Während man sich bislang auf die Gründe für die Entwicklung existierender Cluster konzentrierte, steigt das Interesse an den Prozessen, welche deren Entstehung bewirken. Diese unterscheiden sich jedoch von jenen zusammenhängen, welche ein reifes und dynamisches Cluster kennzeichnen (Bresnahan, Gambardella 2004, S. 842; Henn 2006b). Einige Beispiele haben gezeigt, dass Politik durchaus eine Rolle in der Entwicklung von Clustern spielen kann (z. B. Feldmann et al. 2005, S. 131; Dohse 2000b). Es herrscht jedoch Konsens, dass eine direkte Steuerung und Initiierung von Clustern „wishful thinking“ bleiben muss (Enright 2003, S. 104; Rosenfeld et al. 2006). Indes zeigen sich unternehmerische Akteure im Umfeld von Forschungseinrichtungen bevorteilt, wissenschaftliche Erkenntnisse in neuen Technologiefeldern zu verwerten. In jüngerer Zeit werden deshalb regionalisierte Innovationspolitiken implementiert, welche diesen Prozess unterstützen sollen. Über die Wirkungsweise und die Effekte einer solchen räumlich fokussierten Politik herrscht bislang jedoch noch Unklarheit (Raines 2002b, S. 8; Fromhold-Eisebith, Eisebith 2005, S. 1251; Kiese 03.10.2007). Diese Fragestellungen aufgreifend werden in der vorliegenden Arbeit anhand der Fallbeispiele Dresden und Leipzig die Prozesse der Clusterentstehung im Technologiebereich der Biotechnologie vor dem Hintergrund der Post-Transformationsphase Ostdeutschlands analysiert. Zudem wird die umfangreiche, regionalisierte Innovationspolitik des Freistaates Sachsen hinsichtlich ihres Beitrages bei der Clusterentstehung untersucht. Mit diesem Untersuchungsansatz wird ein Beitrag zur noch jungen Diskussion der Clusterentstehung geleistet sowie Einblick in die Wirkungsmöglichkeiten regionalisierter Innovationspolitik gegeben. Auf der Grundlage der theoretischen Diskussion zu Clustern und regionalisierter Innovationspolitik wird ein Untersuchungsmodell abgeleitet, welches sich an den multidimensionalen Analyserahmen Bathelts anlehnt (Bathelt 2002) und um die von Henn diskutierten Entstehungsdimensionen Ansiedlung, Lernen und Gründung erweitert (Henn 2006b). Schwerpunkt der empirischen Analyse ist ein Mix aus leitfadengestützten Interviews und quantitativer Analyse sozialer Netzwerke. Bei der Analyse zeigt sich, dass „klassische“ Erklärungsmuster zur Clusterentstehung teilweise auf Prozesse hinweisen, die sich so nicht feststellen lassen. Als wesentlich erweisen sich vor allem Gründungs- und Ansiedlungsprozesse. Zu ihrer Erklärung kann jedoch kaum auf einfache Standortfaktoren zurückgegriffen werden, vielmehr müssen Forschernetzwerke zur Erklärung herangezogen werden. Bei der Analyse der Effekte der regionalisierten Innovationspolitik zeigt sich, dass die Wirksamkeit maßgeblich von der Gestaltbarkeit und Anpassung der Politik an sich ändernde Governancebedingungen abhängt. Dies betrifft sowohl das regionale technologische Umfeld als auch die Region im Allgemeinen. Daneben 243 ist die Unterstützung der Erzeugung materieller Vorraussetzungen u. a. für den Erfolg von Ausgründungen, Ansiedlungen sowie von unternehmerischen Lernprozessen relevant. Diese müssen jedoch in flexible Strukturen eingebettet werden, die es zu entwickeln gilt. Dafür werden am Ende der Arbeit Handlungsempfehlungen aufgezeigt. / While focussing on the development of existing clusters there is a growing interest in those processes which lead to the emergence of clusters. Those differ from these ones which are typical for a ripe cluster (Bresnahan, Gambardella 2004, p. 842; Henn 2006). Several cases show that policy has an impact on the development of a cluster (z.B. Feldmann et al. 2005, p. 131; Dohse 2000). Though there is a consensus that wishing to stear or initiate a cluster is „wishful thinking“ (Enright 2003, p. 104; Rosenfeld et al. 2006). Entrepreneurs in the surrounding of research institutions are in an advantage commercialising knowledge in new technology fields. This is why regionalised innovation policies are implemented recently, which aim to support this process. The effects and mechanisms of such a spatially focused policy have yet to be clarified (Raines 2002, p. 8; Fromhold-Eisebith, Eisebith 2005, p. 1251; Kiese 3. Oktober 2007). Taking up this question in this thesis the process of emerging clusers is analysed in the field of biotechnology for the cases of Dresden and Leipzig under conditions of post-transformation in Eastern Germany. Further the influence of the complex, regionalised innovation policy of the Free State of Saxony is studied concerning the emgergence of clusters. The aim is to contribute to the discussion on emerging clusters as well as to point out the impact regionalised innovation policy can have. A research model is deduced from theoretical discussion on clusters and regionalised innovation policy. It refers to the multidimensional model