The actions of the government regarding education find themselves disconnected from the reality of problems like abandonment, retention or even premature passing, where the variables that interfere in each student?s school process are not perceived. The objective of this research was to discover the causes of dropout in the Business Administration and Marketing technical course (CTADEM) at Col?gio Dom Agostinho Ikas (CODAI), in the period between 2010 and 2013, conceptualizing dropout and its developments, mapping the causes of school dropout, highlighting its motivations from the point of view of students and teachers, and presenting possible actions that aim to minimize it. With this intent we utilize a qualitative methodology interlaced with the exploratory character Case Study technique. As instruments, we use questionnaires with registered students and students who have dropped out and interviews with the students at CTADEM. In the analysis of our discoveries, we investigate the motives and reasons that lead to a student dropping out, dealing with the perceptions of social players, understanding their concepts about school dropout, motivations of school permanence, searching for contributions that can be useful toward the decrease of dropout rates at CTADEM, their limits and possibilities, interlaced with the views of theorists involved in this investigation. In this way we have noticed a reality that points to several aspects, such as family problems, geographical aspects, unprepared high school graduates, outdated physical infrastructure and school environment, hindering better integration and educational quality, as well as the need to evaluate CTADEM according to the current MEC criteria and restructuring of its curriculum. These perceptions can contribute not only to make teachers aim a continuous improvement of their activities, but also to aid CTADEM in its efforts toward a better school performance, constructing strategies to confront school drop out with possible reflections in the quality of instruction, and the educational, social and economic development of these students / A evas?o escolar ? um fen?meno que acomete as institui??es de ensino, sejam elas p?blicas ou privadas. As a??es do governo diante da educa??o encontram-se desconectadas da realidade em problemas como abandono, repet?ncia ou mesmo na aprova??o, onde n?o se percebem as vari?veis que interferem no processo escolar do aluno. Esta pesquisa teve como finalidade conhecer as causas da evas?o no Curso T?cnico em Administra??o Empresarial e Marketing (CTADEM) do Col?gio Agr?cola Dom Agostinho Ikas (CODAI), no per?odo compreendido entre 2010 e 2013, conceituando a evas?o escolar e seus desdobramentos, mapeando as causas da evas?o escolar, destacando suas motiva??es sob o ponto de vista dos discentes e docentes, apresentando possibilidades de a??es que visem minimiz?-la. Na an?lise das descobertas investigamos os motivos e raz?es que levam o aluno a se evadir, tratando das percep??es dos atores sociais compreendendo seus conceitos sobre evas?o, motiva??es da perman?ncia, buscando contribui??es que possam ser utilizadas visando a diminui??o da evas?o no CTADEM, seus limites e possibilidades, entrela?ados com os olhares dos te?ricos envolvidos nesta pesquisa. Nesse caminhar apreendemos uma realidade que aponta diversos aspectos, como problemas familiares, aspectos geogr?ficos, o despreparo oriundo do ensino m?dio, infraestrutura f?sica e ambiente escolar inadequados com as modernidades, dificultando uma melhor integra??o e qualidade de ensino, bem como necessidade de avalia??o do CTADEM pelos crit?rios atuais do MEC e reestrutura??o da grade curricular. The study aimed to characterize the profile of the referred student, with an emphasis in some indicators: sex, place of origin, school of origin, destination course after the transfer and others. The LICA course was chosen for this investigation mainly due to it being one of the first courses available in UFRRJ; other than its integrating profile, for being a graduation in the Agrarian Sciences area, consonant to the UFRRJ?s historical roots. The high rate of dropout closely linked to the internal transfer process stood out for the choice of the troublesomeness. The methodology used into the making of this project was based in: a) documental analysis, referring to official documents, such as: the LICA collegiate reunion records, memos and offices from UFRRJ and moreover, an analysis of the change proposals for the course according to MEC; b) bibliographic consult to articles, books, journals and research projects about the subject; c) interviews of qualitative character with professors from the LICA course from UFRRJ and d) auditing of quantitative data, done in the academics registry basis of the Divis?o de Registros Acad?micos (DRA) connected to the Pr?