Inside of that path, it examines the interests that orientated the "creation" of the referred space, as support to the process of urban planning and of administration of the territory; as well as the recent processes that evidence a new partner-space dynamics, which is configured, now as an incipient insert of the North Zone to the context natalense urban-space, now as a "reedition" of its report process of partner-space segregation. It stands out that, while in the beginning of the formation of the North Zone, the State was made the main actor, making possible the expansion of the capital in the north sense of the city of Natal, through the implantation of the Industrial District of Natal (DIN) and of the expansion of the habitational politics of the House of Financial System (SFH); at the present time, the new space processes are configured through the economical inclination, through expansion of the tertiary section in the city of Natal. It is based in bibliography regarding the theme in focus, in primary and secondary sources, as well as in processes and forms that were unchained in the North Zone along the research. It analyzes the North Zone then in its group, the one that makes possible apprehend the inherent conflicts to the process of production-appropriation of the urban space, for the several social actors - the State, the capital and the society - that dispute the control of the production of the space according themselves their interests / Analisa a produ??o do espa?o da Zona Norte de Natal/RN, do in?cio da sua forma??o d?cada de 1970 ? atualidade, sob a ?tica do planejamento urbano e da gest?o do territ?rio. O trabalho est? embasado em pesquisa bibliogr?fica, documental e pesquisa de campo. Do ponto de vista te?rico-metodol?gico, adotou-se o m?todo regressivo-progressivo proposto por Lefebvre (2000), cuja perspectiva de investiga??o est? organizada em tr?s momentos: descritivo; anal?tico-regressivo e hist?rico-gen?rico. A an?lise desenvolvida revelou que a atividade comercial na Pomp?ia, Chegan?a e Boa Sorte apresenta um car?ter de proximidade f?sica e social, uma vez que, al?m de atender a demanda de consumo local e de bairros pr?ximos a estas, tamb?m mant?m uma clientela fidedigna no que concernem ?s rela??es de compra com o comerciante da rua. Outrossim, mesmo n?o se configurando como grandes corredores de passagem na Zona Norte, estas ruas se constituem em l?cus de representa??o s?cio-espacial embasada, por um lado na l?gica de reprodu??o hegem?nica e por um lado na reprodu??o da vida. Ainda que inserido no contexto da crise econ?mica, tamb?m vivenciada no Rio Grande do Norte e que repercute em altas taxas de desemprego, o com?rcio da Pomp?ia, Chegan?a e Boa Sorte apresenta perspectivas de crescimento, principalmente no tocante ao com?rcio informal, sendo este ?ltimo uma possibilidade de garantia de renda familiar alternativa. / Understanding the binomial commerce and city, inseparable, it is realized that the production of the urban space can be understood from the commercial activity whereas this, that is, the space, influences in the production and location of the commerce. In this way, the research began by discussing the process of urban expansion of Natal / RN towards the North Zone through housing policy and the path taken by the traditional commerce in the streets Pompeia, Chegan?a and Boa Sorte. The dissertation is based on bibliographical research, documentary and field research. From the theoretical-methodological point of view, the regressiveprogressive method proposed by Lefebvre (2000) was adopted. The research perspective of this method is organized in three moments: descriptive; analyticregressive and historical-generic. The analysis revealed that the commercial activity in Pompeia, Chegan?a and Boa Sorte has a physical and social proximity, because it meets the demand of local consumption and neighborhoods close to them and maintains a trustworthy clientele in relation to the purchase relations with The street merchant. Moreover, even though they are not configured as major passageways in the North Zone, these streets constitute a locus of socio-spatial representation based on the logic of hegemonic reproduction and reproduction of life. Although in the context of the economic crisis, also experienced in Rio Grande do Norte and which has a high unemployment rate, the commercial activity in the streets of Pompeia, Chegan?a and Boa Sorte presents growth prospects, especially with regard to informal commerce, which is a possibility to guarantee alternative family income.

