Tre kommuners val av boende för ensamkommande asylsökande barn

Antal ensamkommande asylsökande barn som kommer till Sverige har kraftigt ökat de senaste åren. Migrationsverket har tidigare haft hela ansvaret för mottagande av ensamkommande asylsökande barn, men sedan en lagändring 2006 ansvarar kommunerna nu för omhändertagande och boende. I landets olika kommuner som valt att ta emot ensamkommande asylsökande barn skiljer sig boendet åt, vissa kommuner erbjuder plats i familjehem och andra på HVB-hem. Studien har undersökt beslutsgång och beslutsgrunder vid val av boendeform i tre utvalda kommuner. Studiens fokus var på om Sveriges historiska erfarenheter med finska och judiska krigsbarn under andra världskriget tagits hänsyn till, vad nuvarande forskning säger och om kommunernas tidigare erfarenheter påverkade vid kommunernas beslut. Studien genomfördes explorativt samt jämförande och informationsinsamlig skedde via kvalitativa intervjuer med kommunrepresentanter. Kommunernas olika val av boende fungerade och stämde till viss del överens med vad aktuell forskning visade och i beslutsprocesserna har det inte tagits hänsyn till relevanta historiska erfarenheter. Studien visade att det krävs mer evidensbaserad kunskap för hur olika placeringar påverkar ensamkommande asylsökande barn.

Barnperspektiv - Information till asylsökande barn och deras rättighet att komma till tals på Migrationsverket

Denna uppsats synliggör asylsökande barns rätt till information och rätt att komma till tals ut-ifrån den teoretiska utgångspunkten barnperspektiv som denna uppsats utgår ifrån. Vilken in-formation barnen har fått ta del av, och om och när barnen får komma till tals på Migrationsverket diskuteras i denna uppsats. Migrationsverket har uppmärksammat att myndigheten inte har riktad information till asylsökande barn. Detta ledde till projektet Riktad information till asylsökande barn startades, för att framställa informationsmaterial till asylsökande barn. Pedagogiskt informationsmaterial ska även skapas till vuxna omkring barnen. För att få en bra grund gällande vilka ämnen som bör behandlas i kommande informationsmaterial har jag genomfört kvalitativa intervjuer och enkäter där datainsamling har skett med asylsökande familjer, ensamkommande barn, lärare och mottagningshandläggare. Teman som efterfrågades i kommande informationsmaterial var bland annat, asylprocessen, rättigheter och skyldigheter, bidrag, fritidssysselsättning och vart stöd och hjälp kan fås. Tankar gällande hur Migrationsverket kan implementera ett barnperspektiv i verksamheten diskuteras även i denna uppsats då arbetet med barn på myndigheten har många brister i dagsläget. / Keyword: asylum seeking children, child perspective, information, Migration Office, right to speech. This thesis reveals asylum seekers' entitlement to information and right to be heard from child perspective which is the theoretical point of view this thesis. What information the children have been given and if and when they get a chance to be heard at the Migration Office is discussed in this thesis. Migration Office has noted that they have no targeted information to asylum-seeking children. The project Aimed information to asylum-seeking children started in order to create information material for asylum-seeking children and adults around the asylum-seeking children. To develop good information, opinions are collected for this thesis through interviews and surveys with asylum seeking families, unaccompanied children, teachers and employees from the Migration Office. Themes that were requested in the upcoming information was, among other things, the asylum process, rights and obligations, grants, recreation and where support can be obtained. Thoughts concerning how the Migration Office can implement a child perspective in the operation are also discussed in this thesis since the work with children at the Migration Office has a lot of deficiencies.

"Outside I´m smiling, but inside I´m crying." : En kunskapsöversikt av faktorer som påverkar de asylsökande barnen

Studiens syfte var att klargöra och redovisa för de främjande och försämrande faktorer som är betydelsefulla för asylsökande barns psykosociala välmående. Enligt vår förförståelse som vi erhållit genom arbetslivserfarenhet och utbildning lever de asylsökande barnen under svåra omständigheter och vi ansåg det viktigt att undersöka de påverkande faktorerna. Den metod som användes var en kunskapsöversikt som tolkades hermeneutiskt. Kunskapsöversikten baserades på 10 primärstudier och resultaten visade på följande främjande faktorer; skola, föräldrar/familj, adekvat information gällande beslutsprocessen, en väl fungerande barnpsykiatrisk vård, sociala nätverk och fritidsaktiviteter. De försämrande faktorerna var; bristfällig information och lång väntan under asylprocessen, föräldrars ohälsa, okunskap hos professionella om barnens lagstadgade rättigheter samt osäkra boendevillkor. Studiens resultat analyserades utifrån teorin Känsla av sammanhang. Resultatet ligger i linje med tidigare forskning. / "Outside I´m smiling, but inside I´m crying" - A litterary review of factors affecting the asylum seeking children´s psychosocial health. The study´s purpose was to examine the promoting and detoriating factors that are of importance for the psychosocial well-being of children seeking asylum. According to our prior understanding which we have acquired through working experience and education the asylum seeking children lives under difficult circumstances. We therefor considered it important to investigate the factors that are influencing the children. The method used was a review of the litterature which was interpreted hermeneutically. The review was based on 10 primary studies and results showed promoting factors as; school, parents/family, adequate information regarding the decision-making, a well-functioning child mental health service, social networks and leisure activities. The deteriorative factors were; lack of information and delays during the asylum process, parents´illness, ignorance among professionals about children´s legal rights and unsafe housing conditions. Our results were analysed based on the theory Sense of coherence. The results are in line with previous research.