-Reitoria de Gradua??o of the institution. Through these procedures it was possible to identify the academic trajectory of the student in UFRRJ. The results obtained through the research show an intense flow from the LICA students, during their academic trajectory inside of the Institution. Other academic flows were observed, such as the return of the student who obtained a transfer from the LICA course to another courses at UFRRJ and the return of the aforementioned students to their origin course, LICA, be it utilizing themselves of the re-entrance process or another admittance test (at that time), which generate a inclusion of students into the cited course. These choices seemed to be adjoined mainly to social, economic, political and cultural aspects, besides others which may be part of the student?s universe. Parallel to the questions raised by multiple authors, a qualitative research was conducted, with the objective of obtaining a point of view from egressed teachers from the LICA course, valuing the lived experiences of these professionals in their working area. The resulting outcome gathered through the research characterized the academic flow from the LICA students, and demystified the statement that the LICA course is a trampoline course, used by students only to enroll in the University. The research also came to contribute to an evaluation of the academic mobility in UFRRJ and its variables. It also brought light upon the worry about the necessity of vocational orientation for these undergraduate students, in a way in which they can feel more secure towards their professional choices, evading then a longer permanence time in the Institution and going after meeting the real needs of the students. / A pesquisa teve como objetivo geral analisar a trajet?ria acad?mica dos estudantes do curso de Licenciatura em Ci?ncias Agr?colas (LICA) da Universidade Federal Rural do Rio de Janeiro (UFRRJ), no per?odo de 1997 a 2006, assim como diagnosticar como se d? esse movimento rumo ao processo de integraliza??o do curso de gradua??o. O estudo buscou caracterizar o perfil do referido estudante, com ?nfase em alguns indicadores: sexo, regi?o de origem, escola de origem e o curso de destino ap?s a transfer?ncia. A escolha do curso de LICA para esta investiga??o deu-se principalmente por ser um dos primeiros cursos da UFRRJ com perfil integrador e por ser uma licenciatura na ?rea de Ci?ncias Agr?rias, em conson?ncia com as ra?zes hist?ricas da UFRRJ. Destacou-se, ainda, para a escolha da problem?tica, o fato de o referido curso apresentar um alto ?ndice de evas?o, ligado principalmente ao processo de transfer?ncia interna. A metodologia utilizada para a realiza??o deste trabalho foi baseada em: a) an?lise documental, referente ? de documentos oficiais, tais como atas de reuni?es do colegiado do curso de LICA, memorandos e of?cios da UFRRJ e,ainda, an?lise das propostas de mudan?as acad?micas no curso, de acordo com o MEC; b) consulta bibliogr?fica em artigos, peri?dicos, livros e trabalhos de pesquisa referente ao assunto; c) aplica??o de entrevistas de car?ter qualitativo a docentes do curso de LICA da UFRRJ e d) levantamento de dados quantitativos, feitos na base de registros acad?micos da Divis?o de Registros Acad?micos (DRA), ligada ? Pr?-Reitoria de Gradua??o da Institui??o. Atrav?s destes procedimentos, foi poss?vel identificar a trajet?ria acad?mica do estudante na UFRRJ. Os resultados obtidos atrav?s da pesquisa demonstraram um intenso movimento dos estudantes de LICA, durante sua trajet?ria acad?mica dentro da Institui??o. Foram tamb?m observados outros movimentos acad?micos, como a volta do estudantede LICA, que obteve transfer?ncia interna para outro curso, ao seu curso de origem: seja utilizando o processo acad?mico de reingresso ou outro vestibular (? ?poca),o que gerou uma inclus?o de estudantes no referido curso.Esses movimentos pareceram ligados principalmentea aspectos sociais, econ?micos, pol?ticos e culturais, al?m de outros, que podem pertencer ao universo do estudante. Considerando esses aspectos e as quest?es levantadas por diversos autores, sobre o universo do estudante, realizou?se uma pesquisa qualitativa, com o objetivo de obter uma vis?o de professores egressos do curso de LICA, valorizando as experi?ncias vividas por esses profissionais na ?rea de atua??o. H? uma caracteriza??odo movimento acad?mico dos estudantes de LICA, dentro da institui??o que ajudam a desmistificar a afirma??o de que, o curso de LICA ? um curso trampolim, usado pelos estudantes apenas para ingressar na Universidade. Essa situa??o ? impulsionada pelas pol?ticas p?blicas governamentais, bem como pela necessidade de maior qualifica??o profissional, influenciada pelo contexto da globaliza??o. O investimento em pol?ticas educacionais, que permitam uma forma??o qualificada em tempo h?bil dos discentes, ? essencial para que a entrada cont?nua de alunos no Ensino Superior n?o culmine com um aumento da evas?o escolar. A partir de estudos de base quantitativa atrav?s de tabelas e gr?ficos feitos na Universidade Federal dos Vales do Jequitinhonha e Mucuri (UFVJM) pelo Programa PET Comunidades e de um estudo de cunho bibliogr?fico e qualitativo (BORDIEU, 2007; BRUNO, 1996; FREIRE, 1987; LOBO, 2012; RIBEIRO, 2005, dentre outros), desenvolvemos