Lika, Olika eller Unika? : En kvalitativ intervjustudie med socialsekreterare som utför mognadsbedömningar i samband med barnavårdsutredningar / Same, different or unique? : A qualitative interview study with social workers who conduct maturity assessments as part of child welfare investigations

Syftet med denna studie var att undersöka hur den sociala barnavårdens socialsekreterare hanterar mognadsbedömningarnas komplexitet, mer specifikt hur de resonerar gällande eventuella skillnader som beaktas mellan barn i bedömningarna av olika barns mognad. Vidare syftade studien till att undersöka hur socialsekreterare resonerar kring deras tolkningsföreträde över barns mognad respektive barns rätt att komma till tals i barnavårdsutredningar. Studien tar avstamp i kritiska barndomsstudier som teoretiskt ramverk och baserar sig empiriskt på sju intervjuer med socialsekreterare. Våra fynd visar att även om socialsekreterarna talar om alla barn som unika individer framhävs ”det talbara” och ”det sårbara” barnet som avgörande olikheter när olika bedömningar förs på tal. Respondenterna diskuterar ett ”starkt barnperspektiv” och samtidigt hur mandatet över att bestämma barns mognad kan vara “läskigt” och “farligt” då mognadsbedömningen har stor inverkan på barns liv. Resultatet av vår studievisar att det är komplicerat att göra mognadsbedömningar eftersom det inte finns tydliga riktlinjer om hur de ska genomföras. / The aim of this study was to examine how child welfare social workers handle the complexity of maturity assessments, and more precisely how they reason concerning the potentialdifferences between children that they take into account in such assessments. Furthermore, the aim was to examine how social workers reason concerning their interpretation primacy over children’s maturity versus the right of the children to have their say in child welfare investigations. The study uses critical childhood studies as a theoretical framework. Empirically, it is based on seven semi-structured interviews with social workers. Our findings indicate that although social workers address all children as unique individuals, they still foreground differences related to “talkable” or “vulnerable” children as essential in assessments. The respondents discuss a “strong child perspective” and simultaneously how their mandate in maturity assessments is “scary” and even “dangerous” because maturity assessments have a great impact on children’s lives. The outcome of our study revealed that itis complex to carry out maturity evaluations on children as there are no comprehensible recommendations on how it should be carried out.

Digital Maturity in the Public Sector and Citizens’ Sentiment Towards Authorities : A study within the initiative Academy of Lifelong Learning, in partnership with RISE and Google

This study was conducted in partnership with RISE and Google, within the initiative “Academy of Lifelong Learning”, aiming to propel the digital transformation in the Swedish public sector. The study investigated the digital maturity of 18 authorities in terms of maturity level (early, developing maturing), and within the driving areas (1) Citizen Centricity, (2) Leadership, (3) Digital Toolbox and (4) Security and Sustainability. Further, it explored how citizens’ sentiment towards public authorities relates to the organizations’ digital maturity scores. The results of a digital maturity survey showed that 16 of the 18 contributing organizations were developing, whereas two scored just enough to be classified as maturing. The organizations performed best within Security and Sustainability, and the worst within the category Digital Toolbox—where the biggest competence gaps were also identified. To unlock citizens’ sentiment towards the authorities, sentiment analysis was conducted on Facebook data. In a correlation analysis, a significant negative relationship was surprisingly found between (i) maturity score and (ii) sentiment score, as well as between (i) maturity score and (ii) positive comments. Presumably, this can be explained by citizens interacting the most with the more mature organizations and thus expressing their dissatisfaction more. However, more analysis is needed to draw conclusions. / Studien genomfördes i samarbete med RISE och Google inom initiativet ”Akademin för livslångt lärande” (Academy of Lifelong Learning), som syftar till att driva på den digitala transformationen i den svenska offentliga sektorn. Studien undersökte 18 myndigheters digitala mognad med fokus på mognadsnivå (early, developing maturing), och inom de drivande områdena (1) medborgarperspektivet, (2) ledarskap, (3) digitala verktygslådan och (4) säkerhet och hållbarhet. Vidare undersöktes medborgarnas attityder gentemot offentliga myndigheter i relation till organisationernas digitala mognad. Resultatet från mognadsundersökningen visade att 16 av de 18 medverkande organisationerna var developing, medan två organisationer precis kunde klassificeras som mature. Organisationerna presterade bäst inom säkerhet och hållbarhet och sämst inom kategorin digitala verktygslådan—där de största kompetensbristerna även identifierades. För att utvärdera medborgarnas attityder gentemot myndigheterna genomfördes en sentimentanalys baserat på data från Facebook. I en korrelationsanalys hittades överraskande nog en signifikant negativt samband mellan (i) digital mognad och (ii) sentimentpoäng, samt mellan (i) digital mognad och (ii) positiva kommentarer. Detta kan antagligen förklaras med att medborgarna interagerar mer med de mest mogna organisationerna och därmed är mer benägna att utrycka sitt missnöje gentemot dem. Ytterligare analys behövs dock för att kunna dra sådana slutsatser och förklara resultatet.

