Proposta de um indicador para monitorar a evolução da simbiose industrial em parques eco-industriais segundo a perspectiva de sistemas dinâmicos

Os Parques Eco-Industriais (EIP - Eco-Industrial Park) surgiram como um novo modelo de organização espacial para arranjos industriais. Uma característica importante para um EIP é a adoção do conceito de simbiose industrial (SI), em que as empresas reutilizam resíduos em busca de um sistema fechado, diminuindo impacto ambiental. Há propostas para avaliar o fluxo de resíduos e a simbiose de um EIP por meio de indicadores detalhados em um determinado momento. Porém, trata-se de uma visão estática do parque na qual seria possível que os agentes implementassem mudanças para construir uma situação de sistema fechado ideal. Pesquisas recentes demonstram que essa abordagem enfrenta algumas limitações, uma vez que o processo de simbiose depende das decisões rotineiras e individuais de cada ator, empresários, técnicos e agenciadores, as quais podem alterar a dinâmica do fluxo de material no decorrer do tempo. A fim de contribuir, propõe-se um indicador de simbiose industrial diferente, elaborado segundo a abordagem do parque como um sistema dinâmico. Trata-se de uma ferramenta capaz de monitorar o nível de simbiose de um parque ao longo do tempo. Diferencia-se por permitir que a organização agenciadora possa implementar políticas de incentivo à simbiose industrial, influenciando nas decisões rotineiras dos diversos agentes do parque, em prol da simbiose. Empregaram-se estudos de caso, revisão sistemática da literatura e análise teórico-conceitual. Os primeiros resultados foram dois estudos de casos em parques que se autodenominavam EIPs, identificando oportunidades para a promoção da simbiose. O segundo resultado foi a proposta teórico-conceitual do Indicador de Simbiose Industrial (ISI) que pode ser utilizado como instrumento para o ambiente industrial dinâmico. Por fim, apresenta-se a análise das propriedades do indicador a partir de dados obtidos em um dos casos. Os resultados indicaram que o ISI pode identificar níveis de simbiose distintos para um mesmo parque, conforme sua evolução em direção a uma simbiose perfeita. A avaliação da coerência do ISI permitiu demonstrar sua capacidade em captar a ausência e a presença do processo de simbiose, atendendo as expectativas iniciais da construção do indicador. A avaliação do comportamento do ISI por meio da variação dos seus elementos permitiu analisar o indicador sob diferentes possibilidades, correspondendo positivamente às expectativas da pesquisa. Indica-se também várias questões que precisam ser verificadas para a validação do indicador e os próximos passos para torná-lo uma ferramenta útil para o gerenciamento de parques industriais interessados em aprimorar o seu nível de simbiose industrial. / The Eco-Industrial Parks (EIP - Eco-Industrial Park) emerged as a new model of spatial organization for industrial arrangements. This is a tool that can monitor the level of symbiosis of a park during a determined time. This is different because allow the agent organization to implement policies to encourage industrial symbiosis influencing the routines decisions of the parks agents in favor of symbiosis. It was made case studies, systematic review of the literature and theoretical and conceptual analysis. The first results were two case studies in parks that called themselves EIPs, identifying opportunities to promote symbiosis. The second result was the proposed theoretical-conceptual Indicator Industrial Symbiosis (ISI) which can be used as a tool for the dynamic industrial environment. Finally, it shows the analysis of the indicator properties considering data obtained in one of the cases. The results indicated that the ISI can identify different levels of symbiosis for the same park as its evolution toward a perfect symbiosis. The assessment of the consistency of the ISI has demonstrated its ability to capture the absence and presence of the symbiosis process, confirming the expectations of the initial construction of the indicator. The performance evaluation of the ISI through the variation of its elements, allowed us to analyze the indicator under different possibilities, corresponding positively to the expectations of the research. Also, it indicates that several issues need to be checked to validate the indicator and the next steps to make it a useful tool for managing industrial parks interested in improving their level of industrial symbiosis.

