Gyvenant šių dienų Lietuvoje jau neužtenka buityje ar gamyboje susidarančių atliekų tvarkyti taip kaip buvome įpratę anksčiau. Kitaip tvarkyti atliekas skatina Europos Sajungos ir kiti tarptautiniai įsipareigojimai. Gerėjant gyventojų gyvenimo sąlygoms, išaugus vartojimui, žmonės ypač daug perka ir keičia buitinės technikos, bei kitų prekių, kurių pasekoje susidaro įvairių atliekų. Lietuvoje pasirinkta strategija įdiegiant regioninę atliekų tvarkymo sistemą, nors žvelgiant į atskiras savivaldybes, galima teigti, kad kai kuriose ši, regioninė atliekų tvarkymo sistema nėra optimaliausias variantas. Regioninės atliekų tvarkymo sistemos diegimui, apskričių savivaldybės yra įkūrusios regiono atliekų tvarkymo centrus, kurių vienas artimiausiu tikslų tai senų sąvartynų uždarymas. Kaip tik sąvartynų uždarymo klausimui spręsti galime panaudoti sprendimų paramos sistemas, o būtent, daugiakriterinę analizę. Daugiakriterinei analizei atlikti gali būti pasitelkiama keletas kompiuterinių programų, tokių kaip HYPSE ar Sprendimų analizės modulis (DAM), kurią šiame darbe ir naudojame. Sprendimų analizės modulio panaudojimui buvo nustatyti tam tikri kriterijai, o alternatyva tai kiekvienas Jurbarko rajono sąvartynas. Kiekvienas kriterijus apibūdina kiekvieną alternatyvą (sąvartyną). / These days there isn‘t enough just taking care of communal or industry waste as we all are accustomed in Lithuania. The different waste managing is Europian Union and other international commit for Lithuania. Better everyday life in Lithuania brings bigger usage, that makes people to buy more life eguipment and other everyday goods, which brings to new waste. There is a regional waste managing system strategy in Lithuania, which isn't very optimal system for some of the Lithuanian municipalities. For this purpose district local governments established regional waste management centers, whose one of the first tasks is to close old landfills. For this problem to solve we will use decision making preferences, and that is multiple criteria decision analysis. There is several computer software for applying multiple criteria decision analysis, just like HYPSE and Decision analysis module (DAM), wich one we used in this study. For use of Decision analysis module we defined criteria, and alternative was Jurbarkas district landfills. Every criteria characterizes every alternative (landfill).

Autonomous Resource Allocation in Clouds: A Comprehensive Analysis of Single Synthesizing Criterion and Outranking Based Multiple Criteria Decision Analysis Methods

Cloud computing is an emerging trend where clients are billed for services on a pay-per-use basis. Service level agreements define the formal negotiations between the clients and the service providers on common metrics such as processing power, memory and bandwidth. In the case of service level agreement violations, the service provider is penalised. From service provider's point of view, providing cloud services efficiently within the negotiated metrics is an important problem. Particularly, in large-scale data center settings, manual administration for resource allocation is not a feasible option. Service providers aim to maximize resource utilization in the data center, as well as, avoiding service level agreement violations. On the other hand, from the client's point of view, the cloud must continuously ensure enough resources to the changing workloads of hosted application environments and services. Therefore, an autonomous cloud manager that is capable of dynamically allocating resources in order to satisfy both the client and the service provider's requirements emerges as a necessity. In this thesis, we focus on the autonomous resource allocation in cloud computing environments. A distributed resource consolidation manager for clouds, called IMPROMPTU, was introduced in our previous studies. IMPROMPTU adopts a threshold based reactive design where each unique physical machine is coupled with an autonomous node agent that manages resource consolidation independently from the rest of the autonomous node agents. In our previous studies, IMPROMPTU demonstrated the viability of Multiple Criteria Decision Analysis (MCDA) to provide resource consolidation management that simultaneously achieves lower numbers of reconfiguration events and service level agreement violations under the management of three well-known outranking-based methods called PROMETHEE II, ELECTRE III and PAMSSEM II. The interesting question of whether more efficient single synthesizing criterion and outranking based MCDA methods exist was left open for research. This thesis addresses these limitations by analysing the capabilities of IMPROMPTU using a comprehensive set of single synthesizing criterion and outranking based MCDA methods in the context of dynamic resource allocation. The performances of PROMETHEE II, ELECTRE III, PAMSSEM II, REGIME, ORESTE, QUALIFEX, AHP and SMART are investigated by in-depth analysis of simulation results. Avaliação da competitividade em empresas de base tecnológica / Competitiveness evaluation on technology-based firms