Applying Practice Theory to Develop Functional Requirements Specifications

Purpose - This study investigated how practice theory could enhance the Requirements Engineering elicitation process in IS development, focusing on addressing the misalignment between user needs and system functionalities. The research centered on the question: How can practice theory be used to formulate functional requirements specifications in system development? The specific practice examined was the Cybersecurity Maturity Assessment (CMA) at a cybersecurity company. Methodology - This qualitative study used semi-structured interviews to collect data from seven participants with expertise in conducting or overseeing CMA processes. The interview questions were based on Schatzki's Practice Theory: teleoaffective structures, understandings, rules, and material arrangements. Thematic analysis was applied to extract relevant themes and patterns. Findings - The results reveal that integrating practive theory in the elicitation stage of RE deepens the understanding of user practices and challenges. It helps to reveal not only the explicit needs but also the implicit and tacit knowledge that shapes user's interactions with systems. Conclusion - The study concludes that practice theory provides a valuable addition to the traditional elicitation step of the RE process. This research contributes to both the practice and theory of IS development by showing how the integration of sociological theories can improve technological processes and lead to the creation of more efficient and user-centered information systems.

When a crisis develops, the UN is expected to respond. It examines the overall situation in order to assess the political and military goals, required composition of force, equipment, training, financial implications, circumstances of deployment and effectiveness of the peacekeeping operation required. The UN does not have any permanent force structure; it is dependent on its member States for contribution of forces, though the equipment may or may not be provided by the troops' contributing countries. The UN has a standard procedure for acquiring peacekeeping operations/services. The process is a contract between the UNDPKO and the troops' contributing countries. Though there are similarities betweeen UN-followed contract management process and the generaly accepted contract management process identified in the contract management body of knowledge, there are many differences as well. The purpose of this study is both to evaluate the existing UN contract management process being followed to acquire peacekeeping operations/services from various troops' contributing countries against the generally accepted contract management process identified in the contract management body of knowledge as well as to evaluate the effectiveness of the UN contract management process maturity so as to assess the effectiveness of the UN contract management process for obtaining peacekeeping operations/services from troops' contributing countries.

[pt] As organizações que atuam em resposta a desastres buscam cada vez mais a eficiência na realização dos seus processos para que, assim, possam ser capazes de atender o maior número possível de pessoas afetadas. Neste sentido, o objetivo principal deste trabalho é propor um modelo de maturidade para avaliar operações de desastres e identificar estratégias que permitam a evolução da maturidade. Para este fim, a pesquisa é fundamentada em uma revisão sistemática da literatura, que identificou oito modelos para gestão de operações de desastres, e um estudo de caso. Com base na revisão sistemática da literatura é proposto o Modelo de Maturidade para Processos de Desastres. Como primeira validação, um estudo de caso foi conduzido na Defesa Civil do Estado do Rio de Janeiro, Brasil para avaliar a maturidade das operações de resposta em três situações distintas: Geral (Situação 1), um tipo de desastre recorrente na região - as inundações do norte e noroeste fluminense (Situação 2), e um desastre não recorrente - a pandemia de COVID-19 (Situação 3). Constatou-se que para as três situações analisadas a organização apresentou maturidade final igual a 4 (Aurora) com sinais de evolução para o estágio máximo (Apogeu). Além disso, por ser um tipo de desastre recorrente, o desastre da Situação 2 apresentou maiores semelhanças na realização dos processos de resposta a desastres comparados com a Situação Geral (1). / [en] Disaster response organizations are increasingly looking for efficiency in carrying out their processes so that they can be able to serve as many affected people as possible. In this sense, the main objective of this work is to propose a maturity model to assessment of disaster operations and identify strategies that allow the evolution of maturity. To this end, the research based on a systematic literature review, which identified eight models for disaster operations management, and a case study. The Maturity Model for Disaster Processes was proposed based on the systematic literature review. As a first validation, a case study was conducted at the Civil Defense of the State of Rio de Janeiro, Brazil to assess the maturity of the response operations. Three different situations in this case study were analyzed: General (Situation 1), a recurring disaster type in the region - the floods in the north and northwest of Rio de Janeiro (Situation 2), and a non-recurring disaster - the COVID-19 pandemic (Situation 3). It was found that, the organization reached final maturity stage 4 (Aurora) for the three situations analyzed, with signs of evolution to the maximum stage (Zenith). Also, as it is recurrent disaster type, disaster of the Situation 2 showed more significant similarities in carrying out disaster response processes compared to the General Situation (1).

Digital Readiness of Swedish Organizations / Digital Mognad hos Svenska Organisationer

This paper tries to measure the level of digital transformation among Swedish organizations. This is done through utilizing a maturity model and collecting data through an online questionnaire from 21 different organizations and measuring their digital readiness. The result seem to indicate that Swedish organizations have a been affected by digital transformation and have a slightly lower level of digitalization than foreign organizations. / I denna uppsats försöks den digitala transformationen mätas bland svenska organisationer. Detta gjordes genom att använda sig av en maturity/mongnadsmodell och samla data om 21 olika organisationer genom ett frågeformulär som publicerades online. Denna data användes sedan för att mäta organisationernas digitala mognad. Resultat indikerar att Svenska organisationer har blivit påverkade av den digitala transformerinen, dock är nivån av digital mognad något lägre än hos utländska organisationer.
