Innovation inom vissa gränser : En intervjustudie om hur tjänstepersoner i Kriminalvården implementerar det återfallsförebyggande arbetet utifrån principerna risk, behov och mottaglighet / Innovation within certain limits : A study on how officials in The Prison and Probation   Service implements crime prevention measures based on the principles Risk-Need-Responsivity

Crime is a social problem and leads to many negative consequences, and it is therefore of interest to analyze how officials in The Prison and Probation Service implement the principles risk, need and responsivity, (RNR-model) in crime prevention measures to reduce the risk among incarcerated prisoners to relapse into crime based on the informants’ perceptions. Furthermore, differences in the official’s autonomy regarding the implementation of crime prevention measures will be analyzed based on the RNR-model and what consequences these differences have according to the officials. The RNR-model is an innovation that has been spread in The Prison and Probation service and will be analyzed by Rogers (2003) Diffusion of innovation theory. The officials' autonomy to implement the RNR-model will be analyzed by Lipsky's (1990) theory of street-level bureaucracy. In this case study, I have conducted eight individual semi-structured interviews and the sample consists of officials who have many years of experience working with treatment in The Prison and Probation Service. The results show that the informants take a similar approach to the RNR-model and that the RNR-model pervades the entire crime prevention measures. The conclusion is that the prevention measures consist of treatment programs combined with work management, adult education, and other structured activities and that these parts are interconnected. The crime prevention measures are characterized by helping the prisoners develop necessary skills to be able to get out of crime and get the best possible conditions to reduce the risk of relapsing into crime. The results also show that there are differences between the officials' autonomy regarding the implementation of the RNR-model in the crime prevention measures and that the officials' do not act from a common approach. The officials have, based on their autonomy, the opportunity to create their own interpretations of the RNR-model that can affect the outcome of the work, which can mean that the prisoners are treated differently depending on how the officials have chosen to implement the RNR-model. The conclusion is that the RNR-model contributed to clear structures and guidelines, but that there is a certain problem with implementing the receptivity principle in a similar way because of the officials' having difficulty understanding the meaning of the principle.

Det brottsförebyggande arbetet i skolan : Upplevelser sett ur lärarens perspektiv / Crime prevention in school : Experiences seen from the teachers' perspective.

Uppsatsen syftar till att (1) ta reda på lärarnas upplevelser kring deras roll i detbrottsförebyggande arbetet med barn och ungdomar samt (2) se efter vilka förutsättningarlärarna själva anser att de har till att bedriva detta arbete. Följande uppsats antar en kvalitativansats där enskilda semistrukturerade intervjuer har genomförts med grundskolelärare ochgymnasielärare. Resultaten från den tematiska analysen speglar följande teman: mångfaldigarbetsroll, bristande kunskapsgrund, positiva relationer, laginsats, förutsättningar och eleversfrånvaro. Resultaten av den tematiska analysen och diskussionen som förts med dessa ibeaktning belyser hur lärare upplever att de idag har en flersidig arbetsroll som innefattarbåde ämnesundervisning och kontinuerligt arbete med sociala normer. Vidare upplever läraresin roll som splittrad i vissa aspekter med betoning på avsaknaden av en gemensamkunskapsgrund. Lärarna upplever också att deras roll i det brottsförebyggande arbetet somsker i skolmiljön är en del av ett större sammanhang som innefattar och är beroende av andraaktörer såsom till exempel föräldrarna, polisen och socialtjänsten. Bristande resurser ochkompetens är faktorer som enligt lärarna påverkar deras förutsättningar att bedrivabrottsförebyggande arbete i skolan. En annan aspekt av dessa förutsättningar som lärareupplever är central gällande deras brottsförebyggande arbete är frånvaro problematiken blandeleverna. / The essay aims to (1) examine teachers’ experiences regarding their role in crime preventionand (2) determine which prerequisites the teacher themselves considers having in order tocarry out this work. The following essay adopts a qualitative approach; individual semi-structured interviews have been conducted with primary school teachers and secondary schoolteachers. The results from the thematic analysis reflect the following themes: diverse workrole, lack of knowledge base, positive relationships, team effort, conditions and studentabsenteeism. The results of the thematic analysis and the discussion carried out with these inmind highlight how teachers feel that they today have a multifaceted work role that includesboth subject teaching and continuous work with social norms. Furthermore, teachersexperience their role as fragmented in certain aspects with an emphasis on the lack of a sharedknowledge base. The teachers also feel that their role in the crime prevention work that takesplace in the school environment is part of a larger context that includes and is dependent onother actors, such as the parents, the police and social services. According to the teachers,there are a number of prerequisites such as resources and competence that affect their crimeprevention work at school. Another aspect of the prerequisites that teachers feel is central totheir crime prevention work is the problem of absenteeism among students.

