Human society as a whole has a reached a tipping point in its relationship with the socio-ecological systems upon which it depends. All sectors of society need to be involved in addressing this crucial challenge through a raised awareness of the issues and pro-active solutions to it. This research focuses on small urban towns and cities, where half the world’s urban population lives, and looks at the ways in which local government in these key areas can play an active role in leading sustainability through education and training. Municipalities and communities that use the framework for strategic sustainable development (FSSD) were investigated, and the conditions were identified that helped and hindered training to be really effective. Adaptation Preferences and Responses to Sea Level Rise and Land Loss Risk in Southern Louisiana: a Survey-based Analysis

Currently, southern Louisiana faces extreme land loss that could reach an alarming rate of about one football sized swath of land every hour. The combined effect of land subsidence and predicted sea level rise threaten the culture and livelihood of the residents living in this region. As the most vulnerable coastal population in Louisiana, the communities of south Terrebonne Parish are called to adapt by accommodating, protecting, or retreating from the impacts of climate change. For effective preparation planning, the state of Louisiana needs to 1) understand the adaptation preferences and responses of these residents and 2) involve these vulnerable communities in adaptation related decision making. The study uses a survey-based methodology to analyze current adaptation preferences. Findings suggest that protection is the preferred adaptation response. The present study additionally uses participatory techniques to develop a land loss awareness mobile application to illustrate the importance and benefits of community collaboration.

The Community-Centered Solution to a Pandemic : Risk Communication and Community Engagement for Co-Production of Knowledge in Health Emergencies and Infodemic Context

This research explores how community-centered solutions facilitate the success and ownership of the response actions to deal with a public health emergency, such as the Covid-19 pandemic. When an outbreak or a hazard impacts a group of people, there is a strong need for communication in order to be able to access to the right information that takes people to make the correct decision and thus to take a protective action to be safe. This approach, known as Risk Communication and Community Engagement (RCCE)[1], allows the co-production of knowledge needed for a group of people to remain safe. For this approach, social listening tools, such as media monitoring and community feedback collection are critical understand communities’ needs. Its analysis allows to tailor a RCCE strategy that is able to substantially reduce the threat that a public health emergency poses to human lives[2].  Communities need solutions that are adapted to their needs in order to be able to deal with any emergency, including the Covid-19 pandemic. The RCCE approach empowers communities and provides them with the tools to amplify their voices. This participatory approach allows them to co-produce knowledge and get full ownership of the solutions.  Nevertheless, in an environment with excess of information, it may not be easy to discern the truth from the false. Unverified information and rumors are frequent and social media channels facilitate their rapid dissemination without borders. ‘Infodemic’ refers to an excessive amount of information concerning a problem such that the solution is made more difficult. (WHO, 2020)[3]  Some rumors may encourage people to take wrong decisions and perform actions that exacerbate risks during an emergency. The RCCE approach helps to promote real-time exchange of information to avoid that rumors and disinformation flourish. (WHO, 2018)[4]. It also allows to identify and implement community-centered solutions to communities’ problems.  RCCE needs data to monitor and evaluate its activities and reach effectively populations in risk to encourage them to observe the health preventive measures. Lives at risk depends on the right information conveyed through the right channel at the right time. To be able to supply tailored and accurate information to those communities and engage them, evidence-based RCCE strategies are needed, respecting the socio-anthropological and cultural context of the community. This research is based on the findings from five African countries -Cabo Verde, Cameroon, the Gambia, Mozambique and Niger-, all of them seriously affected by current Covid-19 pandemic. Conceptualisation of service-learning at two rural-based universities

