Constructing Capabilities - Military Strategies of Small States in an Age of Transition : Examining the Influence of Strategic Culture

Scholars tend to approach small states’ military strategies in terms of restraints and opportunities in the external security environment, largely overlooking the influences of a state’s domestic particularities. This thesis aims to explore how the theory of strategic culture, regarded here as an inherent, domestic context in which strategy is formulated, can add nuance to such realist analyses of how small states build and adjust their defence capabilities. Through a comparative case study design and a qualitative content analysis method, this thesis examines the adjustments in Denmark and Sweden’s military strategies following the Russian annexation of Crimea in 2014, and the central similarities and distinctions between those. The influence of strategic culture on the respective states’ strategies is examined based on three foundational elements, dominant threat perception, approach to strategic partnerships, and geographical patterns and strategic exposure. The findings of this thesis demonstrate that the neorealist perspective of adjustments in small states’ military strategies can indeed be complemented with a view of the states’ unique strategic cultures, particularly with regard to the differences between the two empirical cases. Most notably, such a view allows for a deeper understanding of distinctions in the underlying rationales which guide the development, organisation and mission of the respective states’ Armed Forces.

Maximising defence capacities by allocating societal resources : Balancing the objectives in planning for a total defence structure

This thesis aims to investigate how the objectives of neoliberal economic thought and total defence structure are relatable in defence planning. With a theoretical base in research on outsourcing of military logistics, the thesis sets out to contribute to the field of research by conceptualising the objectives of a total defence structure as a way of understanding the defence posture in Sweden since 2015. This is analysed through an in-depth study of Swedish defence planning reports and interviews with relevant actors using a thematic approach of data analysis.  The research identifies that the objectives of neoliberal economic thought and total defence structure correlate to a certain extent but there are also some discrepancies that affect the defence planning and ability. The result indicates that there is a potential to combine the objectives more efficiently if the conceptualisations were developed to fit the current societal structure where outsourcing is a common practice.

Despite criticism against him and the country's limited resources Erasmus improved South Africa's defence significantly. He modernized the organization, training and equipment of the Union Defence Force and established the basis for an independent local armaments industry. Erasmus also played a prominent role in South Africa's international military strategy. He laboured unceasingly to persuade the European colonial powers to enter into an African defence alli~nce. Den försvarsmedicinska bron : hur påverkar försvarsmedicinsk planering svensk försvarsplanering och genomförande av militära operationer?

The capability of the Swedish Armed Forces has been reduced to such an extent that the Armed Forces most likely cannot cope with health care within its own organization in the event of an armed attack on the country. The project Totalförsvarets sjukvårdssystem (The healthcare system of the total defence), initiated in 2015 by the Swedish Armed Forces and the National Board of Health and welfare, did a review of Sweden´s medical capacity, its limitations and needs at peace, crisis and armed conflict. However, the project did not profoundly review the conditions of military medicine for armed conflicts, the capacity of military medical planning and how the military medical capacity affects the planning and implementation of operations. This knowledge gap is not filled by available research or other source of information. The purpose of this work is to fill this gap through a qualitative method via interviews and text analysis. The work is supported by Moshe Kress's logistics theory of valuation of plans; macro- and micro-level subdivision in the planning process and need for information for medical planning. To adapt Moshe Kress's theory to the military medicine a theory development has been made. The result of the work shows that the capacity of military medicine is insufficient and that medical planners are not obvious partners in national military planning. This will probably effect both planning and execution through lack of credibility and fighting morale. This can also have a negative impact on the will to defend Sweden. Research in military medicine for the purpose of this work is limited. A probable cause may be that there is lack of basic research in the field of military medicine and that information about capacity, capabilities and limitations is mainly confidential.

The once and future Army : an organizational, political and social history of the Citizen Military Forces, 1947-1974

This thesis examines the Citizen Military Forces (CMF) from 1947 until it ceased to exist under that name with the release of the report of the Millar Inquiry in 1974. This thesis examines three broad areas: the organizational changes that the CMF adopted or had imposed upon it; the political decision-making surrounding the CMF; and a social analysis of the CMF which questions the viability and validity of a number of the CMF???s long held precepts. The thesis will show that the majority of circumstances and decisions surrounding the CMF were beyond its control. For example, the CMF could not change the prevailing military thought of the post-war period which emphasized increasingly the role of smaller, professional, readily-available armies. The first three chapters recount the CMF???s ???heyday??? in which the Army, assisted by National Service after 1950, was based around it and its influence at the highest levels was strongest. The next two chapters chronicle the background to Australia???s adoption of the ???Pentropic??? organization and the repercussions this had on the CMF. Chapters Six and Seven examine the consequences of the introduction of a second compulsory service scheme and the concomitant result which precluded the CMF from operational service in Vietnam. Chapters Eight and Nine deal with the Millar Inquiry, which offered the CMF a new hope, but in some regards, brought forth little beneficial gains for the CMF. The final chapters analyze some of the characteristics unique to the CMF, such as territorial affiliation, high turnover rates amongst the rank and file and the concept of the ???brilliant amateur???. This thesis concludes that, despite the mixed performance of the CMF, there is still a place for the citizen soldier in contemporary warfare, but far more consideration at the highest political and military levels must be given to the peculiar and difficult, but by no means insurmountable, problems citizen soldiering encounters in Australia.

Denna uppsats undersöker Sveriges marinstrategi i händelse av krig med Tyskland respektive Sovjeteunionen våren 1941 utifrån Chefen för Marinens instruktioner för krigsfall I respektive II. / This paper explores Swedish naval strategy during the Second World War (1939-1945), an area that has not seen significant research. This paper focuses on how Swedish maritime forces were to be used in case of war with Germany (War Plan I; Krigsfall I), and with the Soviet Union (War plan II; Krigsfall II). This paper focuses on Swedish planning during the spring of 1941. The period after the fall of France (June 1940) and before the German invasion of the Soviet Union (June 1941) was a period where both Germany and the Soviet Union possessed what could be described as strategic freedom of action. This means large parts of their armed forces could have been used for operations against Sweden. The basis for each potential conflict was different: Germany occupied Norway and Denmark and could launch a ground invasion of Sweden directly; meanwhile Sweden and the Soviet Union were still separated by Finland and the Baltic Sea. Maritime forces would therefore play very different roles in the two War Plans. No official plans in case of war with the western Allies existed at the time, and hence this has not been explored here. The conclusion of this paper is that Swedish naval strategy at the time was somewhat offensive and focused on gaining sea control, at least in the Baltic Sea and Gulf of Bothnia, to maintain freedom of action to be able to conduct troop movements along the Swedish coast, to the island of Gotland, and to Finland.
