An integrated development approach for policing : the case of Operation Good - Hope

Thesis (MPA)--Stellenbosch University, 2000. / ENGLISH ABSTRACT: This study was embarked upon to identify an alternative approach to policing. It was an attempt to investigate whether an integrated development approach will be more successful in preventing crime and violence than heterogeneous police task teams and operations. Operation Good - Hope in the Western Cape, a SAPS crime prevention strategy to police the urban terror and related crimes (PAGAD and gang violence), was the focus of the study. Plurality of research methodology was introduced to compile data. The data collected was analysed in relation to the topic and the objective of the study and to the research hypothesis. Based on the data analysis the following are the main research findings: • a working relationship existed between various SAPS components within Operation Good - Hope, but was not properly managed and coordinated; • Operation Good - Hope did not allowed for external collaboration with relevant stakeholders and showed no sense of partnership; • Operation Good - Hope did not police the social crime problems; and • Operation Good - Hope was not shaped by a clear analysis and cohesive strategy. The findings of the study gave rise to the following recommendations: • That a local - based strategy for crime prevention be develop and lead by local government to normalise crime and violence; • That a provincial framework be developed for an integrated development approach to police and stabalise serious violent crimes; • That crime prevention solutions must be based on factors that causes crime; and • A crime prevention strategy be designed and implemented. Finally, the study indicates that provincial crime prevention strategies should be supplementive to local - based crime prevention strategies, to simultaneously stabalise and normalise crime and violence. / AFRIKAANSE OPSOMMING: Die studie is onderneem om 'n alternatiewe benadering tot polisieëring te identifiseer. Dit is ook 'n poging om uit te vind of 'n geïntegreerde ontwikkelingsbenadring meer suksesvol is as hetrogene polisie taakspanne en operasies met die bekamping van misdaad en geweld. Operasie Goeie - Hoop in die Wes - Kaap, 'n SAPD misdaadvoorkoming strategie om stedelike terreur en verwante misdade (PAGAD en bende geweld) te polisieer, was die fokus van die studie. Data was ingesamel deur middel van 'n pluraliteit van navorsingsmetodologie. Die ingesamelde data was geanaliseer in verhouding tot die tema, doelwitte van die studie en met die navorsingshipotese. Gebaseer op die data analise, is die volgende die hoof bevindinge van die studie: • Daar was samewerking tussen verskillende SAPD komponente betrokke by Operasie Goeie - Hoop, maar dit was nie deeglik bestuur en gekoordineer nie; • Operasie Goeie - Hoop het nie voorsiening gemaak vir eksterne samewerking en vennootskap met relevante rolspelers nie; • Operasie Goeie - Hoop het nie die sosiale - misdaad probleme gepolisieër nie; en • Operasie Goeie - Hoop was nie bestuur deur 'n deeglike analise en deur 'n samehangende strategie nie. Die studie het tot die volgende aanbevelings gelei: • Die ontwikkeling van 'n plaaslike - gebaseerde strategie vir misdaadvoorkoming onder leiding van die plaaslike regering om misdaad en geweld te normaliseer; • Die ontwikkeling van 'n provinsiale raamwerk vir 'n geïntegreerde ontwikkelingsbenadering tot polisieëring en om ernstige geweldsmisdade te stabaliseer; • Dat oplossings tot misdaadvoorkoming gebaseer moet wees op faktore wat misdaad veroorsaak; en • Dat 'n misdaadvoorkomingstrategie ontwerp en geïmplimenteer moet word. Ten slotte toon die studie aan dat 'n provinsiale misdaadvoorkomingstrategie ondersteunend moet wees tot 'n plaaslike - gebaseerde misdaadvoorkomingstrategie, om te gelyke tyd misdaad en geweld te stabaliseer en te normaliseer.

