Šiame darbe yra analizuojama kelių eismo saugumo situacija ir avaringumo veiksniai remiantis statistika ir užsienio šalių mokslininkų tyrimais. Tiriamajame darbe taip pat pateikiami taikomos avaringumo nustatymo metodikos trūkumai ir pasiūlymai. Darbe yra keletas tyrimo objektų. Atliktas vizualinis Vilniaus miesto eismo reguliavimo ir organizavimo sistemos tyrimas nustatant pagrindines problemas ir „juodųjų dėmių“ analizė nustatant pagrindinius didesnio avaringumo faktorius. Siekiant nustatyti kelio nuolydžio įtaką eismo saugumui buvo atliktas stabdymo automobiliu tyrimas įvertinant lėtėjimo pagreičio kitimą priklausomai nuo vertikalių kelio nelygumų. Darbą sudaro įvadas ir 5 aiškinamojo rašto skyriai, pabaigoje pateikiamos išvados ir pasiūlymai. / This research analyses the situation of road traffic safety and factors in traffic accidents based on statistic and studies of foreign scientists. Research also represents weaknesses of actual accident methodology and proposals. There are few objects of investigation. Visual research is made by assessing the main problems of traffic regulation and organization system in Vilnius city and “black spots” analysis identifying factors of increased accident rate. Car braking investigation was performed by pursuing to estimate the alternation of deceleration in roads with vertical gradient influence to traffic safety. Research consists of introduction, 5 descriptive parts, summarized giving conclusions and proposals.

Baigiamajame darbe buvo atlikta mokslinių darbų analizė darbo zonų tematika. Pateikiamos pagrindinės darbo zonos atsiradimo priežastys. Kelio darbo vietos suklasifikuotos pagal keletą kriterijų ir aprašomos darbo zonų valdymo galimybės. Darbe išskiriamos dvi pagrindinės darbo zonų problemos: eismo saugumo ir transporto priemonių intensyvumo. Analizuojamos darbo zonų spūsčių automobilių keliuose sukeliamos problemos. Darbe pateikiami transporto priemonių intensyvumo pagrindiniai parametrai ir veiksniai, turintys jiems įtakos. Atlikti eksperimentiniai tyrimai pasirinktose darbo zonose ir gauti rezultatai apibendrinami. Darbo apimtis – 72 psl. teksto be priedų, 39 iliustr., 12 lent., 26 bibliografinių šaltinių. / The final work was carried out research work analyzes the work zone topics. Contains the main work area causes. Multiple jobs are grouped according to several criteria and a description of the work zone management capabilities. The paper distinguishes between two areas of work problems: traffic safety and transport intensity. Analyzed areas of work on the roads caused congestion problems. The paper presents the vehicle parameters and the intensity of the main factors influencing them. Tests were performed in selected areas of work and the results obtained are summarized. Thesis consists of: 72 p. texts without appendixes, 39 pictures, 12 tables, 26 bibliographical entries.

