Documentary Photography as a Tool of Social Change: reading a shifting paradigm in the representation of HIV/AIDS in Gideon Mendel's photography

Gideon Mendel’s ongoing photographic work documenting HIV/ AIDS, first started in 1993, has seen shifts not only in production but also in the author’s representation of his subjects. This paper looks at three texts of Mendel’s work, taken from three different stages of Mendel’s career and reads the shifting paradigm taking Mendel from photojournalist to activist armed with documentary photography as a tool of social change. This thesis explores how different positionings as an author and different representations of the subjects, living and dying, with HIV/AIDS influences meaning-making, and what that means for documentary photography as a tool of social change.

An evaluation of the success of the South African government's communication and information system in disseminating information to citizens

The constitution of the Republic of South Africa has mandated government to keep in touch with the citizens, by regularly updating them on the services available for the improvement of their lives, and further to constantly report back on progress made in implementing government policies. In recent years, the country has been experiencing sporadic service delivery protests especially at the local sphere of government (municipal level). The aim of the study was therefore to examine the success of the communication and information system of the South African government in disseminating information to citizens. The area of the study was the Province of Mpumalanga which is one (1) of the nine (9) provinces constituting the Republic of South Africa. For the study, quantitative research method in the form of a survey was adopted, the hypothesis tested and the findings generalised. In creating a sample frame for the study, both probability and non-probability sampling techniques were adopted. The type of data collection instrument adopted was a structured questionnaire. Single-stage cluster sampling was adopted for heads of government communication whereas judgemental or purposive sampling technique was adopted for citizens. Data was analysed utilising data tabulation, descriptives, and data disaggregation quantitative data analysis procedures. The key findings of the study, amongst others, are: (a) That the current communication and information system being utilised by the South African government has an impact (it has improved communication with citizens); (b) That the citizens prefer government to communicate with them in their own indigenous languages (communicating in all eleven (11) official languages); (c) That the citizens prefer face-to-face communication; (d) That citizens would like to receive government messages via social media (given its immediacy and interactivity); and (e) That the low status of the communication function at the local government level denies communicators access to information to be communicated. Amongst others, the study recommends that (1) communication should be recognised as a strategic management function in all spheres of government; (2) the use of radio as the primary channel of information should be strengthened; (3) face-to-face communication with citizens should be strengthened; (4) information dissemination should be done in all eleven (11) official languages, including in Braille and sign-language; (5) social media and SMS notification should be included in the government communication policy as one of its official information dissemination channels. / Communication Science / M.A. (Communication)

The North-West University (NWU) is an example of an organization that has a social responsibity towards the community and the environment within which it finds itself (Van Schalkwyk, 2013). One of the social responsibility programmes of the NWU-Pukke is known as the Students’ Rag Community Service (SRCS). The SRCS is a registered NPO (non-profit organization) which is run by the students of the NWU Potchefstroom Campus and which has been in existence since 1992 in its present form. In this study it is argued that the SRCS developmental projects could be offered in a more effective and sustainable manner by implementing the basic principles of the participatory approach, viz. Participation, dialogue, empowerment and cultural identity in order to support the local communities in their developmental processes. For the present study the focus was solely on one of the SRCS projects, the Pick a leader-leadership development project. This project has the aim of providing in the developmental needs of ten to fifteen Grade 11 learners in three schools in the North West Province (Potchefstrom and the surrounding communities in Ikageng). Thus project participants (learners) are instructed in basic skills about starting their own businesses (entrepreneurship); how to develop their leadership skills and to apply these skills, and how to be able to use basic life skills in their everyday lives. Various theoreticians have explained how NPO’s without participatory communication are seldom successful in terms of developmental initiatives. The learners can only develop if the relevant roleplayers of the project take ownership of the project by also being able to communicate in a participatory manner about their specific needs with both the NPO and the project volunteers. The NWU-Pukke volunteers, who manage this particular project, therefore have the responsibility to communicate in a participatory manner with the relevant learners, their teachers and then also the different principals to make the project succeed and to contribute to the realization of the developmental needs of the learners. The general research aim of the study had been to determine the nature of the communication among interest groups in the Pick a leader-leadership development programme of the SRCS. Qualitiative research methods, viz. Semi-structured interviews, focus group interviews and participant observation, were used in this study for purposes of making making a thorough investigation into the nature of the communication among those involved in the Pick a leader leadership development programme. The purpose of this was to determine perspectives about the project held by the persons involved (but especially those of the learners) and to interpret these in line with the normative theoretical principles of the participatory approach to developmental communication. A theoretical sociocultural assessment instrument for health communication campaigns

