"Gestor de quem?" A contribuição do bibliotecário para a gestão de pessoas da organização : um estudo de caso

O bibliotecário exerce papéis técnicos e gerenciais e no exercício de atividades ligadas à gerência desenvolve um perfil profissional, conhecimentos e habilidades que podem influenciar na sua contribuição para a gestão de pessoas da organização como um todo. Com o objetivo de analisar essa contribuição, foi desenvolvida uma pesquisa qualitativa com uma etapa exploratória, onde foram entrevistados três bibliotecários gerentes de bibliotecas localizadas em empresas em Porto Alegre, capital do Rio Grande do Sul, no Brasil, e a etapa nuclear da pesquisa, denominada estudo do caso da Biblioteca Setorial da Escola de Administração da Universidade Federal do Rio Grande do Sul (UFRGS), também em Porto Alegre, onde foram entrevistados a bibliotecária-chefe, quatro subordinados e três usuários da Biblioteca, sendo que todas as entrevistas foram guiadas por um roteiro. A análise interpretativa dos resultados foi feita com orientação na fundamentação teórica de acordo com a categorização de Ulrich (1998) e Gil (1994, 2001) para os papéis de gestor de pessoas, sob a perspectiva téorica da Administração, e a categorização de A. Oliveira e co-autores (2000), da Classificação Brasileira de Ocupações (BRASIL, [200-]) e S. Oliveira (2000) para as características pessoais, perfil profissional, conhecimentos e habilidades do bibliotecário enquanto gestor de pessoas, sob a perspectiva teórica da Biblioteconomia. Os achados mostraram que a bibliotecária-chefe da Escola de Administração foi considerada parceira estratégica por quase todos os sujeitos selecionados para o estudo de caso e o papel de comunicador do gestor de pessoas foi considerado o mais importante para o gerente de biblioteca pelos entrevistados das duas etapas. A comunicação, a negociação e a parceria estratégica receberam destaque pelo conjunto de entrevistados e também pelo conjunto de autores que forneceram suporte teórico para o estudo. As respostas mostraram que o bibliotecário tem procurado acompanhar as evoluções tecnológicas e gerenciais, aparentemente sem o descuido de suas funções técnicas. A atualização contínua, a especialização na área de conhecimento da biblioteca, a receptividade e aproximação do profissional aos usuários, a divulgação dos serviços, as competências gerenciais e técnicas apontadas pelos estudiosos das áreas biblioteconômica e administrativa e também pelas pessoas entrevistadas parecem contribuir para que o bibliotecário seja percebido como parceiro estratégico dentro da organização. / The librarian plays technical and managerial roles, and when performing the managerial functions, he or she displays a professional profile, as well as knowledge and abilities that can influence his or her contribution towards the overall personnel management of the organization. Aiming at analyzing this contribution, a qualitative research has been done with an exploratory stage, where three library directors from companies located in Porto Alegre, capital of Rio Grande do Sul, (southern Brazil), were interviewed, and the nuclear stage of the research, called case study of the Business Administration library at the Federal University of Rio Grande do Sul (Universidade Federal do Rio Grande do Sul - UFRGS), also located in Porto Alegre, where the library director, four employees and three library patrons, with all interviews being guided by a syllabus. The interpretive analysis of the results has been done based on a theoretical foundation according to Ulrich’s (1998) and Gil’s (1994, 2001) categories for the role of personnel manager based on the Business Administration theories, and A. Oliveira’s (2000) categories, the Brazilian Classification of professional positions – CBO (Brazil, [200-]) and S. Oliveira (2000) for the personal characteristics, professional profile, the librarian’s knowledge and abilities as a personnel manager, based on the library and information science’s theories. The results showed that the library director of the Business Administration Library at the Federal University of Rio Grande do Sul (UFRGS, southern Brazil) is considered a strategic partner by almost all selected subjects for the case study, and the personnel manager’s effective communication was considered the most important role for a library director according to the interviewees on both stages. Effective communication, negotiation and strategic partnership were considered very prominent according to the interviewees and the authors that offered theoretical support for the study. The answers showed that the librarian has tried to keep up with the technological and managerial evolutions, apparently without neglecting her or his technical functions. The librarian’s continuous updates and specialization in the field of library and information science, receptiveness and easy approach with the patrons, advertising of the library services, and his or her managerial and technical competence cited by scholars in library and information science and in the administrative area as well as by the interviewees seems to contribute to the librarian being considered as a strategic partner inside the organization.

