Long term preservation of textual information in the AEC sector

As we are living in a vast changing technological era, the hardware and software required to read electronic documents continue to evolve, and the technology may be so different in the near future that it may not work on older documents. Preserving information over long term is already known as a problem. This research investigates the potential of using XML in improving long term preservation of textual information resulting from AEC (Architectural, Engineering and Construction) projects. It identifies and analyses the issues involved in the subject of handling information over a long period of time in this sector and maps out a strategy to solve those issues. The main focus is not the centralized preservation of documents, but rather the preservation of segments of information scattered between different decision makers in the AEC. In the end a methodology for exchanging information between different decision makers, collecting related information from different decision makers, and preserving such information in the AEC sector for long term purposes that is based on the use of XML will be presented. / Master of Science (Hons)

21ST CENTURY PRESERVATION CHALLENGES FOR LAW LIBRARIES

This study examines the preservation practices of academic law libraries and argues that the survey results illustrate the growing gap between current preservation practices and new technology. The introduction to the study discusses challenges for libraries and cultural institutions in the digital age. In the second section, the paper analyzes U.S. copyright law and the effect of recent amendments on library preservation activities. The third section reports the results of a preservation practices survey. In the fourth section, the paper explores options for future law library preservation including institutional repositories and collaborative preservation efforts. The paper concludes that a new approach to scholarship and preservation is necessary to ensure that future generations have access to historically important legal literature.

The aim of this two year master thesis is to analyze how digital preservation is presented as a problem in the Swedish national strategy for the digitization and digital preservation of the Swedish cultural heritage. In order to study which assumptions about digital preservation exists within the strategy I apply the discourse oriented methodological tools presented by Carol Lee Bacchi, which focuses on discerning what problem or, rather, representation of a problem exists within a specific policy. This study is a post-structuralist discourse analysis. The main focus of the study is on what assumptions and prerequisites the dominating representation of the problem is based upon and how the representation has evolved. The main material of the study consists of public investigations conducted by the Swedish state, governmental propositions and replies as well as other public documents upon which Bacci's methodological tools are applied. Results show that digital preservation is primarily interpreted as a financial problem as the national strategy and its surrounding documents stress the need of cost-efficient solutions. The discourse of cost-efficiency is based upon instrumental political ideals, and results show that there is a specific kind of terminology within the documents which strengthens the dominance of this discourse. The consequence of the dominating representation of the problem as being of a financial kind marginalizes other vital aspects of digital preservation.

The aim of this study has been to create a future scenario of what archiving might look like in the future. The main theory used in the study comes from future studies, but also a theory about the social impact of technology on work were used. The questions that were analysed were about the tasks of the archivist, the appearance of the archival institution, collaboration with other LAM institutions, knowledge requirements for the archivist and the amount of archivist positions. The method used in the study was scenario writing, which derives from future studies. The source material consisted among other things of regulations and laws related to archiving together with some archival manuals. The tasks of the future archivist will probably consist of the same tasks as those of present archivists who work with digital archiving, even though archivists probably forever also will have to work a little with paper records. The future archival institution will probably retain its paper records and keep its digital records on digital storage media. The digital records will probably be accessed on the Internet. The cooperation between archives, libraries and museums will probably be more developed in the future, even though they won't grow together totally. Archival education in the future will probably consist of two year master's programs. There are not much suggesting that the amount of archival jobs would decline in the future. Advocating electronic records: archival and records management promotion of new approaches to long-term digital preservation

