Esta crise tem como principal caracter?stica sua multidimensionalidade, passa por quest?es econ?micas, culturais, ?ticas, ambientais e, sobretudo, pol?tica. No intuito de estudar em profundidade esta crise que se manifesta pelo processo de urbaniza??o e tem nas metr?poles sua exacerba??o, foi realizado estudo te?rico conceitual acerca do sentido de desenvolvimento sustent?vel aplicado ? realidade das cidades, extraindo desse debate os conceitos: desenvolvimento territorial sustent?vel, sustentabilidade administrativa e sustentabilidade pol?tica. A fim de testar a aplicabilidade pr?tica destes conceitos te?ricos, estudou-se em profundidade a realidade da gest?o dos res?duos s?lidos urbanos na metr?pole de Natal. De acordo com o recente debate te?rico, os res?duos compreendem um setor da crise ambiental urbana que melhor representa a rela??o entre homem e meio ambiente. Garantindo a multidimensionalidade das quest?es ambientais por meio do Saber Ambiental, foi feito um estudo qualitativo em profundidade, correlacionando os conceitos de desenvolvimento territorial sustent?vel, governan?a metropolitana e Saber Ambiental aplicado aos res?duos s?lidos. Os resultados apontam para os reais desafios das administra??es p?blicas municipais em compreender, agir e mudar a in?rcia na qual v?m operando nas ?ltimas d?cadas. Os resultados tamb?m demonstraram a import?ncia de transformar as quest?es ambientais, em desafios pol?ticos, ou seja, embate por ideias, refer?ncias ideol?gicas e ?ticas. / Nowadays the rapid growth of urban centers, the accumulation of social and environmental demands, the relationship between public policy and increasingly complex problems accentuates the feeling that cities undergo an urban crisis. This crisis is especially characterized by its multidimensionality, which goes through economic, cultural, ethical, environmental and, above all, political issues. In order to study the core of this crisis that is manifested by the urbanization process and has in its exacerbation on the metropolitan areas was conducted conceptual and theoretical study of the meaning of sustainable development applied to the everyday reality of cities, extracting from this debate concepts, such as: sustainable territorial development, administrative sustainability and political sustainability. Looking forward to test this the practical applicability of these theoretical concepts studied, an empirical study was done on the reality of metropolitan solid waste in Natal, Rio Grande do Norte, Brasil. According to the recent theoretical debate, the waste comprises a sector of the urban environmental crisis that best represents the relationship between man and environment. Ensuring the multidimensionality of environmental issues through the ?Saber Ambietal? (LEFF, 2005), was made a extensive qualitative study correlating the concepts of sustainable territorial development, metropolitan governance and ?Saber Ambiental? applied on solid waste. The results point to the real challenges of municipal government in understanding the real situation, take action and change the inertia in which have operated in recent decades. The results also showed the importance of transforming environmental issues in political, in other words, struggle for ideas, ideological and ethical references.

A triagem dos adultos que compuseram a amostra foi realizada no Cadastro ?nico no munic?pio de Natal, situado no Bairro do Igap?, na Regi?o Administrativa Norte. Para caracterizar a situa??o socioecon?mica e demogr?fica, avaliar o n?vel de Seguran?a Alimentar e analisar a percep??o dos usu?rios, elaborou-se um question?rio de perguntas abertas e fechadas baseado na Escala Brasileira de Inseguran?a Alimentar (EBIA). Os resultados conforme apresentados no cap?tulo cinco, comprovaram que houve sim uma melhoria na condi??o alimentar das fam?lias atendidas, mas um avan?o apenas discreto, pois 99% dos entrevistados foram classificados em Inseguran?a Alimentar. Espera-se que este estudo piloto possa contribuir para o fortalecimento da compreens?o e do combate ? Inseguran?a Alimentar no munic?pio de Natal. / The objective of this pilot study is to verify that the Bolsa Fam?lia program (the Bolsa Familia program is a direct transfer program income that benefits families in poverty and extreme poverty in Brazil) has promoted some impact on the food security of beneficiaries in Natal. In addition to revisiting the literature on the formation of social protection systems in the world and in Brazil, the work carried out a quantitative and qualitative evaluation for primary data, attended by 105 adults program holders. The screening of adults in the sample was made in the Unified Register in Natal, located in Igap? Neighborhood, Administrative Region North. To characterize the socioeconomic and demographic situation, assess the level of food safety and analyze the perception of users, we prepared a questionnaire of open and closed questions based on the Brazilian Food Insecurity Scale. The results did not confirm improvement in the food condition of the families, since 99 % of respondents were further classified in Food Insecurity It is hoped that this pilot study will contribute to strengthening understanding and combating Food Insecurity in Natal.

