Information security is tasked with protecting the confidentiality, integrity, and availability of an organizations information resource. A key aspect in protecting these resources is developing an understanding of the threats, vulnerabilities, and exposures that they face by using Risk Management. The objective of Risk Management is to identify, quantify and manage information security risks to achieve organizations objectives through a number of tasks utilizing key Risk Management techniques. Risk Management is a process that ensures that the impact of threats exploiting vulnerabilities is within acceptable limits and at an acceptable cost. With the increased complexity of modern dynamic networks, traditional defence mechanisms are failing and as a result cyber crime is on the rise [FBI03]. This puts organizations and corporations at risk as the defences are ill-fitted and weak [KBM04]. No information system can be absolutely secure, especially large and complex systems. Embedded security works for isolated, dedicated systems with few users but does not offer cost effective security, and even worse does not always handle security based on a real threat (this is manly due to it inherent inflexibility). A military strategy within the field of information operations suggests a method of information superiority bases on the OODA-loop. This theses propose a method of information security protection based on a combination of risk management techniques and information operation (foremost the OODA-loop). This is in order to ensure a cost effective and a viable future for information security in large and complex systems, where the war at least at present time is lost to the “black hats”, a term often used to describe a menaced hacker.

Logistics and Strategy- The forgotten relationship. This study is based on the previous research on how the events in Crimea and in Ukraine have forced many countries including Sweden to reformulate and adapt its military strategy to a new strategic game plan. This study intends to investigate whether the events in Crimea and Ukraine 2014 have affected Swedish military strategy and more specifically the logistics dimension of it. The study is based on the assumption that the development of defense and security strategy with focus on the national defense and a military armed attack has led to an increased influence of military logistics theory, originating from the classic military logistic theorists Thorpe (1917) and Eccles (1959), in the development of new military strategies. With a custom designed theoretical framework based on theories of military logistics a qualitative text analysis is carried out of the Swedish normative and alignment documents which forms the basis for the logistics system after the strategic shock.  A text analysis which is supplemented with interviews with people who have all been involved in the design of Swedish military strategy in general and its logistics dimension in particular. The result shows a change in how military logistics theory has influenced the normative and alignment documents that form the basis of the military strategy's logistics dimension. The result contributes to show another dimension of how the influence and impact of military theory can have on states military strategic choices in conjunction with revolving and influential events. The constructed theoretical frame of reference with five logistic principles can be used to study other cases, both states and changes associated with other strategic shocks. The result also contributes with a perspective to the ongoing debate about what the consequences will be for the state's ability to achieve the security policy objectives when the design of the military logistics system as a whole is still mainly influenced on the basis of business logistics theories, where financial incentives and profit form the basis.

The Discretion of Swedish Naval Commanders 2006-2020

This descriptive case study builds on Johnsson’s (2017) The Strategic Colonels. It aims to further the understanding of the military as a political actor by studying the discretion of naval commanders. It mainly contributes by adding a naval perspective to the research on policy implementation.The study is based on Lipsky’s (2010) theory of policy implementation and supplemented with Adler’s (2001) theory of governance, which is used to include the moral dimension of discretion emphasised by Burk (2009). The study uses public documents and in-depth interviews to examine the discretion of Swedish naval commanders during the ongoing national sea surveillance operation and the contributionsto the UNIFIL and the EUNAVFOR-S.The study partly confirms the result of Johnsson (2017) by showing that naval commanders had greater discretion during international operations than during national operations. Nationally, however, naval commanders had greater discretion than expected. In addition, the study shows that moral factors limit discretion both nationally and internationally, which implies that there are previously underestimated obstacles and opportunities for policy implementation.