Syftet med den här studien har varit att undersöka hur socialarbetare beskriver sitt arbete med barn och ungdomar som befinner sig i gängkriminella miljöer och hur de uppfattar gynnsamma faktorer och hinder i sitt arbete. Kvalitativa intervjuer med sex socialarbetare har gjorts. Handlingsutrymme, people-processing, people-changing, people-sustaining och social brottsprevention har använts i analysen. Resultatet visade att socialarbetarnas arbete med barn och ungdomar i gängkriminella miljöer innefattar arbete som faller innanför och ett som faller utanför uppdraget. Faktorer som ansågs gynnsamma var bland annat några utbildningar, handböcker, stöd från kollegor och chefer samt individuellt förvärvad kunskap. Hinder i arbetet innefattar bland annat ostrukturerade introduktioner, brist på utbildning, bristande insatser och en allmän kunskapsbrist samt bristen på kunskap och lämpliga insatser för målgruppen. De gynnsamma faktorerna kan även vara hinder såtillvida att även om de har kunskap om målgruppen är den inte tillräcklig, särskilt beträffande insatser vilket var studiens främsta fynd. / The aim of this study was to examine how social workers conduct their work with juveniles and young adults in gang-criminal environments based on their perception of favorable factors and obstacles. The applied method was qualitative interviews with six different social workers where the theoretical perspectives were discretion, people-processing, people-changing, people-sustaining and social crime prevention. The results revealed that their work includes both work within their professional duties, such as investigation and work outside of their duties, for instance supporting roles. In addition, the outcome shows favorable aspects that include training courses, manuals, independently gained knowledge and support from colleagues and supervisors. However, the obstacles were unstructured introductions, a lack of training, general lack of knowledge and efforts suitable for the target group. It became apparent that the success factors were also regarded as challenges and that the lack of knowledge, especially interventions, was the primary finding of the study.

Denna studie har undersökt vilka möjligheter eller svårigheter som lärare i årskurs sex har för att hjälpa barn som visar tecken på kriminalitet och hur skolorna arbetar brottsförebyggande. Vi vill med denna studie bidra till en ökad kunskap och förståelse för lärare och skolans roll i det brottsförebyggande arbetet. Studien bygger på intervjuer med lärare från olika skolor och resultatet analyserades genom en kvalitativ innehållsanalys. En förhoppning med studien är att se hur möjligheterna för lärarna att upptäcka och hjälpa barn som visar tecken på kriminalitet kan öka och hur deras brottsförebyggande arbete kan förbättras, som egen aktör och i samverkan med andra. Lärarna som intervjuats till studien har generellt en vilja och en önskan att jobba mer brottsförebyggande men saknar idag både kunskap och resurser för detta. Studiens avslutande diskussion innehåller förslag på förbättringar för att öka skolans skyddsförmåga. / In this study we have examined the possibilities and difficulties that teachers in sixth grade have to help children that show signs of criminality, and the school's crimepreventive work. The main aim is to contribute to an increased knowledge and understanding of teachers and their school's role in crime prevention work, as individual actors but also in collaboration with the police and social services or other actors.The study is based on interviews with teachers from different schools and the results were analyzed through a qualitative content analysis. We also hope that the study can provide some insight to see how the opportunities for the teachers to detect and help children who show signs of criminality can increase and how their crime prevention work can be improved, both as their own actor and in collaboration with others. The teachers in the study generally have a will and a desire to work more with crime prevention, but they lack both knowledge and resources for this today. In the end of the paper we present some suggestions for improvements to increase the school's protective capacity.

In today's society, there is an increasing need and demand for authorities to collaborate to achieve improved outcomes around social problems. The purpose of the study is to investigate how the social services view collaboration with the police in the case of juvenile delinquency, in a municipality located in southwestern Sweden. The approach of the study is qualitative method in the form of semi-structured interviews. After all interviews had been conducted, all material was transcribed and a thematic analysis was conducted to find codes and themes in order to analyze the content. The philosophical basis of the study is the hermeneutic approach. The respondents' answers have been interpreted with the help of previous studies, the stamping theory and collaboration theories. The results show success factors and obstacles in collaboration such as catching up in time and confidentiality. The conclusion of the study is that all respondents have a positive view of collaboration, despite obstacles. Furthermore, it is also concluded that crime prevention is an effect of collaboration despite the fact that social services do not apply direct crime prevention strategies in their work. The most important conclusion is that society has failed to catch the young people with norm- breaking behavior even earlier.

Denna studies syfte var att undersöka vilken effekt idrottsaktivitet har på brottsnivån i Sveriges kommuner. Fokuset var att studera om sport kan användas som brottsförebyggande åtgärd mot ungdomsbrottslighet på kommunnivå i Sverige. Kvantitativa metoder genomfördes främst genom linjära regressionsanalyser för att undersöka effekterna mellan beroende- och oberoende variabler kontrollerat för andra faktorer. Datan vi använt oss av i denna studie kommer från olika statliga myndigheter och organisationer. Resultatet visar att idrottsaktivitet har negativa effekter på anmälda brott, det vill säga när idrottsaktiviteten ökar så minskar brottsligheten. Vår studie visar också att idrottsaktivitetet har negativa effekter på flera enskilda brottstyper som studerats. Studien har öppnat upp för ett nytt perspektiv kring idrottsaktivitet och dess brottsförebyggande effekter, och en förhoppning med denna studie är att skapa ett välgrundat underlag för vidare forskning. / The purpose of this study was to investigate the effect of sport activity on the crime rate in Swedish municipalities. The focus was to study whether sports can be used as a crime prevention measure against youth crime at the municipal level in Sweden. Quantitative methods were used, mainly linear regressions to investigate the effects between dependentand independent variables controlled for other factors. The data we have used in this study comes from different government agencies and organizations. The result shows that sport activity has negative effects on reported offenses, when the sport activity increases, the crimes decrease. Our study also shows that sport activity has negative effects on many individual crimes that have been studied. The study has opened for a new perspective on sport activity and their crime prevention effects, and an expectation we have on this study is to create a well-founded basis for further research.