Modèles linéaires d’optimisation pour la conception simultanée de réseaux de matière et de chaleur d'un écoparc industriel / Linear optimization models for the simultaneous design of mass and heat networks of an eco-industrial park

La conception des procédés industriels doit s'adapter à la raréfaction des ressources naturelles à bas prix et au durcissement des réglementations visant à limiter leur impact environnemental. Ainsi, pour améliorer leur rentabilité économique et leur soutenabilité, leurs effluents doivent être considérés comme des ressources potentielles de matière et d'énergie qui peuvent être valorisées localement ou à un plus grande échelle en les partageant avec d'autres industries voisines en formant un écoparc industriel.Cette thèse présente une nouvelle approche systémique et systématique pour concevoir des réseaux de valorisation d'énergie et de matière optimisés simultanément. Trois modèles linéaires de complexité croissante ont été développés pour concevoir ces réseaux à l'échelle locale. Le premier modèle (M1) détermine la consommation minimale nécessaire de ressources fraîches. Le second modèle (M2) introduit une nouvelle superstructure permettant l'optimisation simultanée des besoins énergétiques et matière pour atteindre le minimum de coûts de fonctionnement. Le troisième modèle (M3) conçoit les réseaux optimaux d'allocation de matière et d'échangeurs de chaleur simultanément. Sa fonction objective est le coût total annualisé incluant les coûts d'investissement et de fonctionnement.L'utilisation des unités de régénération est rendu possible dans la structure des trois modèles précédents. Tous les types d'unités peuvent être représentés par un modèle simple avec des paramètres génériques utilisant des objets déjà définis dans la formulation du modèle M3.Finalement, l'application du modèle M3 est étendue à la conception d'écoparcs industriels grâce à de nouvelles notions (sites, clusters, réseaux intermédiaires de matière et de chaleur), obtenant ainsi un nouveau modèle M4. Ce modèle inclut dans sa fonction objective les coûts d'investissements des réseaux liés à leur topologie.Des cas d'études issus de la littérature sont utilisés pour valider la pertinence et les performances des modèles présentés. / The design of industrial processes needs to be adapted as cheap natural resources are scarcer and environmental standards are more stringent to limit their environmental footprints. In order to improve their cost-effectiveness as well as their sustainability, industrial effluents must considered as potential heat and mass resources whether they are recycled locally or at a larger scale by sharing them with other industrial companies; thus forming an eco-industrial park (EIP).This thesis presents a new systemic and systematic approach to design optimal mass allocation and heat exchanger networks simultaneously. Three linear models of incremental complexity have been developed to design optimal recovery networks at a local scale. The first linear model (M1) looks for the necessary minimum fresh resource consumption. The second linear model (M2) presents a new superstructure that allows optimizing mass and heat requirements simultaneously, targeting the minimum annual operating costs. The third linear model (M3) allows designing optimal mass allocation and heat exchanger networks simultaneously. Its objective function is the total annualized cost considering operating and capital costs.The opportunity to use regeneration units is added to the structure of the three previous models. Any type of these units can be represented by a simple model with the generic parameters based on objects already existing in the previous models formulations.Finally, a M3 model applicability is extended to the design of collaborative eco-industrial parks with additional concepts (sites, clusters, indirect heat and mass networks) to obtain a new M4 model. In this model, the capital costs related to the topology of the networks are taken into account in the objective function.The relevance and performances of the proposed models are validated with several case studies taken from the literature.

