L'impact d'un changement de structure organisationnelle sur la prise de décision : le cas de l'introduction des pôles à l'hôpital public / The impact of a change in organizational structure on decision-making : the case of the introduction of cluster in the public hospital

Depuis les années 1990, le Nouveau Management Public a transformé l’hôpital public, on parle d’un tournant gestionnaire. L’apparition des pôles d’activité médicale en 2005, consiste en une nouvelle gouvernance hospitalière. Nous avons cherché comprendre comment les pôles d’activité médicale font-ils évoluer les processus de décisions ? Nous avons choisi de mobiliser le concept de configuration structurelle (Mintzberg, 1982) et la théorie de l’anarchie organisée (Cohen, March et Olsen, 1972). La question est désormais de savoir si le changement de configuration structurelle va accroître ou réduire l’anarchie organisée ? Pour y répondre nous avons réalisé deux phases de récolte de données dans un CHU : l’analyse de la gestion quotidienne de trois pôles et de deux projets de pôle. Notre étude de cas a permis de mettre en évidence que l’hôpital n’est pas devenu une structure divisionnalisée mais qu’il est en transition, dans une configuration structurelle hybride. Les pôles ont eu tendance à augmenter l’anarchie organisée et le slack organisationnel pour l’heure. Notamment à cause de l’influence du contexte économique, l’absence de contrats de pôle, le problème de formation des agents et une opposition constante entre gestionnaires et médicaux. Les pôles se présentent comme de nouvelles unités qui ont rendu plus complexe l’organisation interne. Cependant, l’arrivée des pôles s’est accompagnée d’une redistribution des rôles, de nouveaux outils de gestion et de nouveaux processus de gestion. Ainsi, le changement de configuration structurelle a impacté le processus de décision de l’hôpital, en modifiant les pratiques et les cadres de ces processus de décision. / Since the 1990s, the New Public Management has transformed the public hospital, we talk about a turning management. The emergence of medical activity centers in 2005, consists of a new hospital governance. We sought to understand how the poles of medical activity are changing decision-making processes? We have chosen to mobilize the concept of structural configuration (Mintzberg, 1982) and the theory of organized anarchy (Cohen, March and Olsen, 1972). The question now is whether the change in structural configuration will increase or reduce organized anarchy? To answer this question, we conducted two data collection phases in a CHU: the analysis of the daily management of three clusters and two cluster projects. Our case study revealed that the hospital has not become a divisionalized structure but is in transition, in a hybrid structural configuration. The poles tended to increase organized anarchy and organizational slack for the time being. Notably because of the influence of the economic context, the absence of pole contracts, the problem of training agents and a constant opposition between managers and medical staff. The poles are new units that have made the internal organization more complex. However, the arrival of the clusters has been accompanied by a redistribution of roles, new management tools and new management processes. Thus, the change in structural configuration has impacted the hospital's decision-making process by changing the practices and frameworks of these decision-making processes.

Pontos de divergência: Supremo Tribunal Federal e comportamento judicial / Points of dissensus: Supreme Federal Court and judicial behavior