Due to the increase in investments in physical structure and incentives by educational institutions, agencies of innovation promotion and financing, technology-based companies show annual growth. However, organizations need to be prepared for positive or negative scenarios, reinforcing how the strategy becomes evolutionary, as well as each business that interacts with its environment. For the entrepreneurs, understanding the value of the organizational life cycle means identifying changes likely to interfere with the company growth and development. Taking into account these scenarios, this dissertation research aimed to propose a model for measuring the level of competitiveness in technology-based companies based on intangible assets related to each phase of the organizational life cycle, through a bibliographical and applied research on the characteristics of the sector. The entire model used 57 performance indicators, considering theories about Key Performance Indicators (KPI) and some elements of the Analytic Hierarchy Process (AHP). The proposed research instrument was applied in 31 companies, and seven of them are situated in the creation stage, 5 in the launch phase, 9 in the stabilization phase, 3 in the expansion phase, 1 in the ripening phase, and 6 in the evolution phase. This modeling considered each organizational life cycle, returning in its evaluation stage an index representative of the competitive performance of each evaluated company, then allowing the comparison and discussion of the results obtained. In addition, simulations were exemplified in the case of that companies had adopted strategic actions. Thus, it is concluded to be possible to measure and evaluate the competitiveness level in technology-based companies considering the intangible assets which interfere in the organizational life cycle. / Devido ao aumento de investimentos em estrutura física e aos incentivos por parte das instituições de ensino, órgãos de fomento e financiamento à inovação, às empresas de base tecnológica apresentam crescimento anualmente. Entretanto, as organizações necessitam estar preparadas para cenários positivos ou negativos, reforçando o quanto a estratégia faz-se evolutiva, assim como cada negócio que interage com o seu ambiente. Para os empreendedores, entender o valor do ciclo de vida organizacional significa identificar as mudanças que acontecem com o crescimento e desenvolvimento da empresa. Além disso, em um ambiente competitivo, os ativos intangíveis têm sido a fonte de vantagens sustentáveis para o aumento de valor nas organizações. Frente a estes cenários, a pesquisa desenvolvida nesta dissertação de mestrado teve por objetivo propor uma modelagem de mensuração do nível de competitividade em empresas de base tecnológica a partir dos ativos intangíveis que interferem no ciclo de vida organizacional, fundamentada em uma pesquisa bibliográfica e aplicada sobre as características do setor. No total foram levantadas 57 indicadores de desempenho, utilizando-se para tanto os pressupostos referente aos Key Performance Indicators (KPI) e alguns elementos de Analytic Hierarchy Process (AHP). O instrumento de pesquisa proposto foi aplicado em 31 empresas, sendo que sete encontram-se na fase da criação, 5 na fase de lançamento, 9 na fase de estabilização, 3 na fase expansão, 1 na fase de amadurecimento e 6 na fase de evolução. A modelagem foi baseada em cada ciclo de vida, retornando em sua etapa de avaliação um índice que representa o desempenho competitivo em cada empresa avaliada, permitindo-se assim a comparação e discussão dos resultados obtidos. Posteriormente, foram exemplificadas simulações, caso as empresas adotassem ações estratégicas. Ao término, conclui-se que é possível medir e avaliar o nível de competitividade em empresas de base tecnológica a partir dos ativos intangíveis que interferem no ciclo de vida organizacional.

Aide à la décision pour les entreprises industrielles inscrites dans une démarche de développement durable / Decision aiding for industrial companies in the context of sustainable development

