Background: The County Board, which is the supervisory authority on the Animal Protection Act, the Supervision Act and the Environmental Code and the municipality, which is also the supervisory authority on the Environmental Code, has difficulty conducting cases concerning barking dogs because it is difficult to assess the problem. There is no special cooperation between the authorities and there are no routines around these types of cases. The aim: The aim of this study was to investigate how municipalities and county boards handle incoming reports regarding barking dogs. We also wanted to study if there is a cooperation between municipalities and county boards and how it could be in terms of supervision and decisions. We also wanted to study on how an improved cooperation between them can look like. Result: The management method is different for both County Board and municipalities. The municipalities have different method for handling these cases and it is difficult to assess the case. While the county boards’ method is relatively similar if it is a case for them. Today, 14 of 21 municipalities have no cooperation with the county board. While 18 of 21 counties responded that they have no cooperation. But of all 21 municipalities and county boards, six of each wanted a better cooperation. Conclusions: The management methodology are different in the municipalities and the county administrative board. Therefore, the need for collaboration also looks different. Many replied that they do not need extended cooperation, while some think that it is good to have a collaboration and be able to help each other. Why authorities do not want a collaboration can depend on that they do not have many of this cases. With our work, we wish that the authorities to have a reasonably better insight into the problems of the current management methodology on cases involving barking dogs. We also hope that our suggestions for improved cooperation can help authorities to create their own routines as part of their work support.

Det generella biotopskyddet av alléer : en analys av Länsstyrelsers dispensbeslutPersson, Johanna January 2018 (has links)
Det generella biotopskyddet i Sverige omfattar lättidentifierbara områden som finns över hela landet, där ingår bland annat alléer. Alléer är enligt miljöbalken lövträd planterade i en enkel eller dubbel rad som består av minst fem träd längs en väg eller det som tidigare utgjort en väg eller i ett i övrigt öppet landskap. Träden ska till övervägande del utgöras av vuxna träd. Skyddet innebär att man inte får bedriva en verksamhet eller vidta en åtgärd som kan skada naturmiljön. Om det finns särskilda skäl, får dispens från förbudet ges i det enskilda fallet. Det som anses vara ett särskilt skäl beskrivs i naturvårdsverket vägledning. Denna kandidatuppsats syfte är att undersöka hur länsstyrelser i Sverige behandlar beslut om dispens från det generella biotopskyddet av alléer, genom att analysera hur natur- och kulturvärdet behandlas i besluten samt att undersöka vad det är som gör att dispenser blir beviljade respektive avslagna. För att kunna analysera besluten strukturerat har en analysmall använts. Resultatet visar att naturvärdet berörs i alla de analyserade besluten. Beslut från Länsstyrelsen Skåne och Dalarna berör kulturmiljövärdet mest. Alla besluten som är beviljade dispens är motiverade med ett särskilt skäl. Beslut som får avslag blir ofta nekade dispens när ansökan innehåller termer och ord som berör alléns estetiska värde och när det saknas särskilt skäl. Under rubriken diskussion lyfts problematiken med att endast skydda alléernas naturvärde i ett landskap fyllt med kultur, men också handläggarens tolkningsutrymme av lagstiftningen.

<p>Hans Olof Alsén, born 16 august 1926, is a Swedish Social Democrat politician who served as the County Governor of Uppsala from 1986 to 1992. During the 1960s, -70s and -80s he had several political commissions including Member of Parliament and government Undersecretary. In addition he had numerous Board of Directors assignments in different business corporations as well as in non commercial associations both prior to, during and after the County Governor period.</p><p>This paper describes the organizing and cataloguing of Hans Alsén's personal archives. The documents at hand were deposited at the regional state archives (Landsarkivet) in Uppsala in 2008 and 2009 by Alsén himself. The documents almost exclusively cover the County Governor years 1986-1992. At a previous occasion Alsén deposited another set of personal documents at the archival institution Folkrörelsearkivet in Uppsala. The Alsén personal archives at Folkrörelsearkivet cover the years 1955-1989 which chronologically corresponds to his political career and activity prior to the County Governor post. The four years of chronological overlapping by the two archives is worth noting.</p><p>This paper addresses some of the principal problems and consequences concerning the mix up of governmental documents in personal archives, for example when it comes to searchability, accountability and secrecy. Furthermore the issue of archives, from one and the same person of origin, split up on several archival institutions is treated as well as some of the more practical problems encountered during the organizing process.</p><p>The Hans Alsén archives 1986-1992 was organized and catalogued by Tony Engström as part of the Master Programme in Archival Science at the University of Uppsala.</p>

The County Administrative Board is an authority with big variations in their work. The fact that the County Administrative Board work with so many different issues makes it difficult for the general public to get an insight in what they do and what kind of archival material they create. This handbook is made to illustrate what the County Administrative Board do and how you can find your way to the archives and its documents, both as an employ and as a public visitor. The Handbook begins with a historical overview of the County Administrative Board, from the 17th century to today, with focus on the County Administrative Board of Uppsala. As the Handbook is made for both employees and for the general public several ways to enter the archives are described. Since the employees at the County Administrative Board of Uppsala have access to the archives them self the Handbook also provides detailed descriptions about how to find the way to the records. These descriptions both explains the way to archives organized in dossier and archives organized in chronological order, both provided at County Administrative Board of Uppsala. All the records that the County Administrative Board of Uppsala has generated though the years are not available in the building of the County Administrative Board but at The National Archive in Uppsala. The records are listed in charts in the end of the Handbook.