a presente pesquisa para melhor refletirmos sobre o fen?meno da evas?o na universidade. Ao longo do curso, h? uma significativa percentagem de alunos matriculados no Bacharelado em Humanidades (BHu) que evadem do curso, principalmente nos 03 (tr?s) primeiros per?odos. Apontamos como possibilidade que a evas?o torna-se um duplo processo de exclus?o quando se faz pela falta de investimentos em pol?ticas p?blicas educacionais e pela falta de letramento acad?mico, que se une ? exclus?o do ensino b?sico que oferece um letramento cultural e educacional deficit?rios. Al?m disso, apresentamos, por uma an?lise quantitativa que, no ?ltimo ano analisado, o ?ndice de evas?o aumentou no bacharelado, ap?s a diminui??o de verbas p?blicas pelo programa de cortes de bolsas de pesquisa, de ensino e de extens?o do Governo atual. Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2017. / In the last few years, there has been an increasing number of students from different social classes entering at the university because of the government political policies which has been offering academic studies to the non-privileged people. It also happens because of the need of greater professional qualification influenced by the globalization context. The investment in educational policies which would let good qualification in the right period of time has been essential for having continuous entrance at the university without increasing school dropout. The present research was done at Universidade Federal dos Vales do Jequitinhonha e Mucuri (UFVJM). Data was collected from PET Communities Project to draw tables and graphs and to help carrying out a qualitative investigation (BORDIEU, 2007; BRUNO, 1996; FREIRE, 1987; LOBO, 2012; RIBEIRO, 2005, and others). The research aim was to understand the school dropout at the university. During the graduation course, an expressive rate of students admitted at Bacharelado em Humanidades (BHu) drops it out, mainly in the first three semesters. It probably indicates that the school dropout becomes a double process of exclusion because of the lack of government investment in public educational policies and because of the poor student academic literacy. This factor is connected to the exclusion from the previous levels of education that offers poor educational and cultural literacy to students. Furthermore, the qualitative study showed that in the last year the school dropout level increased after the actual government cost reduction to education. The study result showed the need for having public policies for affirmative actions which would let students stay at the university without evading it.

Foi utilizado para tais finalidades, o m?todo de estudo de caso, com uma abordagem quali-quantitativa, por meio de entrevistas com os tutores e coordenadores dos cursos EaD do Polo sede da Institui??o, bem como com os alunos evadidos, al?m de pesquisa documental e levantamento bibliogr?fico para compor o referencial te?rico. Os dados coletados atrav?s do levantamento (survey) foram analisados com o suporte da estat?stica descritiva, e servir?o de base para a??es futuras da institui??o. A partir da an?lise dos percentuais e motivos, a pesquisa revelou que foram os aspectos ex?genos os maiores causadores da evas?o nos cursos, com predomin?ncia da falta de tempo dos alunos para estudar, fazer as atividades e participar do curso, a sobrecarga e ac?mulo de atividades no trabalho, carga hor?ria de trabalho intensa, dificuldade em conciliar encontros presenciais com os s?bados letivos do calend?rio escolar e dificuldades em acompanhar o desenvolvimento do curso. / Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2015. / The work presented aims to analyze the avoidance of distance learning courses of Profuncion?rio, taught at the Te?filo Otoni headquarters of the Federal Institute of North of Minas Gerais, within the Network e-Tec Brazil. The investigation and evaluation of the factors that lead to the student's decision to give up a distance learning course is the issue relevant to the educational institutions so that, through your knowledge, it can draw effective measures in reducing rates. It was used for such purposes, the case study method, with a qualitative and quantitative approach, through interviews with tutors and coordinators of EaD courses of the Polo Institution headquarters, as well as the dropout students, and documentary research and literature to compose the theoretical framework. The data collected through the survey were analyzed with the support of descriptive statistics, and form the basis for future actions of the institution. From the analysis of the percentage and reasons, the survey revealed that were exogenous aspects of the main causes of evasion in the courses, especially the lack of student?s time to study, do the activities and participate in the course, the overhead and activities accumulation at work, hours of intense work, difficulties in reconciling face meetings with academic Saturdays of the school year and difficulties in following the development of the course.