Šiame darbe nagrinėjama eismo saugumo politika Lietuvoje ir jos įgyvendinimo veiksmingumas. Santykinai avaringumo rodikliai Lietuvoje keletą kartų blogesni nei kitose išsivysčiusiose šalyse. Statistikos duomenimis, per metus Lietuvos keliuose žūva 700-800 žmonių. Europos Sąjungoje mirčių eismo įvykiuose skaičių sumažėjo 17 proc., tačiau Lietuvoje jų padaugėjo beveik 8 proc., todėl darbe analizuojamas eismo saugumo politikos įgyvendinimas, gilinamasi į šios politikos neveiksmingumo priežastis. Teorinėje dalyje aprašomas darbe taikomas G. Morgan teorinis pagrindas, išskiriamos galimos įgyvendinimo nesėkmės priežastys. Antrojoje, empirinėje dalyje taikomas tyrimo būdas – atvejo analizė. Analizuojama eismo saugumo politika Lietuvoje, tiriama, ar G. Morgan išskiriamos nesėkmingo įgyvendinimo priežastys egzistuoja Lietuvos atveju. / The object of this study – reasons for road safety policy implementation failure. The main purpose of master study – to clarify the reasons of inefficient implementation of road safety policy in Lithuania. Main goals of this study are as follows: to analyze G. Morgan theory and indentify presumable reasons for implementation failure; to verify, do these reasons for implementation failure exist in Lithuanian road safety policy. There are plenty of organizations, which are responsible for road safety policy implementation In Lithuania, but still, road safety situation does not improve. Decisions are made by Government, ministries, departments, but there is no one coordinating institution, which is responsible for road safety. Consequently the hypothesis of master study is that inefficient implementation of road safety policy in Lithuania is determined by disarray inside institutional system. The problems in institution system: non-existence of coordination and control and organizational unity, ineffective change management and incapacity to adapt, inappropriate organizational structure, ineffective human resource management. The main question of analysis - which problems of institutional system determine inefficient road safety policy in Lithuania? Ineffective change management is one of the most significant reasons, why the road safety policy is inefficient in Lithuania. In the work there is the data presented, that show the condition of automobile road network and road safety problems in Lithuania. The road network and its conditions are analyzed, as well as the means allocated for road building, repairement and supervision. The possibility to realize measures for improving road safety and analysis of compliance of the Lithuanian road safety legislation with that of the European Union.The work consists of four parts.The first part analysis the today’s road safety situation in Lithuania.The second part analyses the road safety factors, the measures for improving road safety.The third part describes the purposes and peculiarities of European Union, relation between Lithuania and EU. There is an analyses Lithuanian and Europe Union road safety legislation.The fourth part analyses the methods for calculating losses at accidents and economic evaluation of the road safety measures. In the research part of the work there is given analysis of the benefit – cost for the road safety improvement measures.

Pirmoje dalyje aptarta avaringumo problema šiuolaikiniame pasaulyje, pateikti statistiniai duomenys apie kelių eismo įvykiuose žuvusių žmonių skaičių ES ir NVS valstybėse, aptartos prevencinės priemonės, nurodytos kelių eismo įvykių ir „juodųjų dėmių“ atsiradimo priežastys Lietuvos ir Rusijos keliuose, pateiktos „juodųjų dėmių“ sąvokos bei jų nustatymo metodikos. Final master work proposes accidents fixing in cities GIS subsystem which includes database and map. Two databases conceptual models are formed in scientific work. One of them is choosing for detail projecting based on an accident dim. One parameter (the number of pedestrian passage) in database is involved in addition, not from the accident dim. Record accidents of 2003 year are marked by points on the map of Zirmunai part in Vilnius. Parameters describing accidents are saving in attributes table. Data of accidents were taken from archive of Vilnius road police. GIS subsystem projecting process, usage opportunity and users are presenting in this scientific work.

Šiame darbe pateikti duomenys apie Vilniaus miesto gatvių tinklą, jų techninius parametrus, trumpai apžvelgiama Vilniaus miesto gatvių būklė. Nagrinėti pažaidų tipai gatvėse su asfalto danga, pažaidų atsiradimo priežastys bei jų nustatymo metodikos, naudojamos įrangos. Nurodomi transporto eismo intensyvumo matavimo metodai, įranga. Atlikta analizė vizualiai nustatytų asfalto dangos pažaidų vienuolikos gatvių, esančių Vilniau mieste, bei transporto eismo intensyvumo matavimų, naudojant automatinį skaičiuoklį – klasifikatorių Marksman 660. Įvertinta asfalto dangos pažaidų bei transporto eismo intensyvumo priklausomybė. Atsižvelgiant į darbe atliktą analizę, sudarytas prioritetinis Vilniaus miesto remontuotinų gatvių sąrašas. / In this work there are supplied the net of Vilnius city streets, its engineering parameters, condition of streets in Vilnius has been overlooked briefly. There has been analysed types of defects in streets with asphalt pavement, reasons for origination of defects and methods for identification, usable equipment. Methods of measurement of traffic intensity and usable equipment has been also indicated. There has been analysed defects of asphalt pavement, which had been defined visually in eleven streets in Vilnius city, and measurements of traffic volume using the counter-sizer Marksman 660. Dependence of asphalt pavement defects and traffic volume has been estimated too. According to the analyse of this work, there has been done the list of priority for repairing these eleven streets in Vilnius city.
