In search of solidarity : international solidarity work between Canada and South Africa 1975-2010

This thesis provides an account of the work of Canadian organizations that took part in the global anti-apartheid movement and then continued political advocacy work in South Africa post-1994. My central research question is: What explains the rise and fall of international solidarity movements? I answer this question by exploring the factors that allowed the Canadian anti-apartheid network to grow into an international solidarity movement and explaining how a change in these factors sent the network into a period of decline post-1994. I use two organizations, the United Church of Canada and CUSO, as case studies for my analysis. I argue that four factors were behind the growth of the Canadian solidarity network: the presence of large CSOs in Canada willing to become involved in solidarity work, the presence of radical spaces in these organizations from which activists could advocate for and carry out solidarity work, the frame resonance of the apartheid issue in Canada and the political incentives the apartheid state provided for South African activists to encourage Northern support. Post-1994 all of these factors shifted in ways that restricted the continuation of international solidarity work with South Africa. Accordingly I argue that the decline of the Canadian network was driven in part by specific South African factors, but was also connected to a more general stifling of the activist work of progressive Canadian CSOs over the 1990s. This reduction of capacity was driven by the ascent of neo-liberal policy in Canada and worldwide. Using examples from a wide swath of cases I outline this process and explain how all four factors drove the growth and decline of Canadian solidarity work towards South Africa.

Alors que le paradigme de la société de la connaissance tend à investir de plus en plus les champs politiques, économiques et sociaux, appréhender le phénomène du volontariat solidaire international sous ce prisme permet de mettre en avant les relations entre employabilité, citoyenneté et identité cognitive. En effet, le volontariat s’inscrit dans une tension entre une vision utilitariste à travers l’acquisition de compétences, une vision collective à travers sa contribution à l’intérêt général, et une conception individuelle liée à la construction identitaire. Etudier le volontariat solidaire à l’international sous l’angle de sa dimension formative et de ses potentielles répercussions dans la suite des parcours professionnels de jeunes adultes participe donc, à notre sens, d’une réflexion plus globale sur les fins et les moyens des apprentissages dans notre société. C’est à partir des parcours professionnels d’anciens volontaires que nous nous sommes intéressées aux répercussions de ce type d’expériences : qu’apprend-on au cours d’expériences de volontariat solidaire à l’international ? Comment ces apprentissages influent-ils dans la suite des parcours professionnels ? Dans quelle mesure les expériences de volontariat jouent-elles un rôle dans le rapport au travail de celles et ceux qui les vivent ? / The paradigm of knowledge society is increasing significantly in political, economic, and social fields. Understanding international volunteering through this lens enables to highlight the links between employability, citizenship and cognitive identity. Indeed, volunteering lies within a tension between a utilitarian vision through skill acquisition, a collective vision by contributing to common interest, and an individual conception linked to identity building. Studying international volunteering for solidarity from the point of view of its formative dimension and its potential impacts on young adults' career paths, contributes to a global reflection on the ends and means of learning in society. Based on career paths of former volunteers, this thesis looks at these experiences' repercussions: what does one learn during an international volunteering experience? What impact does this learning have on career paths' developments? How far are volunteering experiences instrumental in participants' relation to work?

