Esta dissertação tem como objetivo avaliar se o desenvolvimento econômico do APL está em sintonia com o desenvolvimento social da Península de Itapagipe na perspectiva de sua revitalização. A metodologia utilizada foi a de investigação descritivo-analítica, com aplicação de questionários e a realização de entrevistas semi-estruturadas dos empresários e representantes das principais instituições que integram o Arranjo. Os dados coletados das entrevistas e questionários demonstram a fragilidade do programa e a necessidade de fortalecer as relações com os diversos agentes componentes do APL. / This work analyses the local productive arrangement (LPA) for modelling / restructuring of rua do Uruguai, developed in the city of Salvador. The investigated area is Peninsula Itapagipe which has its occupation historically marked by economic and social lack of balance. This paper aims to evaluate whether the economic development of the LPA is connected with the social development of the Peninsula Itapagipe according to its refurbishment perspective. The methodology used was descriptive and analytical research, through questions and semistructured interviews applied to the main entrepreneurs and the representative groups os the institutions that integrate the arrangement. Collected data from these interviews and questionnaires demonstrated the fragility of the program and the need to strengthen the relationship between the various agents included in the LPA.

Construction territoriale, développement local et tourisme : le cas du Liban / local development, territorial construction and tourism : the case of Lebanon

Cette thèse aborde le problème du développement territorial dans les zones touristiques rurales et le rôle joué par le capital social poupr supporter ce dévelopement. Le cadre théorique de ce travail de recherche est illustré par l’étude de deux territoires touristiques libanais : Aley et Mzaar, qui existent dans des régions montagneuses rurales. Le choix de l'approche territoriale (ou plus précisément l’approche communautaire) nous permet d’examiner les territoires comme structures construites au fil des processus historiques jusqu'à ce qu'ils aient pris leur forme et leur organisation actuelles. Chaque territoire est une organisation socio-économique, construite à travers la mobilisation de ses ressources locales par ses acteurs locaux. Les ressources locales incluent les ressources naturelles, culturelles, humaines et les ressources physiques, tandis que les acteurs locaux sont notamment la population locale, les entreprises, les autorités et les organisations ou associations locales. Une des ressources les plus importantes dans le processus de développement territorial est le capital social. Il représente les relations formelles et informelles existantes entre les acteurs à l’intérieur et à l’extérieur d’un territoire. Ces relations correspondent à des réseaux qui ont des influences positives sur le développement socio-économique du territoire. Le capital social peut prendre plusieurs formes telles que le bonding, le linking et le bridging. Les relations qui construisent ces formes de capital social sont caractérisées par l’existence de valeurs et des normes tels que la confiance et le civisme. Cette thèse s’est intéressée particulièrement à : L’étude des processus de construction territoriale des territoires libanais choisis et à la structure actuelle de leurs systèmes touristiques. Pour ce faire, nous avons traité les premières étapes de construction de ces systèmes touristiques ainsi que les processus de leur évolution jusqu’à leur état actuel. L’étude de l’effet du capital social sur le développement touristique dans les deux territoires. Pour ce but, nous avons en premier lieu construit un modèle statistique qui représente la relation entre les différentes formes du capital social et le niveau de vie des individus. Et en deuxième lieu, nous avons comparé les niveaux de développement touristique entre les deux territoires avec les niveaux de capital social qu’ils possèdent, pour pouvoir construire une conclusion concernant l’effet du capital social sur le développement touristique territorial. L’analyse de l’effet de capital social sur le développement et sur le niveau de vies des individus est faite à travers ses formes structurelles (le bonding,le linking et le bridging) et ses formes fonctionnelles (le civisme et la confiance). Le but de cette décomposition est de découvrir si ce sont justement les formes structurelles du capital social (les réseaux au sein de ces formes) qui expliquent cette différence de développement, ou bien si ses aspects fonctionnels qui affectent plus fortement cette différence. À la fin de la thèse, nous faisons une analyse SWOT de la situation générale du tourisme dans les territoires périphériques libanais. L’analyse porte ici sur les forces et les faiblesses de ce secteur ainsi que sur ses opportunités et menaces pour le développement. Nous suggérons enfin des procédures qui peuvent être mises en place