As universidades tornam-se cada vez mais complexas, quer pela crescente ação de natureza política em suas instancias internas, quer pela necessidade de enfrentamento de ambiente externo cada vez mais competitivo, com mudanças velozes e radicais. A Universidade de Ijui (UNIJUI), instituição nova, que está crescendo rapidamente, pelas suas peculiaridades, apresenta aspectos bem diferenciados com relação ás demais universidades. Este estudo de caso descreve, com base nas teoria de Henry Mintzberg, como esta universidade está estruturada, como funciona e que influências sobre ela atuam. Como resultado, obteve-se que a UNIJUI se enquadra melhor na configuração "Burocracia Profissional" com forte e crescente conotação de Arena Política, levando a universidade em direção a ações internas e externas relacionadas a grupos de interesse específicos, intensificando-se a necessidade de negociação. As atuais mudanças no mundo do trabalho são conhecidas como fases de implantação de um novo modelo de capitalismo, a acumulação flexível do capital. Os maiores afetados com estas mudanças são os trabalhadores, pois a flexibilização defendida é a flexibilização que faz com que o trabalhador não seja mais dono de seu próprio caráter e que possa se dobrar de acordo com os interesses do capital. Sem ocorrer de forma mais amena o campo da educação formal também passa por mudanças em seus conteúdos e estrutura de funcionamento. Novas competências devem agora ser trabalhadas pelos professores e demais educadores para formar um novo tipo de ser humano, capaz de lidar com as exigências e incertezas do atual capitalismo. A conexão legal entre estes dois campos pedagógicos as relações sociais de trabalho e as instituições formais de ensino se faz, em nossa análise, por meio do Estado. Nesta pesquisa propomos realizar uma análise sobre a importância da introdução da noção de competências no meio educacional para o processo de desenvolvimento do atual estágio do modo de produção capitalista, por meio da abordagem sobre a elaboração de políticas públicas para a educação básica brasileira. Nossa proposta se pauta no desenvolvimento de análises sobre o processo integração do capitalismo por meio da atuação da classe social dos gestores e da articulação entre o Estado Amplo e o Estado Restrito, constituindo uma estrutura de poder capaz de envolver e reger diversos aspectos da organização da sociedade. / The recent changes in the working world are known as the implementation stages of a new kind of capitalism, the capital flexible accumulation. The workers are the most affected by this changes, once the defended flexibilization is the flexibilization that turns the worker no longer the owner of his own character and that can submit according to the capital interests. With the same impact, the formal education field is also experimenting changes in its contents and functioning structure. New competences must now be developed by teachers and other kinds of educators to form a new kind of human being, able to deal with the requirements and uncertainness of the present capitalism. The legal connection between both pedagogical fields the working social relationships and the formal teaching institutions is made, according to our analysis, through the State. In the present research, we propose to analyze the impact of the introduction of the competences notion in the educational field into the development process of the present stage of the capitalist way of producing, through the approach of the construction of Brazilian basic educational public policy. Our proposal is based on developing analysis about the process of integration of the capitalism through the actuation of the social class of the managers and the articulation between the Wide State and the Restrict State, constituting a structure of power able to involve and many aspects of the social organization.

Ahead is the analysis of the institute in its various angles, from Philippine s ordinations to contemporary documents. After delineating the object of labor it, will be analyzed early theories surrounding the subject, coming finally to domain theory of the fact and the consequences of its adoption, and there is the influence on the analysis of crime and therefore the services of people to questions posed by modern studies involving neutral actions and responsibility for the power structure / O presente trabalho tem como objeto o estudo do concurso de pessoas, por meio do qual, se verifica a responsabilidade de cada indivíduo na esfera penal. Neste ínterim far-se-a uma incursão na legislação penal verificando a evolução do referido instituto e das teorias que ao longo do tempo visam delimitar e definir os conceitos que envolvem a autoria e a participação bem como os critérios para atribuição da respectiva responsabilidade de cada agente que concorre para a prática do delito. Adiante, passa-se a análise do instituto nos seus mais diversos prismas, desde as ordenações filipinas até os documentos penais contemporâneos. Após a delimitação do objeto do trabalho, serão analisadas as primeiras teorias que envolvem o tema, chegando por fim à teoria do domínio do fato e as consequências de sua adoção, bem como se verifica a influência na análise do crime e consequentemente do concurso de pessoas aos questionamentos impostos pelos modernos estudos que envolvem as ações neutras e a responsabilidade por estrutura de poder

