Syftet med studien var att undersöka hur socialsekreterare vid enheten ekonomiskt bistånd ser på det förebyggande arbetet med barnfamiljer som uppbär ekonomiskt bistånd, för att motverka att barnen själva blir bidragstagare i framtiden. Undersökningen utgick ifrån en kvalitativ ansats, där semistrukturerade intervjuer användes som datainsamlingsmetod. För att analysera det insamlade materialet användes tematisk analys. Resultatet av studien visar att socialsekreterarna anser att det förebyggande arbetet bör fokusera på att arbeta med föräldrarna, genom att se till att de så fort som möjligt kommer ut i självförsörjning och ge dem stöd i att vara goda förebilder för sina barn. Vidare visar resultatet att socialsekreterarna anser att det är önskvärt att arbeta mer förebyggande, men att det behövs en omorganisation inom kommunen för att möjliggöra ett effektivt förebyggande arbete. / The purpose of the study was to examine how social workers at the unit for financial assistance look at the preventive work with families receiving financial assistance, to prevent the children from becoming beneficiaries themselves in the future. The study was based on a qualitative approach, where semi-structured interviews was used as method for data collection. Thematic analysis was used to analyse the collected material. The result of the study shows that the social workers believe that the preventive work should focus on the parents, by assisting them to as soon as possible reach self-sufficiency and support them to be good role models for their children. Further, the result show that the social workers wish to work more preventive, but that a reorganization in the municipality is required to enable an effective preventive work.

Föreliggande arbete kommer att behandla problemet barnfattigdom, vi kommer att belysa problemet genom att se på hur barnkonventionen format beslutsfattandet av ekonomiskt bistånd. Syftet med uppsatsen är titta på hur socialsekreterares handlingsutrymme har formats sedan barnkonventionen blivit svensk lag 1 januari 2020. De centrala frågeställningarna vi vill besvara är för det första hur använder socialsekreterare det relativt nyförvärvade handlingsutrymmet, för det andra har socialsekreterarnas handlingsutrymme formats för att möjliggöra bedömningar utifrån tillämpningen av barnperspektivet? För det tredje har barnkonventionen nått en handlingsmässig tyngd i det arbete som en socialsekreterare på ekonomiskt bistånd utför i ärenden som rör barn? Resultatet visar att socialsekreterarnas handlingsutrymme har förändrats genom att de kan bevilja ekonomiskt bistånd utifrån barnkonventionen men också att handlingsutrymmet är begränsat utifrån organisationens riktlinjer och att professionens ansvar läggs över på föräldrarna. Handlingsutrymmets förändring ligger också på den yrkeserfarenhet och kunskapen en socialsekreterare har. Resultatet visar också att barnkonventionen inte har nått en riktigt handlingsmässig tyngd för att den inte tillämpats tillräckligt i handlingsutrymmets olika delar. Arbetets resultat visar på en önskan om tydligare riktlinjer och en konkretisering av barnkonventionen som verktyg för att beslut om ekonomiskt bistånd ska vara kunna tas som den kräver. / The present work will address the problem of child poverty. We will discuss the problem by looking at how the Convention on the Rights of the Child is shaped by the decisions on financial assistance. The purpose of the essay is to look at how the discretion of social workers has been shaped since the Convention on the Rights of the Child became Swedish law on the 1st of January 2020. The key questions we want to answer are firstly how social workers use the relatively newly acquired discretion found in the convention, in the practice of using a child perspective? Thirdly, has the Convention on the Rights of the Child reached a weight of action in the work carried out by a social worker in financial assistance in matters concerning children? The results show that the social worker’s use of discretion has changed in a way in which they can grant financial assistance based on the Convention on the Rights of the Child. But also, that the discretion is limited based on the guidelines of the organization and that the responsibility is transferred to parents rather than onto the responsibility of the professional. The change in the discretion is also based on the professional experience and the knowledge a social worker has. The results also show that the Convention on the Rights of the Child has not reached a real weight of action because it is not yet applied sufficiently in the various parts that make up the discretion of a social worker. The results of the paper show a desire for clearer guidelines and a concretization of the Convention on the Rights of the Child as a tool for decisions on financial assistance. This is required if we are to use the convention to the extent it needs.