dans le cadre d’une stratégie de développement pour ces deux territoires. La valeur ajoutée de notre travail est qu’il dépasse l’étude du capital social comme un concept global ; il s’attache plutôt à étudier les différents éléments de ce capital et leur impact sur le niveau de développement des territoires touristiques libanais (un pays en développement). Cela nous permettra enfin de voir s’il existe une différence, en termes d’effet du capital social sur le développement, dans les pays pauvres comme le Liban et dans les pays riches comme la France et l’Italie. / This thesis addresses the problem of territorial development in rural touristic areas and the role of social capital to support this development. The theoretical framework of this research is illustrated by the study of two touristic territories in Lebanon: Aley and Mzaar, which exist in rural mountainous regions. The main goal of this study was to examine the effect of social capital on territorial development as well as on the living standards of the inhabitants of touristic territories. For this purpose, we first constructed a statistical model that represents the relationship between the different forms of social capital and the living standards of individuals. And second, we compared the levels of tourism development between the two territories with the levels of social capital they possess, this comparison allowed us to build a conclusion about the effect of social capital on the development of tourism at territorial levels. Our analysis of the effect of social capital on development differentiates its structural forms (bonding, bridging and linking) from its functional forms (citizenship and trust). The purpose of this decomposition is to find out if it is precisely the structural forms of social capital (networks in these forms) that explain this difference in development, or whether it is the functional aspects that affect more strongly the difference. In conclusion of this research, we propose a SWOT study that shows the strengths, the weaknesses, the opportunities and the threats of development in the territories of Mzaar and Aley. This analysis allows us to suggest some procedures that can be implemented as part of a development strategy for these two territories. These procedures aim to make use of the forces, to offset weaknesses, to avoid threats, and to seize opportunities. The added value of our work is that it goes beyond the study of social capital as a global concept; rather it seeks to explore the various components and forms of this capital and their impact on the level of development of touristic areas in Lebanon (a developing country). This allows us to find out if there is a difference in terms of the effect of social capital on development between poor countries such as Lebanon and rich countries like France and Italy.

Ce travail de recherche doctorale interroge les modes de construction et l'accessibilité financière à l'habitat. Il est centré sur une recherche prospective de nouveaux modes de production d'un habitat économique qui valorisent les ressources du territoire, en l'occurrence celui de la Saône-et-Loire, et privilégient un développement local. À une époque où les enjeux d'attractivité d'un territoire sont autant liés à l'emploi qu'à la qualité de vie que l'on peut y trouver, la question de l'habitat est majeure. Le développement d'un habitat attractif, économiquement accessible et qui favorise les filières locales, en plus de réduire l'empreinte écologique du secteur de la construction, participerait au développement économique du territoire. Ceci oblige à explorer de nouvelles solutions, notamment en termes de modes de production et d'utilisation des ressources locales. Dans un premier temps, l'analyse des enjeux, potentiels et freins du territoire s'est fondée sur des enquêtes de terrain menées auprès d'acteurs et d'entreprises locales, croisées avec des références extérieures. Au regard de cette phase exploratoire, la deuxième étape s'est fondée sur une réflexion prospective. Il s'agissait de comprendre et éclairer les possibles, de faire émerger des pistes pour d'autres formes et d'autres modes de production de l'habitat. Ces pistes se traduisent en propositions de principes organisationnels, architecturaux et constructifs. En termes de valorisation, plusieurs étapes de ce travail ont fait l'objet d'expositions et de conférences dont l'objectif était double. Il s'agissait, d'une part, de communiquer avec les acteurs locaux sur l'avancement de la recherche et de diffuser auprès du grand public des exemples de réalisations architecturales remettant en question la conception traditionnelle de l'habitat, tout en valorisant les ressources locales, et, d'autre part, d'amorcer une discussion, un débat avec les acteurs locaux afin d'affiner l'analyse et les propositions avancées en intégrant leurs apports à la réflexion, dans une démarche itérative. / This PhD research is questioning construction modes and financial accessibility to housing. It