Denna studie utforskar hur skolkuratorer bemöter och hanterar hedersrelaterat våld och förtryck inom svensk skolmiljö. Mot bakgrund av att hedersförtryck identifieras som ett växande problem i Sverige, problematiserar forskningsstudien befintliga kunskapsgap kring skolkuratorers interaktioner med berörda elever. Utifrån tidigare forskning identifieras en stark avsaknad av riktlinjer och en misstro mot socialtjänstens förmåga att adekvat hantera sådana fall. Studien bygger på semistrukturerade intervjuer med skolkuratorer, analyserade genom tematisk kodning. Resultaten visar att skolkuratorer står inför utmaningar relaterade till främst kulturella och religiösa dynamiker, resultatet belyser även ledningens engagemang och riktlinjer. Analysen som utgår från Lipskys teoribildning gällande gräsrotsbyråkrati belyser utmaningar och framgångsfaktorer gällande samverkan och handlingsutrymme. Diskussionen belyser vikten av ökad kunskap och stöd samt utveckling av specifika riktlinjer för att effektivare kunna stödja elever i riskzonen. Studien bidrar med insikter för både teoretisk förståelse och praktisk tillämpning i socialt arbete inom skolan, samt föreslår riktningar för framtida forskning inom området. / This study explores how school counselors address and manage honor-related violence and oppression in Swedish schools. Considering that honor oppression is seen as a growing problem in Sweden, the research study highlights gaps in knowledge regarding school counselors' interactions with affected students. Based on previous research, a significant lack of guidelines and distrust in social services' ability to properly handle such cases were identified. The study is based on semi-structured interviews with school counselors, analyzed through thematic coding. The results show that school counselors face challenges related to cultural and religious dynamics, and also highlight the involvement of management and guidelines. The analysis, drawing on Lipsky's theory of street-level bureaucracy, outlines challenges and success factors in collaboration and decision-making space. The discussion emphasizes the importance of increased knowledge and support, and the development of specific guidelines to better support students at risk. The study provides insights for both theoretical understanding and practical application in social work within schools and suggests directions for future research in the field.

Assessment of United States national security policy under international human rights law and international humanitarian law

This paper assesses U.S. national security policies in surveillance, detention, interrogation and torture, and targeted killing to determine whether they comport with international human rights law and international humanitarian law. The U.S. is responsible for adhering to the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, and the Geneva Conventions. These human rights law documents can be understood through court decisions, congressional statutes, and widely accepted interpretations from organizations such as the International Committee of the Red Cross, and the UN Human Rights Council. Further, this paper offers prescriptions on how international human rights law and international humanitarian law can be updated to better deal with the current war on terror. / text

Targeting the Unarmed : Strategic Rebel Violence in Civil War

<p>Rebel attacks on civilians constitute one of the gravest threats to human security in contemporary armed conflicts. But why do rebel groups kill civilians? The dissertation approaches this question from a strategic perspective, trying to understand when and why rebel groups are likely to target civilians as a conflict strategy. It combines quantitative studies using global data on rebel group violence with a case study of the civil war in Mozambique. The overall argument is that rebel groups target civilians as a way of improving their bargaining position in the war relative to the government. The dissertation consists of an introduction, which situates the study in a wider context, and four papers that all deal with different aspects of the overall research question. Paper I introduces new data on one-sided violence against civilians, presenting trends over time and comparing types of actors and conflicts. Paper II argues that democratic governments are particularly vulnerable to rebel attacks on civilians, since they are dependent on the population. Corroborating this claim, statistical evidence shows that rebels indeed kill more civilians when fighting a democratic government. Paper III argues that rebels target civilians more when losing on the battlefield, as a method of raising the costs for the government to continue fighting. A statistical analysis employing monthly data on battle outcomes and rebel violence, supports this argument. Paper IV takes a closer look at the case of Mozambique, arguing that the rebel group Renamo used large-scale violence in areas dominated by government constituents as a means for hurting the government. Taken together, these findings suggest that violence against civilians should be understood as a strategy, rather than a consequence, of war.</p>