Investering i Logistikfastigheter / Investing in Logistics Real Estate

Denna uppsats kretsar kring beslutsfattande och metodik vid fastighetsinvesteringar i potentiella tillväxtnoder. Då fastighetssektorn är så omfattande har vi valt att avgränsa oss till en speciell typ av fastigheter, närmare bestämt logistikfastigheter. Ytterligare en fördjupning har skett, där vi valt ut en specifik investering i området, för att fördjupa oss om denna. Det specifika fall vi valt att ta mestadels av vår data från är Rosersbergs industriområde, även känt som Stockholm Nord Logistikcenter. Som en referenspunkt till Stockholm Nord Logistikcenter har vi i arbetet även skrivit översiktligt om Arenastaden, som är belägen i Solna. En del tidigare forskning har gjort på området Logistik, och somliga av dessa studier har vi även tagit del av för att utvinna information inom ämnet som även kunnat användas i vårt arbete. Dock har den studien vi främst använt oss av varit inriktad på logistik i sin helhet och inte ett specifikt fall. På cirka 9 år har området utanför Rosersberg villastad förvandlats från en skog, inom ett bullerområde utanför en mindre bostadsort, till en logistiknod där ett tiotal stora företag bedriver verksamhet i tusentals kvadratmeter lokaler. Allt detta i något som tros komma att bli ett av de största logistikcentrena i hela Sverige, och med tanke för de framtidsplaner som finns är det inte osannolikt. Den största drivkraften för projektet har varit Kilenkrysset, men detta med hjälp av gott samarbetsvilja från offentlig sektor. Vår studie kretsar kring vilka faktorer som påverkat till att denna investering blivit lyckad, samt vilken typ av företag det är som bedrivit arbetet. Vi har även gått in på hur orten Rosersberg, som tidigare legat i lä, påverkats av detta händelseförlopp. Innan projektet i Rosersberg initierades av Kilenkrysset har många frågor angående området diskuterats inom kommunen under många årtionden, dock har man aldrig kommit till skott på grund av bristande intresse och samhällsnytta. Utifrån det vi kunnat utläsa av den tillgängliga data vi samlat, har vi kunnat dra slutsatsen att utvecklingen bidragit till att göra platsen attraktiv för företag, men likväl för människor att numera bo i. Under arbetet har vi tagit kontakt med fyra respondenter som intervjuats, varav tre av dessa respondenter kommer från koncernen Kilenkrysset. Flera företag, bland annat NCC, har kontribuerat till utvecklingen i Rosersbergs industriområde, men Kilenkrysset är de som varit överlägset störst i området. Vi har även haft kontakt med en före detta anställd på bygg- och trafiknämnden i Sigtuna kommun för att få en objektiv, och mer överskådlig bild över hur samarbetet mellan offentlig sektor och investerare sett ut. För att bättre kunna förstå hur beslutsfattande skötts inom Kilenkrysset, både under och innan projektets fortgående, har vi studerat företaget mer grundligt. Information har framtagits kring företagets uppstart och dess historia, och hur det beslutsfattandet som till sist ledde dem till Rosersberg sett ut. Man kan klart se att både företaget i sin helhet och dess ledning är säregna, vilket man även ur materialet kan observera hur detta gynnat dem under projektets fortlöpande. Men även negativa aspekter har tagits upp angående deras beslutsfattande och tillvägagångssätt. Detta för att ge en rättvisande bild av vilka för- och nackdelar som i realiteten kretsar runt dessa metoder. / This essay revolves around the desicion making process in real estate investments, where the investment contributes to the economic growth of the surrounding area. Due to the sheer size of the sector, we have chosen to limit our study to a specific type of real estate, which we decided to be logistic property. We have also chosen to study a specific case in more detail, to be able to understand how these projects develops. The case we chose was the investment of Rosersbergs Industrial park, also known as Stockholm Nord Logistic Centre. As a point of reference to this project we have chosen to briefly look into another, quite similar in size, project; Arenastaden in Solna. There have been studies made on Logistics in the past, some of which we have chosen to use as sources of information on our study. The study we used as the main source studied logistics on a different scale than ours, where the whole logistics market in Stockholm was studied. In merely 9 years the area surrounding Rosersberg has transformed, from unexploited land suffering from airport noise, into a rapidly growing logistics center where dozens of companies have chosen to exist. All this in an area many believe will be one of the biggest logistic centers in Sweden, which is not unlikely due to the future plans of the area. The company that initiated the project, which also has been the driving force is Kilenkrysset AB, with a lot of assistance from a supportive municipality. Before the company's initiative in the area, the municipality has been contemplating since the 60's what to do with the area, and how to make it grow. The issue before the company came along was almost solely economical; because there was no solid plan or investor to take care of the area and the infrastructure surrounding it. Based on the data we collected the area has improved its attraction both to companies, as well as to the residents in the area. Our study will attempt to determine which of the variables had the greatest importance on the end result of the project. As well as to study which type of company that decides to take on these kinds of projects. We have also studied how the surrounding area in Rosersberg has grown as a result of this specific investment. To gather information on the subject, we have contacted four respondents, which consists of three people from the Kilenkrysset organization. The reason why the majority of the interviewed respondents has been from one single company is because they have by far been the biggest investor in the area. The construction company NCC has also been part of the development in the area, but have sold most of their property to Kilenkrysset. The last respondent is from the building and traffic department within the municipality (Bygg- och trafiknämnden). Since we want to understand how decision making is handled within these types of organizations, we have chosen to study Kilenkrysset more thoroughly. Information about their history and the decision making process that eventually lead them to Rosersberg. From the information collected we can conclude that the company and its management have quite an extraordinary way of doing business. It is also obvious how their way of thinking has benefited them throughout their project in Rosersberg. But every technique has consequences, and we will also enlighten these consequences to try to observe both the pros and the cons about these methods.

