Previous issue date: 2010 / Resumo: Nesta primeira década do século XXI, presenciamos algumas mudanças na organização da escola básica em função da aprovação da lei federal que institui o ensino fundamental de nove anos, inserindo a obrigatoriedade da entrada no primeiro ano das crianças com seis anos de idade. Somado a isso, a proposta da escola ciclada, em oposição à escola seriada, tem sido adotada em número crescente pelos municípios brasileiros. Os estudos do letramento têm se destacado como uma perspectiva que apresenta alternativas para se pensar o processo de alfabetização na escola organizada em ciclos, pois toma o ensino da escrita a partir de sua prática social, haja vista a realidade da rede de ensino municipal de Campinas que aderiu a escola ciclada e teve que se adaptar às mudanças trazidas pela nova lei do ensino de nove anos. Nesta pesquisa trabalhei com os depoimentos de quatro professoras-alfabetizadoras da rede municipal de ensino de Campinas. O estudo baseia-se na perspectiva teórico-metodológica da história oral - HO. As entrevistas tiveram como objetivo trazer para o foco da discussão, os dizeres dessas professoras-alfabetizadoras referente às suas práticas alfabetizadoras no processo de implementação da escola organizada em ciclos. / Abstract: In the first decade of the 21st Century, in Brazil, we have noticed some changes in the organization of comprehensive school due the Federal Act, which states that the comprehensive school should comprises nine years, introducing the compulsory age of six years old for children start attending school. Next to it, the proposition of school working in cycles, instead of series, has been adopted in a crescent number of cities in Brazil. The literacy studies has been highlighted as a perspective that presents opportunities to reflect on the educational process in schools based in cycles, as it takes the literacy from its social practice. Examining the reality of the public education in Campinas, which adopted the new system of cycles, my research focus on the testimony of four instructors of the local government schools. The present study is based on the oral history methodology. Previous issue date: 2006-12-01 / This research aims to analyze the schoolteachers and principals’ social
representations of the Fundamental teaching level school about the school exclusion.
This way it has been utilized in audio recorded semi-structured interviews and then it
has been written. Sixty-seven educators participated in this work between teachers
and principals from fourteen municipal schools, chosen one from each sector of the
city of Ponta Grossa urban area in State of Parana. This study is marked by the way
of the changing of organization, from the first phase of Fundamental teaching of the
serial system to the cycle’s regime of learning, with the enlargement of the
Fundamental teaching of eight to nine years occurred in the period from two
thousand one to two thousand and four. This new way of school organization brought
the necessity to rethink other school aspects and practices in this teaching web, as
the classifying evaluation that failed the students didn’t succeed with the mark over
fifty at the end of the school year. The effort to examine the teachers and principal
social representations can mean an important contribution to study the relations
between public policy and the school everyday. With no intention to finish the
analysis of this complex phenomenon that is the school exclusion, this work focuses
some relevant aspects to the learning problems in a perspective that articulates the
implemented public policy and the way the school organizes the guidelines from
Municipal Secretary ship of Education – MSE. It believes that as those guidelines
consider the teachers and principals’ conceptions will decrease the resistance to
changing proposals that affect the school culture. The social representations that
came from the teachers report were jointed into four thematic nucleuses: social
representation of the child with learning difficulties, social representation of family,
social representation of school, social representation of school and social
representation of the teaching profession. Each nucleus pointed has subcategories of
analyses of social representation those show the way the Fundamental teaching’
teachers and principals understand the things related to school exclusion. The
educational policy implemented in the municipal district put in conflict some teachers
conceptions about the teaching-learning process. The research has revealed that the
effectiveness of the inclusive education policy demands changing of mentality as well
as, physical and material structure and human resources. Besides the teachers’
background to work with the learning difficulties, coming from special necessities or
not, to contend the school exclusion is a public policy object. This research intends to
provoke important reflections to the debate around the school exclusion that that
permeates the planning and the implementation of the educational policies. / Este trabalho tem por objetivo analisar as representações sociais de professores e
gestores escolares do ensino fundamental sobre a exclusão escolar. Para tanto,