Friends of Freedom, Allies of Peace: African Americans, the Civil Rights Movement, and East Germany, 1949-1989

Pendas / This dissertation examines the relationship between Black America and East Germany from 1949 to 1989, exploring the ways in which two unlikely partners used international solidarity to achieve goals of domestic importance. Despite the growing number of works addressing the black experience in and with Imperial Germany, Nazi Germany, West Germany, and contemporary Germany, few studies have devoted attention to the black experience in and with East Germany. In this work, the outline of this transatlantic relationship is defined, detailing who was involved in the friendship, why they were involved, and what they hoped to gain from this alliance. This dissertation argues that the GDR's ruling party utilized the relationship as a means of authenticating claims of East German anti-racism, a component of the Party's efforts to acquire legitimacy and diplomatic recognition from the international community in the wake of World War II, the Holocaust, and the division of Germany. African American radical leftists saw in East Germany a means of support and solidarity in the struggle for rights at home, as well as a society that was allegedly racism-free, upon which they could model their own attempts to eradicate racism in the US. Utilizing a transnational framework and analyzing government documents, newspapers, correspondence, photographs, and autobiographies, this work probes the ways in which two groups, pushed to the margins, sought to navigate the geopolitics of an ideologically-charged world. / Thesis (PhD) — Boston College, 2014. / Submitted to: Boston College. Dans le conflit colombien, qui a fait naître différentes formes de solidarités et a suscité l’intervention de nombreux acteurs internationaux, les paysans que nous avons rencontrés ne se contentent pas d’attendre une solidarité venue d’ailleurs. Réunis en collectifs, ces acteurs locaux cherchent à défendre leur territoire et à proposer d’autres formes de développement. C’est la rencontre entre ces organisations paysannes et différents acteurs de la solidarité internationale qui est au coeur de cette thèse. Pour mieux comprendre comment les paysans construisent ces solidarités, nous proposons de croiser sociologie des mobilisations et sociologie de la solidarité internationale. À partir d’une comparaison et d’un terrain au plus près de deux organisations paysannes, nous postulons que cette solidarité est le résultat de construits sociaux et le produit de rencontres entre acteurs internationaux et locaux à des moments particuliers. Nous analysons ainsi la manière dont les paysans conçoivent et définissent ces relations avec des interlocuteurs internationaux, et comment ils tentent de faire valoir leurs revendications. Les leaders paysans se (ré)-approprient en effet des causes dites« globales », les transforment et adaptent leurs savoirs pour se mobiliser tant aux niveaux local et international que, de manière incontournable, au niveau national.L’internationalisation de leur cause n’apparaît ainsi pas comme une fin en soi pour ces acteurs locaux, mais comme une manière de redéfinir leur place en Colombie. / In the Colombian conflict, which generated various forms of solidarities and led to the intervention of many international actors, the peasants that we met do not simply wait for outside solidarity. These local actors are organised into community groups inorder to defend their territory and to propose other forms of development. This encounter between peasant organisations and various international solidarity actors is atthe core of this work. In order to better understand how they built these solidarities, we propose to combine the sociology of social movements and the sociology of international solidarity. Based on a comparison and a fieldwork carried out as close as possible between two peasant organisations, we stress on the fact that this solidarity is the result of social constructs and the product of encounters between international actors and locals at particular times. We will therefore analyse the way in which peasants apprehend and define these relationships with international representatives as well ashow they try to make their case. Indeed, peasant leaders (re)claim so-called “global”causes, transform them and adapt their knowledge with the aim of mobilising at the localand international levels; this applies also – and indeed in particular – to the national level. For these local actors, the internationalisation of their cause thus does not appearas an end in itself but as a way to redefine their place in Colombia. / Durante el conflicto colombiano, que suscitó diferentes formas de solidaridad y la intervención de numerosos actores internacionales, los campesinos afectados no se complacen con esperar la solidaridad que viene de afuera. En tanto que actores locales se organizan en colectivos para defender su territorio y proponer otras formas de desarrollo. Este encuentro, entre organizaciones campesinas y actores de la solidaridad internacional constituye el centro de esta tesis. Proponemos conjugar la sociología de las movilizaciones con la sociología de la solidaridad internacional para entender mejor cómo los campesinos construyen dichas relaciones de solidaridad. A partir de una comparación y de un estudio de campo con dos organizaciones campesinas, suponemos que la solidaridad es una construcción social producto de encuentros entre actores Internacionales y locales en momentos específicos. De esta forma, analizaremos la manera como los campesinos conciben y definen las relaciones con interlocutores internacionales, y como intentan hacer valer sus reivindicaciones. En efecto, los líderes campesinos se (re)apropian las denominadas causas « globales », las transforman, y luego adaptan sus saberes para movilizarse tanto a nivel local como internacional, e imprescindiblemente a nivel nacional. Así, la internacionalización de su causa no aparece como un fin para los actores locales, sino como una manera de redefinir su lugaren Colombia.