Constructing Capabilities - Military Strategies of Small States in an Age of Transition : Examining the Influence of Strategic Culture

Scholars tend to approach small states’ military strategies in terms of restraints and opportunities in the external security environment, largely overlooking the influences of a state’s domestic particularities. This thesis aims to explore how the theory of strategic culture, regarded here as an inherent, domestic context in which strategy is formulated, can add nuance to such realist analyses of how small states build and adjust their defence capabilities. Through a comparative case study design and a qualitative content analysis method, this thesis examines the adjustments in Denmark and Sweden’s military strategies following the Russian annexation of Crimea in 2014, and the central similarities and distinctions between those. The influence of strategic culture on the respective states’ strategies is examined based on three foundational elements, dominant threat perception, approach to strategic partnerships, and geographical patterns and strategic exposure. The findings of this thesis demonstrate that the neorealist perspective of adjustments in small states’ military strategies can indeed be complemented with a view of the states’ unique strategic cultures, particularly with regard to the differences between the two empirical cases. Most notably, such a view allows for a deeper understanding of distinctions in the underlying rationales which guide the development, organisation and mission of the respective states’ Armed Forces.

兩岸兵役制度的演變,雖然每一時期或階段不盡相同,但亦有其可變性與不可變性的本質。惟其差異與特色乃反映出,當時期兩岸互動、國內外政、經、軍形勢發展、假想敵能力、人口政策與民意及輿論的需要。 國家安全並非是一種靜態的概念,而是隨著時間之動態不斷的演進。因此,國際社會已將「國家安全」擴展成為綜合性安全。是以,就國防安全而言,兵役制度政策對軍事產生的效能外,同時也會影響、牽引到橫向的政治、經濟等安全戰略的目標與運作。 首先,在政治方面,徵兵制的兵役制度近來不斷地成為民意與輿論熱門議題,除了影響國軍建軍備戰工作外,亦影響到為國服務、犧牲的意願及國家生存與發展的安全。惟該等議題之爭議實已點出國人對「政府正當性支配」、「流通性」管道阻塞、兵役法的適法性與國家認同等疑慮。 其次,在經濟方面,徵兵制造成役男役前、役後的高失業率,除衍生出新的社會問題外,也造成附加價值高的勞動力閒置,而不利國家經濟發展與競爭力。在成本效益及國家財政支出上,徵兵制較募兵制所費不貲,其因在於訓練頻繁及人力資源運用缺乏彈性,導致人才錯置,難以人盡其才,阻礙工作效能與部隊戰力的提升。 最後,在軍事方面,徵兵制與募兵制對於軍隊屬性(攻勢或守勢)、兵力需求(傳統或高科技)、兵員素質(高技術、多專長)、社會工程(公民素養)、文人統制(軍文關係)與軍方籓籬(特殊階級、文化)等等議題,有著舉足輕重的影響力。然而,對我國而言,要順利漸進降低徵兵比例,提昇募兵比例,則需良好的兩岸關係、適當的規劃時間予以轉型、武器裝備的更新、準則的發展與修訂、訓練方式的改變與相關兵役制度配套措施循序漸進的執行,才能圓滿克竟其功,達到預期的目標。 / Although each period or stage of the cross-strait military service system evolution is not quite the same, but it still has the changeable and unchangeable essence. The differences and characteristics between them reflect the cross-strait interaction, development of domestic and diplomatic political, economical and military affairs, imaginary enemy ability, population policy and the need of public opinion at that time. The national security is not a static concept, but it is a process of unceasing evolution along with the time. Therefore, the international society has expanded the meaning of "the national security" into “the comprehensive security”. That is, for national defense security, except the efficacy brought by military service system policy to the armed forces, it can affect the goal and operation of crosswise political, economical security strategy as well in the meantime. First, in political aspect, conscription of the military service system continuously becomes popular subject of the public discussion these years, this kind of phenomenon influences not only the foundation in armed forces and preparation for war of the national troops, but also the wish to serve and sacrifice for the country, even influences the security of national survival and development. Only this dispute of the subject pointed out the qualms of our countrymen in "the government reasonable control", "circulation channel obstruction”,” the legality of military service law” and “ the recognition of our country”. Second, in the economical aspect, the conscription made the high rate of unemployment of our servicemen before or after service, then new social problem came out, highly appended value labor force left unused, these are all disadvantages for national economy development and competitive ability. Finally, in the military aspect, conscription and enlistingsystem have played a decisive role in the army attribute (offensive or defensive), the military strength demand (tradition or high tech), the soldier quality (high-tech, multi- specialties), the social engineering (citizen accomplishment), the civil governance (military and civilian relations) with the military hedge (special social class, culture) and so on. However, it also need steady cross-strait relations, suitable schedule for the reforms, weaponry renewal, development and revision of the criterion, change of the training method and the necessary measure of correlation military service system proceeded in an orderly way, for our country to gradually and smoothly reduces the proportion of conscription, increases the proportion of enlisting,and at last reach the anticipated and satisfactory goal.