Sustainability Assessment of a Municipal Utility Complex: a System of Systems Approach

Construction of municipal utility complexes has to support continuing population growth, economic development, and a widespread of social interest in environmental preservation. Municipalities face challenges in designing, constructing, and operating environmentally sustainable utility complexes, and their primary goal in developing such a complex is to minimize the environmental impact resulting from energy production and waste treatment (both liquid and solid), management, and disposal. However, decision and policy makers lack a system of systems approach that takes into account multiple interdependent systems comprised of the functional system (infrastructure, facilities, operations within the complex…), the economic system, the social/cultural system, and the environmental system (environmental impact on air, water, soil…). This research proposes a decision support system (DSS) with a new methodology using Vensim software and system dynamics methodology to assess the sustainability of a municipal utility complex system. This DSS incorporates 1) multiple interdependent systems, 2) multiple sustainability/performance indices, and 3) composite sustainability index. Engineers, managers, and researchers should benefit from a system of systems perspective, and from the application of a sustainability assessment method that is developed to provide an environmentally-conscious design, construction and management. Although a municipal utility complex is built with synergistic opportunities for integration of processes of a wastewater treatment plant, a resource recovery facility (aka waste-to-energy (WTE) or incineration facility), a material recycling facility (MRF), and a landfill; engineers tend to use the traditional sustainability assessment methods only to assess the life cycle (LCA) of each system's process over time. They might not necessarily incorporate an assessment based on system dynamics of the functional, economic, environmental, and social/cultural systems. Data from a case study is utilized in this dissertation based on the municipal utility complex in Pasco County in the western region of the State of Florida, USA.