For over forty years, archivists and records managers have developed and advocated numerous theories and methodologies for the preservation of authentic and reliable organizational digital records. Many different tools, standards, and guidelines have been created to enhance and safeguard the content and context of digital records across multiple migrations. In addition, several archives have been able to create and sustain full-scale digital preservation programs. However, in spite of these successes, most archives and records management programs are not yet capable of preserving digital records indefinitely. Long-term archival digital preservation advocacy is defined as efforts undertaken by archivists and records managers to convince others, inside and outside their professions, to support the concepts, methodologies, and resources necessary to implement long-term digital preservation. Advocacy as a political- and policy-focused activity to convince a targeted audience to act is distinguished from archival “public programming” that is centered around outreach, publicity, exhibitions, and reference services. Advocacy for long-term digital preservation has not been widely successful, as evidenced by the relative small number of fully supported and fully functional archival digital preservation programs. As a result, the potential for a “dark age” characterized over the long term by a dearth of surviving, readable, and contextualized digital records is very real. This thesis explores why advocacy efforts have created only limited success, as well as what might be done to improve this situation. It rethinks long-term digital preservation as an issue of advocacy and will, as well as one of technology, strategy, or theory. Chapter One opens the thesis with a brief discussion of computers and digital records, placing advocacy efforts within a historical and technological context. Chapter Two presents an intellectual history of long-term digital records preservation advocacy literature and practice, demonstrating how advocacy “messages” have been formulated, disseminated, and “sold.” It also illustrates the multitude of informational resources and technological “solutions” that are now available to assist archivists and records managers in undertaking long-term digital preservation activities. Chapter Three tests the resonance of advocacy efforts through a series of surveys which I conducted with archivists and records managers from a variety of government, corporate, educational, and other institutions, as well as follow-up interviews with Manitoba-based records professionals. Survey questions were developed based on my examination of long-term digital preservation advocacy literature in Chapter Two, while interview questions were based on the responses of survey participants. Chapter Four concludes the thesis with a series of recommendations on improving long-term digital preservation advocacy. It argues for archivists and records managers to increase their personal commitment to long-term digital preservation, which includes having the will to embrace change and get started. Identificação tipológica de processos judiciais: um caso de cultura de sigilo versus cultura de acesso / Identification typological of prosecution: a case of culture of secrecy versus access culture

Since the enactment of the Federal Law No. 11,419 of December 19, 2006, the Brazilian Courts, within each branch of justice, began scanning physical processes becoming digitized and those born-digital processes. In this context, problems of all kinds can arise in complex mission involving the electronic judicial process. Thus, it is necessary the implementation of procedures, methods and techniques to resolve such issues. Seeks, in this research, discuss the typological identification in the context of electronic lawsuits. Therefore, there was the identification of document types, using as a basic parameter produced the court process, received and accumulated by the Judicial Automation System (SAJ), developed by the Company Softplan / POLIGRAPH for the automation of the Brazilian Justice. Presents through the literature review, the issues facing the archival document, diplomatic, document type, chain of custody, normative acts issued by the CNJ and current legislation, which substantiated the best practices of computerization. Equally and aim to base the research were also discussed references concerning the concepts of culture, heritage and memory associated with documentary heritage archival and archival theory and methodology subsidy. The research is of applied nature, with a descriptive qualitative approach. The study is exploratory, analytical and descriptive and literature search. It was identified in the analysis and discussion of the results non-compliance with all safety requirements aimed at automation systems for the Brazilian judiciary and urgency in the implementation of the list of requirements recommended by the Model Requirements for Systems Computerized Processes and Document Management the Brazilian Judiciary (MoReq-Jus). Finally, there was the identification of document types aiming to discuss the culture of secrecy versus access culture. That said, there was the need to perform the analysis of the set of documents aimed at normalizing the typological identification and procedures for the management, preservation and continuous access to digital archival documents - electronic lawsuits - the Amazonas State Court / A partir da promulgação da Lei Federal nº 11.419 de 19 de dezembro de 2006, os Tribunais Brasileiros, no âmbito de cada ramo da justiça, iniciaram a digitalização de processos físicos transformando-se em digitalizados e os aqueles processos nato-digitais. Nesse contexto, problemas de toda a ordem podem surgir na complexa missão que envolve o processo judicial eletrônico. Assim, faz-se necessário a implementação de procedimentos, métodos e técnicas para resolver tais questões. Busca-se, nesta pesquisa, debater a identificação tipológica no contexto dos processos judiciais eletrônico. Para tanto, realizou-se a identificação de tipos documentais, utilizando-se como parâmetro basilar os autos processuais produzidos, recebidos e acumulamos pelo Sistema de Automação Judicial (SAJ), desenvolvido pela Empresa SOFTPLAN/POLIGRAPH, para a automação da Justiça Brasileira. Apresenta, por meio da revisão de literatura, as temáticas voltadas ao documento de arquivo, diplomática, tipologia documental, cadeia de custódia, atos normativos emanados pelo CNJ e legislações vigentes, as quais consubstanciaram as praxes de informatização. De igual forma e objetivando embasar a pesquisa foram, também, abordados referenciais concernentes aos conceitos de cultura, patrimônio e memória associados ao patrimônio documental arquivístico e a teoria arquivística como subsídio metodológico. A pesquisa é de natureza aplicada, com uma abordagem qualitativa descritiva. O estudo tem caráter exploratório, analítico e descritivo e pesquisa na literatura. Identificou-se na análise e discussão dos resultados o não cumprimento de todos os requisitos de segurança voltados a sistemas de automação para o Judiciário Brasileiro e a premência na implementação do rol de requisitos preconizados pelo Modelo de Requisitos para Sistemas Informatizados de Gestão de Processos e Documentos do Judiciário brasileiro (Moreq-Jus). Por fim, realizou-se a identificação de tipos documentais objetivando debater a cultura de sigilo versus cultura de acesso. Isto posto, constatou-se a necessidade de se realizar a análise do conjunto documental visando normalizar a identificação tipológica e os procedimentos para a gestão, preservação e acesso contínuo aos documentos arquivísticos digitais – processos judiciais eletrônicos – do Tribunal de Justiça do Estado do Amazonas.

