Neste trabalho, é apresentado um modelo computacional baseado em análise de decisão multicritério para a priorização da alocação de recursos financeiros para as comunidades ribeirinhas da região de Coari, Amazonas. Com o surgimento da Pesquisa Operacional, foi possível o desenvolvimento de métodos que auxiliam os tomadores de decisão no que se refere à avaliação e escolha em ambientes que envolvem multicritérios. É o caso da gestão pública, cuja decisão sobre a alocação de recursos passa pela análise de diversos critérios. As técnicas de decisão multicritério, aliadas às novas tecnologias de informação e comunicação, possibilitam novas formas de conhecimento e maior qualidade em diversos serviços. O emprego destas tecnologias no desenvolvimento de ferramentas de auxílio à decisão para a alocação de recursos é de grande utilidade, tendo em vista a automação no processo de análise e rapidez na obtenção dos resultados, possibilitando agilidade na tomada de decisão. Neste trabalho, é desenvolvido um modelo computacional baseado na técnica de Auxílio à Decisão Multicritério para ajudar na alocação de recursos públicos em comunidades ribeirinhas do Amazonas. O modelo emprega a técnica TOPSIS de análise multicritério com o intuito de obter um ranking das comunidades, para assim indicar aquela com maior grau de prioridade para receber a alocação de recursos públicos. Os experimentos foram realizados assumindo um conjunto de seis critérios empregados na ordenação de oito regiões de comunidades ribeirinhas. No estudo realizado, a lista de priorização indicou a região de comunidades do Baixo Solimões como a prioritária para a alocação de recursos públicos e a robustez da priorização obtida na aplicação efetuada foi avaliada através da realização de uma análise de sensibilidade. / The responsibility of making decisions itself is not easy, and when it is related to the management of resources in the public sector is an even more difficult task, because it is linked to a high level of complexity. In this paper, we present a computational model based on multi-criteria decision analysis to prioritize the allocation of financial resources to the coastal communities of Coari region of Amazonas. With the emergence of Operational Research, development methods was possible that assist decision makers with regard to the evaluation and choice in environments that involve advanced. This is the case of public administration, whose decision on the allocation of resources involves the analysis of various criteria. The techniques of multi-criteria decision, combined with the new technologies of information and communication, enable new forms of knowledge and higher quality in different services. The use of these technologies in the development of the decision support tools for the allocation of resources is useful in view of automation in the process of analysis and speed in obtaining results, enabling agility in decision making. In this work, we developed a computational model based on the technique of Aid to Decision Multicriteria to assist in the allocation of public resources in riverine communities of Amazonas. The model uses the TOPSIS technique of multi-criteria analysis in order to obtain a ranking of the communities, so as to indicate that more priority to receive the allocation of public resources. The experiments were performed assuming a set of six criteria used in the ordination of eight regions of riverside communities. In the study, the list of priority indicated the region of the Lower Solimões communities as a priority for the allocation of public resources and the robustness of the obtained priority in the application made was assessed by performing a sensitivity analysis.

La qualité des boues est directement liée à la qualité des étapes de traitement présentes au sein d’une station d’épuration. En termes de traitement et d’élimination des boues, nous observons de la part des acteurs locaux, une volonté d’abandon définitif et durable de la filière « dépôt en centre de stockage », étant donnée une règlementation et des plans régionaux (notamment le PREDIS de Corse), toujours plus exigeant en termes de valorisations des déchets industriels et spéciaux. Nous observons également un abandon progressif et programmé des pratiques relatives à l’épandage. En effet, l’épandage des boues d’épuration fait l’objet d’une vaste controverse qui met en avant les risques sanitaires et environnementaux qu’elle engendrerait sur les sols agricoles. Au sein de notre région, cette pratique est réalisée de manière non règlementaire. En Corse, les acteurs locaux semblent avoir optés pour la solution du compostage en vue de valoriser la production de boues d’épuration. En effet, près des 2/3 du tonnage annuel en MS de boues sont actuellement