Krigföringens grundprinciper i nutida marina insatser

<p>Uppsatsen tar sitt avstamp i ämnet krigsvetenskap och den förändring av försvarsmaktens verksamhet som de kombinerade uppgifterna, insatsförsvar och fredsbevarande insatser har skapat. Den del av krigsvetenskapen som uppsatsen riktas mot är krigföringens grundprinciper och tillämpningen av densamma inom de nya ramar som försvarsmakten agerar inom.</p><p>Syftet med uppsatsen är att undersöka huruvida en skillnad mellan teori och praktik har uppstått gällande krigföringens grundprinciper. Genom att avgränsa området till taktisk och operativ nivå, de grundprinciper som finns i den svenska marina doktrinen och det svenska ytstridsvapnet, görs en problemformulering och uppsatsens frågeställning definieras till:<em> </em></p><p><em>Vilka skillnader kan utrönas mellan den teoretiska innebörden av krigföringens grundprinciper och den tolkning av dessa som görs inom dagens svenska ytstridsvapen?</em></p><p>En kvalitativ metod, där litteraturstudier och intervjuer används som forskningstekniker, fastställs som lämplig metod för uppsatsen. Därefter diskuteras validitet och generaliserbarhet samt källorna ur en kritisk synvinkel. Följande kapitel förklarar den teori som krigföringens grundprinciper innefattar. Grundprinciperna; sätt upp ett mål och håll fast vid det, god anda, offensivt handlande, säkerhet, överraskning, samordning, kraftsamling, stridsekonomi, taktikanpassning och lämplig organisation avhandlas separat för att skapa den teoretiska grunden. Därefter exemplifieras grundprinciperna och den insamlade empirin sammanställs. Slutligen diskuteras uppkommen problematik för varje princip. Till sist sammanställs de slutsatser som komparationen mellan teori och empiri har lett till. Fem av tio grundprinciper visade sig ha en skillnad mellan teori och praktik på olika vis. Slutligen föreslås vidare studier på ämnet som helhet och på de särskiljande fem i synnerhet.</p> / <p>This essay starts out in the problems that have risen involving military science and modern warfare. The principles of war were selected as the topic of research and through a discussion the thesis question was set out to be:</p><p><em>Which differences can be found between the theoretical explanations of the principles of war and the application that is made within the Swedish surface warfare system today? </em></p><p> Limitations were set to be the Swedish surface warfare system, peacekeeping operations, and the operational and tactical levels of warfare. Since academics argue which the “real” principles of war are, this essay defined them as the ones found in the Swedish Maritime Operational Doctrine. These principles are: define an objective and stand true to it, good morale, offensive action, security, surprise, organization, concentration of forces, economy of force, tactical adaptation and organisation.</p><p>Through a qualitative method, including the techniques interviews and literature studies, the essay formed a basis for theory and empirics. A critical discussion concerning sources, as well as the terms validity and generalisability, concluded the method chapter. The theory chapter presented the theoretical picture of the selected principles from the selected literature. Following chapter provided a historical example and the modern views of each principle.</p><p>Through a discussion, five of the ten principles were accepted as applicable today. The other five, define an objective and stand true to it, offensive action, concentration of force, surprise, and security were determined to differ, each in its own way, from theory. Hence, a further study upon the subject was suggested to investigate the same topic on alternate arena as well as a closer look upon the four differing principles.</p>

Logistik vid en svensk expeditionär fartygsinsats : En studie av ML01/02 och ME01 med hjälp av de amerikanska principerna för logistik / Logistics at a Swedish expeditionary vessel opereration : A study of ML01/02 and ME01 with help of the American principles of logistics

Under senare år har svenska marina enheter deltagit i expeditionära insatser vilket ställer större krav på en fungerande logistik. Uppsatsen handlar om huruvida de amerikanska principerna för logistik är applicerbara på svensk marin logistik. Syftet med uppsatsen är att analysera marin logistik vid en svensk expeditionär fartygsinsats, samt att studera om logistiken under de marina insatserna i Libanon och Adenviken överensstämde med teorin om marin logistik. En deduktiv metod har används i uppsatsen där de sju amerikanska principerna har fungerat som teori och analysverktyg avseende logistiken vid svenska korvettinsatser. Fallstudierna baseras på rapporter och artiklar vilka behandlar två olika korvettinsatser. Den första insatsen är det svenska deltagandet i UNIFIL och den andra är EUNAVFOR:s Operation Atalanta. Resultatet visar att nästan samtliga principer går att identifiera i båda insatserna. Det fanns också många likheter mellan insatsernas logistikorganisation. En stor skillnad mellan de två insatserna är korvetternas tid i operationsområdet. Här drar författaren en slutsats att detta beror på hur man nyttjar ett stödfartyg. / In recent years, Swedish Naval units have participated in expeditionary operations which put great demands on functioning logistics. The study is about whether the American principles of logistics are applicable on Swedish logistics. The purpose of this study is to analyze Naval logistics at a Swedish expeditionary vessel operation, and to study if the logistics during the Naval operations in Lebanon and the Gulf of Aden were consistent with the theory of Naval logistics. A deductive method has been used in this study where the seven American principles have served as a theory and analysis regarding the logistics of the Swedish corvette operation. The case studies are based on reports and articles about two different corvette operations. The first was operation was the Swedish participation in UNIFIL and the other was EUNAVFOR’s Operation Atalanta. The Results show that almost all principles can be identified in both operations. There were also similarities between the operations organization of logistics. A major difference between the two operations was the time in the area of operation of the corvettes. Here the author draws a conclusion that this depends on how you utilize a support vessel.

