A commentary on 'local public service television'

The Commentary and Portfolio (introduced in the form of Outputs at the end of each Chapter and particularly following Chapter Three) considers the public space that 'local public service television' might occupy. Taking an historical view and a protagonist or interventionist stance the author demonstrates that a demand for local communications through television broadcasting has had strong public support since the introduction of commercial regional television in the 1950s, although government and regulator have variously thwarted its introduction. The author's background for this task is unorthodox, emerging from a critical art education that questioned the role of institutional norms in the pursuit and interpretation of social knowledge. The methodology is therefore reflective and at times quixotic, working through a variety of methods and forms of organisation and practice in pursuit of what has long been an evident - if overlooked - public objective,the realisation of a more identity enhancing localised form of television broadcasting. Working with several formal and informal associations - including the Institute of Local Television, the Community Media Association, Scottish Association of Smallscale Broadcasters (SASB), The Broadcasting Trust, Media Access Projects Scotland (MAPS), Advisory Committee of (local) Television Operators (ACTO), United for Local Television (ULTV) and the Scottish Local TV Federation - the author has contributed reports and academic papers on local and community television, organised conferences and run small scale television channels under license exempt and shortterm licenses, responded to regulator consultations and drafted amendments to legislation while developing and testing technologies appropriate for delivering programmes to serve local purpose. Through 'local public service television' the author has sought greater representation of civic and cultural views, arguing and debating access to regulate local channels under local control, first on local cable, then as a fifth or sixth terrestrial channel to offer city TV and, most recently, to encourage the introduction of digital spectrum for local public service television to be made available throughout the UK.

The future of local television news: Is there a possible strategic planning approach?

This study compared the characteristic of strategic planning as used in the corporate world with the planning process used in a sample of television news departments. The purpose was to determine if commonalities exist; in what circumstances, and whether techniques and approaches used for many years by businesses could advance the process of planning in the fast-paced environment of local television news. In-depth interviews were conducted with a sample of highly experienced local news managers. The results indicated some similarities in planning approaches but suggested significant differences in how the two industries approach key elements of traditional strategic planning. The primary conclusion drawn from the research suggests the local television news industry has informally adapted strategic planning processes to their needs with heavy emphasis on tactical execution.

Pela primeira vez em décadas, a RBS TV tem sido ameaçada nos índices de audiência no Rio Grande do Sul. Embora ainda mantenha sua liderança consolidada, vê o crescimento periódico da TV Record desde que esta se instalou no Estado, em julho de 2007. A característica do trabalho da Record tem sido combater a líder através de uma programação popular, que se reflete também em seu telejornalismo local. Este trabalho propõe uma reflexão a respeito do Balanço Geral, principal programa do gênero dentro da programação da emissora, e tentar compreender os motivos de seu sucesso, que o leva, por vezes, a empatar e até mesmo ultrapassar a emissora hegemônica, algo incomum nas últimas quatro décadas. Analisaremos o programa através de uma análise de conteúdo de quatro edições, que levará em conta dados como fontes utilizadas nas matérias, o imaginário urbano representado no programa, os locais onde os fatos que viram notícia acontecem e os comentários feitos pelo apresentador Alexandre Mota, ícone dentro desta nova proposta da Record, antes e após a exibição do conteúdo jornalístico, para tentar compreender como ele se aproxima e se identifica com seu público, formado majoritariamente por cidadãos das classes C, D e E da capital gaúcha e arredores. / For the first time in decades, RBS TV has been challenged in its ratings in Rio Grande do Sul. Although it still maintains the leadership, it has been threatened by the gradual growth of Record TV ever since it began broadcasting in the state in July of 2007. Record TV has been fighting for audience through a popular program style which also reflected in its local TV news programs. This dissertation involves the analysis of “Balanço Geral”, the main popular show of the channel, attempting to understand the reasons for its good ratings which sometimes reaches levels that are above the hegemonic TV channel, something uncommon in the past four decades. The program is assessed through the analysis of four editions and takes into account data such as the sources used, the urban imagery represented in the show, the sites where the news takes place and the comments made by its host Alexandre Mota, an icon of its new style, before and after the presentation of the journalistic content, in order to understand how he approaches and connects with his audience – mainly the lower classes of the state capital and nearby communities.