Le Développement Durable (DD) est « un développement qui répond aux besoins du présent sans compromettre la capacité des générations futures à répondre aux leurs. » Ses trois piliers fondateurs sont l’Economie, l’Environnement et la Société qu’il faut appréhender conjointement. Nous prenons le point de vue de la performance industrielle pour caractériser les besoins de l’entreprise dans une démarche DD. La performance industrielle, à travers son histoire, doit prendre en compte de plus en plus de critères jusqu'aux actuels piliers du DD. Nous proposons de voir le DD comme la démarche d'amélioration mise en place par l'entreprise. Dans ce sens nous proposons une aide au décideur humain qui permet de répondre aux exigences du DD et en particulier sa nature holistique et cyclique.Les entreprises déploient des approches d’amélioration continue à l’aide de standards et de méthodes comme le cycle PDCA. L’idée est alors d’enrichir cette pratique par un processus MCDA en aidant le décideur à formuler ses préférences et leur appliquer un traitement d’information adapté afin de fournir une aide à la décision qui serve la démarche d’amélioration. Pour intégrer l’imprécision dans la décision à prendre, nous proposons une méthodologie qui permet de caractériser la robustesse du résultat d’une méthode MCDA en fonction de l’imprécision des valeurs d’un critère. Pour prendre en compte l'aspect « réalisation opérationnelle » d'une action, en plus de son intérêt pour la performance de l'entreprise, nous avons développé un modèle de « faisabilité » associé aux actions en nous fondant sur la méthode ACUTA. L'idée est de proposer au décideur une information complémentaire à l'information d'utilité afin d'offrir une perspective autorisant un compromis Utilité/Faisabilité sur la décision à prendre. Nous déclinons notre proposition sur un cas pratique industriel mené dans le cadre d’une collaboration avec l’entreprise adixen Vacuum Products (aVP) d’Annecy. Ce partenariat a permis le déploiement de notre proposition pour un problème de décision portant sur les besoins d'instrumentation pour construire un système de management de l'énergie, conformément à la norme ISO 50001. / Sustainable Development (SD) is "development that meets the needs of the present without compromising the ability of future generations to meet their own needs." Its three founding pillars are Economy, Environment and Society which are to be handled together. We take the perspective of industrial performance in order to characterize the needs of a company involved in SD.Industrial performance, throughout its history, has to consider more and more numerous criteria up to the present SD pillars. We propose to look on SD as the improvement approach established by the company. According to this, we propose an aid for the human decision maker in order to fulfill the requirements of SD and notably its holistic and cyclic nature.Companies develop continuous approaches to improvement based on standards and methods like the PDCA cycle. Thus, the idea is to enrich this practice with a MCDA process for aiding the decision maker to establish his/her preference and to apply a suitable information processing to it that benefits the improvement approach. In order to integrate imprecision in the decision to be taken, we propose a methodology for characterizing the robustness of the product of a MCDA method in relation to the imprecision of a criterion value. In order to consider the aspect "operational implemantation" of an action, besides its benefit for the performance of the company, we developped a "Feasability" model related to the actions based on the ACUTA method. The idea is to offer the decision maker information complementary with utility information in order to permit a compromise Utility/Feasibility concerning the decision to be taken. Our proposition is applied to an industrial real case conducted in the framework of a partnership with the company adixen Vacuum Products (aVP) in Annecy. This partnership has led to the deployment of our proposition for a decision problem concerning the need in instrumentation required for the building of an energy management system, according to the ISO 50001 standard.

Multi-Actor Multi-Criteria Decision Analysis of Wind Power Community Benefit Schemes

Community benefit schemes in the context of wind power are increasingly provisioned by developers as a means of generating local socio-economic and environmental value, fostering social relations and strengthening acceptance. Determining an appropriate and effective benefit scheme can prove challenging, given the variation of exposed stakeholders, diversity in schemes and the lack of decision making guidance. A multi-criteria decision aid framework for identifying the most appropriate scheme(s) for a hypothetical wind power project is developed. The framework is based on AHP and PROMETHEE II decision support tool, where six (6) alternative schemes are assessed using the preferences of five (5) stakeholders and their relevant criteria. The framework was applied to a fictitious development on the island of Gotland. Results from the applied example indicate that the most locally suited outcome was the ownership based models. It is anticipated that the methodological framework can help identify the scheme(s) that respond to the needs and preferences of the locality. Moreover, a decision making platform of this nature can provide practical support to developers, communities and local authorities, and contribute to a more effective and efficient development and negotiation process surrounding community benefit schemes.

This paper proposes an analytic framework for the balancing or weighing test, as an instance of a Multiple-Criteria Decision Analysis (MCDA), like the ones used in disciplines like management or operations research. The change in perspective allows for an enrichment of our comprehension concerning the test, and permits an increment in its pretentions of rationality in the process of solving conflicts, in which is necessary to arrive to an optimal solution. In the first section we propose a conceptual framework concerning the development of MCDA models. Then we show three models of balancing tests proposed in the specialized literature, one of which is the model proposed by Robert Alexy. Finally, departing from a comparison between constitutional balancing and the reasonableness test, used by Indecopi, we present a complex model of balancing, which counts with two perspectives: one synchronic, and the other diachronic. / El presente artículo propone un análisis del test de ponderación como una caso particular de los exámenes o test de decisión multicriterio (MCDA) desarrollados en otras disciplinas como la gestión y la investigación de operaciones. Este cambio de perspectiva permite enriquecer nuestra comprensión de dicho test, e incrementar sus pretensiones de racionalidad para resolver conflictos en los que se debe arribar a una solución óptima. En la primera parte se plantea un marco teórico sobre el desarrollo de los análisis de toma de decisiones multicriterio. A continuación se analizan las interrelaciones entre tres modelos ponderativos que se han propuesto en la literatura especializada, entre los que se encuentra el de Robert Alexy. Finalmente, a partir de una comparación entre la ponderación constitucional y el examen de razonabilidad de una medida, empleado por Indecopi, se presenta un modelo complejo de toma de decisiones en la ponderación. Dicho modelo cuenta con una perspectiva diacrónica y sincrónica de análisis.