Social Movements, Subjectivity, and Solidarity: Witnessing Rhetoric of the International Solidarity Movement

This study engaged in pushing the current political limitations created by the political impasse of the Palestinian-Israeli conflict, by imagining new possibilities for radical political change, agency, and subjectivity for both the international activists volunteering with the International Solidarity Movement as well as Palestinians enduring the brutality of life under occupation. The role of the witness and testimony is brought to bear on activism and rhetoric the social movement ISM in Palestine. Approaches the past studies of the rhetoric of social movements arguing that rhetorical studies often disassociated 'social' from social movements, rendering invisible questions of the social and subjectivity from their frames for evaluation. Using the testimonies of these witnesses, Palestinians and activists, as the rhetorical production of the social movement, this study provides an effort to put the social body back into rhetorical studies of social movements. The relationships of subjectivity and desubjectification, as well as, possession of subjects by agency and the role of the witness with each of these is discussed in terms of Palestinian and activist potential for subjectification and desubjectifiation.

Les partenariats entre ONG du Nord et du Sud sont souvent considérés comme étant des relationsasymétriques entre deux types d’organisations aux caractéristiques fortement contrastées. Pour réelleque soit la nature de ces rapports, le recours à l’histoire des relations entre pays développés et sousdéveloppéset, dans certains cas, entre ex-colonisateurs et colonisés comme seule grille de lecture favorise une interprétation en termes de domination. Ainsi, des décisions provenant des ONG du Nord seraient imposées aux organisations du Sud qui, pour continuer à bénéficier des financements nécessaires pour leurs actions, se verraient contraintes de s’y conformer. Il semblerait, cependant, que cette façon de lire les relations interorganisationnelles Nord-Sud, dans le champ de la solidarité internationale, soit plutôt limitative et ne rende que très partiellement compte de la réalité de ces rapports. En effet, en adoptant une posture théorique comme celle proposée par l’approche stratégique des acteurs où le pouvoir est considéré comme une relation négociée au regard des objectifs et contraintes des différentes parties, les comportements des ONGimpliquées dans les partenariats devraient pouvoir être lus comme relevant d’un ensemble de « jeux » visant l’acquisition ou le renforcement d’une certaine légitimité qui leur garantit l’accès aux ressources. Dans cette logique, le modèle basé sur le recrutement de cabinets de consultants comme tierce partie dans les relations, souvent dyadiques, entre ONG du Nord et du Sud, devra être interprété au-delà de la simple manifestation de la domination des premières sur les secondes. En s’appuyant sur le cas des partenariats de Brücke·Le pont (Suisse), EED et Pain pour le Monde (Allemagne) au Togo, cette thèse met l’accent sur les besoins pratiques auxquels répond ce modèle et montre l’écart entre les comportements prescrits et ceux réellement adoptés par les acteurs, reflet des stratégies des uns et des autres en fonction de leurs enjeux / Partnerships between northern and southern NGOs used to be considered as asymmetric relations between two different types of organizations with many contrasting characteristics. As real as it can be, referring to the traditional relations between developed and developing countries or countries linked by colonization relations as the one best way to explain the nature of those interorganizational relations may induct a wrong interpretation. Indeed, in that perspective, their relations can only be read such as signs of domination. However, this way of reading the North-South inter-organizational partnerships is a limited andpartial point of view. But using theoretical approaches such as those proposed by the actor’s strategy analysis where power is considered as a negotiated relationship according to the constraints and challenges of the different organizations, these relations can be differently read. For example they can be interpreted as a set of strategies which aim to acquire or strengthen legitimacy which is such a guarantee for their projects and organizations to be funded. In this way, the model which consist in recruiting consultants as a third party in the partnerships between northern and southern, NGOs has to be interpreted more than a simple sign of domination. Based on the case of study of three European NGO’s partners in Togo, this thesis focuses on thepractical needs met by this model and shows the difference between behaviours prescribed and those actually adopted by the actors, reflecting the strategies of each other according to their stakes.