Tr?s categorias fundamentais na compreens?o do instrumento da Transfer?ncia do Direito de Construir. Analisar a TDC, em seus m?ltiplos efeitos e compreender as limita??es desse instrumento, incidentes nas cidades e din?micas urbanas. A metodologia trabalha com pesquisa bibliogr?fica explorat?ria, reunindo os pressupostos te?ricos que sustentam a pesquisa. Em seguida, realizamos um estudo de caso sobre a forma de aplica??o da TDC em Natal/RN, no per?odo 2007 a 2016. Uma pesquisa documental apresentando e analisando as legisla??es relativas ? TDC na capital potiguar e em seguida, identificando quest?es relevantes na regulamenta??o, gest?o e aplica??o. Os dados coletados s?o tratados de forma quantitativa (em tabelas, gr?ficos e quadros) e qualitativa (as quest?es levantadas na pesquisa relacionadas ao referencial te?rico adotado), ainda apresentando propostas de reformula??o do instrumento de TDC feitas pela administra??o municipal. Ao final, os resultados indicam que os espa?os de discuss?es para buscar o aperfei?oamento do instrumento da TDC foram de pouca abrang?ncia em escala intraurbana. Por outro lado, o referencial te?rico adotado na presente disserta??o demonstra que existem in?meros desafios e obst?culos que deve superar, em vista a uma aplica??o correta do instrumento da TDC. Ainda assim, deve-se ter em mente que a multidisciplinariedade entre o Direito Urban?stico e o Planejamento Urbano adotado fizeram com que a presente disserta??o se torna mais rica para a produ??o cient?fica. / The evolution of the Brazilian land planning began to consider the idea of urban property must group several aspects, so that one can get to the current notion that is bound to a social function. Thus, what it was seen as an exclusive right over the years evolved, giving it a social role, embodied in the social interest. Thus, the Transfer of Development Rights is one of the legislative replies, making it a one of urban planning tools. In this research, we propose to understand the TDC, its relationship with the Urban Planning in contemporary Brazil, especially in the city of Natal-RN. The specific goals are involved to present the main categories among City, Law and Urban Planning. Three fundamental categories in the understanding of the instrument of the Transfer of Development Rights. Analyzing the TDR in its multiple effects and understand the limitations of this tool, incidents in cities and urban dynamics. The methodology works with bibliographical research, bringing together the theoretical framework that support the research. Then we conducted a case study on the application form of TDR in Natal/RN, in the period 2007 to 2016. A documentary research presenting and analyzing the legislation on TDR in Natal and then identifying relevant issues in regulation, management and application. The data collected are treated quantitatively (in tables, charts and boxes) and qualitative (the issues raised in research related to the theoretical framework adopted), presenting proposals to recast the TDR instrument in Natal. Finally, the results indicate that the spaces for discussion to seek the improvement of TDR instrument were little comprehensiveness for intra-urban scale. On the other hand, the theoretical framework adopted in this dissertation demonstrates there are numerous challenges and obstacles they must overcome in order to the correct application of the instrument of TDR. Still, it must be borne in mind that the multidisciplinarity between Urban Law and Urban Planning adopted have made the present dissertation becomes richer for scientific production.