of Bathelt (Bathelt 2002) and the relevant dimensions for the emergence process, settlements, learning and founding (Henn 2006). To implement this model among others a mix of semi-structured interviews and social network analysis is used. The analysis shows that “classical” explanations for emerging clusters can not be verified. Founding and settling processes of enterprises seem to be most important. A simple location factor based explanation does not give satisfying answers. Explanations have to take researcher-entrepreneurial networks into account. The analysis shows that the impact of regionalised innovation policy depends on a continual development and evolution of policy in accordance with a changing governance structure in the regional technological surrounding as in the overall region. Monetary support proves to be favourably for spin offs and settlements as well as for entrepreneurial learning processes. Those have to be embedded in flexible and developing governance structures.

This short paper considers all possible stakeholders in different stages of a sustainability transition and matches their behavioral features and diversity to policies. This will involve an assessment of potential or expected responses of stakeholders to a range of policy instruments. Following the Multi-Level Perspective framework to conceptualize sustainability transitions, we classify the various transition policies at niche, regime and landscape levels. Next, we offer a complementary classification of policies based on a distinction between social preferences and bounded rationality. The paper identifies many barriers to making a sustainability transition and how to respond to them. In addition, lessons are drawn from the case of Denmark. The detailed framework and associated literature for the analysis was discussed in Milestone 31 of the WWWforEurope project (Gazheli et al., 2012). / Series: WWWforEurope

Efetividade dos instrumentos de políticas públicas nos gastos privados de P&D no Brasil / Effectiveness of instruments of public policy in private spending on R&D in Brazil

Esse trabalho teve como objetivo contribuir para o debate sobre a importância das políticas de incentivo à inovação no Brasil. Os resultados esperados do uso que as empresas fizeram dos diferentes tipos de instrumentos sobre os gastos em pesquisa e desenvolvimento (P&D) foram avaliados pelo método de diferenças em diferenças. O método permitiu obter as diferenças de gastos entre empresas beneficiárias de instrumentos e as não-beneficiárias em três períodos consecutivos: 2005 em relação à 2003; 2008 em relação à 2005 e de 2011 em relação à 2008. Ao fazer isso, foi possível identificar se tais diferenças foram positivas e significativas, podendo ser atribuídas às influências dos instrumentos. Os instrumentos utilizados foram: incentivos fiscais, Lei de Informática, financiamentos em parcerias, financiamentos sem parcerias e subvenção. E a utilização dos mesmos pelas empresas teve maior relevância no âmbito de diversos programas de apoio à inovação vigentes no país a partir da retomada das políticas industriais e tecnológicas, nos anos 2000. O estudo concluiu que os efeitos positivos e significativos são limitados à determinados grupos tecnológicos e à poucos instrumentos, em geral, de caráter fiscal. Além disso, esses efeitos positivos surgem em apenas um período, sendo que para cada grupo tecnológico foram efetuadas estimativas para três períodos. Também não houve evidências de que os instrumentos financeiros exerçam efeitos significativos sobre as decisões de gastos em pesquisa e desenvolvimento, apesar da maior ênfase dada aos mesmos no período estudado. Os resultados sugerem fraca influência dos mecanismos de apoio à P&D no Brasil sobre o aumento dos gastos privados, apesar dos avanços recentes. / This study aimed to contribute to the debate about the importance of encouraging innovation policies in Brazil. Understanding the role played by public support instruments to research and development activities in relation to private business spending has become fundamental to achieving this end. The expected results of the use that companies made of different types of instruments on spending were evaluated by the method of difference in differences. This allows you to compare, over a certain period of time, the differences in expenses between the companies that made use of any type of instrument and the companies that did not. Thus, the method yielded differences in spending between the beneficiary and nonbeneficiary firms of those instruments of three consecutive periods: 2005 compared to 2003; 2008 compared to 2005 and 2011 compared to 2008. In doing so, it was possible to identify whether these differences were positive and significant and can be attributed to the influence of the instruments. Sur