[pt] Os métodos tradicionais de avaliação de projetos vem sendo questionados por não considerarem possíveis incertezas associadas ao investimento. Neste contexto, a Teoria das Opções Reais busca aplicar o conceito de opções a ativos reais, com a finalidade de agregar o valor da flexibilidade gerencial aos métodos tradicionais de avaliação de investimentos. A avaliação por Opções Reais é considerada complexa devido à difícil modelagem de incertezas e das flexibilidades, além da necessidade de se ter mercados completos. Este estudo busca incorporar a flexibilidade gerencial à avaliação de projetos através do uso de Árvores Binomiais de Decisão, com probabilidades neutras ao risco, para a avaliação por Opções Reais em Tempo Discreto. Utilizamos programação dinâmica para a aplicação desta metodologia, a qual é computacionalmente intensa, porém de solução simples e intuitiva. A aplicação prática foi realizada através da valoração da opção de expandir e da opção de abandonar enfrentada por uma empresa de Tecnologia. / [en] The traditional methods of Valuation are being questioned as they do not consider possible uncertainties related to investment decisions. In this scenario, Real Options Theory applies option`s concept to real assets, aiming to add the value of managerial flexibility to traditional Valuation techniques. The evaluation for Real Options is considered complex due to the difficulty of modeling uncertainties and flexibilities, beyond the need to have complete markets. This work aims to add the managerial flexibility to Valuation by binomial lattice and decision tree techniques, with risk neutral probabilities, in a discrete time approach to evaluation for Real Options. Using dynamic programming to apply this method, which is computationally intense, but simple and intuitive. The practical application consists in valuing an option to expand and to abandon faced by an IT company.

The aim of this thesis is to compare the theoretical results of evaluation of current accounts with the practical results of the survey. In the theoretical part were described the selected methods of multi-criteria decision analysis, that makes it possible to evaluate current accounts according to several criterias. It was also carried out a survey which aimed to identify whicg current accounts are used by respondents and what are the conditions for their use. In the practical part were a compared of theoretical and practical results. In conclusion are evaluated the best products and compiled an overview of evaluation accounts used by respondents.

Cette étude s'intéresse à la prise en compte des préférences des décideurs dans le cadre de la résolution des problèmes de planification. L'originalité de l'approche retenue consiste à représenter les préférences en utilisant un formalisme issu de l'aide à la décision multicritère à savoir un modèle MAUT (acronyme de Théorie de l'Utilité Multi-Attribut) couplé à une intégrale de Choquet. Ce formalisme généralise la notion de préférence utilisée en PDDL (le Langage de Définition des Domaines de Planification). Ainsi, l'extension PDDL3/MAUT proposée enrichit le pouvoir expressif du PDDL en permettant d'utiliser facilement un nombre quelconque de préférences numériques, d'agréger des préférences entre elles ou encore de considérer d'éventuelles interactions entre les préférences du problème. En conséquence, elle permet de représenter plus finement la complexité intrinsèque des préférences des décideurs. Par ailleurs, un algorithme pour la résolution des problèmes de planification avec préférences est proposé. Ce dernier est mis en oeuvre dans le planificateur ChoPlan qui a été développé dans le cadre de cette étude et dont les performances ont été comparées à celles des planificateurs de l'art. En outre, les travaux réalisés contribuent à la résolution de la problématique de l'interopérabilité des organisations en situation de crise. En effet, un système d'aide à la décision capable de supporter les décideurs lors de l'élaboration de plans d'action collaboratifs est présenté. Ce dernier permet de modéliser la situation à résoudre, les capacités des partenaires mobilisés ainsi que les objectifs, contraintes et préférences des décideurs. Les modèles ainsi réalisés sont ensuite transformés afin de générer un problème de planification avec préférences qui est résolu à l'aide de ChoPlan. / This study aims to solve preference-based planning problems. The originality of this work is to represent preferences using a formalism from multicriteria decision analysis namely a MAUT model (acronym for Multi-Attribute Utility Theory) along with a Choquet integral. This formalism generalizes the notion of preference used in PDDL (the Planning Domain Definition Language). Indeed, the proposed PDDL3/MAUT extension improves the PDDL expressiveness by allowing to use any number of numeric preferences, aggregating preferences and considering interactions between preferences. As a consequence, it can represent more accurately the intrinsic complexity of decision-makers preferences. Furthermore, an algorithm for preference-based planning has been designed. It has been used to implement a planner named ChoPlan whose performances have been compared to state of the art planners. In addition, this work adresses the problem of organization’s interoperability in crisis management. Indeed, a decision aid system supporting decision-makers during the design of collaborative plans is presented. It helps stakeholders to model the situation to solve, the responders’ capabilities as well as objectives, constraints and preferences of the decision-makers. These models are then processed to generate a preference-based planning problem that is solved using the ChoPlan planner.