An evaluation of the impact of community participation and multi-organisational partnerships on the implementation of sector policing in the rural areas of the Limpopo Province

Thesis (MPA)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: Sector Policing is understood to be a relatively new community-based policing approach that finds its initial mandate in the National Instruction 3 of 2009, of the South African Police Service (SAPS). This said National Instruction states that community participation and partnership policing can be promoted through Sector Policing. The mandate for the implementation of the principle of Sector Policing also flows from section 205 (3) of the Constitution of the Republic of South Africa. The significant part of this study is that it provoked an interest in Sector Policing, both within the SAPS and the community; and it attracted a large number of participants. The IAP2 Public Participation Model regarding community participation as discussed by Theron, Ceaser and Davids (2007:8), adapted from the International Association for Public Participation (2007) can play an important role in the implementation of Sector Policing. Sector Policing has been found to fail where there is no community participation or multi-organisational partnerships. The study focused on the Limpopo Province in order to encourage the effective implementation of Sector Policing in rural areas. The study targeted twelve (12) stations out of ninety five (95) police stations found in all the five (5) districts of the Limpopo Province in order to cover a wider policing spectrum, and ensure a representative sample. The study has found that Sector Policing could be better implemented if the project management approach can be adopted in order to carry out work in terms of timeframes, and ensure monitoring as demonstrated in Chapter 5 (Figure 5.2). The study recommended the introduction of implementation teams to oversee the implementation of Sector Policing at provincial, cluster and station levels. A quarterly multi-organisational forum has been proposed to ensure sustainable community participation. Community participation in policing is entrenched in sections 18 to 23 of the South African Police Service Act, 1995 (Act 68 of 1995), the White Paper on Safety and Security (1998) and the National Crime Prevention Strategy (1996). The most recent community participation model, especially category C (levels 7-9), which is positioned to empower the community as “the influencer, director, controller and owner” of both decision-making processes is also recommended as a vehicle for effective community participation in Sector Policing (Gwala Participation Model). Monitoring, evaluation and feedback have been identified as effective tools to ensure the effective implementation of Sector Policing, which is currently lacking. / AFRIKAANSE OPSOMMING: Sektorpolisiëring blyk ‘n relatief nuwe gemeenskapsgebaseerde polisiebenadering te wees wat sy aanvanklike mandaat in Nasionale Instruksie 3 van 2009 van die Suid-Afrikaanse Polisiediens (SAPD) vind. Die vermelde nasionale instruksie stel dit duidelik dat gemeenskapsdeelname en vennootskapspolisiëring deur Sektorpolisiëring bevorder kan word. Die mandaat vir die implementering van die beginsel van Sektorpolisiëring spruit ook uit onderafdeling 205 (3) van die Grondwet van die Republiek van Suid-Afrika (1996). Die beduidende deel van hierdie studie is dat dit belangstelling in Sektorpolisiëring ontlok het, beide binne die SAPD en die gemeenskap, en dit het ook ‘n groot aantal deelnemers gelok. Die studie het gesentreer op twaalf (12) polisiestasies uit die vyf en negentig (95) wat in die vyf (5) distrikte van die Limpopo Provinsie bestaan ten einde ‘n breër polisiëringspektrum te dek en om ‘n verteenwoordigende monster te verseker. Die studie het bevind dat Sektorpolisiëring beter geïmplementeer sou kon word indien die projekbestuurbenadering toegepas word, so dat werk in terme van tydsraamwerke uitgevoer kan word, en monitering te kan verseker soos in Hoofstuk 5 (Figuur 5.2) gedemonstreer is. Die studie het die aanbeveling gedoen dat implementeringspanne ingestel word om toesig te hou oor die implementering van Sektorpolisiëring op provinsiale, groep- en stasievlak. ‘n Kwartaallikse multi-organisatoriese forum is voorgestel om volhoubare gemeenskapsdeelname te verseker. Gemeenskapsdeelname in polisiëring is verskans in onderafdelings 18 tot 23 van die Suid Afrikaanse Polisiedienswet, 1995 (Wet 68 van 1995), die Witskrif oor Veiligheid en Sekuriteit (1998) en die Nasionale Misdaadvoorkomingstrategie (1996). Die mees onlangse gemeenskapsdeelnamemodel, veral kategorie C (vlakke 7-9 ) wat geposisioneer is om die gemeenskap te bemagtig as “die beinvloeder, direkteur, beheerder en eienaar” van besluitnemingsprosesse, word ook as ‘n middel vir doeltreffende deelname aan Sektorpolisiering aanbeveel (Gwala deelnamemodel). Monitering, evaluering en terugvoer is geidentifiseer as doeltreffende wyses om die effektiewe implementering van Sektorpolisiering te verseker, en dat dit juis die` is wat op die’ oomblik ontbreek.

Juvenile Justice Sentencing: Are There Alternatives?

