The essay discusses the criteria available in Peru’s environmental impact assessment regime for mandatory modification of environmental impact studies as a result of the modification of the underlying project. The paper identifies the gaps in the cross-sector legislation on environmental impact assessment, and the deficiencies of sector-specific legislation on environmental impact assessment, which have privileged quantitative criteria associated to the size of the project, over qualitative criteria associated to the real impact of the amendment of the project. / El ensayo analiza los criterios previstos en el régimen de evaluación de impacto ambiental peruano para determinar la obligatoriedad de la modificación de los estudios de impacto ambiental como consecuencia de la modificación de los proyectos. Identifica los vacíos existentes en la legislación transectorial y las deficiencias de los regímenes sectoriales, los que han privilegiado criterios de determinación fundamentalmente cuantitativos asociados a la magnitud del proyecto, sobre criterios cualitativos asociados al real impacto de la modificación.

A implementação institucional do Estudo de Impacto de Vizinhança e as práticas consolidadas de outros estudos de impacto

O trabalho versa sobre a clareza das finalidades e dos papéis dos instrumentos de análise de impacto, a fim de ampliar e consolidar a implementação do Estudo de Impacto de Vizinhança - EIV, como um componente importante na aplicação de políticas urbanas. Práticas profissionais mais consolidadas na administração pública, no caso em análise vinculadas à política ambiental, como a aplicação dos Estudos de Impacto Ambiental - EIA, afetam, direta ou indiretamente, a delimitação de campos de aplicação atribuíveis a esses dois tipos de estudo de impacto. A pesquisa começa com a identificação da gênese do EIV e do EIA e procura, através de uma visão histórica, o reconhecimento dos principais conceitos e das definições legais de âmbito federal, utilizando referências nacionais com algumas citações de experiências internacionais. A seguir, é realizada uma análise de cunho conceitual, tendo como método a interpretação da formação de conceitos e das definições operacionais e diretivas de aplicação do EIA e do EIV, reportando-os a uma tipologia das principais vertentes do planejamento urbano. O estudo de caso é realizado pela análise das legislações municipais das cidades de São Paulo e de Porto Alegre, a fim de identificar a implementação dos dois instrumentos de impacto. / The work aims at the clarification of impact assessment tools intents and roles in order to extend and consolidate the Neighbourhood Impact Assessment (NIA) implementation as a meaningful resource in public policies administration. Better consolidated professional practices used in public administration and in our case related to environmental policies such as the Environmental Impact Assessment (EIA) affect directly or indirectly the definition of usage fields for both types of impact assessments. Our research starts by identifying the origins of NIA and EIA and through a historical point of view tries to establish the main concepts and legal definitions in the federal realm using national references and also some international sources. Next a concept based analysis on the interpretation of concepts formation and operational and directive definitions of NIA and EIA is carried out based on the typology of the main strands of urban planning. The case study to identify the practice of both assessment tools is conducted analyzing local government laws from the cities of Porto Alegre and São Paulo.

Assessing and managing the potential for compliance default of applications submitted in terms of South Africa's environmental impact assessment regulations

