The textile sector has as natural characteristics a strong fragmentation due to historical factors, low entrance barriers, absence of scale economies or experience curves, seasonal sales and low bargain power. Inside the textile sector, we find the knitting industry that is the study object through the analysis of the knitting cluster from Nova Petrópolis. One of the main goals of this research is to evaluate the existence of cooperation relationships among the one hundred or more firms located in this city. These interrelations may strengthen competitive gains for the participants and in reality are complementary and collective strategies. A Library and Its Community: Exploring Perceptions of Collaboration

This study explores perceptions of interorganizational collaboration through an investigation of the opinions and actions of a public library and three community-based organizations. Interorganizational collaboration is often viewed as an effective strategy for accomplishing objectives that would not otherwise be possible with a single organization. Particularly for complex societal issues such as adult literacy, researchers and practitioners believe collaboration between organizations is necessary in order to achieve desired outcomes. Public libraries are engaging in collaborations also to extend their reach, establish the library’s relevance, increase community involvement, and advocate for their position as a community asset. This thesis is a case study of one such library and its community partners. In 2005, Oregon’s Multnomah County Library (MCL) developed a strategic plan that included helping adults reach their personal literacy goals. Recommendations for the implementation of adult literacy services included advice against the library becoming a direct service provider and advocated instead for the use of community relationships in order to pool resources, generate new ideas, and improve access to services. This thesis explores how MCL and three employment agencies envision and enact collaboration, and how they perceive and engage with each other as partners or collaborators. Semi–structured, open–ended interviews with central players at MCL and staff from three employment agencies formed the basis of this research. These thirteen participants represented multiple perspectives on adult literacy and collaboration in the library and its community. Participants’ responses were coded and organized according to themes found in the literature, and additional themes emerged from significant topics in the interviews. Analysis consisted of comparing and contrasting the themes with existing theory and across participants, determining patterns and relationships, and developing a framework for understanding the perceptions of collaboration held by the library and its community. Although the collaboration literature distinguishes between partnership and collaboration, the participants in this study used both terms interchangeably. However, they typically referenced and had experience with relationships between individuals (partnership) as opposed to relationships between organizations (collaboration). Participants indicated that the role of the individual, characterized by the importance of a personal connection and the effort required to engage in partnership or collaboration, was the most important factor in building working relationships. Considering that participants typically described relationships between individuals as representative of collaborations or partnership, a logical consequence is that an individual contributes significantly to the process. Other findings of this study focused on the differences between how MCL perceived its role as a partner and how the employment agency staff perceived the library as a partner. Although the community participants believed in the benefits of collaboration, they did not often pursue collaboration, and they did not see the library as a partner. Conversely, engaging with the community was part of the library’s mission, and each library participant confirmed that the goal of the library was to reach out to those who did not already know about the library. Three factors that shaped the process of partnering with the library were used as a framework for exploring the different perspectives held by the library and the community participants. Through an exploration of the library’s goals for community engagement, the library as a resource, and the library meeting community needs, this study found that the community participants perceived barriers to using the library as a resource and didn't realize that the library wanted to help them meet their needs. Implications of these findings for libraries and communities include the need for clarification of goals for collaboration and type of collaboration. Through a concrete awareness of the objectives for each collaborative endeavor, the library and community agencies can better understand the initial effort and resources required. Because the employment agencies did not see the library as a partner, the library may have to lead the process of engaging with the community, helping the community identify its needs, and explicitly linking library resources to specific community needs. Suggestions for future research include investigation into individuals who seek partnership or collaboration, specific information about initial interactions between individuals that eventually leads to collaboration, and the importance of linking the collaboration research to the public library setting.

The relationship between personality variables and work performance of credit controllers in a bank