la base d’une étude historique des rapports entre les cycles techno-économiques du système mondial et le processus de transformation économique, politique et idéologique d’un pays périphérique comme l’Équateur, cette recherche présente une analyse critique sur le processus de développement du champ technoscientifique de ce pays et le projet de modernisation postnéolibéral mis en place par son gouvernement entre 2007-2017. L’exposition est organisée en deux parties. La première analyse les rapports entre les transformations techno-économiques mondiales et les cycles économiques et politiques locaux ; les rapports entre ces cycles, les vagues de modernisation du système d’éducation supérieure équatorien et la reproduction des élites locales ; et enfin, les rapports entre ces deux derniers et le processus de développement scientifique, technologique et industriel du pays. La deuxième partie est consacrée à l'étude en détail du dernier de ces cycles, caractérisé par la mise en place du projet postnéolibéral de modernisation technoscientifique. Cette étude se focalise particulièrement sur trois projets : la réforme de l’éducation supérieure, le programme de bourses d’étude à l’étranger et le projet de construction de Yachay, une ville dédiée à la science, à la technologie et à l’innovation. Les résultats de ces analyses dévoilent le caractère idéologique de ces projets, conçus et dirigés par un même réseau d’intellectuels et financés par l’essor des exportations de matières premières qui a accompagné cette phase ascendante du cycle périphérique. Enfermés dans leur quête idéologique d’un modèle de développement alternatif et les contraintes imposées par les processus de transformation du système mondial, ces acteurs ont fini par produire un projet de modernisation contradictoire basé sur une abstraction empirique adaptée à leurs besoins de légitimation politique. La fin de l’essor économique a dévoilé les limites de ce projet idéologique dont les résultats concrets sont une plus lourde bureaucratie, le gaspillage des ressources publiques et l’accumulation de pouvoir. Nous suggérons que ce résultat est un effet du décalage entre les cycles de transformation à la périphérie et au centre du système mondial et du processus de reconfiguration global liée à la montée de l’influence chinoise et au déploiement de la dernière vague de transformations techno-économiques. Cette recherchée s’inscrit ainsi dans la lignée de réflexion sur les transformations du système mondial. / Based on a historical study of the relationship between the techno-economic cycles of the global system and the economic, political and ideological transformations in Ecuador, this research presents a critical analysis of the development process of the technoscientific field in this country and the post-neoliberal modernization project implemented by its government between 2007-2017. The thesis has two parts. The first one develops an analysis on three levels: the relationships between the global techno-economic cycles and the political and economic transformations in Ecuador; the relationships between these transformations, the waves of modernization of the Ecuadorian higher education system and the reproduction of local elites; and the relationship between the latter and the scientific, technological and industrial development of the country. The second part presents a detailed study of the last cycle, characterized by the implementation of the post-neoliberal project of technoscientific modernization. This study focuses, particularly, on three projects: the higher education reform, the scholarship program for studies abroad and the Yachay technopole project. These analysis results reveal the ideological character of these projects, designed and directed by the same network of intellectuals and financed by the rise of commodity exports which accompanied this upward phase of the peripheral cycle. Trapped in their ideological quest for an alternative development model and the constraints imposed by the transformation processes of the global system, these actors have finally produced a contradictory modernization project based on an empirical abstraction adapted to their needs for political legitimization. The end of the economic upswing has unveiled the limits of this ideological project whose concrete results are a heavier bureaucracy, waste of public resources and the accumulation of power. We suggest that this result is an effect of the three interrelated processes: the gap between the transformation cycles at the periphery and at the center of the global system, the global reconfiguration linked to the rise of Chinese influence and the deployment of the latest techno-economic wave of innovation. This research aims thus to contribute to the debate on the historical transformations of the global system.