valorisés via cette filière. Le processus de compostage équivaut à une fermentation aérobie, faisant intervenir une multitude de micro-organismes. Cette filière de compostage, au même titre que l’épandage, a connu une forte expansion de son activité mais semble avoir des failles et des limites : problèmes de mauvaises odeurs ; règlementation de plus en plus exigeante ; et enfin surproduction de compost invendable aux vues de la demande. Une autre solution pourrait présenter des atouts supérieurs : la méthanisation avec production d’électricité et de chaleur par cogénération. Cette production d’énergies passe obligatoirement par la valorisation du biogaz produit par ce système. En effet, le biogaz est un mélange contenant principalement du méthane (50 à 70%) et du dioxyde de carbone Du fait d’une forte concentration en méthane, le biogaz est un bon fournisseur d’énergie (1m3 de biogaz a un pouvoir calorifique de 6 kWh soit l’équivalent de 0,6 l de fuel). Pour produire de l’électricité, le processus de méthanisation doit être couplé à un moteur à cogénération ou à plusieurs microturbines. EDF a alors l’obligation de racheter l’électricité produite à un prix se situant entre 11 et 14 centimes d’euros/kwh., Après 15 ans, le rachat du kwh produit se fait aux taux proposés par EDF. En Corse, seulement une station d’épuration est équipée d’un digesteur couplé en série à cinq microturbines, produisant de la chaleur et de l’électricité par cogénération : La station de traitement des eaux usées de Campo Dell’Oro à Ajaccio. Ce procédé de valorisation énergétique pourrait être amélioré via le remplacement à terme, des microtubines par un moteur à cogénération. Une AMCDP a notamment permis de surclasser cette technologie vis-à-vis des microturbines, beaucoup moins efficaces en termes de rendement mais aussi de fonctionnement. L’équipement des stations d’épuration de plus fortes capacités en Corse, de digesteurs associés à un moteur à cogénération pourrait être une solution durable à la problématique de la valorisation énergétique des boues. / Sludge quality is directly related to the quality of of these processing steps present in a water treatment plant. In terms of treatment and disposal of sludge, we observe on the part of local actors, a willingness to permanent and lasting abandonment of the sector 'deposit in storage centre'', given a regional plans and regulations (including the PREDIS Corsica), increasingly demanding in terms of valuations of industrial and special waste. We also observe a gradual and planned abandonment of practices for spreading. Indeed, the spreading of sewage sludge is the subject of widespread controversy which highlights the health and environmental risks it would lead to agricultural soils. In our region, this practice is not carried out regulatory manner. In Corsica, the local actors seem to have opted for the solution of compost to enhance the production of sewage sludge. Nearly 2/3 of the annual tonnage MS sludge is currently valued via this pathway. The composting process is equivalent to an aerobic fermentation involving a multitude of microorganisms. This composting stream, as well as spreading, experienced strong expansion of its business but seems to have flaws and limitations: problems with odors; regulatory increasingly demanding; and finally overproduction unsaleable compost to the views of the application.Another solution could present higher advantages: anaerobic digestion with production of electricity and heat from cogeneration. . This energy production go through the biogas produced by this system. Indeed, the biogas is a mixture containing mostly methane (50 – 70 %) and carbon dioxide. Due to a high concentration of methane, biogas is a good energy supplier (1m3 biogas has a calorific value 6 kWh equivalent to 0.6 liters of fuel). To generate electricity, the anaerobic digestion process must be coupled to an engine cogeneration or several microturbines. EDF has the obligation to purchase electricity at a price ranging between 11 and 14 euro cents/kwh. After 15 years, the redemption of the kwh produced is done at the rate offered by EDF.In Corsica, only a treatment plant is equipped with a digester coupled in series to five microturbines, producing heat and electricity cogeneration: The wastewater treatment plant at Campo Dell'Oro /Ajaccio. This energy recovery process could be improved with an eventual replacement of the microtubines by a cogeneration engine. An AMCDP allowed to outperform this technology towards microturbines, much less efficient in terms of performance.The equipment of the highest capacity treatment plants in Corsica, digesters associated with a cogeneration engine could be a lasting solution to the problem of energy recovery of sewage sludge.