全球生產網絡觀點下新竹工業區產業發展之研究

面對全球化浪潮的衝擊,外國直接投資(Foreign direct investment, FDI)對於國家經濟與區域發展所扮演的角色越來越重要,此些FDI跨國企業所採取全球生產網絡(Global production networks, GPNs)佈局的投資行為,影響國際間不同區域的產業發展與消長,同時也牽動著台灣地區的產業生態,特別是在中國崛起後對台商所產生磁吸效應的壓力下,如何吸引廠商植根或回流台灣,便成為相當重要的課題。 新竹工業區於開發之初即劃設僑外專區,近幾年來園區的總產值居國內各編定工業區之冠,且區位鄰近新竹科學園區,其產業群聚現象正可作為分析全球生產行為的重要對象。基此,本研究一方面以FDI理論為基礎探討新竹工業區內外資廠商的演進變化,另一方面以GPNs理論建立本研究之分析架構,對工業區內的廠商進行深度訪談並輔以問卷調查,探討工業區內廠商的全球生產營運情況,以及全球生產網絡影響下之投資決策及區位變化。 研究結果發現,外資廠商在1980年代大量聚集在新竹工業區周邊,但在全球化浪潮影響下逐漸撤離台灣或轉進大陸,而之後進駐工業區的外資廠商受到先行廠商的影響,在投資產業類別乃至於資金來源都相當類似,一些未撤離的廠商,則是進一步從生產中心的角色轉化為以知識密集為主的研發中心。 另外,工業區內廠商在全球佈局的投資策略下則是將新竹工業區視為第二鏈(2nd tier)的生產與代工者,以圖像化(mapping)分析的方式(Henderson et al., 2002)發現工業區內廠商(如錸德集團)在價值的創造、增強與獲取上雖然比較低,但在全球與跨界的生產網絡中,其決策的權力卻具有極高的地位,而在地方鑲嵌上則與地區機構與同異業廠商建立一定程度的關係。 / Facing the globalization trend, foreign direct investment (FDI) plays an important role in national economic and regional development. Global production networks (GPNs) of transnational corporations (TNCs) have influence over worldwide industry and the circumstances of Taiwan. Hsin-chu industrial park planned foreign zone at initial phase of development, and is now with the highest manufacture productivity than other industrial parks in Taiwan. Owing to its proximity to Hsin-chu Science Park, the industry cluster of Hsin-chu industrial park and their production networks shouldn’t be examined with traditional industrial parks. Therefore, this research based on the concept of FDI and GPNs to build a framework for analyzing firms’ changing, globalization decision making and the relocation behavior by using questionnaire and interview. Research results find that the foreign firms can follow up the firms who had left Hsin-chu industrial park, and those who stayed changed their operation type from labor-intensive in1980s to knowledge-intensive at nowadays. Besides, firms in Hsin-chu industrial park play key producers, OEM and ODM in global production networks (2nd tier). By mapping analysis, this research also finds that flag firms (ex: RITEK) have lower value added, enhancement and capture, but have higher power of decision in GPNs and cross-border production networks and embedded deeply in local.

都市政治與土地政策之政經結構分析-以台南科學工業園區特定區開發案為例 / The political-economic structural analysis of urban politics and land policies- Case study of the Tainan Science-based Industrial Park Special District

