing. Subsequently, conventional palliative care services have been criticised for not adequately locating end of life care within the social contexts in which death and dying take place. In an attempt to address this problem, Australian sociologist Allan Kellehear proposed an approach to end of life care that brought together the core concerns of palliative care with the principles and practices of health promotion (Kellehear, 1999b). Whilst their congruence is not immediately apparent, these two fields have been increasingly examined for their potential benefits in the provision of end of life care. In the current policy climate in Australia, there is an imperative to consider how end of life support services might be improved through adopting a health promoting palliative care approach. The aim of this study has been to investigate the integration of health promotion principles and practice by a selected palliative care service by examining the qualitative impact of this change on the organisation. Specifically, it endeavoured to identify the factors that advanced or impeded this integration by examining how the structures and processes of, and outcomes for, the organisation reflected a health promoting approach. To meet these aims, this study undertook an in-depth examination of the implementation of a health promoting palliative care model by a community based palliative care organisation. Based in a constructionist-interpretivist paradigm, a mixed-method (QUAL+quant), instrumental case study research design was utilised to capture multiple perspectives of the implementation process. Data collection comprised examination of 127 organisational documents, 32 in-depth interviews with staff, volunteers and consumers, 5 focus groups with staff and volunteers, and 25 carer questionnaires. Qualitative data were subject to thematic analysis, with supplementary quantitative data analysed to generate descriptive statistics. The findings demonstrated a large number of complex and interrelated enabling and impeding factors to the implementation in the case study site. These factors have been grouped into four key themes which have been examined in light of the aims of this study and the issues identified in a comprehensive review of the literature. This study found that: ◦ Conceptual congruence between health promotion and palliative care was a fundamental starting point in the implementation of a health promoting palliative care model. ◦ Where conceptual congruence was clear, activities associated with the model that were regarded as beyond conventional approaches to palliative care core business were viewed favourably by stakeholders and were less likely to encounter resistance within the organisation. ◦ When systematic approaches to organisational change, such as quality improvement systems, were rigorously applied, the impact of the transition upon stakeholders was qualitatively less. ◦ Where this transition had been effectively made, consumers, staff, volunteers and members of the wider community were seen to benefit. This study adds to the current discourse regarding the intersection between end of life support and health promotion, and provides insight into how palliative care organisations might undertake the transition from conventional models to a health promoting palliative care approach.

An education strategy to reduce cultural conflict in schools administered by mines in Zimbabwe

Cultural conflict is endemic in diverse societies and schools. It manifests in both subtle and overt ways, permeating the whole school environment and posing tremendous challenges for society. The purpose of this study is to devise an education strategy to reduce cultural conflict in schools administered by mines in Zimbabwe, with a particular reference to language and teacher capacity to cope with diversity in mining-town schools. This study was guided by three theoretical frameworks: Bourdieu’s capital theory, Nussbaum’s cosmopolitan education theory and unhu/ubuntu moral theory. Nine models for the reduction of cultural conflict in diversity were reviewed in order to gain insight relating to cultural conflict in mining-town schools. The qualitative research design of the study was approached from a phenomenological perspective with regard to document analysis, face-to-face and focus group interviews as well as classroom observation. Three school administrators, three SDC members, two company managers, three Grade 2 teachers and 30 Grade 6 learners were purposively selected to participate in the study. It emerged from the study that conflict was attributable to teachers with no command of language(s) spoken by the school-going population and lacked training and apititude for the task of dealing with language and cultural diversity in the classroom. It was also found that cultural conflict as described above could be reduced by establishing well-resourced language learning centres that foster essentially civilised values like respect, tolerance and dialogue. Participants also saw an ethnic match between staff and learners as significant in averting cultural conflict. Marriage Moments: A New Approach to Strengthening Couples' Relationship Through the Transition to Parenthood

Strengthening marriages is important to the well-being of individuals, families and communities. The transition to parenthood brings with it particular risks and opportunities for marriage relationships, yet no interventions have been successful in accessing a large number of couples during this critical time prepare and strengthen them for the challenges of becoming parents. The healthcare system has an established education infrastructure (childbirth education) that interacts with a significant number of couples during the transition to parenthood and has become increasingly open to incorporating relationship strengthening efforts into existing programs. The Marriage Moments program was designed to access couples through this system. This new approach to marriage education employs a program design unique in three ways: the context of childbirth education, a low-intensity content based on a model of marital virtues, and a simple, self-administered format of materials that gives the program great flexibility and transportability that can be implemented in a variety of existing systems. Initial formative program evaluation data show that the program is well received by participating couples. Marriage Moments is currently being pilot tested to evaluate its effectiveness in strengthening marriage through the transition, but it is expected the program will be disseminated widely and reach numerous couples as they transition to parenthood.

In a country like South Africa, these texts are generally written by medical experts and thereafter translated into the languages of the people. One of these languages is Zulu, which is spoken by the majority of South Africans. A large percentage of Zulu speakers are illiterate or semi-literate, especially in the rural areas. For this reason, Zulu translators have to use ‘simple’ language that these readers would understand when translating English texts into Zulu. Translators are expected to use strategies that can deal with non-lexicalized, problematic or other related terms that appear in health texts, as well as geographical and cultural constraints. This study focuses on the strategies used by Zulu translators in an attempt to make translated Zulu health texts accessible to the target readership. The investigation includes the use of self-administered questionnaires for respondents from two of South Africa’s nine provinces, where Zulu speakers are found (Gauteng and KwaZulu-Natal), to determine whether the health texts do reach the target readership. Focus groups, semi-structured interviews and other complementary techniques were used to collect data from the selected respondents. Furthermore, a parallel concordance called ParaConc was used to extract and analyse data from the corpus as compiled for the present study, in an attempt to investigate the strategies used to make the translated health texts easier to read. The study uncovers various strategies which are used when translating English health texts into Zulu. These strategies include the use of loan words, paraphrasing, cultural terms and so on. In future, the use of ParaConc can be broadened to investigate newly discovered translation strategies, with the aim of making health texts more accessible to the target readers.