Advanced methods for sustainable energy systems in operation and design of district heating networks / Méthodes avancées pour les systèmes énergétiques durables dans l' opération et la conception de réseaux de chauffage urbain

Les réseaux de chauffage urbain (DHN) sont un moyen efficace de fournir de l'énergie thermique aux consommateurs. L'état actuel de la technique montre que les DHN évoluent vers des réseaux thermiques intelligents dans des systèmes énergétiques intégrés alors que leur conception est basée sur les principes de durabilité. Sur cette base, cette thèse couvre deux domaines de recherche principaux : Fonctionnement et conception des systèmes de chauffage urbain. Dans la partie A de cette thèse, des méthodes avancées pour le fonctionnement de la DHN sont développées à l'aide d'analyses exergétiques et thermoéconomiques. Cela inclut la formulation de bilans de coûts exergétiques pour les modèles de réseau basés sur des graphiques. La partie intrinsèque est le déploiement d'une matrice algébrique, qui détermine les coûts exergétiques pour la modélisation dynamique du système. Une étude de cas d'un réseau réel prouve que la méthodologie proposée offre de nouvelles perspectives sur l'allocation individuelle des coûts, ce qui aide à évaluer la faisabilité de l'intégration par des tiers et l'intégration des sources d'énergie distribuées. Dans la partie B de cette thèse, un nouvel indicateur appelé «load deviation index (LDI)» est proposé pour lier les mesures de la demande (DSM) à la conception durable des systèmes DHN. Pour cela, un cadre de conception axé sur les affaires est proposé, qui prend en compte les influences critiques dans le DHN tout en évitant un trop grand détail. Le comportement du DSM est analysé du point de vue du système et son impact sur la conception du DHN est étudié dans deux études de cas. Alors que l'un se concentre sur les benchmarks pour différentes options de conception en utilisant une métrique de durabilité multicritères, un autre donne des indications détaillées sur l'utilité du cadre proposé pour la conception en évaluant l'impact de DSM sur les améliorations de conception possibles. / District heating networks (DHN) arean efficient way of providing thermal energy to consumers. Current state of the art shows that DHNs are developing towards smart thermal networks in integrated energy systems while their design is based upon the principles of sustainability. Based on that, this thesis covers two main research areas: Operation and design of district heating systems. In part A of this thesis, advanced methods for DHN operation are developed with the help of exergetic and thermoeconomic analysis. This includes the formulation of exergetic cost balances for graph-based network models. Intrinsic part is the deployment of an algebraic matrix, which determines the exergetic costs for dynamic system modeling. A case study of areal-existing network provides evidence that the proposed methodology offers new insights into individual allocation of costs which helps to assess the feasibility of third-party integration and the integration of distributed energy sources. In part B of this thesis, a new indicator called “load deviation index (LDI)” is proposed to link demand side measures (DSM) with the sustainable design of DHN systems. For that, abusiness-focused design frameworks proposed which takes the critical influences of DHN into account while avoiding a too high detail. DSM behavior is analyzed from a system perspective and its impact on DHN design is studied in two case studies. While one focuses on benchmarks for different design options using a multi-criteria sustainability metric, another gives detailed insights into the usefulness of the proposed framework for design purposes through assessing the impact of DSM on possible design improvements using a multi-objective optimization approach.

A necessidade de instituições públicas ou privadas de reduzir gastos, de buscar produtos e serviços de melhor qualidade, procurando melhorar sua competitividade ou mesmo sua estabilidade no mercado, vem fazendo com que o tema de seleção de fornecedores tenha um papel estratégico nas organizações. Os modelos de seleção atuais praticados pela grande maioria das organizações buscam basicamente minimizar os custos, deixando de lado outros critérios importantes para a escolha dos fornecedores. O presente trabalho propõe uma avaliação do modelo atual de seleção de fornecedores dentro do Instituto Federal do Tocantins (IFTO) bem como a criação de dois modelos multicritério de apoio a decisão. A pesquisa tem uma abordagem qualitativa na formulação do problema e identificação dos critérios relevantes, e quantitativa para a construção dos modelos multicritério e análises dos resultados. Os dois modelos de apoio a decisão foram construídos utilizando os métodos multicritério AHP e VIKOR. Para o estudo aplicado, foram avaliados seis fornecedores em relação aos critérios qualidade, custo, entrega e localização geográfica. Os modelos foram criados a partir de análises sobre as avaliações de entrevistas com quatro especialistas dos setores de compra do IFTO campus Araguaína. Com os resultados dos dois modelos construídos, foi realizada uma comparação entre eles e também em relação ao modelo de seleção de fornecedores praticado atualmente no IFTO. Após as comparações dos modelos, realizou-se uma análise de sensibilidade, onde observou-se que o modelo VIKOR mostrou-se como o mais adequado e indicado para a seleção de fornecedores no âmbito do IFTO. / The problem of selection of suppliers has been addressed with greater relevance and importance for the organizations, since a proper choice and selection of suppliers can bring significant economic results. The need for public and private institutions to reduce costs, to get better quality products and services, looking to improve their competitiveness or even its stability in the market, is causing the supplier selection issue a strategic role in organizations. The current selection models employed by the vast majority of organizations seek to minimize costs, basically leaving aside other important criteria for the choice of suppliers. The present work proposes the assessment of the current model of selection of suppliers within the Federal Institute of Tocantins (IFTO) as well as the creation of two multicriteria decision support models. The research has a qualitative approach in problem formulation and identification of relevant and quantitative criteria for the construction of the multi-criteria models and analysis of results. The two proposed models to support decision have been built using the multi-criteria methods AHP and VIKOR. For the study applied, six vendors were evaluated in relation to quality, cost, delivery criteria and geographic location. The decision models were created from analysis of the evaluations of interviews with four experts in the purchase sector of the IFTO campus Araguaína. With the results of the two proposed models, a comparison was made between them and also in relation to vendor selection model currently practiced in the IFTO. After comparisons of the models, a sensitivity analysis was conducted, where it was noted that the VIKOR model showed up as the most appropriate and suitable for the selection of suppliers within the IFTO.