O Supremo Tribunal Federal (STF) é uma das instituições mais importantes do país, e tem recebido cada vez mais atenção da sociedade brasileira. Ano a ano, a corte é acionada para julgar dezenas de milhares de casos, muitos deles com impacto direto na vida econômica, política e social do país. Investigar quais são os fatores que influenciam o comportamento dos ministros do STF é fundamental para compreendermos o processo de tomada de decisões do Tribunal. Apesar de existirem estudos importantes sobre o resultado das ações de controle de constitucionalidade, ainda existe espaço para estudar o comportamento individual dos ministros. O objetivo do presente trabalho é analisar o comportamento individual dos ministros do STF, utilizando-se as votações dos ministros frente às ações de controle de constitucionalidade que foram decididas de forma colegiada. A proposta de trabalho é verificar como os ministros se agrupam e quais fatores influenciam sua divisão. Para isso, propomos a utilização do método de estimação de pontos ideias. Nossa hipótese primária de trabalho é que existe uma influência da indicação presidencial no comportamento dos ministros do Supremo Tribunal Federal. Dessa forma, haveria uma divisão da Corte entre os ministros nomeados por diferentes partidos. A hipótese secundária seria que as trajetórias profissionais dos ministros também influenciam em sua forma de decidir, sendo possível, portanto, identificar divisões entre os ministros a partir desta variável. Os resultados do presente trabalho indicam que variáveis associadas aos modelos atitudinais do comportamento judicial, partidos dos presidentes que indicaram os ministros, ideologia e filosofia judicial dos ministros, são variáveis mais relevantes para explicar as agrupamentos e dissensos no STF do que as que dizem respeito as trajetórias profissionais dos juízes. / The Supremo Tribunal Federal - STF (Federal Supreme Court) is one of the most relevant institutions in Brazil, and it has increasingly gained attention from Brazilian society. Year after year, the Court is demanded to rule thousands of cases, a lot of them with direct impact in the countrys economic political and social life. To investigate which factors influence the Justices behavior is paramount to understand the decision-making process of the Court. The goal of this work is to analyze the Justices individual behavior, by looking at the Justices individual vote in Constitutional Review cases that were decided in collegiate manner. This dissertation verifies how the Justices cluster themselves and which factors influence their division. For that, we employ the ideal point estimation method. Our primary hypothesis states that the presidential nomination exerts influence in the Justices behavior. In this way, it would be possible to identify a division in the Court among Justices nominated by different parties. Our secondary hypothesis states that the Justices professional background also exerts influence in how they decide, therefore making possible to identify divisions among Justices by taking this variable as a dividing line. The results of the present work indicate that the variables associated with the attitudinal models of judicial behavior, presidential party responsible for Justice nomination, ideology and Justices judicial philosophy are more relevant variables to explain the clusters and dissensus in STF than variables linked to magistrates professional background.

Bakgrund: Det har länge forskats kring beslutsfattande och i centrum av forskningen finns människans oförmåga att fatta rationella beslut. I modern tid har AI fått en allt större betydelse och det har uppdagats att AI har möjligheten att överkomma människans oförmåga att fatta rationella beslut. I takt med digitaliseringen har AI och dess förmåga att hantera stora mängder information blivit ett användbart verktyg på investeringsmarknaden. De AI-styrda fonderna öppnar för ännu ett investeringsalternativ och det råder i dagsläget brist på förståelse för hur investerares beslut om att inkludera dessa fonder i sitt sparande påverkas av beteendemässiga faktorer. Syfte: Syftet med uppsatsen är att skapa förståelse för hur ett beslut om att investera i AI-styrda fonder påverkas av investerares beteendemässiga faktorer och den AI-styrda fondens egenskaper. Genomförande: Uppsatsen är en kvalitativ små-N-studie med ett hermeneutiskt perspektiv. Det empiriska materialet har samlats in genom ett bekvämlighets- och ett målstyrt urval. Sammanlagt 18 semi-strukturerade intervjuer har genomförts. Slutsats: Uppsatsen skapar förståelse för hur ett beslut om att investera i AI-styrda fonder påverkas av investerares beteendemässiga faktorer och den AI-styrda fondens egenskaper. Investerares känslor för och associationer till AI påverkar den initiala inställningen och används för att utvärdera för- och nackdelar. Den kunskap och det intresse investerare har för sparande och investeringar påverkar till vilken grad för- och nackdelar övervägs. De med högre respektive lägre kunskap ser olika värden i den AI-styrda fondens egenskaper. Beroende på dessa beteendemässiga faktorer ställer sig investerare olika till huruvida rationalitet eller intuition efterfrågas vid investeringsbeslut. / Background: Decision making has been researched for a long time and in the center of the research is the human inability to make rational decisions. In modern time, AI has become increasingly important and it has been discovered that AI has the opportunity to overcome the human inability to make rational decisions. In line with digitalization, AI and its ability to managed large amount of information has become a useful tool on the investment market. The AI-managed funds open for yet another investment alternative and there is currently a lack of understanding of how investors’ decision to include these funds in their savings are influenced by behavioral factors. Purpose: The purpose of this study is to create an understanding of how a decision to invest in AI-managed funds is affected by investors’ behavioral factors and attributes of the AI-managed fund. Completion: This study is a qualitative small-N-study with a hermeneutic perspective. The empirical data has been gathered through a target and a convenience sample. A total of 18 semi structured interviews have been conducted. Conclusion: The study contributes to an increased understanding of how different factors in the investor and how the attributes of the AI-managed fund affect the investor's decision. Investors' feelings for and associations with AI affect the initial attitude and are used to evaluate the pros and cons. The extent to which the advantages and disadvantages of the alternatives are considered is largely determined by the knowledge and interest the investors have for savings and investments, which results in those with higher and lower knowledge seeing different values in the attributes of the AI-managed fund. Depending on these factors, investors differ as to whether rationality or intuition is required in investment decisions.