國家是在一定的領域內所有權力集中的中心。長久以來,都市政治所關心的核心議題為國家機器等行動主體之權力結構為何、結盟的誘因及權力運用的機制與結果又為何等等,此皆攸關都市發展,而都市的發展則脫離不了土地政策的制定與實施,以土地的管理分配與土地利益的炒作,是透過政治運作而成,而政治的本質在於利益的追求,則都市政治與土地政策之政經關係為何,是值關切。本研究以都市政治的理論基礎為主軸,輔以權力三面向作為理論分析的架構,並以南科特定區開發案為例,論述都市政治與土地政策之政經結構,探究國家機器等行動主體之權力結構,並剖析我國土地政策之結構性問題及作進一步的反省。 研究發現,隨著政治民主化,地方與中央的權力關係面臨了轉變與調節,中央雖仍居關鍵地位,惟地方與中央已建構起「地方挑戰中央,中央仰賴地方」的巧妙關係。在南科特定區開發案中,誘發成長下土地利益為都市成長機器背後成長的基礎,地方、中央政府與資本利益團體之間已鏈結為利益共生的妥協性結盟,過程中雖然在地農民從被迫呈現「親開發」的無奈,到反成長聯盟為國家機器意識形態操弄下制度性的排除與嚇阻,惟卻點燃了對抗成長聯盟的火苗。而個案「三贏」的真相,不僅是地方與中央權力的較勁,更是政客與官僚自利心作祟下,挾持公共利益,游走法律邊緣,操弄文字為資本利益團體「圈地」、「養地」的野蠻遊戲。此不僅呼應成長機器論者所論述「Local Politics = Land Politics」的鐵律,更驗證都市政權理論者所強調「power to」的權力關係,另地方的主要本質雖為成長機器,惟關鍵卻是「成長」的結果,所創造的利益並非為全民所共享。在土地政策為選票保證的關鍵舞台,政客選舉至上的習性,視民意為糞土,其經濟發展掛帥的結果,官僚不僅在名利束縛下盲目的迎合上意,邊陲部門更是自我矮化淪為附庸。以土地作為空間規劃的平台,位居關鍵地位,土地應承擔更多的使命,則土地政策結構性問題的解決應回歸制度面,以跳脫「金權城市」的枷鎖。而民意的覺醒,對抗成長的共識已凝聚成一股巨大的力量,反成長聯盟的聖戰終將迫使政經合流國家機器這異形巨獸無所遁形,且這股力量亦將促使大地的守護者—人民成為國家機器權力巨獸的領航者,帶領國家駛向康莊大道,共創社會福祉。 / In certain areas, a country is the concentrated center of all powers. Over the past few years, urban politics concern for the following core issues; what is the political structure of the state machinery and the other political actors? What are the incentives for alliances? And what is the functioning mechanism for using powers and what are their results etc.? These are euphemistically vital to urban development. In addition, urban development is inseparable from land policy formulation and its implementation. Land management, land allocation and land profit speculations are all made through a political operation. But the essence of politics is to pursue interests. Therefore, it is worthy of concerning and discussing the political relationship between urban politics and land policies.In this case study, the theoretical basis of urban politics is a main element for discussion, supported by a theoretical analysis framework of the power’s three dimensions, also taking Tainan Science-based Industrial Park Special District as an example to elaborate the political and economic structure of urban politics and land policies, to explore the power structure of state apparatus and other emergent political actors, to explore the structural problem of Taiwan’s land polices and other further reflections. According to the case study, accompanying Taiwan’s political democratization, local and central governments were facing a shift and adjustment in their power relationship. In this case study’s period, the central government still led a key position. However, local and central governments had constructed a clever relationship as “local government challenging the central government”, and “central government relying on local government.”In the case of Tainan Science-based Industrial Park Special District, the induced growth of interests behind the land profits are laying the background growing foundation of the urban development. Between capital interest groups and local (including central) governments, both have links to a compromise alliance for their symbiotic interests. During the developmental process, local farmers were forced to show their helpless “pro-development” attitude. Under the institutional exclusion and deterrence, farmers were forced to join anti-growth coalition by the ideological manipulation of the state apparatus, but it also fired the flames against the growing alliances. The in-depth truth under the case “three win,” is not only describing the competition between local and central authorities, but also describing their self-serving hearts of politicians and bureaucrats to held hostage in terms of public interests, to walk a legal edge, and to manipulate the text for capital interest groups’ excuses of “land enclosure” and “land raised,” in a brutal game of earning profits.The case study is echoed growth machine commentators’ discussing the iron law of “Local Politics” equals “Land Politics.” It also verifies the urban regime theorists’ emphasizing “power to,” the relationship of power. The other main area is discussing the push for local growth, “although the nature of the growth machine.” However, the key is “growth results,” of which were not shared by all the people.It holds a key position to use spatial planning as a platform, among which the land policies should shoulder more of the mission. The land policies should return back to the systemic way and be institutionalized to escape the yoke of “money power rooted in the city.” The awakening of the public opinion against growth has been a consensus and condensed into a strong force. The anti-growth coalition jihad will eventually force the state apparatus, with political and economic convergence like a twisted-shaped monster, from the escape of detection. And this force will eventually be promoted as a guardian of the earth – therefore, the people will become the leader of the state machinery (power monster) to guide the country towards a broader road and create more social well-being.