focuses on a prospective research for new production modes for low-cost housing that are valorising territorial resources of Saône-et-Loire and giving priority to a local development. In a time where stakes for territorial attraction are together linked with employment and quality of life, the question of habitat plays a key role. The development of an attractive habitat, economically accessible and favouring the local branches, while reducing the ecological footprint of the construction sector, would contribute to the economical development of the territory. Such a challenge requires an exploration of new solutions in terms of production modes and use of local resources. Firstly, the analysis of the stakes, potentials and brakes of the territory, is based on field enquiries that have been carried out nearby local actors and contractors, and then crossed with outer references. With regard to this exploratory phase, the second step was founded on a prospective reflection. It consisted in understanding and enlightening all possible trends and let emerging paths for developing other kinds and modes of habitat production. These trends are presented in terms of organizational, architectural and construction proposals. In terms of enhancement, several steps of this work were valorised through exhibitions and conferences with a twin objective. On one hand, it consisted in communicating with local actors on the research progresses and to disseminate nearby the great public some examples of architectural achievements that were questioning the traditional design of the habitat, while valorising the local resources, and, secondly, to revive a debate with local stakeholders in order to refine the advanced proposals while integrating their inputs in the reflection, within an iterative approach.

Ce travail de recherche doctorale interroge l'accessibilité sociale et économique au logement. Il est centré sur une recherche prospective de nouvelles formes et de nouveaux modes de production d'habitat écoresponsable qui privilégient un développement local. La question de l'habitat est centrale dans une société où l'accès de tous à un logement de qualité devient de plus en plus difficile et où le secteur de la construction doit évoluer pour réduire son empreinte écologique. À l'instar de la France, la Saône-et-Loire est confrontée à des enjeux sociaux, économiques, culturels et environnementaux complexes et en évolution, auxquels elle doit s'adapter pour garantir un développement durable sur son territoire. Dans le domaine de l'habitat, ceci oblige à explorer de nouvelles solutions en termes de formes et de modes de production. Dans un premier temps, une analyse des enjeux, potentiels et freins du territoire a été menée, basée sur des enquêtes de terrain croisées avec des références extérieures. Au regard de cette phase exploratoire s'est fondée une réflexion prospective pour comprendre et éclairer les possibles, faire émerger des pistes stratégiques, urbanistiques, architecturales ou constructives. Cette recherche a saisi l'opportunité d'une demande de réflexion de la part d'élus du département. Elle vise à constituer une aide à la décision pour l'orientation des politiques territoriales locales avec un regard d'architecte sur les nouvelles pensées du logement accessible. Elle contribue également à mettre en place une démarche pour mieux se saisir de la question de l'habitat et du développement d'un territoire, qui pourrait être applicable à d'autres situations. / The main purpose of this Ph D research is to cross-examine social and economical accessibility to housing. It focuses on a prospective study for new production modes and forms of eco-responsible housing that privileges a local development. Housing is a main issue in a society where it is increasingly difficult to access to a quality accommodation, and where the construction sector still has to evolve for reducing its ecological footprint. Like France, the French department of Saône-et-Loire is facing more complex and evolving social, economical, cultural and environmental issues, with which it must deal to warrant a sustainable development on its territory. In the housing field, this challenge forces to explore new solutions in terms of forms and production ways. At first stage, an analysis of the territory stakes, potentials and brakes has been done, based on field surveys crossed with external references. With regard to this explorative stage, a forwarding thinking was carried out to understand and throw light on possibilities in terms of strategic trends for town planning, architecture or construction. This research jumped at the opportunity of a reflexion request from some elected representatives of the department. It aims to set up a decision-making support for territorial policies according an architect point of view on affordable housing. It also contributes to set up an approach for better seizing housing and territorial development issues, which could be applicable to other situations.