As políticas educacionais, no Brasil, vêm buscando alternativas para solucionar questões elementares, como o acesso, para todos, a um ensino de qualidade nas escolas públicas. Uma medida de grande impacto, neste sentido, foi a implantação do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (FUNDEF), o qual vigorou, em todo o país, entre os anos de 1998 e 2006. Esta tese focalizou sua atenção nos trabalhos do Conselho de Acompanhamento e Controle Social do FUNDEF, no âmbito da União, sendo este um órgão colegiado com a participação de membros do Poder Público e de entidades representativas do setor educacional. Este Conselho foi tomado como uma estrutura de intermediação das relações entre o Estado e a sociedade civil, num contexto em que as formas de participação proporcionadas pela Democracia Representativa, através das eleições, não contemplariam mais todas as expectativas dos cidadãos. Assim, estes buscariam alternativas no sentido de reforçar o seu poder de vigilância sobre as ações dos governantes. Com base nestes pressupostos, e tendo como referências a legislação e a produção científica sobre o assunto, foram analisadas as atas de todas as reuniões realizadas pelo referido Conselho, por serem estes os documentos oficiais disponíveis acerca dos trabalhos do órgão. Pretendeu-se verificar desde questões organizacionais, como a periodicidade das reuniões e a presença dos conselheiros a estas, até aspectos relativos aos conteúdos dos trabalhos empreendidos. Entre estes figurariam o intercâmbio de informações, os debates, suas ações e omissões. Examinaram-se as atribuições do Conselho do FUNDEF, em âmbito da União, tanto através dos aspectos legais quanto por intermédio das atividades desenvolvidas pelo órgão. A este respeito, foram discutidas as lacunas quanto à interpretação, teórica e prática, do que viriam a constituir as funções de acompanhamento, controle social e fiscalização. E, no intuito de melhor se compreender as intervenções deste colegiado, mostrou-se importante considerar também os trabalhos de alguns dos demais atores institucionais com atribuições complementares ou concorrentes. Para isso, investigaram-se as ações de duas estruturas do organograma do Ministério da Educação que atuaram em diversas questões tangentes ao FUNDEF: a chamada \"Equipe do FUNDEF\" e a Câmara de Educação Básica do Conselho Nacional de Educação. / In Brazil, educational policies have been trying to solve basic issues, such as access to quality public education for all. This dissertation focuses on the work of the Council of Accompanying and Social Control of the FUNDEF at the national level. This Council is a collegiate organ with the participation of members of the government and other organizations representative of the educational sector. It was considered a structure of intermediation between the State and the civil society, on the context in which the means of participation in a representative democracy (i.e. free elections) do not contemplate the expectations of the citizens anymore. Therefore, people would look for alternative ways to reinforce their power of vigilance over the actions of the government. Based on these assumptions, and using the legislation and the scientific production about the topic as references, this study analyzes the reports of all the meetings held by the Council, since these are the only documents available about its work. This study looks at both the organizational aspects, such as frequency of the meetings and the presence of the council members in them, as well as aspects related to the contents of their work. Among these are the exchange of information, debates, their concrete actions and omissions. The duties of the Council of FUNDEF were examined at the national level, not only throughout the legal aspects but also the activities developed by the organization. In this matter, this study discusses the lack of practical and theoretical interpretation of what would be the meaning of accompanying, social control and inspection. Also, aiming at better understanding the interventions of this collegiate, this dissertation also considered the work of some of the other institutional actors with complementary or concurrent attribution. For this, the actions of the two bodies of the Ministry of Education that had some relationship with FUNDEF were investigated: the so-called \"Equipe do FUNDEF\" (FUNDEF team) and the chamber of Elementary Education of the National Council of Education.

O propósito deste trabalho é uma tentativa de leitura a partir de três obras de José Saramago: O Evangelho Segundo Jesus Cristo, A Caverna e o Ensaio Sobre a Lucidez. Buscamos analisar nessas obras algumas estruturas do poder de nossa sociedade e mostrar como esse poder influi e reflete nos homens. Para tanto, é feita uma análise sobre a sociedade atual onde foram desenvolvidos aspectos históricos, sócio-filosóficos, como também as particularidades da escrita saramaguiana que faz uma construção textual coesa, onde os vínculos subjetivos das personagens reforçam a grande mensagem de intervenção de sua obra, que é a busca sem limites pela emancipação humana. / The objective of this essay is to try, based on the follwing works of José Saramago The Gospel Accordind to Jesus Christ, The Cave and Awakening, to analyse the structures of power that exists in our society, such as described in these books, and to show how this power influnces and reflects on mankind. Therefore, a detailed analysis of todays society is made, with the development of historical, social and philosophical aspects, as much as, an analysis on the particularities of José Saramago writing style, where the characterss subjective links enhances the message held within the texte, which is mankinds unlimited search for amancipation.