A Change Agent in the Use of Continuing Online Distance Learning Technology

Managers of public libraries have been presented with a new set of challenges in the day-to-day operations of public libraries. These include their ability to serve as change agents as they manage the use of continuing online distance learning (CODL) for staff. This online tool may provide staff opportunities for on-the-job learning, yet for managers and managerial staff little is known about how the tool impacts their role in light of the changes. This research investigates the perceptions of 103 Northeast Texas Library System managers and managerial staff about their role as a change agent in the use of CODL using an exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) to determine the outcome. Administrators from urban, suburban, and rural public libraries were surveyed using a General Training Climate Scale to explore three constructs: extent of the manager role, manager role, and use of CODL. Data analysis was performed using exploratory and confirmatory analysis to support the theoretical model. An altered model was tested and confirmed through model fit indices.

La educación superior es considerado como un elemento prioritario que le permite a cualquier país, lograr el desarrollo sostenido y constituye un factor determinante para su inserción en el contexto mundial.Por ello, la sociedad en su conjunto reconoce que la calidad en la formación educativa de sus recursos humanos es la clave para alcanzar una mejor calidad de vida. La calidad de la enseñanza conlleva a que las instituciones educativas tengan que llevar a cabo, programas de evaluación en sus programas de estudio, infraestructura y modelos de gestión, donde las bibliotecas forman parte de las unidades por evaluar. Ante esta realidad la tesis doctoral:Estrategias para desarrollar procesos de evaluación en el sistema bibliotecario de la Universidad Nacional Autónoma de México, propone estrategias para desarrollar un proceso de evaluación en el subsistema de Escuelas y Facultades, basadas en los principios de la planificación estratégica y las normas de calidad, con el fin de lograr la certificación de las bibliotecas dentro de los programas de evaluación de la enseñanza en las universidades. Las estrategias propuestas permitirán que las bibliotecas estudiadas diagnostiquen sus puntos débiles, fuerte,amenazas y oportunidades y a partir de ello sustente un programa de mejoras con la formulación de un plan estratégico. / Today, higher education is considered as a pre-requisite for countries to be part of the international community. It is assumed that the quality of the trainning of human capital is essential for the development and well-being of the country's population. Higher education institutions, therefore, have to evaluate, amongst others, their curricula, infrastructure and management models. Science libraries have to evaluate a set of strategies in order to solve issues associated with the access and retrieval of information and its relationship with the institutional accreditation programmes, according with the principles of strategic planning, international quality standards and the EFQM. In our Ph. Ds. we propose a model to evaluate the libraries of UNAM, based in strategic planning theories and quality standard. The proposed strategies will allow that the libraries diagnose their weak points, strong, threats and opportunities, to develop an strategic plan.

The aim of this thesis is to determine how the 2018 draft of the first Swedish National Library Strategy was received by the library sphere and its other stakeholders and how their views may have affected the final version of the National Library Strategy published in 2019. To approach the purpose of this investigation a rhetorical analysis of the written comments of the stakeholders have been carried out to examine how they make their arguments and voices heard. The empirical analysis is based on these 83 statements of opinions that were handed in to the National Library of Sweden between May and October 2018. For the first time in Swedish history a National Library Strategy has been formed in attempt to promote cooperation and library development within the public library sphere. To examine the impact of this organizational change the theory of New Public Management has been applied to the study. The result of this thesis shows a varied response to the National Library Strategy draft, with comments on both structure and disposition, language and content. Many appreciate the chance to get involved and use this chance to voice their opinions on matters both small and wide. The response from the stakeholders has also shown a questioning of the form of the National Library Strategy draft as centralizing and governing instead of collaborative and supportive. Earlier research also shows the question to be complex and diverse. This thesis serves as a contribution to the research field on library development, organizational change and cultural policies. This is a two years master’s thesis in Library and Information Science.