As empresas aglomeradas em torno de um setor produtivo específico, ao compartilharem características comuns e trabalhando em estreita cooperação e interação com os atores envolvidos, ampliam a capacidade produtiva, a difusão de inovações e o aumento da competitividade. Ao longo dos últimos anos, a apicultura vem se destacando no segmento do agronegócio, especialmente em 2002, quando o Brasil passou de importador a exportador. Este fato deixa claro que existe um potencial para o desenvolvimento da atividade apícola e o crescimento do seu mercado. Encontrando na apicultura uma viabilidade econômica na geração de renda e inserção social, para regiões economicamente deprimidas, o APL apícola de Picos, no Piauí, coloca-se entre os maiores produtores de mel do país, em virtude da grande concentração de apicultores e entrepostos, e das condições naturais propícias para a produção de mel. Essa realidade remete à atualidade dos questionamentos que envolvem a possibilidade e o significado de um desenvolvimento que considere as especificidades locais. Buscou-se com o presente trabalho compreender a importância dos vínculos de cooperação, interação e aprendizagem, entre as empresas e instituições integrantes do APL apícola de Picos, como fatores de desenvolvimento e competitividade da economia local / The Local Productive Arrangements (LPA) have reaches major highlight in studies concerning economic geography once they represent a response proposal of the local dimension to the new challenges of competitiveness present in markets of constant inovations and technological changes. The companies around a specific productive sector, when sharing common characteristics and working with the cooperation and interaction of the actors involved, broaden their productive capacity, the broadcast of innovation, the increase of competitiveness. In the past years, the beekeeping is increasing in the agribusiness scenario, specially in 2002, when Brazil became an exporter and no longer importer. This fact confirms the huge potential for the development of the honey bee culture as well as the growth of its market. The honey bee culture presents great economic viability in providing income and social enhancement for the socially deprived regions. The LPA in honey culture in Picos, Piaui, is among the major honey producers in Brazil, due to the greats concentration of honey bee producers and warehouses not to mention the natural conditions favorable to the production of honey. This reality demands the reasoning concerning the possibility and meaning of a development which considers the local characteristics. The importance of the agribusiness in the Brazilian economy has justified the wide discussion on forms of promoting the invigoration of the sector. The technological evolution of agriculture in the world and, in particular in Brazil, has induced the accomplishment of changes in the structure and in Agro industrial operation, resulting in a new organizational dynamic based on some key factors as specialization and flexibility. Those factors have been inducing the search for forms of productive organizations that favor the increase of competitiveness under the point of view of efficiency and of productive effectiveness, that is, to offer a product in the amount and in the quality disputed, and at the right moment. On the other hand, the development of agribusiness has also been seen under another angle, other than that addressing the economic growth purely. The need to understand and to minimize the present socioeconomic disparities in the Brazilian territory, has been guiding actions of development of agribusiness in the sense of seeking the satisfaction of economic and social factors present in each territory. For such, the social and cultural characteristics start to have greater influence in the detailing of actions of economical invigoration of a given territory. Thus, this work seeks to investigate theoretical approaches and practical cases associated to the concept of Local System of Production, based on the organization of productive activities based on proximity economies and on the interaction logic. For such, the methodology used incorporates the method of study of multiple cases and the techniques of direct and indirect documentation, and intense direct observation. This work proposes a model of development of the competitiveness of local systems of production, especially based on agribusiness. The model identifies factors relevant to the competitiveness of these systems, resulting from the interaction between factors of organizacional, institucional and social-cultural order present in the local environment. The results extend the knowledge of the social-economical dynamics of these types of productive systems, identifying the importance of the human capital and of the institutional capital