Despite of the importance of dynamic reciprocity, there are a few works that treat the mobility condition of the people experimenting space. The present study investigates environmental perception of users of the Engenheiro Roberto Freire Avenue sidewalk, one of the few places in Natal for physical activities practicing, where most people are in intense and continuous movement. A few questions for this study where made: In what way does the individual realize the environment while he is moving? How do reciprocal man-environment relations occur there, according to a mobility context? What are the main difficulties and easiness in man-environment interaction under this condition? The search for these answers is based on concepts of social-spatial human behavior - especially personal space, territoriality, density and crowding and contributions of Barker?s Ecologycal Psychology. Considering that the physical space in this case is multifaceted and the perception of theses scenarios is governed by multiples senses and stimuli, it was defined a multi-methodological route: (i) observation participative in loco; (ii) identification of the main behavior settings at the area; (iii) categorization of the activities occurring at the place; (iv) application of a semi-structured interview; (v) images registered and (vi) construction of the researcher s log. The perception of oneself and others in movement in the environment, immersed in a intricate web of inter-actions, makes people develop mobility strategies, many times unconsciously, with the aim of ensuring satisfaction in its activities. Since the Eng. Roberto Freire Avenue sidewalk is an equipment public-urban largely used by the population of Natal, the reflection of the mobility effectiveness in the users environmental perception is expected, providing suggestions for future studies in this field of knowledge / A intera??o homem-ambiente, foco dos estudos da Psicologia Ambiental, pressup?e que o espa?o influencia o comportamento, e vice-versa. Apesar da import?ncia dessa reciprocidade din?mica, s?o poucos os trabalhos que tratam da condi??o de mobilidade do homem ao experimentar o espa?o. O presente estudo explorat?rio investiga o comportamento s?cio espacial de usu?rios do cal?ad?o da Avenida Engenheiro Roberto Freire, um dos poucos locais para pr?tica de atividades f?sicas em Natal, no qual a maioria dos freq?entadores encontra-se em intenso e cont?nuo movimento. Characterized by the occupation of large areas, providing private security and utilities, this kind of real estate use arises a long list of questions and issues from society and scholars, due to privatization of urban space, bending of law constraints and the lack of an integrated planning of the cities where they are built. The reasons for its fast growth in Brazil s urban areas are analyzed, considering the impact on formal urban planning and municipal services and on the identification of urbanistic, architectural pattern and constraints, as well as legal, social and economic issues. This study is based on the detailed analysis of the first three units of gated communities built in the urban space in Natal, between 1995 and 2003, including their evolution throughout time and the specific social and economic reasons for its present widespread adoption in Brazilian real estate market and, particulary, in our city. The main objective of this piece of work is to answer the why s and how s these phenomena evolved, setting a basis for the definition of adequate public policies and regulation of this kind of urban land use / Este trabalho analisa a r?pida evolu??o dos condom?nios residenciais horizontais na cidade do Natal, RN. Identificados como grandes transformadores do espa?o, os condom?nios horizontais normalmente utilizam glebas muito extensas e se constituem em conjuntos residenciais de baix?ssima densidade. Introduzem novos ideais de bem viver que incorporam elementos sofisticados de seguran?a e infra-estrutura privada. Este tipo de produ??o imobili?ria tem se proliferado e diversificado independentemente da longa lista de questionamentos e cr?ticas levantadas pela sociedade e estudiosos da mat?ria urbana quanto ? privatiza??o do espa?o, indiferen?a ?s leis existentes e fragmenta??o, ou n?o integra??o, ao planejamento e constru??o das cidades onde se implantam. It is understood that singular landscapes constitute the cultural patrimonies of the cities, once they are part of the daily life of the citizens and are present in their social representations. Some contemporary authors defend the preservation of the natural and urban landscape trying, specially, to keep its importance for the local population. Natal is a city where the ambient qualities are well defined and known by the beauty of the area where it is located. Situated just between a river and the sea, the city grew following its geographic characteristics. The Potengi River, the Atlantic Ocean and the vast dunes ecosystem represented natural limits to the urban expansion; at the same time they have favored the development of a landscape pattern marked by the dialectic between the natural elements and the human interventions. However, this relationship changed after the intensification of the high rising development process that took place since the 1960s. The urban legislation tried to preserve