foram utilizadas entrevistas semi-estruturadas, gravadas em áudio e depois
transcritas. Participaram da pesquisa 67 educadoras, entre professoras e gestoras
escolares, de 14 escolas municipais, sorteadas uma de cada setor da área urbana,
da cidade de Ponta Grossa – PR. O contexto deste estudo é marcado pela mudança
da forma de organização, da primeira fase do ensino fundamental, do sistema
seriado para o regime de ciclos de aprendizagem, com a ampliação do ensino
fundamental de oito para nove anos, que ocorreu no período de 2001 – 2004. Esta
nova forma de organização da escola trouxe a necessidade de se repensar outros
aspectos e práticas da cultura escolar que estava posta nesta rede de ensino, como
a avaliação classificatória que retinha, ao final do ano letivo, os alunos que não
alcançassem a média de nota cinqüenta. O esforço em examinar as representações
sociais de professores e gestores escolares pode significar uma importante
contribuição para o estudo das relações existentes entre a política pública
implementada, e o cotidiano escolar. Sem a pretensão de esgotar a análise deste
fenômeno complexo que é a exclusão escolar, são tratados, neste trabalho, alguns
aspectos relevantes para o estudo dos problemas de aprendizagem, numa
perspectiva que relaciona a política pública implementada e a forma como a escola
se organiza para atender as diretrizes emanadas da Secretaria Municipal da
Educação – SME. Parte-se do pressuposto de que na medida em que estas
diretrizes levarem em conta as concepções dos professores e gestores escolares, as
resistências às propostas de mudanças que afetam a cultura escolar irão diminuindo.
As representações sociais que emergiram dos relatos docentes foram agrupadas em
quatro núcleos temáticos: representações sociais da criança com dificuldades de
aprendizagem; representações sociais de família; representações sociais de escola
e representações da profissão docente. Cada um destes núcleos temáticos contém
subcategorias de análise das representações sociais que revelam a forma como os
professores e gestores do ensino fundamental compreendem as questões
relacionadas à exclusão escolar. A política educacional implementada pelo município
mexeu com a organização escolar e pôs em conflito algumas concepções docentes
sobre o processo ensino-aprendizagem. A pesquisa demonstrou que, efetivação da
política de educação inclusiva exige mudança de mentalidade, como também,
estrutura física, material e recursos humanos. Além da questão da formação dos
professores para trabalhar com as dificuldades de aprendizagem, sejam estas
decorrentes de necessidades especiais ou não, combater a exclusão escolar é uma
questão de política pública. Pretende-se, com este trabalho, provocar reflexões
importantes, para o debate acerca da exclusão escolar, que permeiam o
planejamento e a implementação das políticas educacionais.

Paulo s public school teachers about the project Recovery of cicle I .
The refered project was set up to help students who have not reachead
the minimum Knowledge objectives at the end of cycle I, that is, the
four initial years of the first level. The data collection was done with the
use of a questionnaire filled up by twenty four teachers from different
schools who worked in the project. The questionnaire have the total of
thirteen questions: four about social-demografic subjects; and the rest
about the project itself, about the continuing progression and about
the learning cicles. The results show that these teachers look forward
to get permanent self-development, and they also see the family´s
pupils support as something very important to the learning process, as
well as, the students motivation. Besides that, the teachers say it is
necessary to rethink the pedagogical material to the pupils learning
difficulties. The results also call challenges the project Recovery of
Cycle I has faced to truly become an additional learning opportunity to
those students / O objetivo desta pesquisa foi de apresentar a perspectiva de
professores, da rede pública estadual paulista, que ministram aulas no
projeto Recuperação de Ciclo I - voltado a atender os alunos que ao
final do ciclo I, correspondente aos quatro anos iniciais do Ensino
fundamental, não alcançaram os objetivos e foram encaminhados
para o citado projeto. A coleta de dados foi realizada através de
aplicação de questionário a vinte e quatro professoras de diversas
escolas pertencentes a uma Diretoria de Ensino. O questionário era
composto de treze questões, sendo quatro de dados sóciodemográficos
e nove a respeito do projeto Recuperação de Ciclo I ,
progressão continuada e ciclos de aprendizagem. Os resultados
mostram que as professoras que trabalharam no projeto centralizam
suas expectativas na necessidade de formação permanente, no
acompanhamento familiar e na motivação dos alunos, além da
adequação do material as necessidades de alfabetização
apresentadas pelos alunos. Os resultados também chamam a atenção
para as questões referentes ao cotidiano escolar e os desafios
enfrentados para que o projeto Recuperação de Ciclo I se torne de
fato mais uma oportunidade de aprendizagem