This thesis analyzes the European Neighbourhood Policy (ENP) towards Lebanon. The thesis looks into early European initiatives to demonstrate growing EU ambitions towards the Mediterranean region. Lebanon is examined with its specificities in historic context and EU&rsquo / s sending troops to UNIFIL army after the July 2006 war. As the 2004 enlargement brought the EU closer to Lebanon, and as the EU tends to play a growing international role, particularly in the Mediterranean region, the EU saw the Israeli attack on Lebanon as an opportunity to increase its engagement in Lebanon, thereby increasing its influence in the region. The thesis argues that the ENP is the newest foreign policy tool both to answer the concerns of EU in the Mediterranean region and to raise the EU&rsquo / s profile in the region.

'The Lebanese Way': Hybridization and Cultural Peacebuilding Through 'Interfaces and Interchanges' Across the Peacekeeper-Local Divide

United Nations (UN) peacekeeping operations are regularly evaluated and critiqued by both scholars and policy-makers, however this scrutiny is commonly restricted to program- and project-level effects. This neglects the unique impacts that emerge from the individuals who populate interventions and those they encounter in conflict-affected communities. The objective of this research is to place these individuals, and their actions and relationships, at the centre of analysis and investigate their impacts independent of, or distinct from, program-level effects. Through the case study of south Lebanon and the United Nations Interim Force in Lebanon (UNIFIL), this dissertation explores the social and physical spaces that connect peacekeepers and Lebanese individuals in the course of their everyday lives and actions. Through the theoretical lenses of cultural peacebuilding and hybridity, I conceptualize the meaning of these relationships to the individuals involved, to the UNIFIL mission, and to peace at a broader level. This political ethnography undertakes a complex, relational approach to understanding intervention impacts and effectiveness, thereby 'peopling' a UN peacekeeping operation. Based on original empirical data consisting of 82 ethno-biographical interviews with Lebanese individuals and UNIFIL veterans, alongside 14 months of participant and field observation, I argue that Lebanese people agentially transform superficial, formal encounters with peacekeepers into substantial, impactful relationships through the Lebanese culture of hospitality. In informal, private and local spaces and contexts, 'thick' identities are enacted and cultural exchange occurs, which transforms and hybridizes the knowledges and identities of both peacekeepers and Lebanese people. Through this process of hybridization, interlocutors emerge who facilitate the connections of others in their social networks and function as bridges across the international-local divide. This hybridization augments UNIFIL's access to local knowledge, which improves local support and operational effectiveness. Further, the relationships and connections between peacekeepers and Lebanese people contribute to the restoration or amelioration of Lebanese human identity needs, which are threatened by the conflict with Israel and the ways in which it intersects with intrastate tensions. This constitutes incremental change productive to complex pathways toward peace in south Lebanon.

Sjöstridskrafter i fredsfrämjande operationer : En teoriprövande studie av Geoffrey Tills teori i Operation Sharp Guard och UNIFIL MTF448

This research paper examines the advantages of deployment of naval forces in peace support operations. The study has been undertaken because the research on this subject is fairly limited. The research tends to be normative and traditional strategists are often focusing on the effect of naval force in terms of war. None of the writers on the subject dispute the use of naval force moreover, they tend to highlight the advantages of a naval force.   The purpose is to analyse the usefulness of a naval force in peace support operations. This has been achieved by testing Till´s theory of the inherently advantage of a naval force in a study of two cases, Operation Sharp Guard in the Adriatic Sea during the conflict in former Yugoslavia and the Swedish contribution to UNIFIL MTF448 in Lebanon. These two cases were selected in order to ascertain to what extent Till´s theory can explain the effect of naval force. Results of this analyse demonstrate the existence of sound arguments for the use of naval force in peace support operations and the empirics of the two cases are valid evidence for that. Naval force can sometimes even work as an enabler for ground troops and air force. The analysis shows furthermore that flexibility and strategic mobility was the two most distinguishing features of a naval force in both cases.

