The perceptions of gender equity in intercollegiate athletics by student athletes at Ball State University

The purpose of this study was to investigate the steps taken by the Ball State University Athletic Department in order to achieve the gender equity expectations set forth by Title IX. The study also investigated the perceptions and understanding of student athletes at Ball StateUniversity toward the steps taken to achieve gender equity. This study utilized surveys with student athletes from Ball State University. The results suggest that student athletes do not feel they are treated equally by the athletic department. However, it is unclear as to whether student athletes are fully aware of the actions taken by the athletic department to ensure gender equity. / Department of Educational Leadership

La recherche est développée en connexion avec l'évolution de la qualité et de l'efficience de la logistique inversée des déchets urbains. Après avoir observé comment la logistique inversée est exécutée au Brésil, plus spécifiquement dans deux villes brésiliennes (Fortaleza, l'Etat du Ceará et Osasco, l'Etat de São Paulo), nous avons suggéré une optimisation d'un point de vue quantitative et qualitative. Autrement dit, l'introduction d'un procédure d'optimisation dans les modelés courants de l'administration traditionnelle de la logistique inversée. En réalité, le management public peut apporter performance et efficience s'il utilise des outils mathématiques, computationnelles et managériales appropriées. Le modèle mathématique, formulé dans la thèse, est capable d'analyser et optimiser quantitativement l'emplacement d' installations pour la logistique inverse et d'indiquer quelle est la meilleure localisation pour que le management public puisse acquérir plus de performance et d'efficience dans sa gestion des déchets urbains. Pour optimiser les solutions, dans le contexte de la gestion des déchets urbains, nous utilisons la technique de programmation liner.Un programme computationnelle a été développé pour cette recherche pour faire des simulations. L'efficience et la versatilité de ce programme ont été utilisées pour faire l'analyse de deux exemples au Brésil en déterminant la localisation optimisée des installations à Fortaleza et à Osasco. Finalement, tandis que la recherche opérationnelle est la base de la construction de ce modèle mathématique, le modèle de partenariat public-privé est l'indication du type idéal de management pour la gestion des déchets urbains. / The research is developed in connection with the evolution in quality and efficiency of reverse logistics of urban solid waste. Therefore, after observing how reverse logistics is currently being executed in two Brazilian cities (Fortaleza, State of Ceará and Osasco, State of São Paulo), quantitative and qualitative management optimization procedures are suggested. In other words, such optimization procedures suggest that traditional management models currently used in public administration can enhance performance and efficiency if appropriate mathematical, computational and managerial tools are used.A mathematical model was formulated capable to accomplish an optimized quantitative analysis for the location of facilities within the ambit of reverse logistics and, then, it was indicated which is the best type of public management so that the proposed model is used with high performance and efficiency. To optimize solutions in the context of urban solid waste management, linear programming techniques are used.A computer program developed for this research was used to perform the simulations. The efficiency and versatility of the computer program were evaluated through the analysis of several examples for determining the optimized location of facilities in Fortaleza and in Osasco.Operational research is the basis for the construction of the mathematical model while the public-private partnership management model is the indication of the type of appropriate management so that the aforementioned mathematical and computational tool may present optimized solutions in the proposed reverse logistics urban solid waste management model.

The 'death of improvement' : an exploration of the legacy of performance and service improvement reform in English local authorities, 1997-2017

When Tony Blair's New Labour administration took control in 1997, it sought to establish a programme of organizational, performance, and democratic reform. Initially badged as the modernizing government programme, it was later developed in the Best Value regime for local government, which imposed a centrally-controlled performance regime on all local authorities. This was characterized by a managerialist regime of external inspections, league tables, and reliance on extensive performance management, overseen by the Audit Commission. One of the first acts of the 2010 Coalition government was to dismantle this regime, along with announcing the abolition of the Audit Commission. This research sought to examine the legacy of the 1997-2010 performance regime on six English local authority case studies, identified via a deviant case analysis. An examination of the literature developed a conceptual model of seven dimensions of reform, and the research used an exploratory approach to examine the legacy of the performance regimes through a range of qualitative interviews and focus groups. The inductive analysis of interview data found that financial austerity dominated the local government environment, and the impacts of these cuts were felt across the entire group of case studies. These savings requirements had effectively broken the expectation of continuous improvement explicit in the Best Value duty what we refer to here as the death of improvement . Authorities were reducing staffing, which resulted in the loss of expertise and skills. They were also scaling back many universal services through managed decline , and deregulation of performance regimes was stimulating divergent responses to performance management arrangements, as well as influencing the relationship between politicians and performance management, and central performance staff and departmental staff. There were challenges raised around the residual inspections, largely restricted to social care and education, and how these interacted with central performance team models. The discussion develops a three-part model of performance as a system of governance , which integrates three key areas of theoretical and empirical development: performance management frameworks, accountability, and value for money. This allows four main contributions to knowledge: The concept of public value for money , Further development of our understanding of multiple forms of accountability A new model of performance management zones that articulates different roles for performance management at points within the organization A categorisation of the main changes in reform paradigms It concludes that understanding the values underpinning public sector reforms through a range of interpretive lenses is essential to fully comprehending the impact of reforms at three levels: conceptualization, operationalization, and implementation. The legacy of Comprehensive Performance Assessment and Comprehensive Area Assessment can be seen in the increased capacity and capability of local authorities to engage with performance management, and data and evidence-driven policy making. Yet, these capabilities may not have prepared authorities sufficiently for the demands of significant budget cuts driven by the post-2010 political environment.