Previous issue date: 2013-09-03 / This study presents an analysis of the trajectory of the implementation process of the Cycles of Learning (a non-retention policy in Elementary School) in the Municipal Education System in Ponta Grossa – PR. This qualitative research involved: a) analysis of official documents related to the proposal implementation process; b) analysis of statistical data regarding approval, failure and evasion, in the period from 1988 to 2012; and c) analysis of interviews carried out with six principals, four educators and 21 teachers working in six municipal schools in Ponta Grossa. The theoretical framework is based on authors that discuss and substantiate the school role and the social quality of education (CAMINI, 2001; BELLONI, 2003; CANÁRIO, 2005; YOUNG, 2007), as well as authors who discuss the cycles policy (PERRENOUD, 2004; BARRETTO and MITRULIS, 1999; FERNANDES, 1999 amongst others). It was concluded that: a) the Cycles of Learning under investigation were kept along the time and throughout different governments. Despite that, this policy was given different importance by the educational management. While in the 2001/2004 period, the cycle proposal was considered one of the main actions to improve the quality of education in municipal schools, the following periods (2005/2008 and 2009/2012) kept the cycles, but with less emphasis and commitment; b) over a little more than a decade, the cycle proposal was incorporated by education professionals who work in schools, but it has not still been consolidated, since there are difficulties and limitations to the comprehension of learning as a continuous process, acceptance of non-failure within the cycle, and employment of formative evaluation and differentiated teaching. The study also suggests that the cycle proposals should guarantee effective learning to all students. Thus, it is necessary to lead education professionals to deepen issues such as the school role in the modern society; the definition of a curriculum built with collective participation; the importance of formative evaluation and differentiated teaching. In its specific context, the study evidenced the need to revise and resume the Learning Cycles proposal, with the participation of teachers, management staff, students’ parents, Education Municipal Council, school councils. In the context under study, as well as in other contexts, the participation and social control are essential aspects, once the offer of weak education due to lack of a wide and consistent educational project leads to very serious consequences to students throughout their schooling process and to the sequence of their education. / Essa dissertação apresenta uma análise da trajetória da implantação dos Ciclos de Aprendizagem na rede municipal de ensino de Ponta Grossa – PR. A pesquisa, de natureza qualitativa, envolveu a análise de documentos oficiais relativos ao processo de implantação da proposta, assim como os dados estatísticos referentes à aprovação, reprovação e evasão, no período de 1988 a 2012, além de se analisarem as entrevistas realizadas com seis diretoras, quatro pedagogas e 21 professoras que atuavam em seis escolas da rede investigada. O referencial teórico da pesquisa baseia-se em autores que discutem e fundamentam o papel da escola e da qualidade social da educação (CAMINI, 2001; BELLONI, 2003; CANÁRIO, 2005; YOUNG, 2007), bem como autores que discutem a política de ciclos (PERRENOUD, 2004; BARRETTO e MITRULIS,1999; FERNANDES, 1999, entre outros). Concluiu-se que, apesar de os Ciclos de Aprendizagem na rede investigada serem mantidos ao longo do tempo e em diferentes gestões municipais, houve uma diferença de valorização dessa política por parte da gestão educacional. Enquanto na gestão 2001/2004, a proposta de ciclos foi considerada como uma das principais ações para a melhoria da qualidade da educação das escolas municipais, as duas gestões seguintes (2005/2008 e 2009/2012) mantiveram os ciclos, mas sem a mesma ênfase e compromisso. Verificou-se que, ao longo de pouco mais de uma década, a proposta de ciclos foi incorporada pelos profissionais da educação que atuam nas escolas, mas ainda não está consolidada, uma vez que há dificuldades e limitações na compreensão da aprendizagem como um processo contínuo, na aceitação da não reprovação dentro do ciclo, do emprego da avaliação formativa e da pedagogia diferenciada. A pesquisa sugere ainda que as propostas de ciclos necessitam garantir a aprendizagem efetiva para todos os alunos. Para isso, torna-se necessário aprofundar, com os profissionais da educação das redes de ensino, questões como o papel da escola na sociedade atual, a definição de um currículo construído com a participação coletiva, assim como rever a função e a importância da avaliação formativa e da pedagogia diferenciada. Para o contexto específico, a pesquisa evidenciou a necessidade de uma revisão e retomada da proposta dos Ciclos de Aprendizagem, com a participação de professores, equipes de gestão, pais de alunos, Conselho Municipal de Educação, conselhos escolares. No contexto pesquisado, assim como em outros contextos, a participação e o controle social são aspectos essenciais, uma vez que uma oferta educacional fragilizada em virtude da falta de um projeto educacional amplo e consistente traz consequências muito sérias para os alunos durante o seu processo de escolarização e na sua continuidade.