L'action du Conseil de sécurité des Nations Unies au Proche-Orient (2004-2014) : la souveraineté libanaise à l'épreuve de la paix et de la sécurité internationales

Depuis 2004 et la résolution 1559 appelant au retrait syrien, le Liban est l’objet d’une action internationale extrêmement intense. En effet, le Conseil de sécurité des Nations unies (CSNU), face à la nouvelle configuration libanaise et levantine, a déployé des mécanismes issus de la sécurité collective afin de renforcer les attributs régaliens de l’État libanais. Le maintien de la paix, à travers le renforcement de la Force intérimaire des Nations unies au Liban (Finul), et la justice internationale, à travers la création du Tribunal spécial pour le Liban (TSL), sont les deux principaux outils visant à maintenir la paix et la sécurité internationales par le prisme libanais. Dans les deux cas, la France, que ce soit militairement ou diplomatiquement, a été singulièrement active.Partant de ce constat, notre thèse vise, dans un premier temps, à déconstruire les mécanismes onusiens mis en oeuvre dans le cas libanais. Il s’agira, plus précisément,d’appréhender les différentes logiques qui sont constitutives de l’action du CSNU au Liban.Que ce soit en matière de maintien de la paix ou de justice internationale, les résolutions onusiennes et les organes qui en découlent font face à la souveraineté nationale et reflètent ainsi l’éternelle opposition entre les chapitres VI et VII de la Charte des Nations unies. Or,nous verrons que dans le cas libanais, le CSNU met en oeuvre une action hybride oscillant entre une logique coercitive et une logique consensuelle.Dans un second temps, notre thèse analysera la tension permanente de l’État libanais,qualifié de quasi-État, entre des dynamiques supra-étatiques traduites par les résolutions onusiennes et des dynamiques infra-étatiques incarnées par des acteurs communautaires et confessionnels, parfois transfrontaliers, et propres au système consociatif libanais. Nous tenterons alors de mesurer le degré de consolidation de deux des attributs régaliens du quasi-État libanais : la défense et la justice. Plus largement, il s’agira de s’interroger sur la possibilité pour l’action internationale, héritière du système westphalien, de remplir ses objectifs dans un environnement national et régional qui questionne plus que jamais la possibilité de maintenir et de conforter des États-nations.À l’aune de la régionalisation des conflits depuis 2004, et particulièrement depuis2011 au Levant, nous conclurons à la difficulté pour le CSNU de faire face à des États déliquescents ainsi qu’à des conflictualités d’interface qui non seulement sont en plein essor,mais qui sont par ailleurs de plus en plus liées les unes aux autres. / Since 2004 and Resolution 1559 demanding Syrian withdrawal, Lebanon has been subjected to an exceptionally intense international action. Facing a new configuration both in Lebanon and the Levant, the United Nations Security Council (UNSC) has indeed implemented mechanisms of collective security aimed at strengthening national sovereignty.Peace-keeping through United Nations Interim Force in Lebanon (Unifil) enhancement and international justice through the creation of the Special tribunal for Lebanon (STL) are the main tools for maintaining international peace and security in a Lebanese perspective. In both cases, France has been particularly active, be it militarily or diplomatically. Setting out from this premise, our thesis, to begin with, will aim at deconstructing the UN mechanisms implemented in the Lebanese case. More precisely, we shall try to apprehend the constitutive logics of the Security Council’s action in Lebanon. Whether in peace-keeping or in international justice, UN resolutions and the bodies created by them are faced with national sovereignty and, therefore, reflect the eternal opposition between chapters VI andVII of the United Nations Charter. Nevertheless, it will be shown that, in the Lebanese case,the UNSC has developed a hybrid action, fluctuating between coercion and consensus.Then, our thesis will show how the Lebanese State, which we will describe as a “quasi-State”, has to face an ongoing tension between supra-State dynamics expressed by UN resolutions and sub-State dynamics embodied by communitarian and religious representatives, sometimes cross-border, which are specific to the Lebanese consociationalist system. We shall later determine the extent to which two of the Lebanese quasi-State’s attributes, defense and security, have been consolidated by international action. More broadly, we will wonder whether international action, as an heir to the Westphalian system,can achieve its goal in a national and regional environment that challenges, today more than ever, the possibility to maintain and support nation-States. In a context of regionalization of conflicts since 2004, and especially since 2011 in the Levant, we shall come to the conclusion that the Security Council still has problems indealing with deliquescent States and with what we will call “interface conflicts”, which not only are booming, but also are more and more inextricably connected to one another.