the features of the local landscape delimiting Areas for Controlling Building High , destined to protect the scenic value of some parts of the city. On the other hand, the civil construction sector has made constant pressure in sense to abolish or to modify this legal instrument, aiming profits that have increased, in the 1990s, because of the consumption and the qualification of the urban space for tourist activities. It is necessary the raising of new elements to stimulate the quarrel about the landscape preservation, the process of the urban space production and the best way for the legislation implementation. This work tries to raise elements about the subject at local level, in sense to use Natal City experience to contribute for the formulation of indicators to raise the question about the lack of measure for subjective values, for example the cultural and affective value of the landscape. The natural elements inserted in the urban profile, represent strong visual references and supply identity to the town; they are part of the collective imaginary and are detached in the social context of the city. Then, why the preservation of the landscape, that estimates the improvement in the quality of life, is not enough to justify the controlling building high already previewed as part of Natal City Legislation? These questions send us to the approach of the landscape, as a community patrimony, alerting that some of its significant esthetics attributes must be preserved as a legacy for the future generations / Estudos recentes acerca da paisagem investigam as atividades impactantes que contribuem para a sua modifica??o e buscam melhor compreender a sociedade atrav?s das marcas do cotidiano nela impressas. Entende-se que paisagens singulares se constituem em patrim?nios culturais das cidades, na medida em que fazem parte do cotidiano dos cidad?os e est?o presentes nas representa??es sociais. Alguns autores contempor?neos defendem a preserva??o da paisagem natural e urbana buscando, acima de tudo, sua import?ncia para os habitantes do lugar. Natal ? uma cidade com qualidades ambientais marcantes e se destaca pela beleza do s?tio onde est? assentada. Encravada num encontro de rio e mar, a cidade se desenvolveu tomando a forma determinada pelo suporte f?sico. O Rio Potengi, o Oceano Atl?ntico e o vasto ecossistema dunar existente representaram limites ? expans?o urbana, ao mesmo tempo em que possibilitaram a configura??o de uma paisagem marcada pela dial?tica entre os elementos naturais e os construtos humanos. Por?m, essa rela??o come?ou a mudar com a intensifica??o do processo de verticaliza??o, em curso na cidade desde os anos 1960. A legisla??o urban?stica procurou preservar as caracter?sticas da paisagem local instituindo ?reas de Controle de Gabarito, destinadas a proteger o valor c?nico-paisag?stico de alguns trechos da cidade. Em contrapartida, o setor da constru??o civil tem exercido constante press?o no sentido de abolir ou modificar esse instrumento legal, visando lucros que foram potencializados, nos anos 1990, pelo consumo e qualifica??o do espa?o urbano para as atividades tur?sticas. ? preciso que surjam novos elementos para refor?ar a discuss?o sobre a preserva??o da paisagem, no processo de produ??o do espa?o urbano e nas formas de implementa??o da legisla??o. Este trabalho tenta levantar elementos sobre o tema ao n?vel local, no sentido de que a experi?ncia de Natal e seu estudo de caso possam contribuir para formular indicativos capazes de questionar a n?o mensura??o de valores subjetivos, como por exemplo o valor cultural e afetivo da paisagem. In face of this agreement it analyzes the social-economic implications that remodel the spaces under the new economic view of services' sector, commanded by the tourism, in an intense process of city's reconfiguration, concentrating in three great axles and their irrigation ways. These changes were about the public-private relation (by the public politics) in the formation of new spaces and in the remodeling of the city's old areas, which, together, had contributed to the tourist activity's appropriation, returning it in a social-economic mosaic that owns obvious reflexes in its space. This fragmentation in the urbane cloth of Natal is expressed by social nature and economic points and, in the scenery, is manifested through the modern forms of city's space occupation by the local elites and services' sector, evidencing their status' district, as well as selecting those areas with bigger capacity to reply to the capital / Leitura espacial da cidade de Natal e sua reconfigura??o a partir da intensifica??o da atividade tur?stica e da expans?o do setor de servi?os, transitando, principalmente, pela geografia, pelas ci?ncias sociais e pela economia, em uma abordagem matricial que desconhece as limita??es tradicionais da ci?ncia e reconhece a complexidade que envolve o mundo atual. Em face desse entendimento, analisa as imbrica??es socioecon?micas que remodelam os espa?os sob a ?gide da nova economia do setor de servi?os capitaneada pelo turismo, em um intenso processo de reconfigura??o da cidade, concentrando-se em tr?s grandes eixos e suas vias irrigantes. Initially, we discussed the concepts of production and reproduction of urban space, urban centralities, decentralized, services and public policies, especially transport