The key research question answered in this study was: How is service-learning conceptualised by dir ectors of community engagement, project coordinators, academic staff members, and students at two rural-based universities in South Africa? The following sub-questions were developed on the basis of the key research question: • What are the current community engagement projects that can be modified for future practice of service-learning at two rural-based universities in South Africa? • What are the views of directors of community engagement, project coordinators, academic staff members, and students regarding conceptualisation of service-learning at two rural-based universities in South Africa? • What are the possible strategies for conceptualising and managing the quality of service-learning at two rural-based universities in South Africa? • What framework will be relevant and appropriate for conceptualising and implementing service-learning at two rural-based universities in South Africa? A qualitative research approach using grounded theory design was employed in this study. Convenience sampling was used to select the two rural-based universities in the Limpopo Province of South Africa. Four similar schools from each university (Education, Law, Agriculture, and Health Sciences) were sampled purposively. Participants were also sampled purposively. These included the director of community engagement, one project coordinator, two academic staff members, and two final year undergraduate students who were taking part in community engagement or servicelearning- related activity at each sampled school at both universities. Data were captured through document analysis, semi-structured interviews with sampled participants, and silent observations. Content analysis was used to analyse data from documents. Data from semi-structured interviews and silent observations were analysed thematically. Findings from documents, semi-structured interviews and iv silent observations were used to make recommendations for developing a framework for conceptualising and managing the quality of service-learning at the two universities. The study revealed that service-learning is an unfamiliar concept at these two ruralbased universities. Advocacy of service-learning has never been done and no initiatives are made on the part of these universities to familiarise this concept. The study's findings also reflect that there is confusion among various role-players regarding the meaning of the concept service-learning. Participants showed that some prefer to use the concept community engagement rather than service-learning, while others view service-learning as synonymous to community engagement. The SMART conceptual framework was developed on the basis of the findings and recommendations of this study. This conceptual framework is SMART because it is S - socially relevant, M - manageable, A - adaptable, R - rural-based, and T - transformative. The proposed SMART conceptual framework is intended to guide institutional leaders, directors of community engagement, deans of faculties, directors of schools, heads of departments, project coordinators, academic staff members, students, traditional leaders, and community partners in conceptualising, implementing and managing the quality of service-learning endeavours at the two rural-based South African universities.

<p>Engineering engagement programs use service learning and community engagement pedagogies that require a real-world situated problem in which the community partners who experience those problems are integral to those spaces. Despite community partners being integral to engineering engagement programs, research on community partner perspectives is vastly unrepresented in literature Therefore, the goal of this work is to investigate engineering engagement programs from the perspective of the community partners by answering the research question: what meaning do community partners make of their experience in engineering engagement programs? This study describes a qualitative research inquiry in which interviews with three community partners from three different engineering engagement programs were conducted and analyzed for community partner meaning. Using a framework developed by Zittoun and Brinkmann for meaning making, this study presented several themes associated with pragmatic, semantic, and existential meanings made by community partners within this study (2012).</p><p>Findings from this study suggest implications for expansions of existing frameworks of constituents and components of engineering engagement programs, as well as potential opportunities to more deeply engaging community partners the assessment of student contributions and trajectories as a function of participation in EEPs. Additionally, findings from this study suggest an opportunity to investigate communication and thinking between students and community partners to better support the experience of the community partner (and potentially, the learning of the students). Lastly, findings from this study suggest that participation in EEPs presents the opportunity for community partners to learn by doing which can be more deeply investigated to begin addressing the gap in the literature associated with community partners in research on engineering engagement spaces.</p>

Developing, Adopting, and Executing 100% Net-Renewable Electricity Resolutions at the Local Level

In the absence of national leadership on climate policy, municipalities are adopting resolutions to reduce their carbon footprint and transition to clean energy. However, what leads to successful adoption of these resolutions and how to effectively implement climate goals at the community level needs further exploration. To investigate these questions, this thesis examines the resolutions adopted in Salt Lake City, Park City, and Moab, Utah to transition to 100% renewable electricity by 2032. Data was collected through documents, such as city reports and newspapers, and interviews with government officials, city staff, and community members involved with the resolution process. A time series analysis and thematic analysis were used to determine casual events and identify fundamental themes within the data. Each city’s plan for resolution execution was compared to the approaches and techniques outlined in the community-based social marketing framework and the theory of diffusion of innovations. These findings deliver a transferable five-step framework to assist other cities in adopting similar resolutions and strategies to engage community members with practices that will help cities achieve these ambitious resolutions.