in the development of the competitiveness of the local companies, especially those which are small sized, and in the economic and social growth of the territory, under the perspective of sustainable development. / Este trabalho se insere no campo de pesquisa sobre agronegócio e desenvolvimento local. A importância do agronegócio na economia brasileira tem justificado a ampla discussão sobre formas de se promover o fortalecimento do setor. A evolução tecnológica da agricultura no mundo e, em particular no Brasil, induziu a realização de mudanças na estrutura e no funcionamento dos Sistemas Agroindustriais, resultando numa nova dinâmica organizacional baseada em alguns fatores chaves como a especialização e a flexibilidade. Esses fatores têm induzido a busca por formas de organizações produtivas que favoreçam o aumento da competitividade sob a ótica da eficiência e da eficácia produtiva, isto é, oferecer um produto na quantidade e na qualidade demandadas, e no momento certo. Por outro lado, o desenvolvimento do agronegócio também tem sido visto sob outro ângulo, além daquele direcionado puramente ao crescimento econômico. A necessidade de compreender e de minimizar as disparidades sócio-econômicas presentes no território brasileiro tem orientado ações de desenvolvimento do agronegócio no sentido de buscar a satisfação de fatores econômicos e sociais presentes num território. Para tanto, as características sociais e culturais passam a influenciar mais efetivamente no delineamento de ações de fortalecimento econômico de um dado território. Sendo assim, este trabalho procura investigar abordagens teóricas e casos práticos associados ao conceito de Sistema Local de Produção, fundamentado na organização de atividades produtivas com base nas economias de proximidade e na lógica da interação. Para tanto, a metodologia utilizada incorpora o método de estudo de múltiplos casos e as técnicas de documentação direta e indireta. Este trabalho propõe um modelo de desenvolvimento da competitividade de sistemas locais de produção, especialmente calcados no agronegócio. O modelo identifica fatores relevantes à competitividade desses sistemas, decorrentes da interação entre fatores de ordem organizacional, institucional e sócio-cultural presentes no meio local. Os resultados obtidos ampliam o conhecimento da dinâmica sócio-economica desses tipos de sistema produtivo, identificando a importância do capital humano e do capital institucional no desenvolvimento da competitividade das empresas locais, notadamente as de pequenas dimensões, e no crescimento econômico e social do território, obtidos sob a ótica do desenvolvimento auto-sustentável.

The objective of this work is to identify strategies to promote the local development, considering the social capital existent in a territory. This research is a study of case of qualitative and quantitative nature and the study object is the Urubici s city, located in the Planalto Serrano [Serrano Plateau] of the Estado de Santa Catarina [State of Santa Catarina]. The datas had been collected by documental research, half-structuralized interviews, participant observation and retabulation of datas of the questionnaires applied for the Grupo Politéia [Politéia Group] for the elaboration of the report of research Diagnóstico do Capital Social na Região de São Joaquim [Diagnosis of Social Capital in São Joaquin s Area]. For the analysis of the collected datas had been used technique of content analysis and triangulation of the datas. In the description and analysis of the datas have been characterized the status quo of development of the city, using the available secondary datas; the survey of the social capital existent in the territory was systemized in the dimensions presented in the theoretical review and was verified the potential of increment of the social capital existent; the strategies for promotion of the development had been characterized, rescuing the importance of the social capital and the public policy in the process of endogenous development; finally, had been described the local development wished by the community. Starting from the theoretical review that characterized the local and sustainable development, social capital and strategy and of the analysis of the empirical research, strategies of promotion of local development had been identified. These strategies had been categorized inside of the areas environmental, social and economic and aim at the joint action of the efforts of the civil society and the public power, in the search of a development that consider the well-common, that permits the constitution of the citizenship and guarantees an economic growth with environmental and social sustainability. / A busca por um desenvolvimento menos excludente e mais sustentável é o ponto de partida para a construção desta dissertação. O objetivo