Search the library catalog for the location and call number. / The purpose of this research is to advance understanding of mediated relationships in the form of parasocial interaction (PSI) in local television news branding efforts, particularly the influence of PSI on loyalty and commitment outcomes. This research is the first of its kind to attempt a test of both the TV PSI construct and Web PSI construct and their applicability to local news in the digital age. As part of this examination, the study introduces the concept of viral viewers. Motivated in part by affect, these viewers are willing to promote the station and its content across media platforms. Viewing and visiting characteristics leading to TV station and Web site loyalty and commitment are also identified. This study uses an online survey to explore three research questions and four hypotheses. The population of interest is visitors to local television news Web sites. Television stations in the Pacific Northwest were solicited to take part in the study. Six participating stations posted the survey on their Web sites. Data were collected from 277 respondents. Regression models showed Web PSI, station usefulness/quality, and TV PSI are all statistically significant predictors of loyalty and commitment. Web PSI has the largest beta coefficient when compared to the contribution of other variables. Hierarchical multiple regression also found that station usefulness/quality, site usefulness/quality, TV PSI, and Web PSI partially mediated the relationship between viewing and visiting characteristics and loyalty and commitment. The study concludes that local TV stations must be mindful of producing good content with viral potential in order to acquire help from viral viewers. Furthermore, news personalities remain important to overall brand strategy. This research fills three significant gaps in the literature surrounding local TV news research. First, it brings research on parasocial interaction into the digital age, advancing the application of the TV and Web parasocial constructs. Second, this study reconceptualizes notions of audience and promotion by introducing the concept of viral viewers. Third, it brings together scholarship regarding branding and local TV news, providing a systematic analysis of branding's role in local TV stations' multi-platform news strategy. Taking into consideration that this local television news reformulates its identification strategies with viewers in order to overcome the unsatisfactory audience ratings. Concerning to understand this problem, we suppose as hypothesis that this news rebuilds its identity or identification modes with viewers / online surfers, particularly with the adoption of two main strategies: Developing ambiguous thematic organization and at the same time favoring numerically police matters in its editions and discursively being constructed as a television news turned to the "provision of services to communities"; mediated a propagation process by the presenter between his/her public and private life by appropriating of social networks as "propagator" spaces TV news identity conformers. Essentially, we work with the concepts of "society in media coverage pathways" with Fausto Neto; news media coverage with Salaverria and Aviles, Verón and Fausto Neto; Technological and cultural convergence with Jenkins and identity with Stuart Hall, Woodward, Silva and Bauman. We adopt the TV news analysis methodology developed by Itânia Gomes and we operate with two methodological concepts "television genre" and "addressing schemes". Assuming the "analytical operators" suggested by the author: mediator; communicative context; thematic organization and pacts on the role of journalism. It is created an operator named "circulation" to observe the processes of interaction between producers and Internet users in institutional profiles and anchor on Instagram and Facebook. In conclusion, JPB 1st Edition reconstructs its own identity with the materialization of a “self-reflective” speech and serious / ethical newscast, which addresses a variety of topics that interests community as a whole and adopts a fluid aesthetic, light, mediated and converging with the Web. It is distinguished from the local competitors, which are defined in the same profile - police newscasts, but JPB 1st Edition presents as a television news which has a "liquid identity", contemporary, constantly changing, adaptable to needs for which may suffer the "society in media coverage routes." / Análise dos processos de reconstrução da identidade do JPB 1ª Edição da Rede Globo de Televisão. Parte-se do pressuposto de que esse telejornal local reformula suas estratégias de identificação com telespectadores de modo a reverter os insatisfatórios índices de audiência. Na empreitada de compreender tal problemática, parte-se da hipótese de que o respectivo noticiário reconstrói sua identidade ou modos de identificação com os telespectadores/internautas, particularmente, com a adoção de duas estratégias centrais: construção de organização temática ambígua, ao tempo que privilegia numericamente os assuntos policiais em suas edições e se constrói discursivamente como um telejornal voltado para a “prestação de serviços às comunidades”; processo de mediação midiatizada do apresentador no entremeio de sua vida pública e privada com apropriação das redes sociais como espaços “circulatórios” conformadores de identidade telejornalística. Essencialmente, trabalha-se com os conceitos de “sociedade em vias de midiatização” com Fausto Neto; midiatização jornalística com Salaverria e Avilés, Verón e Fausto Neto; Convergência tecnológica e cultural com Jenkins e identidade com Stuart Hall, Woodward, Silva e Bauman. Interessa-nos perceber como estes telejornais, ao utilizarem-se da representação popular- inserindo a população como “personagem” das matérias constroem uma identidade local para garantir a adesão do telespectador e convertê-lo em audiência. O estudo utilizou-se do conceito contemporâneo de identidade, vislumbrado a partir de suas crises e hibridações e em leitura baseada nos Estudos Culturais. Como referencial teórico, trazemos as contribuições dos estudos sobre telejornalismo, identidade local, imaginário urbano e construção de personagens. A metodologia se alicerça na utilização da análise textual da televisão - que toma como parâmetro ferramentas da análise de discurso e de conteúdo - de cinco edições de cada um dos três telejornais locais objeto do estudo empírico; o recorte temporal estabelecido foi de 03 a 07 de maio de 2010. A análise do produto midiático foi associada a técnicas de coleta de dados com profissionais envolvidos na realização dos três programas. / The dissertation proposed to analyze in what way (s) the local TV news based in Juiz de Fora - Journal of Alterosa Edition Regional, Journal of TVE and MGTV 2nd Edition - try to establish bonds and affiliations with their audience through discourses that are presenting in their productions. We are interested in to see how these news shows, is the use of popular representation-entering the population as "character" of materials and through interactive channels (such as telephone and internet), build a local identity to ensure adherence to the viewer and convert him an audience. The study made use of the contemporary concept of identity, glimpsed from their crises and reading based on hybridizing and Cultural Studies. The theoretical contributions bring studies of television journalism, local identity, and construction of urban imaginary characters. The methodology is founded on the use of textual analysis of television - which takes as a parameter of speech analysis tools and content - of five editions of each of the three local TV news object of empirical study, the temporal cut was set at 03 to 07 May 2010. The analysis of the media product has been linked to techniques of data collection with professionals involved in implementing the three programs.