In the environmental impact assessment (EIA) field, much attention is paid to the process leading up to the granting of an environmental authorization, but very little is given to what happens after the consent decision is granted. This study aimed to address this lack through the implementation of an EIA follow-up procedure in a region of the Eastern Cape Province, South Africa. Follow-up focused on assessing the amount of non-compliance with EIA consent conditions as well as the overall impact that projects had had on the environment. The results of this follow-up process were then used to develop a risk screening tool that could be used to screen out new EIA applications that were likely to require follow-up to control default or impact. Projects that showed the greatest amount of default were those submitted by local municipal proponents for basic infrastructure type activities such as sewage treatment works and low-income housing developments. Private companies that compete in the open market presented the lowest default risk. Default with consent conditions ranged between 0% and 100% with an average rate of default of 49%. The overall environmental impact for the majority (58%) of projects followed-up on was low (on a 5 point scale of low to high), with only 1% of projects scoring high on impact. The study found a moderate positive correlation between default and impact (rs = 0.48) although a significant percentage (39%) of projects scored high on default but low on impact. Follow-up appears to have had a positive effect on reducing the average amounts of default and to a lesser extent the degree of impact. The risk screening tool developed is promising with statistically significant matches between predicted and actual default and impact scores for three out of the four test samples. / Geography / D. According to Bolea (1984) apud La Rovere (2001, p.11), the AIA can be defined as "studies to identify, predict and interpret, and prevent the consequences or environmental effects that certain actions, plans, programs or projects may cause to our health, to the human welfare and the environment." According to the author, these studies include alternatives to projects subject to licensing and further induce the engagement and participation of the society, representing not a tool of decision in itself but an instrument of knowledge at the service of the general population. Thus, this essay discusses, so qualitatively, the effectiveness of this study as a serious aid tool in decision making and management and environmental monitoring, and verify if it, nowadays, is not being used only as a mere bureaucratic obstacle for the licensing of projects. In order to achieve the objectives, were established in the methodology, some criteria for analysis, which are: analysis of alternative locations, area of direct and indirect influence, coherence and relevance of environmental diagnosis, assessment of environmental impacts, effectiveness of mitigating measures, environmental monitoring and participation of the communities involved. Besides these features, the Environmental Impact Report - RIMA was also considered as part of the Environmental Impact Assessment, which were discussed and analyzed, topic by topic, always comparing them with the due legislation, in particular, the CONAMA Resolution 001 / 86 and other specific resolutions, such as: CONAMA312/02, CONAMA 237/92, CONAMA 09/87. Moreover, these concepts were also discussed in the light of authors who have addressed this issue in the view of its effectiveness. For this, the theoretical tools that have guided this research were made by Sánchez (2006), Agra Son (1993), IBAMA (1995), which explained the initial concepts on Environmental Impact Assessment, and IBAMA (2005) in the Diagnosis of the Cearense shrimp, which presents data for the creation of captive shrimp in the city of Aracati and the theoretical aspects related to this topic. The expected results were not much different from what was originally thought and from the analyzed aspects, very little presented serious and committed information with the real function of this study. Thus, one can say, after reviewing all topics initially proposed, that the EIA regarding the shrimp project examined was not actively effective for not presenting itself as a consistent tool for public consultation, help in decision making, in management and in environmental monitoring. / Esta dissertação se propõe analisar a Efetividade dos Estudos de Impacto Ambiental - EIA na Carcinicultura dentro da perspectiva do estudo de caso de um EIA elaborado para a expansão de um projeto carcinícola localizado as margens do rio Jaguaribe no Município de Aracati. De acordo com Bolea (1984) apud La Rovere (2001, p.11), a AIA pode ser definida como: “estudos realizados para identificar, prever e interpretar assim como prevenir, as conseqüências ou efeitos ambientais que determinadas ações, planos, programas ou projetos podem causar à saúde, ao bem estar humano e ao entorno”. Ainda segundo o autor, esses estudos englobam alternativas a projetos passíveis de licenciamento e ainda induzem o engajamento e a participação da sociedade, representando não um instrumento de decisão em si, mas um instrumento de conhecimento a serviço da população em geral. Dessa maneira, esta dissertação discute, de modo qualitativo, a efetividade desse estudo como expediente sério de ajuda na tomada de decisão e na gestão e monitoramento ambiental, assim como verificar se o mesmo, nos dias atuais, não está sendo utilizado apenas como um mero entrave burocrático para o licenciamento de empreendimentos. Para que os objetivos fossem atingidos, foram estabelecidos, em metodologia própria, alguns critérios de análise, que são: análise das alternativas locacionais, área de influência direta e indireta, coerência e relevância do diagnóstico ambiental, avaliação dos impactos ambientais, efetividade das medidas mitigadoras, monitoramento ambiental e participação das comunidades envolvidas. Além dessas características, também foi analisado o Relatório de Impacto Ambiental – RIMA como parte integrante do Estudo de Impacto Ambiental, aspectos que foram discutidos e analisados, tópico por tópico, sempre os comparando com a legislação competente, em especial, a Resolução CONAMA 001/86 e outras Resoluções específicas, tais como: CONAMA312/02, CONAMA 237/92, CONAMA 09/87. Além disso, esses conceitos também foram discutidos à luz de autores que já abordam esse tema na perspectiva de sua efetividade. Para isso, as ferramentas teóricas que nortearam esta pesquisa foram constituídas por Sánchez (2006), Agra Filho (1993), IBAMA (1995), que esclareceram os conceitos iniciais sobre Avaliação de Impacto Ambiental, e IBAMA (2005), no Diagnóstico da Carcinicultura Cearense, que apresenta os dados referentes à carcinicultura no Município de Aracati e os aspectos teóricos inerentes a esse tema. Os resultados esperados não se mostraram muito diferentes do que inicialmente se havia pensando, e, dos aspectos analisados, poucos foram os que apresentaram informações sérias e comprometidas com a real função deste estudo. Dessa maneira, pode-se afirmar, depois da análise de todos os tópicos inicialmente propostos, que o EIA referente ao projeto de carcinicultura examinado não se mostrou ativamente efetivo por não se apresentar como instrumento consistente de consulta pública, ajuda na tomada de decisão, na gestão e no monitoramento ambiental.