Dois ensaios sobre educa??o superior no Brasil

The aim of the study is to analyze the development of the high education in the country, considering recent changes in this segment and pointing the most important challenges to be overcome to achieve the full development of this sector, emphasizing the problem of the drop out of the students in this educational level. For this, the microdata of the Censo da Educa??o Superior (High Education Census), provided by the Instituto Nacional de Educa??o e Pesquisa An?sio Teixeira (INEP) are used. In the first essay it s presented a comparative analysis of the period between 1998 and 2010 that establishes the changes in the characteristics of Brazilian higher education and stands out issues such as administrative dependence and academic organization of the higher education institutions, geographic distribution, research field of the courses and enrollments in the higher education in Brazil. In this stage, descriptive statistics methods and the Hirschman-Herfindahl concentration index (HH) are used. The evidences in this analysis point that the Brazilian high education expansion in the period between 1998 and 2010 was sustained by small private institutions of higher education colleges and other kinds of small institutions. It is remarkable that the concentration of enrollments in higher education related to geographic distribution in the country has been dropping, but there is still concentration related to research field of the courses. The second essay focuses on the main challenges to develop Brazilian higher education, especially the problem of university drop out. It presents an analysis of the determinants of evasion at Brazilian college students in 2010. A probit model is used with evasion as dependent variable and individuals and institutional factors that affect evasion phenomena as explanatory variables. The results show that young students are more likely to leave the university than older students as well as female students are more likely to evade than male students. It s also observed that students of private institutions evade more than students in the public universities and that students enrolled in distance learning courses and night shift are more likely to evade. The probability of evade higher education also increases among the students that stay too much time in the college, students who don t have access to educational loan and don t participate of additional training activities. / Este trabalho apresenta dois artigos que se dedicam ? an?lise do ensino superior no Brasil. O objetivo ? analisar o desenvolvimento do ensino superior no pa?s, considerando as mudan?as recentes nesse cen?rio, e destacar os principais desafios a serem superados para o pleno desenvolvimento desse setor, com ?nfase para o problema da evas?o nesse n?vel de ensino. Para tanto, utilizam-se os microdados dos Censos da Educa??o Superior, disponibilizados pelo Instituto Nacional de Educa??o e Pesquisa An?sio Teixeira (INEP). No primeiro ensaio, apresenta-se uma an?lise comparativa entre os anos de 1998 e 2010, que estabelece as mudan?as no perfil do ensino superior e destaca quest?es como depend?ncia administrativa e organiza??o acad?mica das Institui??es de Ensino Superior (IES), distribui??o geogr?fica e por ?rea de conhecimento dos cursos e matr?culas no ensino superior no Brasil. Emprega-se um modelo probit, que utiliza como vari?vel dependente a evas?o e como vari?veis explicativas fatores individuais e institucionais que influenciam na decis?o de evadir. Os resultados apontam que estudantes jovens possuem maior probabilidade de evadir do que estudantes mais velhos, assim como mulheres possuem maior probabilidade que homens. Observa-se tamb?m que estudantes de institui??es privadas evadem mais que os estudantes do setor p?blico e que o os cursos ? dist?ncia e o turno noturno apresentam maior probabilidade de evas?o. A probabilidade de abandonar o ensino superior tamb?m aumenta entre os alunos que se mant?m mais tempo em um curso, n?o possuem financiamento estudantil e n?o participam de atividades de forma??o complementar.