PRESERVAÇÃO DIGITAL: UM SUBSÍDIO PARA O CENTRO DE ARTES E LETRAS DA UFSM / DIGITAL PRESERVATION: A SUBSIDY FOR THE CENTER FOR ARTS AND LETTERS UFSM

This work aims to verify the application of digital preservation strategies in the documents produced and/or received in the Department of Education s Center for Arts and Letters from the Federal University of Santa Maria. Thus, the study was based on the query works, articles and related material on the subject of study. We also applied the technique of observation with the aid of a script, which was applied in all departments of the Center for Teaching Arts and Letters and the translation of data and information resulting from studies produced data sheets and graphs. From the analysis of surveys, reports and this observation, we have reached conclusions. One is that digital preservation is a constant risk control, in which the recognition that losses are inevitable develops the relevance of the ways to avoid them. Moreover, there is a consensus on the best strategies and methodologies to be employed in a digital preservation plan, since no measure is capable of meeting all requirements of all digital documents. However, the more the management of electronic documents is as standards, the more likely the sustainability of digital heritage. Although the knowledge and experience that exist today are not able to guarantee the durability of needed. These findings have allowed, at the end of the work, a handbook with recommendations for preservation of digital documents. It is expected therefore that the results obtained in the study can be considered as a reference for both the UFSM, and for other institutions who are interested in this work. / Este trabalho tem por objetivo verificar a aplicação de estratégias de preservação digital nos documentos produzidos e/ou recebidos nos Departamentos de Ensino do Centro de Artes e Letras da Universidade Federal de Santa Maria. Para tanto, o trabalho foi baseado na consulta de obras, artigos e materiais afins sobre o tema de estudo. Também foi realizada a técnica de observação com o auxílio de um roteiro, o qual foi aplicado em todos os Departamentos de Ensino do Centro de Artes e Letras e a tradução dos dados e informações resultantes dos estudos originaram planilhas de dados e gráficos. A partir da análise dos levantamentos, dos relatórios e dessa observação direta, chegou-se a conclusões. Uma delas é que a preservação digital é um constante controle de riscos, no qual o reconhecimento de que perdas são inevitáveis desenvolve a relevância dos modos de evitá-las. Além disso, de que não existe consenso quanto às melhores estratégias e metodologias a serem empregadas num plano de preservação digital, pois nenhuma medida é capaz de atender todos os requisitos de todos os documentos digitais. No entanto, quanto mais a gestão de documentos eletrônicos estiver conforme padrões, maior probabilidade haverá da sustentabilidade do patrimônio digital. Embora o conhecimento e a experiência que existem hoje não sejam capazes de garantir a durabilidade dos documentos digitais, a adoção de planos de preservação digital, mesmo que básicos, se faz necessária. Essas constatações possibilitaram apresentar, ao final do trabalho, um manual com algumas recomendações para preservação de documentos digitais. Espera-se, portanto, que os resultados obtidos nesta pesquisa possam ser considerados como referencial, tanto para a UFSM, quanto para outras instituições que tenham interesse neste trabalho.