Research indicates that states have implemented juvenile justice reforms to enact harsher punishments, to transfer greater numbers and younger juvenile offenders to adult criminal court, and to restrict discretion of the juvenile court judges. Social science studies have found that harsher punishments, transfers to adult criminal court and other measures do not work, but that comprehensive approaches which address the numerous major factors contributing to juvenile offending have been successful. This study examined the legal status of the juvenile justice system by focusing upon ten diverse sample states and analyzed the social science research on factors contributing to juvenile offending and on prevention, treatment, and rehabilitation approaches. The study was accomplished by legal research, qualitative social science research, and analysis of both. Findings indicated: a) state statutes require and allow adult punishment of juvenile offenders, transfer of juvenile offenders to adult criminal court, and direct filing of charges against juveniles in adult criminal court; most states begin these proceedings at age 14, some have no age minimum; b) social science research indicates numerous factors contribute to juvenile offending with most of the factors categorized into the major factors of early antisocial behavior, deviant peers, parents and family, sociomoral reasoning, biological factors, and violence which interact with each other creating a complicated web; and c) prevention, treatment, and rehabilitation efforts should be comprehensive, multidimensional and multimodal addressing the interacting major factors contributing to juvenile offending and the needs of the juvenile, the family, and the home environment. Implications include the need for legislators to access the social science research to craft legislation and programs which are effective. Suggestions for improvement include collaboration within communities and with knowledgeable and committed social science professionals and educators. Areas suggested for further research include education of the public, the media, and stakeholders; long term follow-up on promising programs; design and improvements in approaches based upon the social science research; meeting the needs of the juvenile, the family, and the home environment; and study of how the factors may differ for disabled juveniles.

The 'responsibility to prevent' : an international crimes approach to the prevention of mass atrocities

Paragraphs 138 to 140 of the Outcome Document of the 2005 UN World Summit not only elevated the element of prevention to a prominent place within the principle of “responsibility to protect” (R2P), but also restricted the scope of R2P to four specific crimes under international law: genocide, war crimes, ethnic cleansing, and crimes against humanity. This thesis explores the conceptual and practical consequences of linking R2P to the concept of international crimes, with a particular focus on the preventive dimension of R2P, the socalled “responsibility to prevent”. To date, much of what has been written about the “responsibility to prevent” borrows primarily from conflict prevention theory and practice. Such conflict prevention inspired accounts of the “responsibility to prevent” tend to depict the principle as a long-term agenda that seeks to build societies resilient to atrocity crimes; that rests primarily on pillars one (state responsibility) and two (international assistance and capacity-building); that is supportive rather than undermining of state sovereignty; and that can largely adhere to the traditional conflict prevention principles of impartiality, consent, and minimal coercion should more direct prevention efforts become necessary. Drawing on literature from criminology, this thesis develops an international crimes framework for operationalizing the preventive dimension of R2P. The framework, combined with three case studies of international crime prevention (Bosnia 1991-1995; Kenya 2007-08; and Libya 2011), challenges key assumptions of the conflict prevention accounts, arguing that linking R2P to the concept of international crimes turns the “responsibility to prevent” into a principle that is more focused on the short-term, rather than on so-called root causes of atrocity crimes; more focused on individuals, rather than on state structures and capacity; more partial regarding perpetrators and victims; and more coercive, intrusive, and controversial than is commonly acknowledged in academic writing and policy debates on the subject. More broadly, the thesis concludes that taking R2P’s focus on the prevention of international crimes seriously requires re-rethinking the “responsibility to prevent” in important respects.

Designing a neighborhood to prevent crime and increase physical activity: a case study among African-American women in Kansas City, Missouri