Several educational institutions have been offering courses of internal improvement and qualification, as well as extension, undergraduate and postgraduate courses. The increase in the number of courses and the significant raise in the number of students result in new challenges to the educational institutions. The high dropout rates, common in Distance Education courses, is one of the crucial problems the institutions have to deal with. In this context, Data Mining is one of the main approaches for the development of predictive methods of evasion. The present paper aims an analysis of the Distance Education evasion in a traditional Midwest Brazilian University. The study intends to identify the behavior of the students who have dropped out undergraduate courses, in order to provide subsidies for the subjects involved in the teaching-learning process. As a preventive solution to the evasion issue, it is understood that proper communication with the students who are about to evade can lead to changes that contribute to minimize the problem. This study is presented in four parts: (i) literature review based on theoretical framework on Distance Education evasion, Virtual Learning Environments, Knowledge Discovery in Database (KDD) and Education Data Mining; (ii) an analysis of the Virtual Learning Environment institution database applying KDD techniques to identify the course abandonment behavior; (iii) development and validation of a model for predictive identification of students prone to evade; (iv) management actions to mitigate the problem. The results show that, when applying KDD to the variant data in time, 30 days after the beginning of the classes, it is possible to significantly predict evasion. From the results, an evasion prediction model was developed, as well as an evasion combat model. / A educa????o a dist??ncia (EAD) tem crescido nos ??ltimos anos. V??rias institui????es de ensino t??m ofertado cursos que v??o desde aperfei??oamentos e capacita????es internas at?? cursos de extens??o, gradua????o e p??s-gradua????o. Com o crescimento da oferta de cursos e o aumento significativo dos estudantes, as institui????es educacionais se colocam frente a novos desafios, entre eles o combate das altas taxas de evas??o, comum em cursos na modalidade EAD. Nesse sentido, a Minera????o de Dados ?? uma das abordagens que vem sendo explorada para o desenvolvimento de m??todos preditivos de evas??o. O presente trabalho prop??e uma an??lise da evas??o no contexto da EAD de uma tradicional universidade do Centro Oeste. O estudo busca identificar comportamentos dos estudantes que abandonaram cursos de gradua????o nessa modalidade, de maneira a fornecer subs??dios preditivos para os atores envolvidos no processo de ensino-aprendizagem de forma a apoiar a tomada de decis??es preventivas a respeito da evas??o. Parte-se do pressuposto de que interven????es junto aos estudantes propensos a evadir podem acarretar mudan??a no comportamento via Ambiente Virtual de Aprendizagem (AVA) que contribuem para minimizar a evas??o. The research is characterized by a naturalistic-constructivist study, exploratory and of qualitative approach, which primary objective sought to integrate different theoretical perspectives, variables and perceptions of students associated with the persistence at the university. The methodological path involved the realization of a metatheoretical study that analyzed six explanatory models of student persistence/retention, having as object the identification of common elements between them. It was also conducted a systematic literature review in the national and Latin American literature, identifying variables associated with dropout and persistence. And, as a way to signify the results on the students? view, a case study was carried through 24 academics? perceptions, of different courses and with different profiles, of a private institution, situated in the metropolitan region of Porto Alegre/RS. The analysis process was based on the bioecological perspective, as well as on the Content Analysis? technical, from Laurence Bardin. The results were organized in four blocks, according to the specific objectives. On the first block, 33 convergent aspects, associated to the student persistence, are evidenced. They are presented on the models designed by Vincent Tinto, John Bean, Alexander Astin, Ernest Pascarella and Alberto Cabrera and collaborators. The theories demonstrated, between them, a high potential of integration, so that the association between sociological and psychological perspectives proved to be favorable in a way of opening the view over the theoretical field. To the second objective, by the light of Latin American contemporary production on the subject, 102 variables related to students? dropout/persistence on higher education, were found. Both results were categorized from the constructs person - process - context - time, which proved to be coherent and with high integrative capability. On the third objective, related to the case study, the students emphasized that the certainty about course and profession?s choices, are fundamental aspects to the student persistence. They also emphasized the familiar support, as well as internal features like will, dedication, and commitment, engagement and motivation as main aspects to academic success. Students also realize the influence of different social and environmental levels, so that the student persistence can be affected by several multi-contextual forces, according to the immediate and distant environment in which they are inserted, directly and indirectly. Among the influences perceived in the institutional context, the interviewees underline the important role of teachers as key actors capable of promoting support and encouragement at the institutional level. The overall results also resulted in the development of an integrative diagram, built under the bioecological perspective, as a way to synthesize the results and contribute to the scientific field. Thus, through the development of the methodology, it was possible to build the following thesis: The Bioecological Theory of Human Development has the potential to advance on the understanding of the student?s persistence phenomenon in higher education, being its main virtue the ability to integrate different theoretical approaches, and its main strength, the ability to show multiple environmental influences, as well as the role of time as change and development inductor, necessary for academic and personal progress of students. / A tese focaliza o tema da perman?ncia estudantil na Educa??o Superior a partir de um olhar integrativo, orientado pela Teoria Bioecol?gica do Desenvolvimento Humano, de Urie Bronfenbrenner. A pesquisa caracterizou-se com um estudo natural?stico-construtivista, de abordagem qualitativa e car?ter explorat?rio, cujo objetivo prim?rio buscou integrar diferentes perspectivas te?ricas, vari?veis e percep??es dos estudantes associadas ao fen?meno da perman?ncia na universidade. A condu??o metodol?gica envolveu a realiza??o de um estudo metate?rico que analisou seis modelos explicativos sobre persist?ncia/reten??o estudantil, tendo como objeto a identifica??o de elementos comuns entre os mesmos. The reasons are varied and consequential. Even if the settings of the courses of technical education institutions may suffer considerable changes, especially in provision of Law No. 11. 