A partir dessa conjuntura, a presente disserta??o buscou mostrar se os principais projetos estruturantes de expans?o urbana e vi?ria implantados na Regi?o Metropolitana de Natal (RMN), cujas transforma??es f?sico-territoriais se intensificaram nas ?ltimas d?cadas, foram planejados em conson?ncia com a gest?o da mobilidade. Primeiramente foram listados os projetos mais importantes da metr?pole funcional, composta pelos munic?pios da RMN que apresentam forte integra??o. Em seguida, foi estabelecido um crit?rio denominado ?Potencial de Coes?o Metropolitana? para definir quais projetos apresentavam maior relev?ncia sobre o territ?rio da RMN, visto que limita??es desta pesquisa n?o permitiam a an?lise de todos os empreendimentos. Os projetos do Aeroporto Internacional Alu?zio Alves, do Ve?culo Leve Sobre Trilhos e da Via Metropolitana apresentaram os maiores potenciais de coes?o metropolitana, sendo analisados quanto a sua rela??o com a gest?o da mobilidade, objetivo primordial da pesquisa. A partir dessa an?lise, ? poss?vel constatar se a RMN enseja a consolida??o de um ambiente urbano com uma mobilidade eficiente, contribuindo para promover o desenvolvimento sustent?vel no seu territ?rio, ou se, de forma contr?ria, fomenta um crescimento desordenado ao permitir que projetos estruturantes sejam implantados de maneira descolada ? gest?o da mobilidade. / The fast growth of cities causes the meeting of urban areas and the increase of political, economic and social influence between nearby cities, resulting in a process known as metropolization, which, in turn, causes direct impact on the way people and goods move through the cities - that is, on urban mobility. Especially in developing countries like Brazil, where the metropolitan areas (RM) lack of political interest and planning structures to ensure the governance of these areas, the effects of metropolization can cause irreversible negative impacts on mobility. As results of the claims of the Urban Reform, instruments such as the Statute of the City, the National Policy of Urban Mobility and the newly created Statute of Metropolis emerge as support to Brazilian RMs in achieving efficient mobility. According to these instruments, the various urban actions must be planned together to achieve more organized, socially fair and environmentally viable cities. From this situation, this study sought to show if the major infrastructure projects of urban and road expansion deployed in the Metropolitan Region of Natal (RMN), which physical and territorial transformations were intensified in recent decades, have been planned in accordance with mobility management. Firstly, the most important projects of the functional metropolis ? formed by the municipalities of RMN that have strong integration ? were listed. Then, a criterion called "Metropolitan Cohesion Potential" was established to define which projects were more relevant on the RMN?s territory as limitations of this study did not allow analysis of all projects. The International Airport Alu?zio Alves, the Light Rail and Metropolitan Road presented the highest potential of metropolitan cohesion, so they were analyzed considering their relationship with mobility management, primary objective of the research. It was investigated if the structuring project meets the steps of the new type of desirable urban mobility: promotes investments in the poorest areas of infrastructure; causes population density and induces mixed land uses; contributes to the compactness; encourages democratic access of the population to goods and services; has a structure that indulges the transport of non-motorized means and collective motor; enables integration of modal; and seeks to cause less environmental damage. From this analysis, it can be seen that the RMN entails the consolidation of an urban environment with efficient mobility, to promote sustainable development in its territory, or in a contrary manner, fosters a disorderly growth by allowing structuring projects to be deployed separated from the mobility management.