events can be best envisaged when associated with permanent programs of continuing
education for teachers and administrative and pedagogical support to their jobs. / A avaliação e, mais precisamente a avaliação da aprendizagem dos alunos tem-se
configurado como uma temática de grande relevância para estudos e pesquisas
educacionais. Esta temática associada às organizações em ciclos no Brasil geram
polêmicas e discussões no espaço escolar e fora dele. O presente estudo teve como
objetivo investigar as implicações na avaliação da aprendizagem advindas da introdução
dos ciclos de aprendizagem no município de São Luís, a partir de pesquisa de abordagem
qualitativa, delineada como estudo de caso. Os procedimentos utilizados para seu
delineamento foram: a análise documental e a entrevista semiestruturada, além do estudo
de documentos produzidos no espaço escolar pelos professores. O aporte teórico utilizado
para compreensão dos ciclos contou coma contribuição de Mainardes (2005, 2007, 2009);
Barreto e Mitrulis (1999, 2001); Knoblauch (2004); Barreto e Sousa (2004) e para
compreensão da avaliação na perspectiva formativa utilizamos a contribuição de
Perrenoud (1999, 2002, 2004); Hadji (1994); Luckesi (2010), entre outras contribuições.
Conclui-se, a partir do estudo, que os professores têm adotado práticas mais democráticas
de avaliação que não se destinam à classificação ou sentenciação dos alunos. Contudo,
ainda não assimilaram os pressupostos de uma avaliação de abordagem formativa com
vistas à retroalimentação do trabalho do professor. Concluímos também que tais
ocorrências podem ser melhor equacionadas quando associadas a programas permanentes
de formação continuada de professores e suporte administrativo e pedagógico a seus
trabalhos.

Este é um estudo sobre como professoras dos anos iniciais do Ensino Fundamental se desenvolvem profissionalmente e produzem sua profissão. Buscamos compreender de que forma o desenvolvimento profissional de professoras é influenciado pela experiência e pelas vivências de cada uma delas na trajetória da carreira. Para compreendermos esse desenvolvimento, adotamos como referência a Rede Municipal de Ensino de São Paulo porque essa apresenta elementos importantes para nosso estudo como, por exemplo, a existência de um estatuto que legitima a profissão docente e que proporciona para os professores oportunidades de desenvolvimento profissional dentro da sua jornada de trabalho. Para responder aos objetivos propostos pela pesquisa, convidamos três professoras da Rede Municipal de Ensino com diferentes anos de experiência docente e que estavam atuando nos anos iniciais do Ensino Fundamental em 2006. Na tentativa de captar o relato das experiências vividas pelas professoras buscou-se o apoio da História Oral porque esta permite apreender a experiência vivida por determinados indivíduos (três professoras) num contexto macro social (profissão docente). Buscamos também os estudos sobre a carreira do professor, de modo a refletir sobre o seu percurso profissional e compreender como ocorre o processo de desenvolvimento profissional. Os estudos sobre a profissão docente tiveram como base as contribuições do português António Nóvoa (1986, 1991, 1995a, 1995b, 1998, 1999 e 2000) e das brasileiras Tanuri (1969 e 1979), Dias (2002), Marcílio (2005) e Castro (2005). Sobre o conceito de desenvolvimento profissional, buscamos apoio em Nóvoa (1995a e 2000), Marcelo Garcia (1994), Almeida (1999a, 1999b, 2004a, e 2004b), Souza (2005) e Day (1999). A hipótese orientadora desse estudo consistiu em considerar que o percurso do desenvolvimento profissional, que aparece no relato das professoras, ajuda a compreender os modos de ser professor na escola pública contemporânea. Elaboramos três categorias que nos orientaram no momento da análise dos dados: relação com o conhecimento, formação contínua e autonomia. Ao final da pesquisa, chegamos ao entendimento de que ao longo dos anos da carreira o professor vai se desenvolvendo profissionalmente, vai refletindo sobre seu modo de ser e de estar na profissão e vai criando e modificando sua ação pedagógica. / This is a study about how teachers of the initial years of the Basic Education are developing themselves professionally and how they are producing their profession. We search to understand how professional development of teachers is influenced by the experiences of each one of them during the career\'s trajectory. In order to understand this development, we adopt as reference the São Paulo\'s Municipal Education Net because it presents important elements four our study as, for example, the existence of a statute that legitimizes the teaching profession and that provides for the teachers opportunities