deste trabalho é identificar estratégias para promover o desenvolvimento local, considerando o capital social existente em um território. Esta pesquisa é um estudo de caso de natureza qualitativa e quantitativa e o objeto de estudo é o município de Urubici, localizado no Planalto Serrano do Estado de Santa Catarina. Os dados foram coletados por meio de pesquisa documental, entrevistas semi-estruturadas, observação participante e retabulação de dados dos questionários aplicados pelo Grupo Politéia para a elaboração do relatório de pesquisa "Diagnóstico do Capital Social na Região de São Joaquim". Para a análise dos dados coletados utilizou-se a técnica de análise de conteúdo e triangulação dos dados. Na descrição e análise dos dados caracterizou-se o status quo de desenvolvimento do município, utilizando os dados secundários disponíveis; o levantamento do capital social existente no território foi sistematizado nas dimensões apresentadas na fundamentação teórica e verificou-se potencial de incremento do capital social existente; foram caracterizadas as estratégias para promoção do desenvolvimento, resgatando a importância do capital social e das políticas públicas no processo de desenvolvimento endógeno; por fim, descreveu-se o desenvolvimento local desejado pela comunidade. A partir da fundamentação teórica - que caracterizou desenvolvimento local e sustentável, capital social e estratégia - e da análise da pesquisa empírica, foram identificadas estratégias de promoção de desenvolvimento local. Estas estratégias foram categorizadas dentro das áreas ambiental, social e econômica e visam a ação conjunta dos esforços da sociedade civil e do poder público, em busca de um desenvolvimento que considere o bem-comum, que permita a constituição da cidadania e garanta um crescimento econômico com sustentabilidade ambiental e social.

Potencial turístico e produção/transformação do espaço pelo turismo no município do Conde-PB

This study sought to examine tourism not as an economic activity, but as a social, political and economic phenomenon. The municipality of Conde, located on the southern coast of Paraíba state, is a place of lush natural beauty that attract tourists from several locations. Therefore, this study aimed to discuss about the tourism potential of Conde and see how this activity has interfered with the production/processing of space and local development. For this, a matrix of tourism potential of receptive locations was applied, as well as interviews with tourists, hotels and food establishments and official agencies. During the study, despite a wide variety of attractions, it was noticed these attractions not attract, for the most part, a stream of international tourists, but its main target are the local and regional tourists. Through opinion of the visitors tourists of Conde, how is the basic infrastructure the municipality that serves not only to tourists, but the entire local community could be evaluated. The study also demonstrated a devaluation of the use of tourism as a development engine for the local community in support of growth of external agents, which have an undercover speech of improvements to the location, but no more than great entrepreneurs who bring, at the most part, negative impacts, especially with the practice of allotments and buildings in areas of environmental preservation, such as the Environmental Protection Area of Tambaba. The local government has privileged the construction of horizontal condominiums owned by business of owners of other locations, leaving the inhabitants who still have tourism as a source of income, the rest of the local population and tourists which do not stay at big resorts, without basic urban infrastructure, i.e., a policy based on the priority of a minority of high economic power at the expense of the majority of low-income. / O turismo representa, na atualidade, uma atividade que gera milhões em divisas. Nesse estudo analisamos o turismo não somente enquanto atividade econômica, mas, também, como fenômeno social, político e cultural. O município do Conde, localizado no litoral sul do estado da Paraíba, é um lugar de belezas naturais exuberantes que atraem turistas de inúmeras localidades. Diante disso, neste estudo visamos discorrer acerca do potencial turístico do Conde e verificar como essa atividade tem interferido na produção/transformação do espaço e no desenvolvimento local. Para tanto, foi aplicada uma matriz de potencial turístico de localidades receptoras, bem como entrevistas a turistas, estabelecimentos hoteleiros e alimentícios e órgãos oficiais. Durante o estudo percebemos que, apesar de uma grande variedade de atrativos, estes não atraem, em sua maioria, uma corrente de turistas internacionais, mas que seu principal alvo são os turistas local e regionais. Por meio da opinião dos turistas frequentadores