Oriundos da Agricultura Familiar, os representantes centrais conseguem exercer o poder simb?lico (Bourdieu, 1989) nesse campo de debates e interesses, compartilham em suas trajet?rias pontos comuns como o tr?nsito entre movimentos sociais e organiza??es de assist?ncia t?cnica, processos que se reproduzem em um contexto de neglig?ncia das gest?es municipais e Estadual com esse debate, fator que condicionaria a reprodu??o de um ambiente de baixa participa??o social em torno da promo??o do desenvolvimento rural, logo das perspectivas trazidas pela abordagem territorial. / The rural development policy in Brazil has the territorial approach as a strategy and established a few years ago the creation of spaces for diverse social participation, called Council or territorial forums. These spaces should be attended by representatives of various segments of society that make up the political dynamics of the territories: civil society organizations (NGOs, trade unions, associations, unions, social movements, etc.) and public managers (municipal and state secretaries, local authorities and agencies federal as MDA). This work aims to analyze the relations between political representatives considered central in the debate and enforcement actions with territorial focus in Mato Grande / RN. Focus on the influence of their actions in the field conformed discussions from the institutionalized space of participation, the Territorial Council, established under the guidance of this strategy in 2005 as the body of management and social control of state actions. We also seek to understand from the trajectories of these representatives and mobilizing the concept of fields (Bourdieu, 1989.2002) as streamline, influence the internal organization, agendas and decision making in representation spaces (Council and Director Center). Building on participants made observations, as well as in semi-structured interviews with agents considered central, can be glimpsed elements that bring these trajectories. Originating Family Agriculture, the central representatives can exercise the symbolic power (Bourdieu, 1989) in the field of debates and interests and have common points in their trajectories as transit through social and service organizations movements. Processes that reproduce in a context of neglect of municipal administrations and state with this debate, a factor that would condition the reproduction of a low social participation environment surrounding the promotion of rural development, then the perspectives brought by the territorial approach.

Trata-se de uma das mais graves viola??es de direitos humanos, representando falhas no Sistema de Garantia de Direitos (SGD), e na prote??o integral do segmento infanto-juvenil. Constitui-se, assim, um paradoxo entre o que preveem os marcos legais e o que de fato ? assegurado na pr?tica, al?m das consequ?ncias f?sicas e psicol?gicas oriundas dessas viola??es, ao passo em que deveriam ser vistos com prioridade absoluta, como sujeitos de direitos reais e n?o somente no discurso. Nesta dire??o, a rede de enfrentamento ? explora??o sexual ? uma importante ferramenta para a compreens?o das especificidades da problem?tica e, por esta raz?o, ? relevante conhecer a rede dispon?vel, observando seus desdobramentos, justificando, portanto, a pertin?ncia do estudo. Os percursos percorridos para este trabalho partiram do seguinte questionamento: ?Que institui??es comp?em a rede de enfrentamento ? explora??o sexual em Natal/RN e suas respectivas estrat?gias de combate ao fen?meno e garantia de direitos?? Como objetivo geral analisou-se as institui??es da rede de enfrentamento da explora??o sexual de crian?as e adolescentes, bem como as pol?ticas p?blicas para este segmento, que devem ser implementadas atrav?s dela no munic?pio. Neste sentido, foi elaborada uma pesquisa explorat?ria do tipo qualitativa, para conhecer a rede, os principais atores e parceiros. Assim, realizou-se pesquisa bibliogr?fica e documental, bem como pesquisa de campo, a partir de visitas institucionais e entrevistas semiestruturadas com os profissionais, auxiliadas por um roteiro de quest?es abertas. A partir desse estudo, identificou-se que h? uma rede de servi?os dispon?veis, mas n?o uma rede voltada mais diretamente para o trato da explora??o sexual. Ela conta com forte presen?a do Terceiro Setor, incidindo nas lacunas deixadas pelo Estado. Tem-se uma rede ainda n?o consolidada, possui baixa intersetorialidade e necessita de amplia??o, pois tem dado respostas pontuais diante das viola??es de direitos. Apesar de importantes conquistas, avalia-se que o SGD existe mais no n?vel do discurso que na pr?tica, haja vista que o ECA n?o alcan?ou, ainda, a materialidade pensada desde a sua formula??o. Espera-se que o estudo