Ce mémoire a été accepté à l'unanimité et classé parmi les 10% des mémoires de la discipline. / À la suite d'attaques terroristes massives est apparue une motivation féroce qui risque d'être manipulée pour justifier des excès de force. Voulant prévenir des attaques armées contre leurs intérêts, certains États ont adopté des politiques de « tuerie ciblée » pour éliminer de façon permanente des terroristes en sol étranger qui menacent leur sécurité. II est pourtant illégal de tuer des individus en l'absence de conflits armes sans égard au droit à la vie. La présente recherche tient à déterminer si, en vertu du droit international, des États peuvent neutraliser par force des individus dangereux ou bien venir au secours d' otages en sol etranger. En étudiant l'article 51 de la Charte des Nations Unies, un certain nombre de conclusions sont apparues, notamment que des opérations pour « arrêter ou neutraliser » ne peuvent avoir lieu que dans des États qui supportent des terroristes ou qui restent indifférents face à leur présence, et que I'expression « guerre contre Ie terrorisme » ne peut permettre des «tueries ciblées » sans avoir à considérer les droits à la vie et à la légitime défense. Puisque toute division entre les membres de la communauté internationale peut venir limiter la prévention d'attaques, le fait que la coopération entre les États ayant abolis la peine de mort et ceux ayant recours aux « tueries ciblées » puissent en souffiir fait l'objet de cet ouvrage. Ladite recherche conclue que l'utilisation de « tueries ciblées » en dehors du contexte de conflits armés ne peut être permis qu'en dernière mesure lorsque réellement nécessaire pour prévenir des attaques armées et protéger la vie. / From the ashes of devastating acts of terrorism has arIsen a resolve so powerful that measures of counterterrorism risk being manipulated by states to justify excess. In an attempt to prevent armed attacks against their interests, a number of states have adopted policies of targeted killing to permanently incapacitate terrorists on foreign soil. The intentional killing of suspected offenders, however, cannot be lawfully carried-out by states in the absence of armed conflict without regard for the right to life. The following research attempts to determine whether it is permissible for nations to use force on foreign soil to . incapacitate dangerous individuals or rescue hostages under international law. By studying article 51 selfdefense of the United Nations charter, a number of conclusions are asserted, namely that operations to "arrest or neutralise" can only be carried-out in states that support terrorists or are complacent to their presence, and that declaring "war on terrorism" cannot allow governments to kill suspected terrorists in countries where there is no war, except in a manner that is reconcilable with the rights to life and selfdefense. Since division among members of the international community may ultimately diminish their ability to collectively suppress international terrorism, the potential for hindered cooperation between abolitionist states and those that carry-out targeted killings is also addressed. The current research concludes that targeted killings can only be justified outside the context of armed conflict when they are truly necessary as a last resort to prevent armed attacks and save lives.

In this work we study properties of the higher-dimensional generally rotating black hole space-time so-called Kerr-NUT-(A)dS and the related spaces with the same explicit and hidden symetries as the Kerr-NUT-(A)dS spacetime. First, we search commuta- tivity conditions for classical (charged) observables and their operator analogues, then we investigate a fulfilment of these conditions in the metioned spaces. We calculate the curvature of these spaces and solve the charged Hamilton-Jacobi and Klein-Gordon equations by the separation of the variables for an electromagnetic field, which pre- serves integrability of motion of a charged particle and mutual commutativity of the corresponding operators.