Sapropelio gavyba bei ežero išvalymas atliekamas žemsiurbės pagalba. Tyrimų tikslas - parinkti geriausią žemsiurbę užpelkėjantiems ežerams valyti. Darbe pateikiama metodika, leidžianti tinkamiausią žemsiurbę išsirinkti pagal penkis kriterijus. Vertintos rusiškos, baltarusiškos, vakarietiškos taip pat anksčiau Lietuvoje naudotos žemsiurbės. Žemsiurbės vertintos daugiakriterinės analizės ELECTRE ir MAUT metodais. Daugiakriterinė analizė atlikta panaudojant programines įrangas HYPSE ir DAM. Katkevičiui. / The cleaning works of all Lithuanian lakes, excavation of sapropel are carried out either by mechanical or hydraulic means. The latter is the common means of sapropel extraction and lake cleaning. Industrial organizations usually apply technologies so that sapropel is pumped to specially prepared sedimentation tanks. The cleaning of a lake and extraction of sapropel is carried out by the means of a dredger. The aim of the research is to choose the best dredger for the cleaning of swampy lakes. The work discusses methods which allow choosing the best dredger according to five criteria. Russian, Byelorussian, western dredgers and dredgers used in Lithuania earlier have been evaluated following the multi-criteria ELECTRE and MAUT methods. Multi-criteria analysis was carried out using HYPSE and DAM software.

However, the implementation of congestion reducing measures on a wide scale eludes most world cities suffering from traffic congestion, as many oppose the notion of road pricing and despite economists and transportation professionals having advocated its benefits for a number of decades. The effects of road pricing have attracted considerable attention from researchers examining its effects, as it is thought to hold the key in understanding and overcoming some inherent obstacles to implementation. Unfortunately, many of the attempts consider the effects in isolation and with hypothetical, idealised and analytical tools, sometimes loosing sight of the complexities of the problem. This research empirically investigates the effects of road pricing in London, and identifies factors, which may prove to sustain it as a traffic reduction instrument. The results indicate that an integrated approach has to be developed and implemented, based upon the recognition of local perceptions, concerns, aspirations and locally acceptable solutions, if the acceptance of road pricing is to be improved. Proposition de scénarios de gestion raisonnée des déchets en vue de leur valorisation énergétique / Establishment of an energy recovery sequence of wastes in Reunion island

La société de consommation dans laquelle nous évoluons est génératrice de beaucoup de pollutions notamment de déchets. Cette croissance exponentielle de détritus nous amène à reconsidérer nos habitudes de consommation et notre vision du système actuel. C'est dans une réelle prise de conscience des dégâts occasionnés que nous pourrons agir pour améliorer ces failles dans un but optimisation et de performances. C'est pourquoi nous avons choisi d'étudier la gestion des déchets afin de pouvoir répondre à ces objectifs et proposer des scénarios de gestion et de traitement des déchets adaptés aux territoires étudiés. Pour mener à bien cette étude, nous nous sommes intéressés à l'île de la Réunion permettant ainsi à contribuer au développement des territoires insulaires. Autour de cette problématique, nous nous sommes attachés principalement à développer une démarche méthodologique permettant de composer différents scénarios de déchets. Afin de réaliser la création des scénarios, nous avons mis en œuvre un outil de simulation et de modélisation de traitement et de gestion des déchets. Pour cela, nous avons développé une méthode, une approche descriptive qui nous permet de présenter de manière intelligible toutes les entités qui composent le système de traitement des déchets ainsi que les flux de matière et d'énergie qui interfèrent avec les systèmes observés. Nous commençons par une phase d'identification où toutes les entités observées (flux et systèmes) sont clairement définies, nous poursuivons la description par une phase de caractérisation où nous définissons et renseignons tous les paramètres d'observation des flux et des systèmes. Sur cette base, nous avons mis au point un outil de simulation de gestion et de traitement des déchets. La conception de l'outil nécessite donc une connaissance précise des éléments constituant chacun des niveaux d'observation étudiés. Cette observation du système par l'observation des flux nous a permis de mettre en évidence les phases de traitement autour des étapes de stockage, de transport et de transformation. C'est notamment au travers de ces indices qu'il nous a été possible d'identifier