contribua com a elabora??o de discuss?es e refer?ncias que sejam subsidi?rias ao debate e ? apreens?o mais qualificada desse problema. / The phenomenon of the sexual exploitation of children and adolescents consists of an old, serious and persistent problem in the contemporary scene, not yet receiving the massive attention that it presupposes, nor the fundamental commitment that leads us to a resolute confrontation. This is one of the most serious violations of human rights, representing failures in the System of Guarantee of Rights (SGD), and in the integral protection of the child and youth segment. It is thus a paradox between what legal frameworks provide and what is actually ensured in practice, as well as the physical and psychological consequences of these violations, while they should be viewed with absolute priority, as subjects of rights Real and not just in speech. In this direction, the sexual exploitation coping network is an important tool for understanding the specificities of the problem and, for this reason, it is relevant to know the available network, observing its unfolding, thus justifying the pertinence of the study. The paths covered for this work were based on the following question: "Which institutions make up the network to combat sexual exploitation in Natal / RN and their respective strategies for combating the phenomenon and guaranteeing rights?" As a general objective, the institutions of the network Of coping with the sexual exploitation of children and adolescents, as well as the public policies for this segment, which must be implemented through it in the municipality. In this sense, an exploratory research of the qualitative type was developed, to know the network, the main actors and partners. Thus, bibliographical and documentary research was carried out, as well as field research, based on institutional visits and semi-structured interviews with professionals, assisted by a script of open questions. From this study, it was identified that there is a network of services available, but not a network geared more directly to the treatment of sexual exploitation. It has a strong presence of the Third Sector, focusing on the gaps left by the State. There is a network that has not yet been consolidated, has a low intersectoriality and needs to be expanded, since it has given specific responses to violations of rights. Despite important achievements, it is estimated that the SGD exists more at the level of discourse than in practice, since the ECA has not yet reached the materiality thought since its formulation. It is hoped that the study will contribute to the elaboration of discussions and references that are subsidiary to the debate and the more qualified apprehension of this problem.

Caso contr?rio, a economia das e?licas servir-se-? dos territ?rios em que se instala apenas como recurso para a reprodu??o do capital internacional sem se espraiar progresso pelo local. / Analyzes the socio-economic dynamics of Rio Grande do Norte from the economics of wind power (2002-2015) and micro-regions where are found the wind farms of the State. For this reason, it is the cornerstone of this dissertation the focus on wind power as local development proposal, figuring out how to center of analysis, the relationship between the wind farm investments and territories studied. For better understanding of how it is possible the economic dynamics of a peripheral region, it was used as methodological platform the historical research structuralist method of cepalina school. The research stems from the analysis of the historical facts that was expressed in different periods, impacting positively or negatively in the productive and social structures. As methodological procedures were performed: literature review; empirical observation through a field visit; and document consultation and analysis. It was elected as the main hypothesis that high investment, as is the case of wind energy in Rio Grande do Norte, result in conservatism and strengthening of local inequalities, there is a low interaction with the local regional dynamics, not contributing to the reduction of structural, social and economic problems of a peripheral region. It is concluded that despite the national efforts to develop the sector, in Rio Grande do Norte, the socioeconomic dynamics was influenced in a tangential way with regard to the economy of the wind, that is, without deep transformations. The economy of wind power is seen as a promoter of development when the State reconciles the opportunities that the sector develops. Otherwise, the economy of wind power will be used in territories where it is installed only as a resource for the reproduction of international capital without spreading progress through the site.