741 (2008). In this meaning, there is the importance of knowing the possible barriers traveled by students invested in this course and its dropouts them. Enabling new endowments in avoiding these outputs in order to search the interaction school community and technical student, stating that each member in their functions, have their responsibilities with this student body, their job prospects and even the contribution of the environment of pedagogical actions in Resolution of the problem avoidance. Postulating on the objectification of check truancy as a major challenge put to Codai in terms of access and permanence in Agricultural Technician course students, so that, to achieve this objectification leaned in targeted theoretical knowledge the topic and arranged in books, scientific articles, and electronic search, above all, support in the annotated in laws, decrees and resolutions that address the permeate of Brazilian education. Theoretical support that was the basis for general observations from the perspective of a documentary research on dropout cases occurring between 2010 and 2014, the technical agronomy course offered by the Agricultural College Dom Augustine Ikas - Codai / UFRPE. Located in the municipality of S?o Louren?o da Mata - PE. In addition to field research involving managers, teachers and alumni (escaped) this educational institution. C?mpus Dois Vizinhos, in this sense was delimited to approach specifically to the Course of Bachelor of Animal Science. The main objective sought to find factors that would contribute to promoting and improving education and retention of students in the Undergraduate Program in Animal Science UTFPR. In terms of theoretical frameworks, they understand concepts about academic evasion in national and international public policy and current higher education in Brazil. The survey used as technique in data collection primarily a survey of the numbers of evasion with the academic system of UTFPR and following questionnaires involving the students enrolled in Animal Science course, the evaded students and teachers who teach the course. The research is characterized as qualitative and quantitative, the method for data analysis was the content analysis. For the results it was identified that the possible causes of dropout are related to three perspectives: the early choice of profession that is linked to maturity and indecision; socioeconomic status of students that directly affects the permanence in the institution, and academic skills that are related to their school and little involvement with the course. From the identification of prospects it was suggested some programs that can assist in minimizing the dropout problem in Bachelor Degree in Animal Science from the University, thus promoting students to remain in the institution, the programs are: Mentoring Program; Grants to aid and needy students; Placement Program. As conclusion it is stated the challenge of seeking to introduce the programs at the University via Rectory so that they solidify and generate effective results / Este estudo aborda a tem?tica evas?o de alunos no ?mbito do ensino superior, que por sua vez surgiu da inquieta??o resultante dos elevados ?ndices de evas?o observados nos cursos de Gradua??o da Universidade Tecnol?gica Federal do Paran? ? Em termos de marcos te?ricos, estes compreenderam conceitos acerca da evas?o acad?mica em ?mbito nacional e internacional e as pol?ticas p?blicas atuais da educa??o superior no Brasil. Nesse prisma Minas Gerais nos ?ltimos anos na ?rea educacional, mais precisamente sobre o ?ndice de evas?o escolar, iniciou a ado??o de medidas para a redu??o desse indicador, norteada por diversos estudos que apontavam as causas do aumento do ?ndice de evas?o escolar, dentre essas medidas, implementou como Pol?tica o Programa Poupan?a Jovem (PPJ) para promover a redu??o o ?ndice de evas?o escolar. The proposal of those policies in Brazil is typical from the 50s and 60s as a form of state intervention, especially in the private sector. With the end of the Welfare State model, and the beginning of the Democratic State, public policies lose their interventionist nature that is replaced by actions directed to the individuals. These public policies proposals go through legal regulation and control of government agencies as a way to mediate the application and scope of the proposed objectives. The Public policies especially in the public management reform come to be ruled by guiding principles as a way of achieving efficiency and better use of public resources. In the education field, the public policy has the objective of achieving indicators that are set by international organizations from global studies, and thus establishes agreements and commitments stipulating desirable goals. In this perspective, in recent years on the education field precisely on the school dropout index. Minas Gerais, guided by several studies that pointed the causes of the increasing in the dropout rate, has initiated the adoption of measures to reduce this indicator, among those measures, the state of Minas Gerais implemented as policy the Youth Savings Program (PPJ) to promote the reducing of the dropout rate. For recognizing the importance of educational policies and the need to demonstrate the effect that these policies have on the education, this study sought to understand if the PPJ program has influenced in reducing the dropout rate in high school in the city of Te?filo Otoni, in the schools attended by the PPJ program.