A study of business ethical practices in Australian organisations: a multiple case study

In view of the latest corporate collapses globally, the purpose of this thesis is an attempt to investigate and to theorise how managers make decisions when faced with an ethical dilemma.Philosophers over the years have proposed different moral theories. For example, Kantian’s Categorical Imperative (O’Neil 2001, Peters, 1971) suggests that there are laws that should apply universally. However, its principles are too abstract to guide action, in that it does not provide a detailed set of instructions for following them. Others such as Baier, (2001) suggest that people behave to satisfy their own self-interest. The literature review shows that there is no consensus to define what constitutes ethical behaviour. Kohlberg (1981) divides childhood moral development into six stages. He theorises that greater moral development will be related to the highest social responsibility of an individual. Lagon (2000), Seabright and Moberg (1998), Logsdon and Yuthas (1997) extrapolate Kohlberg’s model to incorporate into organisational and individual moral development.Based on the literature review, research questions were developed. The research methodology is qualitative, based on the realism paradigm using a case research design (Yin 1994). Face to face interviews were conducted with fourteen participants using critical incidents and the findings were triangulated using a semi-structured focus group.The research data analysis is based on grounded theory proposed by Glaser and Strauss (1967). The findings confirm that there is no single theory or approach to business ethics. The findings indicate that a person’s ethical behaviour changes when his/her self-interest is affected. Whilst participants believed that business and ethics can be reconciled, most agreed that they can only be reconciled if the individual’s interest or business profit is not affected. Based on the findings, a new model is proposed in an attempt to theorise an individual’s business ethical behaviour and his/her ethical decision making process.This research also identifies important areas that require further research. These are:• Conflicts between personal values and business values• Should ethics be taught? And if so how?• Should an ethical programme be developed and incorporated in a company’s strategic plan?

These studies have identified parents, friends and peers, television, role models, and different virtual communities as socialization agents. However, there is still no understanding of how the socialization agents are integrated in the decision-making process. The purpose is therefore to identify how the child-consumers are influenced by different sources in their decision-making process, and recognise the socialization agents’ interaction as influencers. The authors have found that there is a continuous interaction between the socialization agents in the decision-making process. The socialization agents, such as parents, siblings, friends and peers, television, role models and virtual communities, separately influence the adolescents in the purchasing process, however, the adolescents do not only take into consideration the opinion of one socialization agent but rather they use all of them. The authors have also found that the socialization agents act as support systems to other socialization agents, this in both influence and credibility.

Syftet med studien är att klargöra om nyckelhålsmärkningen har betydelse för konsumentens uppfattning och val av produkt, samt belysa förekomsten av källkritiskt tänkande kring nyckelhålsmärkningen. Som metod tillämpades intervjuer på 50 respondenter. Studien indikerar att nyckelhålsmärkningen har en inverkan på både val av produkt samt den generella uppfattningen om hur hälsosam en produkt är. Studien visar även på en slående avsaknad av källkritik då konsumenter utvärderar nyckelhålsprodukter. / The purpose with this study is to illustrate if the keyhole-symbol of food products has an impact on consumers view on, and choice of food product. This study will also illuminate if the consumers reasoning is critical of the sources. Fifty interviews were applied. The study shows that the keywhole-symbole has a positive influence on respondent's perception of healthiness and on likelihood to buy the product. The study also shows striking results int the absence of critical thinking about the sources.