Anthropogenic impact on predator guilds and ecosystem processes : Apex predator extinctions, land use and climate change

Humans affect ecosystems by changing species compositions, landscape and climate. This thesis aims to increase our understanding of anthropogenic effects on mesopredator abundance due to changes in apex predator status, landscape and climate. I show that in Eurasia the abundance of a mesopredator, the red fox (Vulpes vulpes), is limited top-down by the Eurasian lynx (Lynx lynx) and bottom-up by winter severity. However, where lynx has been eradicated, fox abundance is instead related to bottom-factors such as cropland (paper I, II). Fox abundance was highest when croplands constituted 25% of the landscape (paper II). I also project red fox abundance in Sweden over the past 200 years and in future scenarios in relation to lynx density, land use and climate change. The projected fox abundance was highest in 1920, when lynx was eradicated and the proportion of cropland was 22%. In 2010, when lynx had recolonised, the projected fox abundance was lower than in 1920, but higher than in 1830. Future scenarios indicated that lynx abundance must increase in respond to climate change to keep fox at the same density as today. The results suggest a mesopredator release when lynx was eradicated, boosted by land use and climate change, and that changes in bottom-up factors can modify the relative strength of top-down factors (paper IV). From 1846-1922, lynx, wolverine (Gulo gulo) and grey wolf (Canis lupus) declined in Scandinavia due to persecution; however I show that the change in wolverine abundance was positively related to the changes in lynx and wolf abundance. This indicates that wolverine is subsidized by carrions from lynx and wolf kills rather than limited top-down by them (paper III). This thesis illustrates how mesopredator abundance is determined by a combination of top-down and bottom-up processes, and how anthropogenic impacts not only can change the structures of predator guilds, but also may modify top-down processes through changes in bottom-up factors. / <p>At the time of the doctoral defense, the following papers were unpublished and had a status as follows: Paper 2: Submitted. Neste estudo, foi determinado o dano celular em linfócitos periféricos após exposição ao 153Sm-EDTMP (Samário-153 etilenodiaminotetrametilenofosfonato) por meio da técnica de análise de micronúcleos e coloração diferencial. O 153Sm-EDTMP é um radiofármaco utilizado para alívio da dor em pacientes com metástase óssea. A análise da freqüência de micronúcleos em amostras sangüíneas de pacientes obtidas uma hora após a administração endovenosa do radiofármaco (41 MBq/kg) mostrou que não houve diferença estatística em relação aos valores basais em células binucleadas. Porém, a análise da distribuição do dano em células mononucleadas mostrou que os pacientes sem tratamento radioterápico prévio apresentaram um aumento significativo na freqüência de células com um micronúcleo e aqueles com tratamento radioterápico prévio, nas células com dois ou mais micronúcleos. Os experimentos in vitro realizados com exposição de sangue total a três concentrações radioativas de 153Sm-EDTMP (0,370; 0,555 e 1,110 MBq/mL) por uma hora mostraram um aumento na freqüência de micronúcleos e de células necróticas e apoptóticas com o aumento da dose de radiação. Foram construídas curvas dose-resposta para os indivíduos sadios e para os pacientes com metástases óssea sem prévio tratamento radioterápico. L'introduction (section 1) introduit la probl´ematique g´en´erale de la th`ese: la mesure quantitative des propri´et´es g´eom´etriques des vari´et´es alg´ebriques et particuli`erement leur triangulation. La section 2 explique une proc´edure de subdivision rapide et certifi´ee triangulant une courbe alg´ebrique r´eelle plane. Les outils math´ematiques sont le degr´e topologique, la base des polynˆomes de Bernstein. La section 3 est une copie d'un article expliquant la m´ethode de subdivision pour les surfaces lisses dans Rn. Elle comporte une analyse de complexit´e. La section 4 pr´esente une version quantitative du th´eor`eme de trivialit´e topologique de Thom-Mather pour des applications semi-alg´ebriques non lisses. Il en d´ecoule: une version “m´etriquement stable” du th´eor`eme de structure conique local et de l'existence d'un “tube de Milnor” autour des strates. Un algorithme de triangulation utilisant des partitions de Vorono˘i (sa mise en place n'est pas compl`ete car l'estimation effective de la transversalit´e n'est pas compl`etement trait´e). La section 5 est une copie d'un article paru en 2008 sur une m´ethode de balayage pour calculer la topologie d'une surface singuli`ere de R3.