The primary aim of the research has been to determine whether there is a relationship between personality variables as measured by the Occupational Personality Questionnaire (OPQ32i) and the work performance of credit controllers in a bank. Work performance was measured by means of internal company data sources. A literature review was used to verify whether there is a theoretical relationship between personality and work performance and strong evidence was found. The sample consisted of 89 credit controllers. The relationship between personality variables and work performance was determined by means of correlation studies and multiple regression analyses. Results are reported both in terms of statistical significance and effect sizes. A tese objetivou, assim, aprofundar o conhecimento sobre dinâmica de redes por meio de estudo de casos múltiplos em Arranjos Produtivos Locais (APLs) no estado de São Paulo e Paraná. O objetivo consistiu em analisar a relação entre a configuração das redes empresariais e de sua governança com a coevolução das empresas participantes e das redes como um todo. Dado o caráter indutivo do estudo, este fez uso da abordagem de construção de teoria por meio de estudo de caso proposta por Eisenhardt (1989). Os resultados apontam para a existência de aspectos coevolucionários nos relacionamentos em rede, com destaque para o compartilhamento de custos, assim como ganhos relativos a troca de conhecimentos e experiências. A configuração da estrutura e das práticas de governança dos arranjos, por fim, influenciam na coevolução na medida em que contribui para a publicização das ações e o alinhamento de interesses dos agentes envolvidos. / This thesis focused on the study of coevolutionary aspects in interorganizational cooperation networks and its relation with the network governance practices and configurations. The literature on coevolution points to a macro understanding of the phenomenon in the studies on networks, raising deficiencies regarding the analysis of its micro-foundations, with emphasis on intrarede and interfirm relations. In a complementary way, the network literature offers research opportunities in the analysis of social aspects that govern network relationships, as well as the factors that influence the achievement of individual and collective results of its participants. The aim of this thesis was to deepen the knowledge about network dynamics through a study of multiple cases in Local Productive Arrangements (APLs) in the states of São Paulo and Paraná. The objective was to analyze the relationship between the configuration of the business networks and their governance with the coevolution of participating companies and the networks as a whole. Given the inductive nature of the study, it made use of the theory-building approach by means of a case study proposed by Eisenhardt (1989). The results point to the existence of coevolutionary aspects in network relationships, with emphasis on cost sharing, as well as gains related to the exchange of knowledge and experiences. The configuration of the structure and governance practices of the arrangements, lastly, influence on coevolution in so far as it contributes to the publicity of actions and the alignment of interests of the involved agents.

To do so, definitions of Organization Arrangements were presented in the context of cooperation interorganizational relations; Arrangements typology; and LPA structural characterization models emphasizing the conceptual Model of evolution of Machado s LPA (2003). It is a qualitative, descriptive, exploratory, documental and bibliographical research under the form of case study which used as data collection a semi structured interview guide applied to six president/directors of mining Cooperative on the region; the non participative observation helped complete the study. The data were analyzed through an analysis technique with categorical content under a closed process and also through a documental analysis. Results showed that LPA was originated in actions of the Government of the State of Paraíba which evaluated the local mining potential and promoted its structure and organization. Productive agents are made of Cooperatives formalized and the institutional agents are made by State Government organs, SEBRAE-PB; Science, Technology and Innovation Ministry; Development, Industry and Exterior Commerce; National Integration; Mines and Energy. Explicitation of LPA structure showed that local conditions work in favor of local productive activity concentration; insertion of technologies in extracting and benefiting has been raising productivity and this tends to generate scale economies; there are diffusion technologies, knowledge and information; demand conditions have been acting as changing and development impulses; social capital is participative and the source are the Cooperatives; Governments act as LPA development facilitators; disbelief in cooperation relations makes trust difficult; qualified workforce has been giving technical support to the activity; LPA structuring did not attract subsidiary companies; the main competitive advantages are quality and quantity of the local minerals; and horizontal cooperation is predominant with incipient occurrence of vertical cooperation. Therefore, based on conceptual Model of evolution of LPA, it was verified that LPA is in transition from the starting to growing phase. / O objetivo deste trabalho foi Analisar a estrutura do Arranjo Produtivo Local de Pegmatitos e Quartzitos da Microrregião do Seridó Paraibano, através da descrição da sua origem; do mapeamento dos agentes produtivos e institucionais envolvidos, e respectivas ações; da explicitação da estrutura, baseada em variáveis relacionadas às economias externas e internas; e da identificação do seu atual estágio de evolução. Para tanto, foram apresentadas definições para Arranjos Organizacionais, no contexto das relações interorganizacionais de cooperação; as tipologias de Arranjos; e Modelos de caracterização estrutural de APLs, enfatizando o Modelo conceitual de evolução dos APLs de Machado (2003). Trata-se de uma pesquisa qualitativa, descritiva, exploratória, documental, bibliográfica, sob a forma de estudo de caso, que utilizou como instrumento de coleta de dados um roteiro de entrevista semiestruturado aplicado a seis diretores-presidentes de Cooperativas de mineração da região, complementado com a observação não participativa. Os dados foram analisados através da técnica de análise de conteúdo do tipo categorial, sob um procedimento fechado, e da análise documental. Os resultados indicaram que o APL teve origem nas ações do Governo do Estado da Paraíba, o qual avaliando a potencialidade da mineração local promoveu a sua organização e estruturação. Os agentes produtivos são compostos pelas Cooperativas formalizadas, e os agentes institucionais são formados por órgãos do Governo Estadual, SEBRAE-PB e Ministérios da Ciência, Tecnologia e Inovação; Desenvolvimento, Indústria e Comércio Exterior; Integração Nacional; e Minas e Energia. A explicitação da estrutura do APL mostrou que as condições locais favoreceram a concentração da atividade produtiva na região; a inserção de tecnologias na extração e no beneficiamento vem aumentando a produtividade, tendendo a gerar economias de escala; há difusão de tecnologias, conhecimentos e informações; as condições de demanda têm atuado como impulsionadoras de mudanças e desenvolvimento; o capital social é participativo e tem como fonte as Cooperativas; os Governos atuam como facilitadores de desenvolvimento do APL; a descrença nas relações de cooperação dificulta a confiança; a mão-de-obra qualificada tem dado suporte técnico à atividade; a estruturação do APL não atraiu empresas subsidiárias; os principais diferenciais competitivos são a qualidade e a quantidade dos minerais da região; e predomina a cooperação horizontal, com ocorrência incipiente da cooperação vertical. Assim, com base no Modelo conceitual de evolução dos APLs, verificou-se que o APL está em transição da fase embrionária para a de crescimento.