Text in English / Health Communication Campaigns are one of the strategies used in facing the challenges of the spread and effects of the HIV/AIDS epidemic, which is not only a health issue but also has sociocultural implications and consequences. Although there are some models and research tools available to guide the planning, designing, implementing, monitoring and evaluation of health communication campaigns, the premise of the study was on two assumptions. First, most available models that guide the planning and execution of HIV/AIDS communication campaigns do not sufficiently highlight sociocultural variables; and second, since most available models do not sufficiently emphasise sociocultural variables, the design of the instruments for the assessment of the campaigns are not sufficiently geared towards identifying and assessing sociocultural variables of the campaigns. In light of these assumptions, the study was undertaken for three reasons. Firstly, to construct a sociocultural health communication campaign conceptual model that incorporates and highlights sociocultural variables to guide the planning and implementation of health communication campaigns; particularly HIV/AIDS communication campaigns. Secondly to develop an assessment instrument for assessing the presence or absence of sociocultural variables in the planning and implementation of health communication campaigns. Thirdly to test the theoretical sociocultural assessment instrument developed in the study in an HIV/AIDS communication campaign of the Ekurhuleni Metropolitan Municipality’s HIV/AIDS Unit. The results indicated that the instrument is a functional sociocultural assessment tool that can be used to determine three main aspects. Firstly, whether or not and at what level there is/or was active involvement and participation of the target audience in the communication campaigns process. Secondly, whether or not and at what level in the planning and execution of a campaign, the sociocultural context was taken into consideration and the relevant elements of such context incorporated in the campaign process. Thirdly, whether or not and at what level relevant theories/models underpinned the whole process of the health communication campaigns in the planning, designing, implementation, monitoring and evaluation stages. The sociocultural assessment instrument, therefore, is not meant for assessing the effectiveness of health communication campaigns per se. It is rather meant for use to ascertain the presence or absence of those three aspects on the assumption that if they are taking care of in the planning and implementation of such campaigns, the probability is that the campaigns would be more socioculturally appropriate. The implications of this study are that for health communication campaigns to be socioculturally appropriate, they display continuous community interactivity and participative (ensuring mutual relationship between campaign planners and target audience) in their planning, implementation and evaluation/assessment; making the whole campaign process strategic and integrative – their management should be strategic, implementation creative and monitoring and evaluation continuous. / Communication Science / D. Participatory development communication in Ethiopia : a local development organization in focus

This research explores the perception and practice of participatory communication for development. To this end, the study focuses on a leading local Non-Governmental Organisation (NGO) named Organisation for Rehabilitation and Development in Amhara (ORDA), Ethiopia. This qualitative case study was based on the participatory development communication model which has been assumed to bring about sustainable socio-economic change of a country (Melkote & Steeves, 2001; Mefalopulos, 2008; Servaes, 2008). The data were collected using in-depth interviews, Focus Group Discussion (FGD), document analysis and field observation. The collected data were organised and analysed in the form of content and thematic analysis. The results revealed economic oriented and top down approach to development communication as the dominant conceptions, and majority of the research participants perceived the concept ‘participation’ as mere contributions of labour and materials which are not real participation, but co-option. Only a few of the management members of ORDA conceptualized the idea of ‘participation’ as an empowerment process in which the organisation’s official document is also stated. Besides, the results showed no genuine participation of the local community in ORDA’s development process. Generally, these results could lead us to conclude that participatory communication was the missing link in the development process. That is, communication was perceived as a transmission of development information and an image building activity, not a process of empowerment. The major communications practices of ORDA were also best described as one-way top down which could reveal the legacy of modernisation and dependency theories of the development literature. The study further indicated pressing factors such as individual, organisational and environmental related affecting the implementation of ORDA’s participatory development communication. The results of study further indicated that participatory development communication was not used a means of liberation from the chain of poverty, dependency syndrome and other underdevelopment problems which deeply persist in the region. Based on the findings, the study commends the mainstreaming of participatory development communication both at the perceptual and practical level for achieving sustainable development in rural Amhara region, Ethiopia. / D. Practical guidelines for participatory communication when promoting electricity customers' involvement during an electricity tariffs review process

Abstracts in English, Southern Sotho and Afrikaans / The purpose of the study was to explore and describe the perceptions of electricity stakeholders (referred to for the purposes of the study as electricity customers) regarding their communication with Lesotho Electricity and Water Authority (LEWA) during electricity tariff reviews in 2016 and 2017. LEWA is the electricity regulator, while Lesotho Electricity Company (LEC) is the national power distributor in Lesotho. The electricity customers participated in the review process. The study was framed within development communication, with particular focus on its derivative, participatory communication. The principles of stakeholder theory were also considered. The study combined both quantitative and qualitative research approaches for data collection. The findings of the study were triangulated using an online self-administered questionnaire, a focus group moderator’s guide and a qualitative document analysis. The results were interpreted in line with the proposed practical guidelines. The finding of the study is that although LEWA endeavoured to collaborate with electricity customers during electricity tariff review processes, its implementation of participatory communication was inadequate. Furthermore, electricity customers have not yet fully embraced the importance of participating in electricity tariff review processes, because they perceive such endeavours not to be useful.
