Finding Power Within the Language : - a securitization study of operation EUNAVFOR MED

This research paper takes departure from the contradictions of understandings regarding the purpose of operation EUNAVFOR Med, which operates in the Mediterranean aiming at disrupting the business model of human smugglers. The alteration of opinions concerns the question(s) regarding, to what extent the operation should be considered a securitization, and if so, of what? Research has consequently been drawn from the Copenhagen’s School theory of securitization, looking deeper into the involvement of the main actors in the operation, the EU, the human smugglers and the migrants, in order to identify if this operation could indeed be considered a securitization act. By placing the main actors of the operation in the center of the theoretical framework this research has been able to identify how this operation can be understood from a securitization theory and also what has been securitized. The methodological approach is based upon Norman Fairclough’s critical discourse analysis, framing both the structure and the analytical apparatus of the research paper, enabling an even broader understanding of the case. The result showed that there are indeed indicators demonstrating that operation EUNAVFOR Med could be considered a successful securitization of human smugglers. Also, in line with this operation, there are several indicators that shows how the EU has managed to pull a securitization move of migration, arguing that the migrants has formed an ‘uncontrolled problem’ for the EU.

Logistik vid en svensk expeditionär fartygsinsats : En studie av ML01/02 och ME01 med hjälp av de amerikanska principerna för logistik / Logistics at a Swedish expeditionary vessel opereration : A study of ML01/02 and ME01 with help of the American principles of logistics

Under senare år har svenska marina enheter deltagit i expeditionära insatser vilket ställer större krav på en fungerande logistik. Uppsatsen handlar om huruvida de amerikanska principerna för logistik är applicerbara på svensk marin logistik. Syftet med uppsatsen är att analysera marin logistik vid en svensk expeditionär fartygsinsats, samt att studera om logistiken under de marina insatserna i Libanon och Adenviken överensstämde med teorin om marin logistik. En deduktiv metod har används i uppsatsen där de sju amerikanska principerna har fungerat som teori och analysverktyg avseende logistiken vid svenska korvettinsatser. Fallstudierna baseras på rapporter och artiklar vilka behandlar två olika korvettinsatser. Den första insatsen är det svenska deltagandet i UNIFIL och den andra är EUNAVFOR:s Operation Atalanta. Resultatet visar att nästan samtliga principer går att identifiera i båda insatserna. Det fanns också många likheter mellan insatsernas logistikorganisation. En stor skillnad mellan de två insatserna är korvetternas tid i operationsområdet. Här drar författaren en slutsats att detta beror på hur man nyttjar ett stödfartyg. / In recent years, Swedish Naval units have participated in expeditionary operations which put great demands on functioning logistics. The study is about whether the American principles of logistics are applicable on Swedish logistics. The purpose of this study is to analyze Naval logistics at a Swedish expeditionary vessel operation, and to study if the logistics during the Naval operations in Lebanon and the Gulf of Aden were consistent with the theory of Naval logistics. A deductive method has been used in this study where the seven American principles have served as a theory and analysis regarding the logistics of the Swedish corvette operation. The case studies are based on reports and articles about two different corvette operations. The first was operation was the Swedish participation in UNIFIL and the other was EUNAVFOR’s Operation Atalanta. The Results show that almost all principles can be identified in both operations. There were also similarities between the operations organization of logistics. A major difference between the two operations was the time in the area of operation of the corvettes. Here the author draws a conclusion that this depends on how you utilize a support vessel.

Internationell operation - Nationellt intresse

Kalla krigets slut innebar helt förändrade säkerhetspolitiska förutsättningar för de flesta stater. Då var världen uppdelad i två tydliga block med två styrande supermakter i ständig dragkamp medan vi idag har en annan verklighet med många olika allianser och asymmetriska hot av olika slag. Denna säkerhetspoltiska omdaning har också påverkat det vetenskapliga studiet av internationella relationer och framförallt under 90-talet deklarerade flera forskare det liberala perspektivets seger över realismen.  Denna uppsats är en fallstudie som tittar närmare på Europeiska unionens första marina insats, EUNAVFOR - Operation Atalanta och särskilt på Sveriges deltagande i den samma. Syftet är att söka efter de motiv som läggs fram för insatsen i såväl FNs resolutioner som EUs och Sveriges riksdags beslut för att sedan analysera dessa utifrån de två grundläggande vetenskapliga perspektiven inom internationella relationer.  Studien visar att sanningen ligger någonstans mitt emellan dessa två motsatta perspektiv. Båda förhållningsätten innebär ett antal antaganden och förenklingar vilka leder till blinda fläckar i studien och först när man ställer dem emot varandra framkommer helheten. Sveriges deltagande i operation Atalanta kan alltså förklaras av både strikt nationella motiv och av ett delat ansvar inom världssamfundet. / The end of the Cold War meant fundamentally changed conditions for policymaking in security matters for most states. Before, the world was divided between two blocks with two ruling superpowers in a constant tug-of-war, whiles we today have another reality with many different alliances and asymmetric threats of different kinds. This security transformation have also affected the academic study of international relations and in particular during the 90th many scholars declared the victory of the liberal perspective over realism. This thesis is a case study of the European Unions first naval operation, EUNAVFOR – Operation Atalanta and in particular the Swedish participation in this operation. The purpose of the study is to look for the motives in the decisions on different levels, from the UN security council, to the EU council and the Swedish parliament, and to analyze those motives according to the to major perspectives in IR-studies.  The thesis show that truth lies somewhere in between this two opposing perspectives. Both viewpoints result in a number of assumptions and simplifications that lead to blind spots in the study. Not until the two perspectives are compared with each other the whole picture will emerge. Sweden’s participation in operation Atalanta can be explained both with strictly national motives and with a concept of shared responsibility within the international community.