Novos mediadores e articulação política no campo: a lógica do protagonismo social e o uso da pobreza

The study elucidates the role of articulation in Semiarid (ASA) and the Centro Dom José Brandão de Castro (CDJBC), responsible for the realization of public politics that drive changes in rural semiarid of Sergipe. These organizations are understood as ´New Mediators´, which emerge on the scene of political articulation in the context in which the State reduces its role in supporting social demands. The methodological surpassed the understanding of the current context of capitalist relations and the State, which gives way the actions of new mediators, the time you transfer a certain kind of role for civil society. Reflected further on the nature of civil society, the third sector and poverty, inserted into the specifics of their adaptations to the operating logic of public policy, within the totality of relations. Poverty, in that direction, it is assumed as the scope of policies that establish in the field, taking a new direction in Brazil, from the 1990s due to the detriment of the debate around the generating causes of social inequalities. One change that meets the aspirations of capitalist relations, that legitimizes the public-private relationships in the implementation of actions for poor communities. Were also carried out a field research in rural communities supported by the actions of those mediators. The results point to a kind of principal role of public and private agents and, also population, without guidance for a process of emancipation in rural areas. / A pesquisa elucida a atuação da Articulação no Semiárido (ASA) e do Centro Dom José Brandão de Castro (CDJBC), responsáveis pela materialização de políticas públicas que impulsionam mudanças no espaço rural do semiárido sergipano. Essas organizações são compreendidas como Novos Mediadores., que emergem no cenário da articulação política no contexto em que o Estado reduz seu papel no atendimento de demandas sociais. O caminho metodológico perpassou o entendimento do contexto atual das relações capitalistas e do Estado, que cede lugar as ações dos novos mediadores, ao tempo em que transfere certo tipo de protagonismo para a sociedade civil. Refletiu-se ainda sobre a natureza da sociedade civil, do Terceiro Setor e da pobreza, inseridos nas especificidades das suas adequações à lógica de funcionamento das políticas públicas, dentro da totalidade das relações. A pobreza, nessa direção, é assumida como escopo das políticas que se territorializam no campo, sendo, ressignificada no Brasil, a partir dos anos 1990, em detrimento do debate em torno das causas geradoras das desigualdades sociais. Uma mudança que atende aos anseios das relações capitalistas, legitimando a relação público-privado na implementação de ações para comunidades pobres. Foram realizadas ainda pesquisas de campo em comunidades rurais atendidas pelas ações desses mediadores. Os resultados apontam para um tipo de protagonismo de agentes públicos, privados e da população, sem orientar para um processo de emancipação no espaço rural.