do Conde, pudemos avaliar como se encontra a infraestrutura básica do município, que atende não só aos turistas, mas toda a comunidade local. Foi comprovada, também, uma desvalorização do uso do turismo como mecanismo de desenvolvimento para a comunidade local em prol do crescimento de agentes externos, que possuem um discurso disfarçado de melhorias para a localidade, mas não passam de grandes empreendedores que trazem, na maior parte, impactos negativos, principalmente com a prática de loteamentos e construções em áreas de preservação ambiental, como a APA de Tambaba. O poder público local tem privilegiado a construção de condomínios horizontais pertencentes a empresas de proprietários de outras localidades, deixando os habitantes que ainda têm o turismo como fonte de renda, todo o restante da população local e os turistas que não se hospedam em grandes resorts, sem infraestrutura urbana básica, ou seja, uma política baseada na prioridade de uma minoria de alto poder econômico em detrimento da maioria de baixa renda. For a better understanding of this social fact, it was settled a periodization which covered the decline of colonialism at the time of the independence, which was proclaimed in June 1975, the civil war that lasted over 16 years and the period of the democratic State, further established. Therefore, we sought to understand the mechanisms and failures of the participation of the homo situs in local development projects that absorbed the needs and problems of these peasants, not mobilizing the skills and social competences of these communities. It would be essential for the homo situs a genuine democratic practice involving a political culture based on the social construction of the territories of the traditional man which was characterized by being procedural and historical, finding in participation its higher base. In this context, it would be desirable that the community development in Mozambique could contemplate and respect the choices of the homo situs. For this purpose, it would be fundamental the consistency between theory and practice, which builds and rebuilds, continually the competence of the peasants, facilitating the possibility of realization of their primordial aspirations. In the research, it became apparent that there is not a continuous process of participation of the rural communities, which appear as participants, only at the time of the implementation of the activities. Therefore, even having the participation of the communities expected by the law, with predictable moments of discussion and necessary conditions for that, the State failed to establish an ongoing process of democratic dialogue with traditional populations, as well as it failed to organize, properly, accurate informational bases to help solve the problems of rural areas. These facts have led to obstacles to the process of conquest of the human and civil rights of the traditional communities / A presente tese define-se como uma reflex?o sobre os mecanismos de express?o e inser??o do homo situs na governan?a participativa de Mo?ambique. Para uma melhor compreens?o desse fato social estabeleceu-se uma periodiza??o que abrangeu o decl?nio do colonialismo ? ?poca da independ?ncia, proclamada em junho de 1975, a guerra civil que perdurou ao longo de 16 anos e o per?odo do Estado democr?tico, posteriormente, institu?do. Para tanto, procurou-se compreender os mecanismos e fracassos da participa??o do homo situs nos projetos de desenvolvimento local que absorveram as necessidades e problemas desses camponeses, n?o mobilizando as habilidades e compet?ncias sociais dessas comunidades. Seria imprescind?vel para o homo situs uma pr?tica democr?tica genu?na que envolvesse uma cultura pol?tica fundamentada na constru??o social dos territ?rios do homem tradicional que se caracterizasse por ser processual e hist?rica, encontrando na participa??o o seu maior fundamento. ? nesse contexto que seria desej?vel que o desenvolvimento comunit?rio em Mo?ambique contemplasse e respeitasse as escolhas do homo situs. Para este prop?sito, seria fundamental a coer?ncia entre a teoria e a pr?tica, que constr?i e reconstr?i, continuamente a compet?ncia dos camponeses, facilitando a possiblidade de realiza??o das suas aspira??es primordiais. Na pesquisa ficou evidente que n?o h? um processo cont?nuo de participa??o das comunidades rurais, as quais aparecem como participantes, apenas, no momento da operacionaliza??o das atividades. Portanto, mesmo tendo a participa??o das comunidades prevista na lei, com previs?o de momentos de discuss?o e condi??es necess?rias para tanto, o Estado n?o conseguiu estabelecer um processo cont?nuo de di?logo democr?tico com as popula??es tradicionais, bem como n?o logrou organizar, devidamente, bases informacionais precisas que ajudassem a resolver os problemas da zona rural.