Este trabalho analisa a possibilidade de ocorrência desses dois eventos a partir da sistematização de informações secundárias de natureza acadêmica, oficial e jornalística. Esse trabalho estuda a possibilidade de ocorrência desses benefícios econômicos e tecnológicos, a partir da almejada transferência de tecnologia, que tornaria factível a ocorrência de spin-offs do setor militar para o setor civil. O fio condutor da discussão tem por base a compreensão do processo de transferência de tecnologia a países menos desenvolvidos e do fenômeno spin-off em uma economia como a brasileira, com aspectos bastante distintos daquelas onde se supõe que ele ocorra. Desse modo, o trabalho se estrutura em quatro etapas: na primeira são analisadas as concepções de segurança e defesa que se desenvolvem no país, e sua relação com o programa FX-2. Na segunda etapa se sintetiza o argumento de autores que evidenciam a complexidade da transferência de tecnologia a países menos desenvolvidos, principalmente às relacionadas com a área militar. Por fim, a quarta parte discute a possibilidade de ocorrência do spin-off na estrutura produtivo-industrial brasileira em função da implementação do Programa / Abstract: The Program FX-2, which aims the renew of the Brazilian's aircraft fleet, and the transfer of technology to local enterprises, have been presented as capable to generate two collateral effects: based on these transfers, enhance these companies in order to produce and exchange aircrafts; and the economical and technological spin-off of this enhancement to the civil sector. From the systematization of academic, official and journalistic natured secondary information, this work seeks to analyze the possibility of occurrence of these two events, which, might be responsible to the occurrence of spin-offs from military to the civilian economy. The main line of the discussion attempts to comprehend the process of technology transfer to less developed countries, and the phenomenon of spin-off on a economy such as the Brazilian one - characterized by extreme distinct aspects from those where is supposed the event could be observed. Though, the work is structured in four phases: In the first one, it will be analyzed the conceptions of security and defense developed in Brazil, and its relation to the Program FX-2; Afterwards, in the second phase it will be summarized the arguments of authors who attempt to comprehend the complexity of the technology transfer - mainly those related to military technologies - to less developed countries. In the third phase, it will be studied the evolution and the development of the concept of spin-off, based on the particularities of the structuring of the US's Militaryindustrial- complex. Jan Beneš Strategic Culture of the Czech Republic Abstract The aim of the dissertation is to define in a complex manner the strategic culture of the Czech Republic. Strategic culture is at first analysed as a conceptual phenomenon both in relation to strategy itself and to the theories of international relations. The dissertation introduces the different streams of thought about strategic culture and then studies the approaches of the key involved authors with a special focus on the discussion between the first and the third generation of strategic culture scholars. Concerning the fact that the strategic culture has been originally created for the study of the behaviour and strategic thought of major powers, the author analyses the historical and geostrategic peculiarities of a small state in the Central Europe and then defines own conceptual and methodological framework. Using the method of grounded theory, the important symbols and narratives from the Czech history as well as the most important moments in the Czech political and strategic thought and decision-making are being examined. The historical narratives re-appear and influence the decision-making, thinking and argumentation of the key actors in the Czech security community.