SYNOPSIS The diploma thesis deals with social capital of Civil Society Organizations, which is introduced here as a strategy for achieving the objectives and mission of Civil Society Organizations through networking and building relations with key players in their surroundings. Through the example of Civil Society Organizations providing services in Tábor the diploma thesis provides insight into the problematic of creation and maintenance of interorganizational relations with stakeholders across all sectors and therefore building external social capital of organizations. The theories of social capital and interorganizational relations with regard to the specifications of Civil Society Organizations are presented in the theoretical part of this thesis. The research part presents findings based on qualitative research, which was conducted through semi-structured interviews with representatives of Civil Society Organizations. The findings and results are and summarized in the conclusion.

The Swedish Public Employment Service's reform based on the so-called January agreement from 2019 has since its initiation been an ongoing issue in the Swedish public debate. As a result of the reform, several municipalities have expressed experiences that the operational cooperation in individual cases has deteriorated. The experiences are significant, as cooperation between the Swedish Public Employment Service, municipalities and other actors has been described as a prerequisite for realizing labor market policy. The purpose of the thesis is therefore to study what the operational labor market policy cooperation in individual cases looks like in four Swedish municipalities and how municipal officials perceive that the conditions for this cooperation are affected by the Public Employment Service's reform. This through a qualitative interview study, with a strategic selection of municipalities. The study is thus based on a local perspective and the selection of municipalities is made in order to cover several contextual factors that could potentially affect the municipal experiences. The theoretical starting points are taken from the theory of interorganizational cooperation. The result shows consistent experience in all the municipalities interviewed that the conditions for the interorganizational operational cooperation in individual cases at the local level being negatively affected by the Swedish Public Employment Service's reform. Both in terms of cooperation between the municipalities and the Public Employment Service as well as between the municipalities and independent actors (in cases where they cooperated before the reform). The main reason for the deteriorating cooperation is described as a changed local presence, reduced contact areas and reduced personal relationships at the administrator level. These factors have also been identified by the municipal representatives as the most important factors to address in order for there to be an appropriate and well-functioning cooperation. / Arbetsförmedlingens reformering med utgångspunkt i den så kallade Januariöverenskommelsen från 2019 har sedan dess initiering varit en pågående fråga i den svenska samhällsdebatten. Till följd av reformen har flera kommuner uttryckt erfarenheter av att det operativa samverkan i individärenden försämrats. Erfarenheterna är betydelsefulla eftersom samverkan mellan Arbetsförmedlingen, kommuner och andra aktörer beskrivits som en förutsättning för att realisera arbetsmarknadspolitiken. Syftet med uppsatsen är därför att studera hur den operativa arbetsmarknadspolitiska samverkan i individärenden ser ut i fyra svenska kommuner samt hur kommunala tjänstepersoner uppfattar att förutsättningarna för denna samverkan påverkats av Arbetsförmedlingens reformering. Detta genom en kvalitativ intervjustudie, med ett strategiskt urval av kommuner utifrån kommunernas geografiska position och hur Arbetsförmedlingen valt att arrangera myndighetens lokala närvaro. Studien utgår därmed från ett lokalt perspektiv och urvalet av kommuner görs i syfte att täcka in flera kontextuella faktorer som potentiellt kan påverka de kommunala erfarenheterna. Studiens resultat visar på samstämmiga erfarenheter hos de intervjudade kommunföreträdarna om att förutsättningarna för den interorganisatoriska operativa samverkan i individärenden på lokal nivå påverkats negativt av Arbetsförmedlingens reformering. Både när det gäller samverkan mellan kommunerna och Arbetsförmedlingen samt mellan kommunerna och fristående aktörer (i de fall de samverkat innan reformen). De främsta orsakerna till den försämrade samverkan beskrivs vara Arbetsförmedlingens förändrade lokala närvaro, minskade kontaktytor och minskade personliga relationer på handläggarnivå. Faktorerna har utifrån de intervjuade kommunföreträdarna identifierats som viktiga för att främja en ändamålsenlig och välfungerande samverkan.