Neighborhood Identity and Sustainability: A Comparison Study of Two Neighborhoods in Portland, Oregon

Anthropogenic impact on the environment, mainly resource depletion and pollution, is limiting the potential for future generations to have the same resources that previous generations have enjoyed. Perhaps one of the greatest challenges of our time will be curtailing our own personal impacts on the environment. To do this, we must adopt more sustainable lifestyles at home. This research sought to understand how neighborhood identity affects sustainability at the household level. In the summer of 2012, residents of two neighborhoods in Portland, Oregon completed 314 self-report, web-based surveys. The neighborhoods selected for this research were demographically similar, but one projected a sustainable neighborhood identity and the other did not. Survey questions were designed to determine respondents: level of engagement in their neighborhood, attitudes towards the environment, and adherence to sustainable behaviors. Findings suggest that neighborhood engagement can influence household sustainability levels in Portland. This research also suggests that the city or region may have more effect on perceived household sustainability than the neighborhood does.

Public Participation in Emergency Management

With disasters increasing in frequency and costs each year, this study seeks to explore ways greater public participation can assist emergency managers in their mission to keep communities safe. Specifically this study examines the policy process and administrative functions of emergency management to illuminated the benefits and hindrances involved in greater participation. This study conducted a qualitative analysis of governmental documents, disaster case studies, international research, as well as political science and administrative doctrines, to arrive at its conclusions. The results of this study reveal that the public is a largely untapped resource in the emergency management field. Engaging the public dialogically in early policy stages and emergency management phases is essential to successful inclusion for both administrators and communities. Specifically, public inclusion creates expanded knowledge, shared learning, personal responsibility, and increased social capital. Faced with the growing threat from disasters, emergency management can create communities that are both more resilient and sustainable by increasing public participation.

Cultivating Common Ground? A Case Study of a Community Garden Organization in Northeast Portland, Oregon

When it comes to the topic of environmental sustainability, most of us will readily agree that we face a litany of local and global environmental threats in the twenty-first century. As such, we would largely agree that the need to address climate change and other issues is urgent. Where this agreement tends to end, however, is on the question of whether this urgency is so great that we need not address issues of inequality and environmental justice when organizing sustainability efforts. Some are convinced that, because sustainability efforts are "saving the world for everyone", so to speak, issues of environmental justice are secondary at best. On the other hand, "just sustainability" advocates argue that no such effort is truly sustainable unless it considers winners and losers from the onset. I will argue the latter and demonstrate the potential consequences of a sustainability effort that has failed thus far at engaging those who might benefit most from involvement. This study is an exploration of the City Soil Network (CSN), a community garden organization comprised of seventeen garden sites throughout Portland, Oregon. Thirteen of these sites are in Northeast Portland, an area with a history of racial and ethnic discrimination and both inequalities and boundaries that prevail across the same lines today. A significant number of these residents are food insecure or at risk of becoming food insecure. Furthermore, recent gentrification in Northeast Portland has disproportionately displaced African Americans and members of other historically marginalized communities. As such, these groups tend to view recent neighborhood changes as a new variation on a decades old theme of injustice. Previous research suggests that community gardens can play a role in addressing all of these problems to some degree. However, this body of research has yet to explicitly analyze the relationship between local historical context, gentrification, the conflicting rhetorics of environmental sustainability and environmental justice and outcomes for community garden organizations. This case study includes content analysis of organizational publications, participant observation from four of the CSN's garden sites in Northeast Portland. It also includes interviews with eleven members of the CSN, representing all three levels of involvement with the organization, and six interviews with representatives of community organizations that serve Northeast Portland in some capacity. This study finds that the CSN largely consists of members of a preexisting community of sustainable agriculture enthusiasts. As such, those involved tend not to live near their garden site(s) and are distinct in a number of ways from the diverse neighborhoods that surround many of the CSN's garden sites. The organization has made very few neighborhood-level outreach efforts thus far, and those that have been made have largely been unsuccessful. Understandings expressed by both groups of interviewees help to explain why this has been the case. They also compel me to introduce the potentially adverse impact of gentrification on understandings of neighborhood socioeconomic conditions into the just sustainability debate; we need to consider that unjust sustainability can be the result of not only a lack of concern for inequality, but also a simple lack of awareness of it. Interviewees also provide suggestions for how the CSN or other community garden organizations might be more successful in appealing to marginalized communities.