Sammanfattning  Syftet med denna uppsats var att undersöka hur socialsekreterare inom ekonomiskt bistånd arbetar med nyanlända familjer, samt hur socialsekreterare upplever sina förutsättningar att kunna stödja klienterna inom den organisation som de verkar inom. Studien genomfördes med kvalitativ metod där fem socialsekreterare inom ekonomiskt bistånd intervjuades, där samtliga hade erfarenhet av att jobba med nyanlända familjer. Insamlad empiri bearbetades och analyserades utifrån kvalitativ innehållsanalys med stöd av teorierna handlingsutrymme och socialt stöd. Resultatet från studien visade att socialsekreterares arbete med nyanlända familjer bestod av att bevilja ekonomiskt bistånd samt tillhandahålla samhällsinformation till klienten. Samverkan upplevdes av socialsekreterarna fungera mellan de olika enheterna inom den egna organisationen såväl som med andra aktörer. Däremot upplevdes samverkan med Arbetsförmedlingen som bristfällig, särskilt avseende nyanlända klienter med mer omfattande stödbehov. Socialsekreterarna önskade att samhället i stort behöver arbeta med det sociala perspektivet genom att forma insatser där fokus inte enbart ligger på att arbeta mot självförsörjning, utan att arbeta mot att stödja och möta klientens behov. Uppsatsens slutsats var att socialsekreterare på ekonomiskt bistånd upplever att nyanlända familjer är en mångfacetterad klientgrupp med olika förutsättningar och behov. Socialsekreterare på ekonomiskt bistånd utgör en viktig funktion för att tillhandahålla nyanlända familjer försörjningsstöd och samhällsinformation. Trots omfattande lagstiftning och riktlinjer som måste följas, ger socialtjänstlagen socialsekreterare handlingsutrymme att fatta individuella beslut utifrån klientens situation. / Abstract  The purpose of this study was to investigate how social workers in financial assistance work with newly arrived families, as well as how social workers perceive their conditions to be able to support the clients within their organization. The study was carried out using a qualitative method by interviewing five social workers in financial assistance, all of whom had experience of working with newly arrived families. Empirical data was processed and analyzed applying qualitative content analysis coupled with the theories discretion and social support. The results showed that social workers provide financial assistance and social information to the clients. Cooperation was perceived by the social workers to function between the various units within their own organization as well as with other actors. Although, cooperation with the Swedish Public Employment Service was perceived as lacking, especially regarding newly arrived clients with more extensive support needs. The social workers wished that society at large need to consider the social perspective by shaping efforts where the focus is not solely on working towards self-sufficiency, but working towards supporting and meeting the client's needs. The conclusion of this study was that social workers perceive newly arrived families as a multifaceted clientele, with different capacities and needs. Social workers within financial assistance form an important function in providing newly arrived families with livelihood support and community information. Despite extensive legislation and guidelines that must be followed, the Social Service Act provides social workers discretion to make individual decisions based on the client's situation.

The purpose of this study is to explore how social workers in financial assistance describe their work situation. The aim is also to investigate how social workers in financial assistance describe their discretion and whether there is a relationship between their work situation and discretion. A qualitative method in the form of six semi-structured interviews has been used to obtain relevant empirical data for our study. We interviewed six social workers in the field of financial assistance with different levels of experience. The social workers who participated work either in the financial assistance intake unit or ongoing financial assistance for clients of varying ages who apply for continued financial assistance each month. Our study shows that social workers in financial assistance have different definitions of discretion. The first definition of discretion implies that social workers' discretion is created and adjusted by various factors such as laws, management and supervisors, personal preferences and clients. The second definition describes discretion as a right that comes with working as a social worker on financial assistance and implies that discretion is explored and tested in the work by the social worker himself. Our study also shows that the work situation of a social worker in financial assistance and their discretion influence each other. Greater discretion has a positive effect on the social worker's work situation and limited discretion has the opposite effect. A heavy workload and lack of time, while management and supervisors try to impose constraints on the social worker, have a negative impact on a social worker's discretion. This in turn leads to stress for social workers in financial assistance. The results of the study also show that factors such as experience and room for interpretation of the law increase the discretion, which contributes to a more positive attitude towards social workers’ work situation.

The purpose of this study is to study how social workers experience their work with the children's perspective within financial assistance. A qualitative methodological approach has been applied with the aim of collecting empirical data through semi-structured interviews with four social workes in financial assistance. The data collection has in turn been analyzed based on previous research on the subject and Michael Lipsky's theory of street-level bureaucrats and their discretion. The study gives an indication that social workers see the importance of, and have the will to apply a child perspective in their work, but the conditions are not optimal. The results of the study show that factors such as high workload in the form of lack of time, high number of cases and unclear guidelines are the main limitations in the application of the child perspective and thus in the assessments of the best interests of the child.

Analysis of the relationship between government financial assistance and performance of small scale-hotels in Limpopo Province, South Africa

Thesis (MBA.) -- University of Limpopo, 2022 / This research aimed to find out if there is a link between government financial assistance to small-scale hotels and their financial performance in Limpopo province, South Africa. The objectives of the study is to examine the impact of government financial assistance on three financial performance measures, namely, sales turnover, net profits and net asset growth of the small scale-hotels. The research used a quantitative approach. Secondary panel data was collected from the financial statements of six small-scale hotels from 2015 to 2018. Data were analyzed using multiple regression model to arrive at the conclusion. The findings from the data analysis reveal that government financial assistance positively and significantly impact the growth in sales turnover and net profits of the small-scale hotels. Furthermore, the findings show that there is no significant relationship between government financial assistance and net asset growth of small scale hotels. The findings of this research have practical implications for the companies operating in the small-scale hotel sector. In addition, the findings of this study is important for the policy makers, as it highlights the policy gaps existing in the sector. The study recommends further research to examine the relationship between government financial assistance to small-scale hotels and their financial performance.