Nés de l’article 52 de la Loi sur le sport modifiée en 2000, la Commission Départementale des Espaces, Sites et Itinéraires relatifs aux sports de nature (CDESI) et le Plan Départemental des Espaces Sites et Itinéraires relatifs aux sports de nature (PDESI) sont des outils de concertation territoriale dédiés à la gestion publique des sports de nature au niveau départemental. Un enjeu de ce travail tient à l’appréhension des transformations de l’action publique en s’attachant à l’étude des dispositifs de concertation sur les sports de nature. Un deuxième enjeu de ce travail s’attache à mettre en évidence les effets de la concertation en analysant les interactions et les différents modes d’engagements des acteurs au cours de la « chose publique en train de se faire » (Cefaï, 2002). Les acteurs s’engagent non seulement dans la concertation comprise comme une activité sociale faite d’interactions, mais ils s’engagent également dans la concertation en tant que processus d’action publique. Aussi, un autre enjeu de ce travail est d’appréhender les effets de la concertation par une analyse processuelle des engagements (Fillieule, 2004) des acteurs et des organisations. En mobilisant les outils conceptuels de la sociologie interactionniste, de la sociologie pragmatique, ainsi que de la sociologie structuraliste, l’analyse des situations interactionnelles a notamment permis d’identifier les procédures de cadrage et les techniques dramaturgiques mises en œuvre par les interactants, ainsi que les répertoires argumentatifs mobilisés par ces acteurs pendant l « ’épreuve » de la concertation. / Territorialization of public action created new tools of public. Born of article 52 of the Law on sport modified in 2000, the Departmental committee for Spaces, Sites and Routes relative to natural sports (CDESI) and the Departmental Plan of Spaces Sites and Routes relative to natural sports ( PDESI) are governance tools dedicated to the public management of outdoor sports for counties. A challenge of this work is to understand the changes of public policy by focusing on the study of mechanisms for consultation on outdoor sports. A second item of this work is to highlight the effects of cooperation by focusing on the analysis of interactions and actor’s commitments during the "public thing in the making" (Cefaï, 2002). Actors commit themselves not only in the dialogue included as a social activity made by interactions, but they also take part to the dialogue included as a process of public action. Also, another issue of this work is to understand the effects of consultation by a processual approach of individual commitments (Fillieule,2004) of actors and organizations. Using the conceptual tools of symbolic interactionism, pragmatic sociology, and structuralist sociology, the analysis of interactional situations has highlighted the framing work and procedures implemented by the interactants, as well as the dramaturgical techniques and argumentative directories which, they mobilize during the "test" of the consultation. Confrontation of viewpoints and justifications of interactants’ positions can evolve from their initial configuration sets, even if for some of them these changes are sometimes ephemeral.