Anti-gang Initiative IV: A qualitative research of Danish crime prevention practitioners' perspective of Anti-gang Initiative IV

This study aims to explore the perceptions of Anti-gang Initiative IV of Danish practitioners working within crime prevention in different Danish municipalities. The anti-gang initiative was voted through in November 2023 and is the latest in a series of anti-gang initiatives aimed at reducing gangs and gang crime in Denmark. Through qualitative interviews and thematic analysis, this study captures the insight of practitioners, emphasizing the importance of their role in evaluation work, especially when translating policy intro practice. Despite already existing initiatives, practitioners expressed uncertainty about the effectiveness and implementation and stressed a need for more evidence-based research and practical evaluations. The findings of this study show gang crime as an intractable problem, where there is a need for crime prevention policies, such as Anti-gang Initiative IV, to be grounded in empirical evidence and more locally context- specific.

Lag (2023:196) om kommuners ansvar för brottsförebyggande arbete : En studie om upplevda framsteg och utmaningar med implementeringen av ett lagstadgat ansvar

Studien undersöker hur några av Sveriges kommuner har anpassat sitt arbete för att följa den lagstiftning om ansvar för brottsförebyggande arbete som trädde i kraft under 2023. Studien belyser kommunernas olika utgångspunkter och visar på skillnader i tolkningen av lagen och hur arbetet har utformats. Kommunernas erfarenheter har inhämtats genom en kvalitativ intervjustudie där deltagarnas svar har tematiserats för att framhäva de viktigaste punkterna. Resultatet pekar på att det finns betydande skillnader i det strategiska brottsförebyggande arbetet. Samtliga kommuner i studien har uppskattat det stöd som Länsstyrelsen har bidragit med vid implementeringen, men samtidigt uttrycker en del att resursbrist är ett problem. Studiens deltagare har en stark tro på att det brottspreventiva arbetet är viktigt på kommunal nivå, och lagen 2023:196 ses generellt som ett verktyg som underlättar detta. / The study examines how municipalities in Sweden have adapted their work to comply with the legislation about responsibility for crime prevention that came into force in 2023. The study highlights municipalities' different starting points and show differences in the interpretation of the law and how the work has been designed. Their experiences have been gathered through a qualitative interview study where participants' experiences have been thematized to highlight the key points. The result indicates that there are significant differences in strategic crime prevention. All municipalities in the study have appreciated the support provided by the Country Administrative Board in the implementation, but at the same time, many express that resource shortages are a problem. Those surveyed have a strong belief that crime prevention is an important part at the municipal level, and the law 2023:196 is generally seen as a tool that facilitates this.

Studiens syfte var att undersöka vad lärare på grundskolan har för kunskap om brottsförebyggande arbete mot barn och ungas rekrytering till kriminella nätverk samt hur skolan praktiskt arbetar brottsförebyggande i samband med detta nutida samhällsproblem. Genom en kvalitativ metod genomfördes semistrukturerade intervjuer med lärare på olika grundskolor där intervjuerna sedan analyserades med en kvalitativ innehållsanalys vilket således utgjorde studiens resultat. Resultatet av studien tolkades med hjälp av Webers organisationsteori samt Hirschis teori om sociala band. Resultatet konstaterade att kunskapen om brottsförebyggande arbete mot barn och ungas rekrytering till kriminella nätverk varierar mellan olika skolor och lärare men att kunskapen generellt önskas stärkas. Dessutom fanns det en variation i hur skolorna praktiskt arbetar brottsförebyggande där många skolor samverkar med externa aktörer i samhället där skolan dock önskar ett stärkt stöd både från den egna organisationen samt från andra aktörer. / The purpose of this study was to examine what knowledge teachers at primary schools have about crime prevention against recruitment of children and youths to criminal networks aswell as what practical actions schools take against this contemporary societal problem. Through a qualitative method, semi-structured interviews have been conducted with teachers at different primary schools. The interviews have then been analyzed with a qualitative content analysis, which then constituted the results of the study. The results have been able to be interpreted with Weber's organizational theory and also Hirschi's social bond theory. Results have established that the knowledge of crime prevention work against the recruitment of young people into criminal networks varies between different schools and teachers, but the teachers generally expressed a desire for a more comprehensive knowledge. In addition, thereis a variation in the schools’ practical work in crime prevention, where many schools collaborate with external actors in society, but the schools however, wish for strengthened support both from its own organization and from other actors.