and tourism. Then, we show the construction of urban space from Natal, highlighting the historical formation of the districts of Ribeira, Cidade Alta and Alecrim, pioneers in the service sector, noting that currently there is an ongoing process of decentralization in the city of such activities, to other areas of the urban fabric of Natal. Later, we studied the Avenues Bernardo Vieira to Roberto Freire Engineer, noting, in both the distribution of commercial activities and services, and issues related to transportation, traffic, tourism and socio-economic problems, identified them. Finally, testify that Natal, from the 1980s, underwent a process of decentralization of services, both to the south, and north of the city on the ball. In this process of decentralization we ascertain the role of public policies on transport and tourism, complementing the action of private enterprise, through the real estate market, on Avenue Roberto Freire Engineer. / Este trabalho analisa a influ?ncia do com?rcio e dos servi?os na reconfigura??o do espa?o urbano de Natal-RN, tendo as Avenidas Bernardo Vieira e Engenheiro Roberto Freire como espa?os privilegiados de an?lise. Inicialmente, s?o abordados os conceitos de produ??o e reprodu??o do espa?o urbano, de centralidades e descentralidades urbanas, de servi?os e de pol?ticas p?blicas, principalmente, de transportes e de turismo. Em seguida, mostramos a constru??o do espa?o urbano de Natal, destacando a forma??o hist?rica dos bairros da Ribeira, Cidade Alta e Alecrim, pioneiros no setor de servi?os, observando que na atualidade existe um processo de descentraliza??o em curso na cidade, das referidas atividades, para outras ?reas do tecido urbano natalense. Posteriormente, estudamos as Avenidas Bernardo Vieira a Engenheiro Roberto Freire, ressaltando, em ambas, a distribui??o das atividades comerciais e de servi?os, al?m de quest?es relativas ao transporte, ao tr?fego, ao turismo e aos problemas socioecon?micos, nelas identificados. Finalmente, atestamos que Natal, a partir da d?cada de 1980, sofreu um processo de descentraliza??o dos servi?os, tanto na dire??o Sul, quanto na esfera Norte da cidade. Neste processo de descentraliza??o averiguamos o papel das pol?ticas p?blicas de transportes e turismo, complementando a a??o da iniciativa privada, atrav?s do mercado imobili?rio, sobretudo, na Avenida Engenheiro Roberto Freire.

For in such a way, one became necessary to the construction of a theoretical boarding that context the national reality, to be able itself to understand the reality local. This way to construct allowed an opening of the field of vision how much to the relevance of if ahead studying the tertiary sector and its weight of the current configuration of the society in a country as Brazil, e especially in a city of a State northeastern, as it is the case of Bayeux. The theoretical boarding had as base the two circuits of the urban economy, the productive reorganization and the transformations in the world of the work, as well as, the space organization and the distinction between the economic and social space of the tertiary activities, from the logic of functioning of the establishments: the regulation. Besides working with referring official data to the tertiary sector, the empirical study it had as reference one hundred and sixty and establishments tertiary, located in four axles of circulation of the city of Bayeux - PB, which are: Av. Liberdade, Av. Engenheiro de Carvalho, Av. Francisco Marques da Fonseca and Av. Marechal Rondon, that they had appeared in such a way stimulated for the processes of urbanization and industrialization lived deeply from years 70 in the "Great Jo?o Pessoa" how much, in the countries of the underdeveloped capitalist world, as Brazil. Being thus, the objective of the work was to study the tertiary sector and its relation with (the re)production of the urban space, standing out the functioning logic / Esta disserta??o tem como objeto de estudo o setor terci?rio e a (re)produ??o do espa?o urbano de Bayeux-PB. Para tanto, fez-se necess?rio ? constru??o de uma abordagem te?rica que contextualizasse a realidade nacional, para se poder entender a realidade local. Essa maneira de construir permitiu uma abertura do campo de vis?o quanto ? relev?ncia de se estudar o setor terci?rio e seu peso diante da atual configura??o da sociedade num pa?s como o Brasil, e especialmente em um munic?pio de um Estado nordestino, como ? o caso de Bayeux. A abordagem te?rica teve como base os dois circuitos da economia urbana, a reestrutura??o produtiva e as transforma??es no mundo do trabalho, bem como, a organiza??o espacial e a distin??o entre o espa?o econ?mico e social das atividades terci?rias, a partir da l?gica de funcionamento dos estabelecimentos: a regulamenta??o. Al?m de trabalhar com dados oficiais referentes ao setor terci?rio, o estudo emp?rico teve como refer?ncia cento e sessenta e um estabelecimentos terci?rios, localizados em quatro eixos de circula??o do munic?pio de Bayeux PB, quais sejam: Av. Liberdade, Av. Engenheiro de Carvalho, Av. Francisco Marques da Fonseca e Av. Marechal Rondon, que surgiram impulsionadas pelos processos de urbaniza??o e industrializa??o vivenciados a partir dos anos 70 tanto na Grande Jo?o Pessoa quanto, nos pa?ses do mundo capitalista subdesenvolvido, como o Brasil.