Att gå vidare från att släcka bränder : En kvalitativ studie om organisatoriska faktorer vid HVB-hem för ensamkommande barn ur ett personalperspektiv

Under de senaste åren har ett ökande antal ensamkommande barn kommit till Sverige för att söka asyl. Majoriteten av barnen blir placerade på hem för vård eller boende (HVB). Denna kvalitativa studie syftar till att få en djupare förståelse för hur arbetet på tre HVB-hem i en medelstor kommun kan se ut och vara organiserat. Data har samlats in genom semistrukturerade intervjuer med sex anställda vid HVB-hem; tre sektionschefer och tre personal. Organisationskultur har använts som huvudsakligt analysinstrument med organisationsstruktur som komplement. Resultatet visar att fyra organisatoriska faktorer som är viktiga för personal i arbetet med ensamkommande barn är enhet, meningsfullhet, struktur och flexibilitet samt kompetens. Dessa faktorer kan ses som viktiga i arbetet med att utveckla verksamheterna. En välorganiserad verksamhet kan bättre leda till den stabilitet som de ensamkommande barnen behöver. / During the past years, an increasing amount of unaccompanied children have come to Sweden to apply for asylum. The majority are placed in residential care units. This qualitative study aims to get a deeper understanding of how the work in three residential care units in a medium-large municipality can look and be organized. Data has been collected through interviews with six employees at residential care units; three executives and three staff members. Organizational culture has been used as the main analysis instrument with organizational structure as complement. The findings show that four organizational factors that are important for staff when working with unaccompanied children are unity, meaningfulness, structure and flexibility, and competence. These factors can be viewed as important in developing the establishments. A well-organized establishment is superior in the way that it can lead to the stability that the unaccompanied children need.

Syftet med studien är att ta reda på de bidragande faktorerna för etableringen av afghanska ensamkommande barn i det svenska samhället och därmed bidra till kunskapsutveckling om målgruppens behov hos yrkespersoner som kommer i kontakt med dessa barn. En kvalitativ metod har applicerats på studien. Studiens frågeställningar har besvarats med semistrukturerade intervjuer av åtta etablerade respondenter som har kommit som ensamkommande barn till Sverige. Utifrån tidigare forskning som handlar om ensamkommande barn och de tre teorierna systemteori, KASAM och Bourdieus fyra kapitalformer, har studiens material analyserats. Studien visar att myndigheternas insatser och stöd har varit uppskattade och betydelsefulla hos ensamkommande barn i deras etableringsprocess. Det framkommer att en kombination av flera yrkespersoners stöd och insatser, exempelvis av socialsekreterare, lärare, boendepersonal, vuxna volontärer, vänner, god man och kontaktperson, har spelat stor roll i ungdomarnas etablering. Studien visar därtill att några centrala faktorer såsom uppehållstillstånd, skapande av sociala nätverk, språkkunskap och yrkespersoners genuina intresse och engagemang att stötta dessa ungdomar, har varit avgörande för dessa ensamkommande barn att komma in i det svenska samhället. Det visas tydligt i studien att ungdomarnas egna ambitioner, drivkrafter, styrka, strategier, vilja och att målmedvetenhet har varit väsentliga i deras etablering. / The purpose of this study is to identify the contributing factors for the establishment of afghan unaccompanied children in Swedish society and thereby contribute to increasing knowledge among professionals who come into contact with this group. A qualitative method has been applied in the study and eight established participants who arrived as unaccompanied children to Sweden have been interviewed through semi-structured interviews. The results have been analysed based on some previous national and international researches on unaccompanied children and also on three theories: system theory, KASAM and Bourdeius' four forms of capital. The study shows that the efforts and support of the authorities have been significant and appreciated by unaccompanied minors in their establishment process. The study also declares that the participation of several professionals, for instance social workers, teachers, housing staff, volunteering adults, friends, gaurdian and contact person have played a major role in the young people’s establishment. Furthermore, the study shows that some central factors such as a residence permit, to have social networks, knowledge of the Swedish language and the extra support from the people involved have been essential for getting into the Swedish society. It is clearly shown in the study that the young peoples’ own ambitions, self motivation, struggles, own strategies, and being purposeful have been essential in their establishment.