浮動分區開發模式之研究

由於公、私部門進行土地開發時,常因土地使用分區管制之僵化性阻礙土地開發進行,故本研究之目的,為瞭解美國所實施之浮動分區是否適合實施於台灣,並希望能夠透過建立「浮動分區」之制度,增加國內實施土地使用分區管制之彈性,有效解決土地開發之問題,促進土地合理之利用目標。本研究由探討土地使用分區管制之發展、台灣土地開發過程中產生之問題,以瞭解台灣目前之發展現況,從而瞭解台灣未來實施浮動分區應具何種條件與配套措施,並獲致以下結論: 1.浮動分區是一種可隨現代社會發展需求,推動地方發展之土地開發方式,且可增加土地使用分區管制上之彈性,並配合社會動態之發展。 2.未來在實施浮動分區之初期,實施主體與區位之評選仍應以政府為主,在制度與配套措施皆建立完成後,始可進一步將民間開發業者納入浮動分區開發主體以實施開發。 3.浮動分區之開發計畫可交由實施者或開發者自行擬定,但須注意土地使用分區之相容性問題。 4.浮動分區開發計畫之內容,至少需包括合理之土地使用計畫、完善之交通計畫、公共設施計畫、防災計畫等。 5.實施浮動分區應建立完善之配套措施,如制訂實施法源、浮動分區開發許可審議規範、建立開發協議等。

臺灣產業園區生態效率之研究 / Research on Eco-efficiency of Industrial Parks in Taiwan

產業發展不僅帶來經濟效益,亦會對環境造成衝擊,是以「永續發展」成為現代產業界的發展方向,而生態產業園區即為實踐永續發展的有效途徑。在永續發展的潮流之下,世界企業永續發展委員會提出一種用來衡量經濟價值及環境影響之間關係的工具--「生態效率」,從此如何評估生態產業園區的生態效率成為近年研究的重點之一。而隨著台灣推行生態產業園區之相關政策已逾十年,產業園區之永續性亦備受關注。 然根據文獻回顧,生態效率應結合其他工具使其更有效地衡量永續性。故本研究分為兩個階段,在第一階段中,本研究建立一個以資源消耗與環境衝擊為投入項,經濟發展為產出項的DEA模型來評估台灣60個產業園區之生態效率。第二階段則為探討產業園區與城鄉環境之關聯提出五個假說,更進一步萃取出重要代表因素與園區生態效率值進行Tobit迴歸分析。 研究結果顯示,僅有15個產業園區相對具有生態效率,大部分的產業園區需要降低用電量投入來提升生態效率。本研究另提供投入項目的調整建議,以供政府未來決策之參考。此外,在第二階段分析中,發現高度城鄉支援的產業園區具有較高的生態效率,是以產業園區及地方政府應共同致力於城鄉環境的永續發展。最後,Tobit迴歸分析結果表示我國產業園區可透過創新計畫、外資引入及能資源整合來提升生態效率。 / The industrial development not only brings economic benefits, but also consumes a lot of resources and produce environmental impacts. It is the reason that the concept of “Sustainable development” has become the main idea that the industry try to observe. And the development of eco-industrial parks(EIPs) is the effective way to achieve the sustainable development. Under the mainstream, the World Business Councils on Sustainable Development (WBCSD) proposed “Eco-efficiency” which is a tool for quantifying the relationship between economic value creation and environmental impacts. Therefore, how to evaluate the Eco-efficiency of EIPs has become one of the most important topic in the research recently. In Taiwan, the policy of the eco-industrial park has implemented for more than 10 years. Likewise, the sustainability of industrial parks is worthy of our concern. However, according to the literature review, it must be coupled with other tools to make eco-efficiency become a useful tool for sustainable development. Therefore, this research divided into two stages. At the first stage, this research constructs the DEA model of output for economical benefit and input for combining resource and environment to evaluate 60 industrial park’s eco-efficiency in Taiwan. At the second stage, in order to realize the relation between the eco-efficiency of industrial park and the environment of town and country, this research raises five hypotheses. Furthermore, this research extracts important representative factors through the Principal Component Analysis(PCA), and the eco-efficiency value of industrial parks for Tobit regression analysis. According to the research results, only 15 industrial parks are efficiency. Most of parks have to reduce electricity in order to improve the eco-efficiency. And this research also provides quantitative suggestions on input items, which could be the information for decision-making in the future. Otherwise, at the second stage, it has been discovered the industrial parks under the high support of town-and-country have better eco-efficiency. Thus, environmental sustainability must be the common goal of industrial parks and local governments. Finally, according to the results from Tobit regression analysis, the result showed that it is possible to improve eco-efficiency by innovative program, foreign capital and energy resource integration.