Towards a ready-to-use, DAISY-aware library management system

Both integrated library management systems and DAISY production and manipulation tools become widespread. We study how they could be combined to build a ready-to-use digital library with DAISY as its core format. The obtained framework should cover the entire book processing, from digital files provided either by publishers or by scanning printed material, until the delivery of DAISY content to end-users in a possibly secured way. We first give a functional description of the framework we have in mind. Then, we examine the existing tools of interest and give some tracks for further software developments.

Diversifying Funds to Enhance Financial Sustainability of a County Library System

Existing research has focused on the financial challenges affecting public libraries and how to improve library efficiency and funding. However, it is unknown how financial diversification could improve the economic fortunes of public libraries. The purpose of this study was to illuminate the unique structural, legal, and operational dynamics associated with adopting a financial diversification strategy in the Clayton County Library System (CCLS), Georgia, and to explore what would support or hinder the implementation of such a strategy. Using modern portfolio theory, the research explored how the CCLS could diversify its funding sources. A qualitative single-case study was conducted to gather information from a sample of library personnel: 2 library directors, 7 assistant directors, 6 branch managers, and 3 grant writers. Budget documents and meeting minutes over a 3-year period were also reviewed. The data were analyzed using a content analysis method, and were coded inductively. Interview data were triangulated with the results of a review of budget documents, meeting minutes, and related literature. Study findings revealed that financial diversification was an effective strategy for the participants in this study, but such diversification would be complex for the broader CCLS because of stakeholders' concerns about CCLS's organizational characteristics, legal frameworks, and management attitudes. The study findings may be used as a basis for further empirical investigations on adoption of financial diversification plans in public libraries. Positive social change is expected to result from this study because it provides useful data to policymakers, library administrators, and other stakeholders seeking ways to sustain public library funding.

Science and technology information in Thailand : policies, strategies and provision

The aim of the research was to investigate the current state of scientific and technological (S&T) information service provision in Thailand with a focus on its role of supporting research and development. The ultimate goal of the research was to develop a service model(s) which could aid the modernisation of the S&T information service. The information policies and strategic management at national and institutional levels were examined together with present and future roles in service provision and barriers to S&T information development. The research framework was constructed on the basis of theoretical models of the provision and management of effective information services. The institutions which participated in this research included 46 academic and special libraries in Thailand, hereafter called S&T information centres, and two funding agencies. The data were collected using a variety of research tools, employing both quantitative and qualitative methods, namely, questionnaires, semi-structured interviews, and focus groups. The questionnaires were distributed to five groups of respondents: executives, managers, librarians or staff, end-users, and executives or policy-makers of funding agencies. Two hundred and eighty-nine questionnaires were sent by post to 45 S&T information centres and two funding agencies whilst 703 questionnaires were also distributed to end-users. Interviews were performed with 55 executives and library managers. Three focus groups were organised on different topics, with a total of 36 participants. The major findings showed that national information policy in relation to S&T information was still relatively ineffective with roles and responsibilities of stakeholders not explicitly identified. In general, the results showed that institutional information policies exist but weak communication between executives, managers, and staff caused problems with implementation and interpretation. Most S&T centres were found to have strategic plans. The focus of these were on issues of integrated ICT infrastructure, acquisition of electronic resources, service improvement, communication with users and feedback, user education, cost effective use of resources, E-library transition and knowledge sharing. The development of resource sharing via computerised networks was considered to be paramount; progress to date was thought to be slow due to a lack of policies at national and institutional levels. Users' information literacy was still found to be an issue, particularly in respect of making effective use of electronic resources. The thesis provided recommendations for a national network for S&T information provision to be designed and managed by a hosting provider.