Contribution to the environmental impact assessment of buildings : numerical modelling of dangerous substances’ release to water / Contribution à l'évaluation de l'impact environnemental des bâtiments : modélisation numérique des émissions dans l'eau des substances dangereuses

Tous les produits de construction ou les ouvrages qui sont en contact avec l’eau de pluie, sont susceptibles de relarguer des composants chimiques potentiellement dangereux pour la santé humaine et l’environnement. Actuellement, le relargage des substances dangereuses dans l’eau est évalué essentiellement par des méthodes expérimentales - généralement des essais de lixiviation réalisées à l’échelle du laboratoire. Par ailleurs, les impacts environnementaux des produits de construction et des bâtiments sont évalués par l’approche Analyse de Cycle de Vie (ACV), réalisées à partir de données propres aux fabricants et de données génériques existantes constituées en bases de données. Or, les émissions de polluants pendant la vie en oeuvre des produits de construction sont actuellement mal prises en compte dans ces mêmes bases de données existantes et dans les méthodes utilisées pour l’évaluation des performances environnementales des produits et des bâtiments.Dans ce contexte, les objectifs de ces travaux ont été : (i) de développer une méthodologie pour l’évaluation du comportement à la lixiviation de différentes matrices de produits de construction et (ii) d’intégrer les données de lixiviation dans les méthodes ACV à l’échelle du bâtiment. La méthodologie développée pour l’évaluation du comportement à la lixiviation des produits de construction est basée sur : (1) des essais de caractérisation à la lixiviation, selon les méthodes standardisées d’évaluation répondant au Règlement Produits de Construction (RPC), (2) la modélisation et la simulation des phénomènes couplés chimie-transport à l’échelle laboratoire et vraie grandeur et (3) l’intégration des données de lixiviation, obtenues par des simulations numériques en conditions d’exposition naturelle des produits de construction, dans les méthodes ACV, aux échelles produit et bâtiment.La méthodologie proposée a été appliquée et validée sur trois produits de construction : le bois traité CBA (Cuivre - Bore - Azole), la plaque fibrociment et la membrane bitumineuse. Les comportements à la lixiviation du bois traité CBA et de la plaque fibrociment a été simulé pour des conditions naturelles d’exposition à long terme, en utilisant le logiciel géochimique PHREEQC®. Les modèles chimiques développées permettent de considérer les matrices organiques et minérales et leurs interactions avec les polluants. Les phénomènes de transport des substances ont été également modélisés. Les modèles d’émission développés (couplage chimie-transport) permettent de simuler la lixiviation dynamique des produits considérés, pour différentes conditions d’exposition. Pour la membrane bitumineuse, seule la caractérisation expérimentale a été réalisée. Les données de lixiviation obtenues lors des simulations sur la durée de vie en oeuvre des produits ont été intégrées dans les inventaires respectifs du cycle de vie (ICV) des produits. Des méthodes d’impact spécifiques ont été utilisées en association avec les inventaires enrichis pour évaluer les impacts “pollution de l’eau”, “toxicité humaine” et “écotoxicité” des produits considérés. L’ACV d’une maison simplifiée a été réalisée en utilisant le logiciel ELODIE. La méthode d’évaluation à l’échelle bâtiment consiste à intégrer les nouvelles données construites sur la base de la méthodologie développée à l’échelle produit aux autres données d’ACV à l’échelle bâtiment. La méthodologie développée au cours de ces travaux permet donc l’intégration des données de lixiviation dans les outils ACV dédiés au bâtiment / Any construction product and building undergoing contact with water during its life cycle can release chemical compounds potentially hazardous for the human health and the environment. The release of dangerous substances is presently investigated especially by experimental approaches commonly by laboratory leaching tests while the environmental impacts of construction products and buildings are evaluated by a Life Cycle Assessment (LCA) approach. The dangerous substances release during use stage of construction products (leaching behaviour) is currently very poorly represented in the existing data bases and methods for environmental assessment of construction products and buildings.In this context, the main objectives of this study were: (i) to develop a methodology for the assessment of the leaching behaviour of various construction products and (ii) to integrate the leaching data in LCA approach at building scale. The methodology developed for the assessment of the leaching behaviour of construction products is based on: (1) characterisation leaching tests at lab scale, following the horizontal standardised assessment methods for harmonised approaches relating to dangerous substances under the Construction Products Regulation (CPR), (2) modelling and simulation of coupled chemical and transport phenomena at lab and field scale, and (3) utilisation of simulated leaching data for the construction products exposed in natural condition with the LCA method for the characterization of the hazardous effect during the use stage. The proposed methodology was applied and validated on three different classical construction products i.e. CBA (Copper-Boron-Azole) treated wood, fibre-cement sheets and bitumen membranes. The leaching behaviour of CBA treated wood and fibre-cement sheets was simulated over several years under natural exposure conditions, using the geochemical software PHREEQC. The chemical models consider both the mineral and the organic matrixes and their interaction with treatmentcompounds. Mass transfer and transport phenomena were modelled. The developed coupled chemical-transport models are able to represent the dynamic leaching behaviour of the respective products in various leaching conditions. For bitumen membranes only experimental characterisation was possible. The leaching data obtained by simulation over the whole use stage of the products were integrated in the life cycle inventory (LCI) and the relevant life cycle impact assessment (LCIA) methods were applied with the enriched inventory. A simplified single-family house was modelled using a software designed to evaluate the intrinsic environmental performances of a building over its entire life cycle. ELODIE software was used in this work. The building scale assessment methodology is based on coupling the methodology developed for the product scale with the Life Cycle Assessment (LCA) at building scale. This methodology allows a proper integration of leaching data in LCA tools and answers several technical questions raised in the field