Entretanto, o tradicional sistema multilateral de solução pacífica de controvérsias tem demonstrado pouca eficácia e legitimidade para o enfrentamento desse grave problema. Neste contexto, a presente dissertação tem como objetivo principal verificar a possibilidade de construção de um novo paradigma jurídico de intervenção humanitária, fundamentado essencialmente nos princípios de solidariedade e não-indiferença, bem como no dever de assistência e afinidade. Em outras palavras, a presente pesquisa procura analisar que tradução jurídica e filosófica poderia ser dada à idéia de diplomacia solidária. Para tanto, considerou-se que, ao lado da intervenção militar e da diplomacia tradicional, emerge uma terceira matriz de atuação que é a evolução da cooperação internacional / In a brief look at the current socio-political international environment, it appears that the world has gone through an important period of its history, which, among other factors, the rapid growth in the number of armed conflicts. However, the traditional multilateral system of peaceful settlement of disputes has shown little effectiveness and legitimacy in the face of this serious problem. In this context, this dissertation has as main objective to verify the possibility of building a new legal paradigm of humanitarian intervention, based essentially on principles of solidarity and non-indifference, as well as the duty of care and affinity. In other words, this research attempts to legal analyze and philosophical translation that could be given to the idea of diplomacy solidarity. Thus, it is considered that, alongside the military intervention and diplomacy traditional and emerging role of a third matrix that is the evolution of international cooperation for the promotion of public policies. Dans cette enquête ethno-sociologique sur la solidarité internationale au Maroc auprès de 24 ONG (de nationalités française, espagnole, italienne, canadienne et marocaine), nous avons pris le parti de focaliser notre recherche sur les expatriés et le personnel national (de 9 nationalités différentes) en tenant compte du sens que donnent les acteurs à cet engagement et ces pratiques de solidarité internationale tout en restituant les parcours et les conditions sociales de l’entrée dans la solidarité internationale.La première partie sera consacrée à la description du cadre d’intervention des ONG internationales au Maroc et les catégories objectives du personnel humanitaire : volontaire, stagiaire, bénévole et salarié. Puis, nous présenterons les processus de recrutement et les activités menées dans les ONG internationales tels qu’ils sont décrits par les acteurs. En définitive, nous questionnerons la tension entre travail et engagement, l’enchantement et le désenchantement.Dans un deuxième temps, nous nous attacherons à décrire les caractéristiques sociologiques des 68 acteurs humanitaires rencontrés en mettant en exergue les déterminants objectifs et subjectifs de l’engagement et du travail dans ce domaine d’activité. Nous finirons par établir une typologie des pratiques de la solidarité internationale donnant à voir un éthos commun d’une communauté partageant des affinités et des expériences culturelles d’autre part nous envisagerons les acteurs de la solidarité internationale comme un groupe professionnel.Enfin, la troisième section sera consacrée à questionner d’une part la pratique migratoire que constitue la mission de solidarité internationale et d’autre part les capitaux et pré-dispositions nécessaires pour la concrétiser. Nous montrerons que l’analyse du travail et de l’engagement via le cosmopolitisme permet de comprendre le sens à la fois objectif et subjectif que revêt ce type d’activité expatriée. Finalement, le travail en ONG est un moyen pour se réaliser et s’émanciper entre filiation et désaffiliation. Alors que cette action transnationale, orientée en valeurs et vers les autres, suppose une rencontre cosmopolite réussie, nous examinerons, à l’aune de la vie quotidienne, les décalages entre la rencontre attendue et la rencontre réalisée. / This dissertation contributes to the work of international solidarity NGOs in Morocco through examining the motivations and commitments of their personals. The research focuses on expatriates and national staff, by analysing their career paths and social background, as well as taking into account the sense given to their personal commitments and professional practices while involving in the international solidarity work. The first part devoted to describe the intervention framework of international NGOs in Morocco and the objective of different categories of their humanitarian personals: trainee, volunteer and employee. It examines the processes of recruitment and activities / projects implemented by these international NGOs. Hence, it sought to understand the tensions between job requirements and personal commitments that produced both enchantment and disenchantment among the international solidarity staff. The second part intended to study the sociological characteristics of 68 humanitarian personals that are interviewed from French, Canadian, Spanish, Italian and Moroccan organizations. It highlights the objective and subjective factors that determine their personal commitments and professional performance in this field of work. Therefore, a typology of practices for international solidarity work was set to identify the common ethos within a shared community of different affinities and cultural backgrounds. In addition, it considered the international solidarity actors as professional group. The third part was questioning the migratory practice of the international solidarity mission on the one hand and the financial and pre-arrangements necessary to realize it on the other hand. Furthermore, cosmopolitanism analysis of job requirements and personal commitments was conducted in order to understand the meaning of both objective and subjective in this type of work for the expatriates. Finally, working with international solidarity NGOs becomes a way of achieving and emancipating between affiliation and disaffiliation. While this transnational action is based on values toward others and supposed to develop a successful cosmopolitan encounter, findings from this study reveal the gaps between the expectations and the achievements. / En esta investigación etno-sociológica sobre la solidaridad en Marruecos (24 ONG de nacionalidad francesa, española, italiana, marroquí, canadiense), hemos centrado el estudio sobre los empleados expatriados y locales (de 9 nacionalidades diferentes) considerando a la vez el significado que los actores dan a este compromiso y a las prácticas de solidaridad restituyendo las carreras y las condiciones sociales de la entrada en la ONG. La primera parte está dedicada a la descripción del marco de intervención de las ONG internacionales en Marruecos y las categorías objetivas de los empleados humanitarios: voluntarios, asalariados, voluntarios no retribuidos y pasantes. Después, expondremos los procedimientos de selección y las actividades cumplidas. Finalmente, preguntaremos la tensión entre el trabajo y el compromiso, el encanto y el desencanto que produce el trabajo humanitario. Luego en la segunda parte, realizaremos la descripción de las características sociales de los 68 empleados destacando los determinantes objetivos y subjetivos del compromiso y del trabajo en este sector profesional. Acabaremos estableciendo una tipología de las prácticas de la solidaridad internacional dando a ver un ethos común de una comunidad compartiendo experiencias culturales considerándola como un grupo profesional. Por fin, la tercera parte será centrada por una vez preguntando la práctica migratoria que constituye la misión de solidaridad internacional y por otra vez las predisposiciones necesarias para su realización. Vamos a demostrar que el análisis del compromiso y del trabajo humanitario vía el cosmopolitismo permite entender el sentido objetivo y subjetivo que lleva este tipo de actividad. Finalmente, el trabajo humanitario es un medio para realizarse y emanciparse entre filiación y desafiliación. Mientras esta actividad internacional de valor y dirigida hacia los otros, supone un encuentro cosmopolita exitoso, examinaremos la vida cotidiana de los actores para destacar las disparidades entre un encuentro tan esperado y el encuentro cumplido. / In questa inchiesta etnico-sociologica sulla solidarietà internazionale in Marocco – che prende in esame 24 ONG (di nazionalità francese, spagnola, italiana, canadese e marocchina) – abbiamo scelto di focalizzare la nostra ricerca sugli espatriati e sul personale nazionale (di 9 nazionalità diverse) tenendo conto del senso che gli agenti hanno dato a questo impegno e a queste pratiche di solidarietà internazionale e ricostruendo i percorsi e le condizioni sociali dalla loro entrata nella solidarietà internazionale. La prima parte sarà dedicata alla descrizione dell’intervento delle ONG internazionali in Marocco e alle categorie oggettive del personale umanitario: volontari, stagisti, impiegati. Successivamente, presenteremo in cosa consiste il processo di selezione e assunzione del personale e parleremo delle attività svolte nelle ONG internazionali, esattamente come vengono descritte dagli agenti stessi. In ultima analisi, ci