Foram definidos tr?s empreendimentos para a realiza??o desta investiga??o: o Residencial Vivendas do Planalto I, II, III, IV, na cidade de Natal (Capital); o Residencial Ilhas do Atl?ntico, em Parnamirim; e o Residencial Ruy Pereira, no Munic?pio de S?o Gon?alo do Amarante. A pesquisa apontou para a pouca efetividade da implementa??o do trabalho social pr?/p?s-ocupacional e da gest?o condominial nos empreendimentos do PMCMV na RMN. Ademais, as Secretarias de Habita??o dos munic?pios estudados possuem baixa capacidade t?cnica na elabora??o dos Projetos de Trabalho Social (PTS), escassez de quadro de t?cnicos qualificados em projetos de habita??o de interesse social, alta rotatividade de profissionais e fragilidades quanto ? forma de contrata??o das Equipes T?cnicas Sociais (ETS). Por fim, a pesquisa constatou que o trabalho social ? permeado por interesses econ?micos e pol?ticos em todas as fases de execu??o, por diversos atores sociais e pol?ticos. / This work aims to analyze the social work of the Programa Minha Casa Minha Vida (PMCMV), track 1, in the Metropolitan Region of Natal (RMN), in the cities of Natal, Parnamirim and S?o Gon?alo do Amarante. Methodologically, the study is a qualitative research, based on the dialectical-critical method, which evidences the perceptions of the main social actors that are directly related to the social work in PMCMV ventures. In this way, the following methodological procedures were used: bibliographic review, documentary analysis, analysis of secondary and primary data, semi-structured interviews, field diary and focus groups. Three projects were set up to carry out this research: the Residencial Villas do Planalto I, II, III, IV, in the city of Natal (Capital); The Residencial Ilhas do Atl?ntico, in Parnamirim; And the Residencial Ruy Pereira, in the Municipality of S?o Gon?alo do Amarante. In addition to the scarcity of studies in the area, the research pointed to little effectiveness of the implementation of pre/post-occupational social work and condominial management in PMCMV ventures in NMR. In addition, the housing departments of the municipalities studied have a low technical capacity in the elaboration of social work projects and a shortage of skilled technicians in projects of social interest housing, high turnover of professionals and weaknesses as to their way of hiring the Technical Teams (ETS). Finally, the research found that social work is permeated by economic and political interests in all stages of implementation, by various social and political actors.

Este deve ser compreendido, segundo a Organiza??o Internacional do Trabalho, como o labor devidamente remunerado e exercido em condi??es de liberdade, equidade, seguran?a e apto a proporcionar uma vida digna ao trabalhador. Neste sentido, a presente pesquisa investigou o processo de efetiva??o das diretrizes da Pol?tica Nacional de Res?duos S?lidos no munic?pio do Natal, a partir da an?lise da inser??o socioprodutiva dos catadores de materiais recicl?veis. Fundamentado no m?todo qualitativo, o estudo utilizou como principais percursos metodol?gicos a consulta bibliogr?fica e documental. Na pesquisa de campo realizada entre os anos de 2013 e 2014 nas cooperativas de catadores de Natal, foram realizadas observa??es in loco do trabalho da cata??o, bem como entrevistas semiestruturadas com representantes das organiza??es pesquisadas. A fim de investigar a efetiva??o do Trabalho Decente no cotidiano da cata??o, foram estudadas as a??es municipais para inclus?o de catadores em Natal, investigando-se tanto a gest?o municipal, quanto as cooperativas de catadores, com a finalidade de refletir acerca dos avan?os e dificuldades vivenciadas no trabalho da coleta seletiva sob a chancela da municipalidade. Verifica-se que, mesmo apoiadas pelo poder p?blico, as cooperativas atuantes no munic?pio de Natal ainda enfrentam dificuldades de diversas ordens. O desempenho do trabalho oferece riscos aos catadores, sem um ambiente de trabalho seguro e/ou adequado ? sa?de daqueles trabalhadores. Por outro lado, a pesquisa apontou potencialidades como a busca incessante das cooperativas pela obten??o de melhorias para os trabalhadores. / The integrated management of municipal solid waste in Brazil is held legally responsible by the city council administration. This is done since the year 2010 with the publication of the National Solid Waste Policy term. According to the policy and law, each city must encourage the implementation of selective collection and the participation of waste picker?s entities aiming social inclusion. However, these actions haven?t yet reached its legal aims. These workers are considered regarding collection actions but are stripped of certain basic labor rights not in conformation with the Decent Work concept. This type of work, according to International Labour Organization, must be seen as work that is properly paid for and must be done regarding conditions of freedom, equity, security and able to provide workers with a dignified life conditions. Thus, this work aims to investigate the implementation process regarding the Solid Waste National Policy in Natal-Rio Grande do Norte in Brazil. This is done considering socio-productive insertion of recyclable material collectors. The research is substantiated by a qualitative approach as well as documental and bibliographical research. A field research considering the cooperatives as well ?in locco" observation and semi-structured interviews were carried out between the time span of 2013 and 2014. In order to investigate decent daily working conditions the research emphasized municipal management actions in Natal towards social inclusion that aim to reflect on the progress and difficulties experimented. It is seen that even when these cooperatives receive government support there are still important struggles that need to be overcome. The worker?s tasks are risky, the work environment in not safe or is adequate in terms of health issues. There is the stigma of it being considered an occupational task, the low individual income distancing the activity regarding parameters of the Green Employment and Decent Work concept. On the other hand, the survey showed potential as the relentless pursuit on behalf of the cooperatives that still search better work condition improvement.