Vliv výstavby silničního obchvatu Klatov na biodiverzitu / The effect of the construction of road bypasses by Klatovy on biodiversity

The theme of this thesis was the influence of the construction of ring road Klatovy and adjacent communities on the landscape and biodiversity (fauna and flora). Road bypass Klatovy best solution would be to reduce noise and emission limits for residents of the city center and surrounding villages. The work was described and compared to the previous (1997) and the current status of the territories. The bypass was assessed in terms of impact on landscape and biodiversity based on the evaluation of environmental impact, not only in my own observation, but also according to the results that emerged from the EIA process. Structure was evaluated invertebrate communities epigeických to pass the planned route in all its variants. In the section I and II. bypass was in the process of EIA (1997) and my own observations assessed and evaluated only one option which was selected in the previous period as the most suitable. In section III. bypass has been assessed and evaluated five options V1 - V5. The EIA process has been selected as the most suitable variant V4, both in terms of impact on landscape, biodiversity, and on the population. The suitability of the V4 variant was also confirmed by my own observations. After their evaluation, I concluded that the bypass, although this variant cross turfy stream, but the forest reaches a minimum. The route passes through predominantly agricultural landscape management, which is already burdened in this area the existence of bike paths and rail corridors.

Implementering av miljökvalitetsnormer för vatten i samband med miljökonsekvensbeskrivning / Implementation of Environmental Quality Standars for Water in Connection with Environmental Impact Assessment