Financial assistance from social services can be described as an important protection against financial vulnerability. Many of the people that seek out to get support in the form of financial aid are vulnerable people that are in need of an income. The purpose of this study is to explore the organizational conditions that caseworkers in financial assistance perceive as significant for their work with clients. We’ve performed semi-structured interviews with seven caseworkers that work in the department of financial assistance to gather in-depth insights into their experiences and perspectives about the organizational conditions. Using Lipsky's theory of street-level bureaucracy to analyze our results, we also connected our findings to previous research in the field. The findings reveal that control, demands and information are critical organizational factors that have a significant importance for their client work. Caseworkers experience that organizational conditions complicate client interactions, worsen relationships, and limit discretion. Caseworkers also desire more understanding, trust, clearer information, and reduced workloads. Previous research highlights the importance of balancing organizational demands with client needs, emphasizing the need for supportive policies and effective communication to enhance social work practice. Future research could explore implementing new approaches suggested by caseworkers to see how these changes would impact their work and improve the quality of financial assistance. Furthermore, future research could also investigate the perspectives of the organization to gain a more comprehensive understanding of the subject.

Children whose families live in economic hardship tend not to participate in social activitiesthat involve money. Economically disadvantaged children are described as those who, due toinsufficient financial resources, have difficulty living a life similar to other children in thesame community. Social workers are legally obligated to specifically consider the bestinterests of the child in measures concerning children and to use both the Social Services Actand the Convention on the Rights of the Child in their decisions. Thus, a social worker isobliged to consider the child's rights, the child's perspective, and the child's best interests intheir work. The purpose of this study is to investigate how social workers in financial aid usetheir discretion to protect children's rights in accordance with the four core principles of theConvention on the Rights of the Child. The study employs a qualitative method withsemi-structured interviews to obtain the perceptions of two different professional groups onwhether social workers in financial aid are considered to uphold the four core principles ofthe Convention on the Rights of the Child and whether they believe that social workers usetheir discretion sufficiently to consider children's rights. The collected empirical material wasthen analyzed in various themes connected with previous research and Lipsky's theories ondiscretion and street-level bureaucracy. Research indicates that social workers in financial aidfail to use their discretion to protect the child's rights and to uphold the four core principles ofthe Convention on the Rights of the Child. The study revealed results indicating that socialworkers' decisions regarding children can be influenced by the organization's management, asenior social worker, lack of knowledge, ambiguities in guidelines within the organization,and the absence of child participation in decisions affecting them. Furthermore, it was foundthat social workers' individualized assessments and priorities were crucial in how they choseto use their own discretion. With more opportunities for education on the child's perspectiveand child rights and a developing practice on how children's rights should be considered andapplied in financial aid work, social workers can help prevent more children from becomingvulnerable and experiencing the consequences of such vulnerability. / Barn vars familjer lever i ekonomisk utsatthet tenderar att inte delta i sociala aktiviteter sominkluderar pengar. Det framkom dessutom att socialsekreterarnas individanpassade prövningar ochprioriteringar var avgörande för hur de väljer att använda sig av sitt handlingsutrymme. Financial assistance to state-owned enterprises by the state in South Africa : a case study of Eskom

State-owned enterprises (SOES) exist in South Africa to drive economic development and improve service delivery to the large population. In order for SOES to achieve their mandates, as set out by government through their shareholding department, financial assistance by the state is imperative. In the case of the monopolistic power utility, Eskom, the South African government (SAGO) has 100% ownership which is managed through the Department of Public Enterprises (DPE). This total ownership by the state means that government is responsible in ensuring that the utility is operational and supported financially. The current study was aimed at evaluating the financial assistance received by SOEs in South Africa by the state with specific focus on Eskom. Eskom was selected from the eight SOES managed by the DPE for the purpose of focusing the research. The focus of the study was on the financial assistance to SOES in South Africa by the state. In 2008, Eskom received funding from different sources through loan intervention of the South African government. The loan and guarantees made available to Eskom by government, enabled the SOE to achieve a positive credit rating. Data for this research was primarily collected through academic journals, books, Acts, White Papers, legislation and personal interviews at the National Treasury (NT). The recommendation that this research states relates to the need for a single policy document on state financial assistance to SOES in South Africa. / Public Administration / M. Admin. Capital market is an important part of the economy. Its development undoubtedly influences efficiency of the economy and thus the overall development of the country. This master thesis analyze the process of initial public offering ("IPO") in the Czech Republic, because I believe that IPO can significantly help to develop capital market and thus the entire economy. I analyze the IPO process in terms of the main factors that affect the value of issued shares and through it the basic objective of the joint-stock company in IPO, to maximize equity gained from the process of going public. The analysis shows that significant weaknesses in the Czech regulation have been removed and the IPO process is regulated on the same level and in the same extend as in other EU countries. However, IPO remains an option that many companies do not involve in their strategic planning because of its complexity and high costs. Thorough preparation and analysis of legal options of how to go public in the legal environment can maximize profits from the issue and, moreover, it contributes to achieving higher long-term profits.