The impact of Communities of Practice (CoP)on inter-firm alliance research teams

The need for faster, more flexible and less risky ways for organisations to expand their capabilities and competencies increasingly lead to the formation and proliferation of networking strategies and partners. Understanding the potential contribution that CoP membership can provide within these teams is a step towards developing and refining a strategy to support and enhance the speedy progression of the team towards a productive phase. The study shows that membership of researchers to the same or similar CoPs have some impact on the norming stage, and assist in reaching the performing / productive stage faster in team development. The survey in particular has indicated that similar standards, practices, terminology, ethics, standards, peer recognition, trust and a sense of belonging have more of an impact on the productive phase of team forming, than on the norming phase. The hard factors such as terminology, standards and similar practices have a strong correlation with the softer factors such as a sense of belonging and trust. This information should be utilised in both the socialisation processes in academic institutions as part of the education of professionals, as well as organisational approaches to Research and Development (R&D), information sharing and development of the researchers. The paper also highlights emerging organisational and strategic Best Practices currently prevalent in R&D teams and collaborative projects. It is clear that research collaborations cuts across the whole spectrum of business and management areas - from strategy, across intellectual property issues, finance, strategic human resource management, R&D management and innovation, knowledge management, organisational values and culture, and many more. To support innovation and R&D on a strategic level, both internally and on inter-firm collaborations, requires a review of the total organisational strategy, culture and norms in an organisation. Innovation and R&D support should be a holistic approach, with strategic and pro-active risk management supported by appropriate strategic human resources management and systems. Literature on CoPs, teams, social capital (SC), knowledge management (KM), intellectual capital (IC), intellectual property (IP), strategy and governance provide theoretical grounding. / Business Leadership / Ph. Essa estrutura não permite que o BNDES tenha um contato maior com o cliente final, o que levou o banco a estabelecer vários canais de comunicação de forma a atender as demandas desse público, como Serviço de Informação ao Cidadão (SIC), Central de atendimento, Ouvidoria, portal institucional e etc. A grande quantidade de informações gerada através desses canais está dispersa na organização, o que implica na falta de um repositório central que disponibilize essas informações, fazendo com que o banco não conheça de forma estruturada o seu próprio capital de relacionamento. Neste trabalho, buscou-se relacionar o big data, o capital de relacionamento e a gestão desse capital através da ferramenta tecnológica denominada CRM. O objetivo principal do projeto é integrar as bases com os dados de relacionamento do Banco, através da aplicação do modelo de ecossistema big data, para obter uma visão global de todas as ações de relacionamento realizadas com os clientes e clientes potenciais, com o fim de orientar as ações futuras da instituição. Com a implementação do projeto pretende-se conhecer as interações do cliente com o BNDES, independentemente do canal de comunicação utilizado; oferecer produtos e serviços que se adequem às necessidades do cliente; acompanhar mudanças no perfil e identificar oportunidades de atuação junto aos clientes. Pretende-se também, a partir da base de dados, gerar produtos, tanto internos como externos, e ações inovadoras junto ao cliente. O projeto será implantado por fases, visto que todos os canais de comunicação com o cliente serão integrados ao sistema. Apresentam-se também indicadores para o projeto, uma proposta de governança e uma breve explicação do que será realizado em cada fase do processo de implementação do ecossistema de big data no BNDES. / The National Bank of Development (BNDES) is currently the main long-term financing instrument for investments in all economic sectors in Brazil. Seeking to meet a growing share of the national business, in recent years BNDES has increased the amount of lending to micro, small and medium enterprises through partner financial agents, which analyze and send the financial resource request to the bank. This structure does not allow the BNDES has greater contact with the end customer, which led the bank to establish multiple communication channels to meet the demands of the public, as the Information Service to Citizens (SIC), Call Center, Ombudsman, institutional portal and etc. The large amount of information generated through these channels is dispersed in the organization, which implies the lack of a central repository where this information could be provided, causing the bank does not know their own relationship capital in a structured way. In this study, we relate the big date, the relationship capital and the management of the relationship capital through technological tool called CRM. The main objective of the project is to integrate the bases with relationship data from the Bank, through the application of big data ecosystem model to get an overview of all relationship activities carried out with customers and potential customers, in order to guide future actions of the institution. The implementation of the project aims to meet customer interactions with BNDES, regardless of the communication channel used; offer products and services to answer the customer's needs; monitor changes in the profile and identify performance opportunities with customers. It is also intended, from the database, generate products, both internal and external, and innovative actions with the client. The project will be implemented in stages, as all channels of communication with the client will be integrated into the system. Are also presented indicators for the project, a proposal for governance and a brief explanation of what will be done in each phase of the implementation process of the big data ecosystem in BNDES.