The sample area was divided into 78 quadrants where data were collected on the soil resistance with an impact penetrometer, slope, soil types and land use and vegetation cover. It has been prepared an environmental fragility index for soil strength and weaknesses and maps were generated for each parameter and raised by map algebra in a multi-criteria decision analysis, the preparation of the environmental fragility map. The results can be noted that the slope, the lowest average of soil resistance were found in the higher slope (2,38 MPa - 20-40% and 2,92 MPa - greater than 40%) and this group showed significant differences compared to other classes of minor steepness (6.44 MPa to 6%, 7.11 MPa 6 to 12 MPa and 4.85% from 12 to 20%) at a depth of 0 to 20cm. There were significant differences between the different types of land use and vegetation cover. Sugarcane (9,35 MPa) and grazing (9,05 MPa) had the highest average resistance, differing from citrus (6.23 MPa) that differed from perennial crops such as eucalyptus forests (5,28 MPa), the coffee (3,58 MPa) and native forests (2,33 MPa) that formed the last group of least resistance in the layer 0-20 cm soil. In the spatial distribution of soil resistance, ordinary kriging in the exponential semivariogram model proved the most efficient method, given the parameters of the cross validation compared with gausian and spherical models. The multi-criteria decision analysis, through map algebra, generated the final product of this study, the map of environmental fragility to the EPA of Botucatu which showed that 32.43% of the total sample area are within lower fragility environmental classes and 67.57% of the total sample area are averaged fragility classes to very high fragility. / Esse estudo, realizado no limites da APA de Botucatu, buscou, através da distribuição espacial da resistência do solo, elaborar um índice de fragilidade ambiental da resistência do solo e, utilizando metodologias como a análise da fragilidade ambiental, a geoestatistica e a análise de decisão multicritérios gerar uma carta ou mapa de fragilidade ambiental para o objeto de estudo. Dividiu-se a área amostral em 78 quadrantes onde foram coletados dados sobre a resistência do solo com um penetrômetro de impacto, dados sobre a declividade, os tipos de solos e uso do solo e cobertura vegetal. Foi elaborado um índice de fragilidade ambiental para a resistência do solo e foram geradas cartas de fragilidades para cada parâmetro levantado e através da álgebra de mapas em uma análise de decisão de multicritérios, a elaboração da carta de fragilidade ambiental. Como resultados pode-se destacar que na declividade, as menores médias da resistência do solo foram encontradas nas declividades mais altas (2,38 MPa - de 20 a 40% e 2,92 MPa - maior que 40%) e esse grupo apresentou diferenças significativas se comparadas com as outras classes de menores declividades (6,44 MPa até 6%, 7,11 MPa de 6 a 12% e 4,85 MPa de 12 a 20%), na profundidade de 0 a 20cm. Foram encontradas diferenças significativas entre os diferentes tipos de uso do solo e cobertura vegetal. A cana de açúcar (9,35 MPa) e as pastagens (9,05 MPa) apresentaram as maiores resistências médias, diferindo do citros (6,23 MPa) que diferiu das culturas perenes, como as florestas de eucalipto (5,28 MPa), o café (3,58 MPa) e as florestas nativas (2,33 MPa) que formaram o último grupo, de menor resistência na camada 0 a 20 cm do solo. Na distribuição espacial da resistência do solo, a krigagem ordinária no modelo de semivariograma exponencial foi o método mais eficiente, atendendo aos parâmetros da validação cruzada comparado com os modelos gausiano e esférico. A análise de decisão de multicritérios, através da álgebra de mapas, gerou o produto final desse estudo, a carta de fragilidade ambiental para a APA de Botucatu que mostrou que 32,43% do total da área amostral se encontram dentro de classes baixas de fragilidade ambiental e 67,57% do total da área amostral se encontram em classes de fragilidade de média a muito alta.