It is based in a theoretical referential which contemplates the themes, new public management, strategic management and Balanced Scorecard, focusing on applying the methodology in the public sector. This research is classified as descriptive and exploratory. According to the methods applied, it is a case study and, according to its approach, it is qualitative. The subjects of this research are members of the institution involved in the process of its strategic management. The data was collected by means of semi-structured interviews and document analysis, done by means of method content analysis. Concerning the goal of this research, it points out that the MPRN has not concluded the implantation cycle of Balanced Scorecard, furthermore, important flaws in the steps of organizational alingment have been identified, specially when it refers to communication policy, implementing incentive actions and focused training in developing competences. It yet reveals that the implantation of BSC has allowed the introduction of changes in the Institution dynamics to seek better results, however the MPRN has faced and has not adequately gotten over the same difficulties reported in various cases of BSC implantation in public organizations / A pesquisa teve por objetivo analisar o modelo de gest?o estrat?gica do MPRN a luz das diretrizes metodol?gicas apresentadas pelo Balanced Scorecard. La gouvernance des universités françaises a été profondément transformée en quelques années par les évolutions qui ont touché l'ensemble du secteur public, conduisant à promouvoir et installer une véritable quête de la performance publique. Le développement d'une culture gestionnaire a conduit les universités françaises à développer des systèmes de contrôle pour répondre aux nouveaux enjeux découlant de ces évolutions. Les dispositifs existants permettent de satisfaire les demandes des autorités de tutelle, mais ne suffisent pas pour aider au pilotage et éclairer la stratégie, tant les objectifs à poursuivre sont ambigus au regard des nombreuses missions des universités et des parties prenantes toutes aussi nombreuses dont il faudrait tenir compte. Les systèmes de contrôle mis en place sont ainsi bien éloignés de la mesure et du pilotage d'une performance globale. Cette thèse montre que si la volonté politique est forte dans l'université, une démarche méthodologique découplant les dimensions de la performance et s'appuyant sur les attentes des parties prenantes rend possible la clarification des objectifs et la conception de systèmes de contrôle apportant aux universités les moyens de piloter leurs activités et évaluer leur performance globale. En prenant l'exemple de la mission développement durable de l'université, une démarche exploratoire utilisant l'étude de cas multiples puis la recherche-intervention, contribue à l'élaboration, dans une université, d'un système de contrôle et de pilotage finalisé par un tableau de bord du développement durable. / The governance of French universities has been profoundly transformed in recent years by developments that have affected the entire public sector, leading to a real drive to achieve an enhanced public performance. The development of a management culture has led French universities to develop control systems to meet the new challenges resulting from these changes. Existing systems can meet the demands of regulatory authorities, but they are not sufficient to help in the strategic piloting. This is due to ambiguous objectives, resulting from the numerous missions of the universities and the similarly numerous stakeholders which should be taken into account. Thus the control systems in place are insufficient for the measurement and control of overall performance. This research shows that if the political will is strong in university, a methodological approach decoupling performance dimensions and based on the expectations of stakeholders allows clarification of the objectives. The implementation of management control systems is also made possible providing universities with the means to control their activities and evaluate their overall performance. Taking the example of the mission of the university in terms of sustainable development, an exploratory approach using multiple case study and action research contributes to the development of a management control system finalized by a Sustainability Balanced Scorecard.

Analytická podpora financování výkonu přenesené působnosti ve veřejné správě / Analytical support for funding of delegated powers of public administration

This thesis is focusing on problematic concerning funding of delegated powers of a municipality. Nowadays, the delegated powers of a municipality are funded by allowance which bases on calculation of Ministry of the interior. The calculation is derived using a mechanism, reflecting a performance range of delegated powers of a municipality and therefore a total amount of allowance does not take into account actual performance. The Government does not currently have data, which would enable objective managing of funds. This problem has been solved with proposed solution of the analytical instrument, which is meant to be the support for funding. The proposed solution is consisting from four logical parts. First part is aiming on analysis of subject area and creation of strategy map according to concept Balanced Scorecard developed by Kaplan and Norton. Following part is aiming on definition set of key performance indicators and assembling of Balanced Scorecard, which is converted into a multidimensional model by Business Intelligence technologies. Data warehouse provides information to the final consumers as a set of reports created by specialized reporting instruments. Verification of proposed solution is performed by set of three pilot reports, which are designed as a decision support for problematic area. Result of this thesis is mainly verification of applicability of the proposed solution combining management concept BSC and Business Intelligence technology, in order to receive relevant information for effective managing of delegated powers of municipality funding. The final verification of applicability of the proposed solution brings the possibility of using also in other areas.

The diploma thesis is focused on the analysis cooperation between the public and private sector in construction engineering. The introductory part contain the main theoretical concepts from the domain public and private sectors, managements and teamwork, construction engineering and personal management. Furthermore, it defines theoretical knowledge of the labour market and the education system SR and their benefit for the construction engineering. In the empirical part, is thesis focused on the analysis cooperation each sectors construction industry based on interviews and using a questionnaire survey. The final part thesis summarize particular detection and dedicated to proposal for a recommendation to improve cooperation between the public and private sectors in construction engineering.