A presente pesquisa averiguou como se estrutura a gest?o de REEE no munic?pio de Natal/Brasil, a partir das recomenda??es da PNRS. Utilizando-se de m?todo qualitativo, o estudo teve como procedimentos metodol?gicos a pesquisa bibliogr?fica e consulta documental. A pesquisa de campo foi realizada no per?odo entre 2015 e 2017 onde se realizou observa??o direta em duas empresas gerenciadoras de REEE em Natal. Foram tamb?m realizadas entrevistas semiestruturadas com agentes do setor privado e, da mesma forma, com representantes da gest?o p?blica que atuam no meio ambiente e gest?o de res?duos. P?de-se perceber que a efetiva??o da log?stica reversa, na forma prevista na legisla??o, possui pontos cr?ticos, dentre essas quest?es cr?ticas, destaca-se a baixa articula??o interinstitucional e intrainstitucional. As estruturas atuais est?o limitadas ? realiza??o de campanhas peri?dicas de recolhimento desses res?duos. Nessa perspectiva, ? poss?vel inferir que a cadeia produtiva da reciclagem dos REEE no munic?pio de Natal est? se estruturando por meio de parcerias entre as empresas privadas, ?rg?os e autarquias municipais. Apesar das atuais articula??es entre Estado e mercado, conforme se apresentou em rela??o ao munic?pio de Natal, verificou-se que a gest?o p?blica municipal n?o consolidou conhecimento acerca dos REEE, pois a prioridade da Prefeitura est? em outros segmentos de log?stica reversa. / The question of environment on a global scale was raised in association with various scenarios, which gradually reach a state of urgency and set the agenda for the environmental meetings starting from the 1970's. In Brazil, with the institution of the National Policy for Solid Residue - PNRS (Law 12.305/2010), a normative and institutional framework of put in place for the management of solid residue, electronic waste (REEE) among them, having as its main instruments sector agreements and reverse logistics. This research investigated how the REEE management is structured in the city of Natal/Brazil, based on the recommendation of the PNRS. Employing the qualitative method, this work had bibliographical research and document research as its methodological procedures. The field research took place in the period between 2015 and 2017. In it, direct observation in two REEE managing companies in Natal was carried out. Semi-structured interview with agents from the private sector were also made and, similarly, with representatives of public management who work in environment and residue management. It was verified that city public management had not consolidated knowledge on REEE, since the priorities of City Hall are directed towards other segments of reverse logistics. The current structures are limited to periodic campaigns for the collection of this type of residue. From this perspective, it could be inferred that the productive chain of recycling of WEEE in the Natal municipality is being structured through partnerships between private companies, municipal agencies and municipalities. In spite of the current articulations between State and market, as it was presented in relation to the municipality of Natal, it was verified that the municipal public management did not consolidate knowledge about WEEE, since the priority of the Municipality is in other reverse logistics segments.