Master of Landscape Architecture / Department of Landscape Architecture/Regional and Community Planning / Hyung Jin Kim / Obesity levels—related to an increase of physical inactivity—are rapidly rising in the United States (CDC 2010; Office of Disease Prevention and Health Promotion 2008). Reportedly, African-American women have the highest obesity rates when compared to any other demographic in the United States—especially those residing in crime-plagued urban environments (CDC 2010). Yet active living strategies by designers have been least effective amongst this demographic (Day 2006). Researchers report crime-safety perceptions are one of the biggest environmental factors influencing physical activity levels amongst low-income African-American women (Foster and Giles-Corti 2008; Codinhoto 2009). Crime prevention through environmental design (CPTED) has been the most common practice towards an intervention of criminal activity in the built environment; however, little practice has addressed both CPTED and physical activity. While first and second generation crime prevention through environmental design (CPTED) are inclusive of addressing both physical and social aspects of the built environment (Cleveland and Seville 2008; Griffin et al. 2008; Dekeseredy et al. 2009), they have yet to effectively address crime-safety needs and its potential relationship with physical activity behaviors of low-income African-American women and their neighborhoods. Therefore, what built environment changes tailored for this target population—African- American women—are necessary? This study examines 1) what crime safety perceptions of the built environment are affecting low--income African American women’s physical activity levels in Kansas City, Missouri and 2) what design solutions these women suggest could help increase their physical activity levels, through improving their perceptions of neighborhood safety. As a place-specific study on a low income neighborhood in Kansas City, Missouri, selected through GIS suitability analyses with literature-based criteria, this study used survey and focus group interview methods to identify the target group’s design suggestions. The findings resulted with a connection from research to design solutions—neighborhood and street-level design strategies with CPTED guidelines linking the researched participant’s perceptions of crime in their built environment to the effect of crime on their own physical activity.

Měření měsíční kriminality v Německu a v České republice ve vazbě na evropskou migrační krizi / Measuring monthly statistical crime in Germany and the Czech Republic in relation to the European migration crisis

The diploma thesis is based on a defining of a complex goal: Investigation of the dependence of monthly (in connectivity with the possibility of obtaining data also annual) crime in selected European countries and in relation to the European migration crisis. Germany and Czech Republic became selected countries. A monthly and annual crime index was used to achieve the comprehensive goal of the work thesis To achieve the goal, hypotheses H1, H2, H3, H4 were determined: Hypothesis 1 (H1): Monthly crime indexes in the Czech Republic and Germany do not correlate. Hypothesis 2 (H2): Monthly crime indexes in the Czech Republic and Germany have different theoretical divisions. Hypothesis 3 (H3): The annual crime indexes in the Czech Republic and Germany do not correlate. Hypothesis 4 (H4): Annual crime indexes in the Czech Republic and Germany have different theoretical divisions. Through the practical part of the thesis it was found, that the monthly crime indexes in the Czech Republic and Germany do not correlate and have different theoretical divisions (H1 hypotheses and H2 were confirmed). It was also found that indexes of annual crime in the Czech Republic and Germany strongly correlate and have the same theoretical divisions (hypotheses H3 and H4 were not confirmed). The reason for the confirmation of hypotheses H1, H2 and non-confirmation of hypotheses H3, H4 was probably different time periods for data collection (monthly crime included the period January 2011 to December 2016, monthly crime in Germany had to be calculated from the annual crime, due to data collection problems crime was based on data sets from 1987 to 2016). The introduction of different time periods was forced by the difficult availability of data in Germany. The methodology of the thesis used in the theoretical part is mainly search of available literature. Professional literature, valid legislation and Internet resources have been studied. The methodology of the thesis used in the practical part is based on methods of statistics, used for data processing using tables, graphs and basic calculations, due to it is possible to verify hypotheses. Basic statistical descriptive methods were used in order: Formulation of statistical survey, Scaling, Measurement, Elementary statistical processing. Basic statistical mathematical methods were used in order: Non-parametric testing, Linear regression analysis, Linear correlation analysis. Data collection was performed as follows: a) Czech forensic statistics were downloaded from the databases of the Czech Police, which also contain criminality for individual months. Furthermore, the number of inhabitants from the Czech Statistical Office was found for individual years. Crime indexes were calculated from these data. b) The BKA database (Federal Criminal Office of Germany) did not publish criminal statistics. For this reason, an article was published through ntv.de that published the annual crime of Germany. Population numbers for individual years were found through the Federal Statistical Office of Germany. Crime indexes were calculated from these data. At the end of the thesis there is pointed out the solution of possible crisis situations, including problems involving aspects of migration. The great importance of reducing crime is mainly prevention with a sensitive link to the solution of migration issues - to help in areas associated with the emergence of eg migration waves and thus preventing a crisis situations. The thesis did not deal with the political aspects of all examined hypotheses. Methodologically, the diploma thesis can be characterized as a report on the applied research solution in which its quantitative dimension prevails.