of professional development inside their days\' work. To answer to the objectives considered for the research, we invite three teachers of the Municipal Education Net with different years of experience. These teachers were teaching to the initial years of Basic Education in 2006. In the attempt to catch the story of the experiences lived by the teachers, we search the Oral History\'s support because this allows us to apprehend the person\'s lived experience (three teachers) inside the social context (teaching profession). We also search teacher\'s career studies in order to reflect about its professional trajectory and to understand how the process of professional development occurs. The teaching profession\'s studies have been supported by the contributions of Portuguese António Nóvoa (1986, 1991, 1995a, 1995b, 1998, 1999 e 2000) and by the contributions of Brazilians Tanuri (1969 e 1979), Dias (2002), Marcílio (2005) and Castro (2005). The professional development\'s concept has been supported by the contributions of Nóvoa (1995a and 2000), Marcelo Garcia (1994), Almeida (1999a, 1999b, 2004a and 2004b), Souza (2005) and Day (1999). The hypothesis that guides this study consists of considering the professional development, that is in the teachers\' stories, as a help to understand the ways of being teacher in the contemporary public school. We elaborate three categories that have guided us during the data\'s analysis: relation with the knowledge, continuous formation and autonomy. To the end of the research, we reach the agreement that along the career\'s years the teacher have been developing itself professionally, have been reflecting about its ways of being in the profession and have been creating and modifying its pedagogic action.

Sobre o conceito de desenvolvimento profissional, buscamos apoio em Nóvoa (1995a e 2000), Marcelo Garcia (1994), Almeida (1999a, 1999b, 2004a, e 2004b), Souza (2005) e Day (1999). A hipótese orientadora desse estudo consistiu em considerar que o percurso do desenvolvimento profissional, que aparece no relato das professoras, ajuda a compreender os modos de ser professor na escola pública contemporânea. Elaboramos três categorias que nos orientaram no momento da análise dos dados: relação com o conhecimento, formação contínua e autonomia. Ao final da pesquisa, chegamos ao entendimento de que ao longo dos anos da carreira o professor vai se desenvolvendo profissionalmente, vai refletindo sobre seu modo de ser e de estar na profissão e vai criando e modificando sua ação pedagógica. / This is a study about how teachers of the initial years of the Basic Education are developing themselves professionally and how they are producing their profession. We search to understand how professional development of teachers is influenced by the experiences of each one of them during the career\'s trajectory. In order to understand this development, we adopt as reference the São Paulo\'s Municipal Education Net because it presents important elements four our study as, for example, the existence of a statute that legitimizes the teaching profession and that provides for the teachers opportunities of professional development inside their days\' work. To answer to the objectives considered for the research, we invite three teachers of the Municipal Education Net with different years of experience. These teachers were teaching to the initial years of Basic Education in 2006. In the attempt to catch the story of the experiences lived by the teachers, we search the Oral History\'s support because this allows us to apprehend the person\'s lived experience (three teachers) inside the social context (teaching profession). We also search teacher\'s career studies in order to reflect about its professional trajectory and to understand how the process of professional development occurs. The teaching profession\'s studies have been supported by the contributions of Portuguese António Nóvoa (1986, 1991, 1995a, 1995b, 1998, 1999 e 2000) and by the contributions of Brazilians Tanuri (1969 e 1979), Dias (2002), Marcílio (2005) and Castro (2005). The hypothesis that guides this study consists of considering the professional development, that is in the teachers\' stories, as a help to understand the ways of being teacher in the contemporary public school. We elaborate three categories that have guided us during the data\'s analysis: relation with the knowledge, continuous formation and autonomy. To the end of the research, we reach the agreement that along the career\'s years the teacher have been developing itself professionally, have been reflecting about its ways of being in the profession and have been creating and modifying its pedagogic action.