EU:s ramdirektiv för vatten kom år 2000 och har som uppgift att förbättra vattenkvaliteten inom unionen. Direktivet är rättsligt bindande för medlemsstaterna och har målet att samtliga vattenförekomster i EU ska nå minst god status. I arbetet med vattenförvaltningen används begreppen statusklassificering, som är ett mått på rådande vattenkvalitet i vattenförekomsten, och miljökvalitetsnormer, som den vattenkvaliteten vattenförekomsten ska ha vid en viss tidpunkt. Statusklassificeringen består av ekologisk och kemisk status. Ekologisk status bedöms utifrån kvalitetsfaktorer (exempelvis växtplankton, näringsämnen), som bedöms av parametrar (exempelvis biovolym, total fosfor), och kemisk status utifrån EU bestämda gränsvärden för prioriterade ämnen. 2015 kom Weserdomen, som är ett förhandsavgörande från EU-domstolen om tolkning av ramdirektivet för vatten, rörande medlemsstaternas skyldighet att inte lämna tillstånd till projekt som orsakar en försämring av status eller äventyrar miljökvalitetsnormen samt innebörden att en försämring av status föreligger då en kvalitetsfaktor ändras en statusklass. Weserdomen har förändrat rättsläget för miljökvalitetsnormerna och har i Sverige skapat stora osäkerheter vid tillstånd och miljökonsekvensbeskrivning (MKB), med behov av att på sikt förändra lagstiftningen. Syftet med examensarbete är att studera hur Mark- och miljööverdomstolen hanterat Weserdomen vid prövning samt hur miljökvalitetsnormerna för ytvatten bör hanteras i MKB för projekt. För att undersöka detta genomfördes en litteraturstudie, en rättsfallsstudie av Mark- och miljööverdomstolens domar samt en studie av detaljnivån på redovisningen av miljökvalitetsnormerna i MKB för projekt. Litteraturstudien visar att Weserdomen innebär ett skärpt rättsläge för miljökvalitetsnormerna, att ekologisk status har fått samma rättsverkan som kemisk status samt att svensk lagstiftning behöver anpassas till det nya rättsläget. Rättsfallsstudien visade att miljökvalitetsnormerna fått en viktig roll i tillståndsprövning och att bedömning av påverkan ska göras utifrån kvalitetsfaktorer och har stor betydelse vid prövning. Utifrån studien över detaljnivån i MKB ställs större krav på redovisning av påverkan på kvalitetsfaktornivå. Dock finns utrymme att förbättra motiveringen av relevanta och icke-relevanta kvalitetsfaktorer. / The EU Water Framework Directive came in the year 2000 and its aim is to improve the water quality within the union. The directive is legally binding for all member states and sets out to achieve good status for Europe’s all water bodies. In the work of water management are the following two terms commonly used, the concept of status classification, a measure of the water quality in a water body, and Environmental Quality Standards (EQS), the time when a certain water quality should be reached. The status classification consists of ecological quality and chemical quality. Ecological quality is assessed based on quality factors (e.g. phytoplankton, nutrients), which are assessed based on parameters (e.g. biovolume, total phosphorus), and chemical quality is assessed from an EU-defined limit value. In 2015 came the Weser ruling, a preliminary ruling by the European Court of Justice regarding interpretations in the Water Framework Directive. The Court found that the member states are required to not give permission to a project that could cause a deterioration of status or jeopardize current environmental quality standard in a water body. Regarding the interpretation of when a “deterioration of status” occurs, the Court found that it occurs when a quality factor is lowered by one statues class. The Weser ruling has changed the legal situation around the environmental quality standards, which in Sweden has led to major uncertainties among authorizations and Environmental Impact Assessment (EIA). In Sweden, an adjustment of the law is considered needed. This master thesis main purpose is to study how the Land and Environment Court of Appeal has dealt with the Weser ruling in trial and how Environmental Quality Standards for surface water should be managed in EIA for projects. The thesis consists of a literature study, a study of cases in the Land and Environment Court of Appeal and a study of the presentation of Environmental Quality Standards in EIA in projects. The study shows that the Weser ruling leads to a stronger interpretation of the Environmental Quality Standards, gives the ecological statuses the same legal value as chemical statues and lead to a need for adaption of the Swedish legalization to the new legal position. The case study shows that Environmental Quality Standards plays an important role during trial and that the impact assessment should be done on at the level of quality factors and is of great importance for the trial. The study of presentation in EIA shows higher demands on impact assessment at the level of quality factors, but still has room for improved motivation of relevant and non-relevant quality factors.