Community Policing with support of digitalcommunication channels

While today's   police forces are decreasing in number and their resources are limited,   population is at the same time increasing. This means that other types of   efforts and strategies are needed to fight crime. There are different   strategies to do this, one of which is called community policing that   involves proactive cooperation between citizens and the police to deal with   the problems. Traditionally, community policing meant that a local police in   the neighbourhood called for physical meetings, where citizens and police   together raised problems and discussed solutions to these. With today's   limited resources, there is little possibilities for the police to execute   this kind of physical collaboration and meetings. On the other hand, another   meeting place has been added (the one online) and an alternative way to   implement community policing may be online. With digital channels for this   purpose, there may also be an opportunity to reach groups of citizens that   the police have not reached before, but in order to do so, it requires work   and a use of these digital channels in the right way according to community   policing. The purpose of   this paper is to investigate what challenges and requirements that needs to   be taken into consideration when implementing community policing with the   support of digital communication channels. For this purpose, qualitative   research in the form of literature studies and semi-structured interviews   were conducted. Findings show   there are a lot of challenges and requirements to consider and there are   guidelines in the analysis and discussion section, to help begin to implement   this way of working. The practical   implications for this thesis may help police improving their relationships   with citizens in vulnerable areas to be able to cooperate according to   community policing to make these areas a better and safer place to live.

Minskar stöket i utsatta områden omhyresgästerna bor kvar längre?

Hallunda/Norsborg is considered to be an unsafe residential area. Most likely, young people cause adisproportionate high amount of the portion of the insecurity that is related to crime. Therefore it is hereassumed that the insecurity would decrease more with time if society succeeded in motivating more ofthe tenants stay until old age, compared to other possible measures that society can do to improve thesituation. Because the amount of teenager would decline, since we only have teenage children during aperiod of our lives.In this study, longitudinal data regarding the turnover of lease contracts and a number of other factors,have been collected and compared with data regarding the amount of reported crimes committed in thearea.The results show that, measured in the turnover of lease contracts, the tenants stay longer. But despitethis, the amount teenagers and reported crimes has not diminished. However, data from the court forrental issues indicates that the illegal second hand rental of the apartment has increased during theperiod. Thus the conclusion is that the assumption can neither be rejected nor substantiated. Moreoverthe socio-economic status of the residents and the number of police in the area has increased. But thepupils' performance in elementary school has not improved. / Hallunda/Norsborg anses vara ett otryggt bostadsområde. Sannolikt orsakar ungdomar oproportionelltmycket av den del av otryggheten som är relaterad till brott. Om så verkligen är fallet antas här attotryggheten skulle minska mer med tiden om samhället lyckades motivera fler av hyresgästerna till attbo kvar till ålderdomen, jämfört med andra möjliga åtgärder som samhället kan göra för att förbättrasituationen. Eftersom ungdomarna i så fall skulle bli färre, då vi bara har tonårsbarn under en period avvåra liv.I denna studie har data mellan år 2000-2018 rörande ut-/inflyttningen samt ett antal andra faktorer pågruppnivå, som kan ha betydelse för ungdomarnas benägenhet att begå brott studerats och jämförts meddata för antalet brott begångna i området.Resultaten visar att, mätt i omsättningen av hyreskontrakt, bor hyresgästerna kvar längre. Men trots dethar varken antalet ungdomar eller mängden brott minskat. Data från hyresnämnden tyder dock på att denolovliga andra hands uthyrningen av bostäderna har ökat under perioden. Slutsatsen av jämförelsen äratt antagandet varken kan förkastas eller beläggas. Vidare har den socioekonomiska statusen för deboende och antalet poliser i området ökat. Däremot har elevernas prestationer i grundskolan inteförbättrats.

Relationships among crime analysis, accountability, and innovative policing strategies: results from a national survey

Over the years, innovations such as community-oriented policing, problem-oriented policing, and hot spots policing have enabled the police to make substantial crime control and reduction gains. However, empirical research has shown that police occasionally misuse these strategies in practice. One possible solution is the co-implementation of these strategies with crime analysis. Yet, little is known about this relationship in practice. Using national survey data collected by the Police Executive Research Forum in 2008 from a sample of over 1,000 United States police agencies this thesis explores this relationship. Results of bivariate analysis between agency commitment to and integration of crime analysis within operations and the use of innovative strategies revealed positive relationships. Additionally, bivariate analysis between agency use of accountability mechanisms and innovative strategies revealed a strong positive relationship. Multivariate regression analysis revealed the use of accountability mechanisms and commitment to crime analysis as strong positive predictors of police agency innovation. / Includes bibliography. / Thesis (M.S.)--Florida Atlantic University, 2014. / FAU Electronic Theses and Dissertations Collection