[ES] La presente investigación desarrolla un marco teórico que incluye, por una parte, elementos conceptuales referidos a los fenómenos de la innovación, de los sistemas de innovación (especialmente regionales) y de la gobernanza; y por otra, un esquema analítico de cuatro dimensiones (quién, qué, cómo y para qué) que permite entender mejor cómo funciona una gobernanza. Cada una de estas dimensiones es vinculada a algún tipo de componentes del sistema, como los estructurales (actores, redes e instituciones), los procesos clave y los bloqueos, los instrumentos de gobernanza y los propósitos. De esta forma se construye un conjunto coherente y robusto de instrumental de análisis. En un paso siguiente, se consigna la contrastación empírica basada en los elementos desarrollados en el marco teórico, aportando primeramente una contextualización de los sistemas regionales en Chile y agregando posteriormente una propuesta de variables para cada elemento conceptual, con datos de las regiones chilenas. Del mismo modo, utilizando la metodología del análisis cualitativo comparado de conjuntos difusos (fsQCA), que admite el uso de datos asimétricos y la información contextual para obtener generalizaciones, se propone un esquema operacional del cual se obtienen diversos modelos explicativos en función de determinados resultados esperados y, con ello, una serie de trayectorias de éxito y casos. Por último, una serie de conclusiones y recomendaciones son formuladas, luego de revisar el modo en que se ha dado respuesta a las preguntas de investigación y el grado de cumplimiento de los objetivos. Se destacan una serie aspectos teóricos, en tanto unificar diversos aspectos de los sistemas de innovación mediante los elementos estructurales, los procesos claves (además de los bloqueos), los instrumentos de gobernanza y los propósitos en un modelo más holístico y comprensivo. Así mismo, en términos metodológicos, el enfoque de fsQCA muestra una gran capacidad para la definición de trayectorias de éxito (combinaciones de componentes de cada dimensión) con diferentes propósitos, para la descripción de un conjunto de casos destacables (con resultados destacables o problemáticos) y la sugerencia de una serie de posibles propuestas de política en distintos contextos regionales. También se establecen las implicancias generales para el diseño e implantación de las gobernanzas de sistemas regionales de innovación, así como se destaca el rol de la colaboración, el impacto de la inversión en investigación y desarrollo para las regiones, además de la relevancia de los instrumentos estratégicos de gobernanza, en especial de ciertos organismos que pueden asimilares a agencias regionales. / [CA] This research develops a theoretical framework that includes, on the one hand, conceptual elements referring to the phenomena of innovation, innovation systems (mainly regional), and governance; and, on the other hand, a four-dimensional analytical scheme (who, what, how and why) that allows us to understand better how governance works. Each of these dimensions is linked to some type of system components, such as structural components (actors, networks, and institutions), key processes and blockages, governance instruments, and purposes. In this way, a coherent and robust set of analysis instruments is built. In the next step, the empirical contrast is recorded based on the elements developed in the theoretical framework, first providing a contextualization of the regional systems in Chile and subsequently adding a proposal of variables for each conceptual element, with data from the Chilean regions. Likewise, using the methodology of qualitative comparative analysis of fuzzy sets (fsQCA), which admits the use of asymmetric data and contextual information to obtain generalizations, an operational scheme is proposed from which various explanatory models are obtained based on specific results expected and, with it, a series of success stories and cases. The discussion of this evidence allows us to categorize the Chilean regional innovation systems, in addition to establishing the solidity of the analytical tools formulated in this research. Finally, a series of conclusions and recommendations are formulated after reviewing the way in which the research questions have been answered and the degree of fulfillment of the objectives. A series of theoretical aspects are highlighted while unifying various aspects of innovation systems through structural elements, key processes (as well as blockages), governance instruments, and purposes in a more holistic and comprehensive model. Cadascuna d'estes dimensions és vincula a alguna mena de components del sistema, com els estructurals (actors, xarxes i institucions), els processos clau i els bloquejos, els instruments de governança i els propòsits. D'esta manera, es construeix un conjunt coherent i robust d'instrumental d'anàlisi.