interrogheremo sulla tensione tra lavoro e impegno, ciò a cui aspiriamo e ciò che effettivamente realizziamo. In un secondo momento, descriveremo le caratteristiche sociologiche dei 68 agenti umanitari che abbiamo incontrato, valorizzando le caratteristiche oggettive e soggettive dell’impegno e del lavoro in questo campo di attività. Finiremo per stabilire l’esistenza di un modello di pratica di solidarietà internazionale, mostrando che esiste un ethos comune in una comunità che condivide delle affinità e delle esperienze culturali simili, e dall’altra parte prenderemo in considerazione gli agenti della solidarietà internazionale come gruppo professionale. Infine, la terza sezione sarà dedicata ad approfondire da una parte la pratica migratoria che la missione di solidarietà internazionale costituisce e dall’altra parte i capitali e le predisposizioni necessari per concretizzarla. Mostreremo, poi, che l’analisi del lavoro e dell’impegno permette di comprendere, attraverso il cosmopolitismo, il senso alla volta oggettivo e soggettivo che questo tipo di attività riveste. Poiché questa azione trans-nazionale, orientata ne dare valore agli altri, presuppone un incontro cosmopolita funzionante, esamineremo nella vita quotidiana, la differenza tra l’incontro atteso e quello che effettivamente abbiamo realizzato. / تعالج هذه الأطروحة القضايا المتصلة بالتضامن الدولي في المغ رب، وقد تم التركيز فيه على المغتربين والموظفينالوطنيين أخذا بعين الاعتبار المعنى الذي يعطوه هؤلاء الفاعلون لهذا الالتزام ولممارسات التضامن الدولي، مع استحضارالمسارات والشروط الاجتماعية التي أدت إلى دخولهم هذا العالم.وقد خصص الجزء الأول من هذه الأطروحة ل وصف إطار عمل المنظمات غير الحكومية الدولية في المغرب وأنواع أهدافهذه الفئة من الموظفين المشتغلين في المجال الإنساني: المتطوع وذا العالمن والمتدربون والموظفون. وكذا وصف مسلسلات انتقاءالمتعاقد معهم في كل واحدة من هذه الفئات والأنشطة التي تنظمها المنظمات غير الحكومية الدولية كما جاء وصفها علىلسان الفاعلين أنفسهم. حيث درسنا التوترات القائمة بين العمل المهني والالتزام الجمعوي، بين الرغبة الجامحة والإحباط.وقمنا في مرحلة ثانية بوصف الخاصيات والسمات الاجتماعية للفاعلين 68 الذين تم اللقاء بهم بمناسبة إعداد الأطر وحة،وكذا إماطة اللثام عن المحددات الموضوعية والذاتية للالتزام والعمل في هذا المجال. حيث انتهى بنا المطاف بتحديد نوعيةممارسات التضامن الدولي، القائمة على فكر مشترك تتقاسمه مجموعة لها قواسم وتجارب ثقافية مشتركة، على اعتبار العاملينفي هذا المجال مجموعة مهنية قائمة الذات.وعالج الجزء الثالث من الأطروحة ممارسة الهجرة المرتبطة بمهام التضامن الدولي وكذا الرساميل والمؤهلات المستبقة الضروريةلتجسيدها. وسنظهر أن تحليل هذه الجهود وهذا الالتزام عبر منظور الكونية كفيل بتوضيح الصورة وفهم المعاني الموضوعيةوالذاتية المتصلة بهذا النشاط. هذا ويعتبر العمل داخل المنظمات غير الحكومية أخيرا وسيلة لتحقيق الذات والتحرر ما بينالارتباط وفك الارتباط. حيث يقتضي هذا العمل العابر للحدود الوطنية، الموجه من حيث القيم والمستهدف للآخرين،نجاح اللقاء الكوني، وهو ما قمنا بفحصه انطلاقا من الحياة اليومية والتفاوت بين اللقاء المنتظر واللقاء الحقيقي.

A Solidarity Model of Foreign Aid? : A case study of the Olof Palme International Center’s projects in South Africa

This bachelor thesis is a qualitative case study of whether the Olof Palme International Center’s (OPC) model of foreign aid, as a Swedish non-governmental organisation (NGO), is understood by leading figures of the three types of participants involved in the model; the OPC, Swedish member organisations, and, in this case, South African partner organisations, as taking either a solidarity- or charity-approach to foreign aid, in both theory and practise. The theories of Mutual Aid and International Solidarity are used to construct two opposing “solidarity” and “charity” models of foreign aid, against which the OPC model is compared. These two approaches are selected as they are most often associated with NGO foreign aid providers. The criticisms of, and suggestions for improvements to foreign aid practises are collected from aid experts and leading scholars in the field, such as Pearson (1970), the OECD/DAC, and the UN. These suggestions and criticisms are compared against both models and sorted accordingly as indicators in the analytical framework, whereby a preference among aid scholars and experts for the solidarity model is revealed. Empirical data is collected through semi-structured interviews with the involved parties and analysed through qualitative content analysis. By analysing which of the indicators in the analytical framework, belonging to the “solidarity-model” or “charity-model” were affirmed by a majority of the interviewees, it was found that both the OPC’s model and the way it is implemented, is understood by all involved parties as a solidarity model.