Ecoeficiência em iluminação pública / Eco-efficiency in street lighting

Na busca por eficiência energética em serviços e produtos de iluminação pública, a maioria das iniciativas concentra-se em procedimentos voltados estritamente à substituição de tecnologias convencionais por outras mais energeticamente eficientes, considerando somente a fase de operação, onde há mais consumo de energia, e o investimento inicial. No entanto, verifica-se que há uma carência de estudos dedicados à análise da sustentabilidade urbana, em particular com o foco na ecoeficiência das iniciativas, em que pese o crescente interesse das empresas por produtos economicamente e ambientalmente sustentáveis. Portanto, a qualidade do serviço de iluminação pública quanto à sua ecoeficiência (componente importante da sustentabilidade urbana) pode ser desenvolvida utilizando-se o pensamento de ciclo de vida de forma simplificada para avaliar tanto economicamente quanto ambientalmente o empreendimento, de modo a viabilizar a comparação de tecnologias, desenvolvimento de projetos e a tomada de decisão para gestores. O objetivo do presente trabalho é propor um modelo analítico que permita, tanto os desenvolvedores de produtos e projetos como a gestores de serviços de Iluminação Pública IP, gerenciar seus recursos para garantir maior ecoeficiência na transição para tecnologias mais avançadas (como o uso de LEDs em produtos), que mitigam os impactos ambientais e o custo desta transição. Como método, utilizou-se uma abordagem qualitativa, se aplicou a técnica de Avaliação de Ciclo de Vida (ACV) para avaliação ambiental e econômica de produtos e instalações para IP baseados na tecnologia convencional e produtos com tecnologia LED. Com isso obteve-se uma medida da ecoeficiência associada a diferentes soluções. Na sequência, as informações foram analisadas, comparadas e um conjunto de parâmetros foi definido para constituir um modelo para tomada de decisão. Em particular, foi dada ênfase à qualidade da iluminação na definição da Unidade Funcional. Todas as fases do ciclo de vida foram analisadas (extração de matérias primas, fabricação de componentes, integração e fabricação de luminárias, manutenção e descarte). Como resultados, foram obtidos critérios mínimos de comparação para instalações de Iluminação Pública a LED; identificação dos impactos de novas tecnologias (como uso da tecnologia LED) em termos de emissões de gases de efeito estufa (CO2 equivalentes) do setor de IP; identificação dos impactos de novas tecnologias (como uso da tecnologia LED) no Custo do Ciclo de Vida de instalações para IP e foi desenvolvido um Modelo de Análise para integrar o desempenho econômico ao ambiental (ecoeficiência) de produtos e instalações de IP. / Introduction: in the search for energy efficiency services and street lighting products, most of the initiatives focuses on procedures aimed strictly to the replacement of conventional technologies by more energy efficient ones considering only their use phase. However, it turns out that there is a lack of studies dedicated to analyzing this field with a focus on eco-efficiency initiatives, despite the growing interest of companies by products economically and environmentally sustainable. Therefore, the quality of the street lighting service for their eco-efficiency can be developed using the Life Cycle Assessment (LCA) technique in a systematic and objective manner, in order to facilitate the comparison of technologies, project development and decision making for managers. Objective: To generate an analytical model that allows both product and project developers and managers of street lighting services to manage its resources to ensure greater eco-efficiency in the transition to more advanced technologies (such as the use of LEDs in products) that mitigate the environmental impacts and the cost of this transition. Method: it was applied the LCA for environmental and economic evaluation of products and street lighting facilities based on conventional technology and products with LED technology. Further, the information was analyzed, compared and a set of parameters has been set to provide a model for decision-making. In particular, it was given emphasis to the quality of lighting in the definition of a functional unit. Every stage of the life cycle was analyzed (extraction of raw materials, component manufacturing, integration and manufacturing lighting fixtures, maintenance and disposal). Results: we obtained minimum criteria of comparison for Street Lighting LED installations, identifying the impact of new technologies (such as use of LED technology) in the carbon footprint of the street lighting industry. Besides, we identified the impact of new technologies (such as use of LED technology) in the cost of life cycle of street lighting facilities. Lastly, it was developed an Analysis Model to integrate environmental economic performance (eco-efficiency) products and street lighting facilities.

A inserção de impactos ambientais cumulativos em Estudos de Impacto Ambiental: o caso do setor sucroenergético paulista / The inclusion of cumulative environmental impacts in Environmental Impact Statements: the case of São Paulo sugarcane industry

O etanol de cana-de-açúcar tem se destacado no cenário mundial como uma potencial fonte de energia alternativa aos combustíveis fósseis. Entretanto, sua produção é fortemente baseada na monocultura, intensificando os impactos adversos nos recursos ambientais. Esses impactos podem se combinar e persistir ao longo do tempo, possibilitando o acúmulo destes nos recursos ambientais, tornando-se necessário um planejamento mais adequado da produção do bioetanol, para que uma abordagem mais sistêmica seja integrada a esse processo. Em meio a esses fatores, a consideração de impactos cumulativos é um elemento essencial para a sustentabilidade do etanol, por conseguir avaliar de maneira mais holística as implicações da monocultura, sendo obrigatória durante o processo de licenciamento ambiental do setor. Essa prática pode ser viabilizada por meio da AIA, possibilitando que esses impactos possam ser identificados e avaliados para que a viabilidade ambiental dos empreendimentos do setor possa ser atestada, principalmente pela elaboração de um EIA. Apesar da exigência, há indícios de que a prática da inserção destes impactos não tem sido realizada adequadamente. Diante do exposto, a pesquisa teve como objetivo analisar de que maneira os impactos ambientais cumulativos estão sendo inseridos em Estudos de Impacto Ambiental do setor sucroenergético paulista, à luz dos elementos preconizados pela AIC. Para tal, foram caracterizados potenciais impactos ambientais cumulativos provenientes da monocultura de cana-de-açúcar nos componentes ambientais águas superficiais, águas subterrâneas, biota aquática e fauna e flora terrestre; além da definição de critérios para as análises nos estudos ambientais. Assim, verificou-se a prática atual da consideração desses impactos nos EIAs do setor canavieiro. A metodologia foi baseada em pesquisa bibliográfica, entrevistas semiestruturadas, modelo causal e análise documental. Como resultados, constatou-se que os impactos ambientais cumulativos não têm sido considerados adequadamente nos EIAs, tendo como base os critérios adotados na análise. Dentre as fragilidades encontradas, destaca-se a falta da identificação e consideração nas análises de outras atividades do passado, presente e futuro, bem como a definição de limites temporais. Além disso, observou-se que alguns dos impactos cumulativos identificados pela pesquisa são contemplados nos estudos como impactos diretos e indiretos. Considerando que as monoculturas podem ser caracterizadas como fontes de mudanças ambientais sob ampla perspectiva espacial e temporal, e diante de sua natureza repetitiva, há uma necessidade de estabelecimento de requisitos, procedimentos e métodos a serem empregados para avaliação destes impactos. Neste contexto, os Termos de Referência poderiam direcionar essa avaliação por meio da definição de critérios a serem contemplados nos estudos, possibilitando uma compreensão das perturbações das áreas de cultivo em sistemas ambientais e a definição de limites a serem observados, além de agregar valor aos processos de tomada de decisão sobre a viabilidade ambiental de empreendimentos do setor sucroenergético no estado de São Paulo. / Sugarcane ethanol has distinguished itself worldwide as a potential alternative energy source to fossil fuels. However, its production is heavily based on monoculture, intensifying the adverse impacts on environmental resources. These impacts may combine to persist over time, allowing the accumulation of these on environmental resources, making necessary a more appropriate planning of bioethanol production, for a more systemic approach into this process. Amidst these factors, addressing cumulative impacts is an essential element for the ethanol sustainability, able to assess a more holistic manner the implications of monoculture, being required during the environmental licensing process industry. This practice can be conducted through the EIA, enabling these impacts can be identified and assessed for environmental feasibility of projects in the sector can be attested, mainly by establishing an EIS. Despite the demand, there is evidence that the practice of addressing these impacts have not been adequately performed. Given the above, the research aimed to analyze how the cumulative environmental impacts are being entered into the Environmental Impact Statements of São Paulo sugarcane industry in light of the elements recommended by the CIA. To this end, potential cumulative environmental impacts from sugarcane monoculture in the environmental components surface waters, groundwater, aquatic biota and terrestrial fauna and flora were characterized, beyond the definition of criteria for analysis in environmental studies. Thus, we found the current practice of considering these impacts in EIS of sugarcane industry. The methodology was based on a literature review, semi-structured interviews, document analysis and causal model. As a result, it was found that the cumulative environmental impacts have not been adequately considered in EIS, based on the criteria used in the analysis. Among the weaknesses found, there is a lack of identification and the analyze of other activities of the past, present and future, as well as setting time limits. Moreover, it was observed that some of the cumulative impacts identified by the survey are included in the studies as direct and indirect impacts. Whereas monocultures can be characterized as sources of environmental changes on large spatial and temporal perspective, and before their repetitive nature, there is a need to establish requirements, procedures and methods to be employed for the assessment of these impacts. In this context, the Terms of Reference could direct this review by defining the criteria to be included in the studies, enabling an understanding of the disturbances growing areas in environmental systems and setting limits to be observed, besides adding value to decision- making process on the environmental feasibility of the sugarcane industry developments in the state of São Paulo.