les paramètres de gestion à considérer afin de répondre à nos problématiques de coûts et d'environnement. À ce stade, l'outil permet une acquisition de données détaillées à toutes les phases de gestion afin d'établir un certain nombre de scénarii de gestion des déchets. Une fois les scénarios mis en œuvre dans l'outil, une analyse multicritères développée à partir de l'outil de calcul PROMETHEE est réalisée afin permettre le classement des différentes alternatives possibles dans un but d'aide à la décision. Cette analyse s'est avérée pertinente dans le choix des meilleurs scénarios de gestion et de traitement des déchets. Et nous permet de conduire une réflexion la moins orientée possible afin d'assurer une bonne crédibilité des choix et décisions à retenir. / Today's consumer society is generating a lot of pollution and waste . The exponential growth of garbage must lead us to rethink the way we consume and the way we consider the current system. Raising awareness of the damage is the best way to improve the situation so as to achieve better and more efficient results. That is why we chose to study waste management, to answer these objectives and to establish waste management scenarios adapted to a specific territory, here Reunion Island. Thereby, this study will contribute to the general development of insular territories. For the study, we have implemented a methodology allowing us to build waste management scenarios. To create these, we have developed a simulation and modelization tool for waste treatment and waste management. The methodology is organized in two parts: i) A description phase and ii) A quantification phase for each scenario of waste management. i) The description phase enables us to know and classify all the entities that compose the waste treatment system as well as raw flow and energy flow. For this, each part of a scenario can be divided into elementary components to simplify their creation. ii) The quantification phase is operational once all flows and entities are identified. This phase consists in defining and quantify all the parameters (flows and entities).Afterwards, we have developed a simulation and modelization tool for waste treatment and waste management to create scenarios. Each scenario requires environmental, economic and social parameters. At this stage, we can collect data for all management phases and establish a panel of scenarios. After scenarios are integrated in the tool, we can do a multi-criteria analysis to classify all possible alternatives that will help decision making. This analysis has proved relevant for choosing the best management and waste treatment scenarios. It also allows us to conduct a study that is as little oriented as possible, so as to ensure the reliability of the choices and decisions that will be selected.

The understanding on which surrounds a group of individuals can lead, however, to a deterministic reading or even to a superposition, lacking criteria, of the elements in consideration, which leads to distortions in understanding the complex system called environment. Therefore, it s not enough that the gathering of data, and its simple overlap exists, and for spatial data, the accumulation of maps. There is the need of, technical, social and economical criteria to improve understanding, as well as a conceptual-methodological discussion regarding the representation of the Geographical Space. Throughout methodological theories and orientations, such grasp can be achieved by the understanding of, not only one component, but the integration of all components, like in Synthesis Cartography. So, the methods are necessary for the reorganization, transforming data in information (and information onto knowledge), allowing that managers and population can think, analyze and act onto the Space they are inserted in. Thereunto, the multi-criteria methods allows breaking with the statistical representations of the environment, overcoming the inventory paradigm, been that one of the purposes of the present theses, from assumptions of the Environmental Fragility and the utilization of multi-criteria methods of Weighted Linear Combination and Ordered Weighted Averaging, which generates the Map of Environmental Fragility for part of the watershed of Monjolinho River in São Carlos - SP, anchored on the Eco-dynamical approach. Likewise, besides the cartographical product which can subsidize actions from the public power, it was possible the verification of hypotheses that the introduction of one of these methods, from its correct understanding and articulation, allows it to step up to the main purpose of Synthesis Cartography and Planning, be it urban or environmental: the re-integration of variables that concretize territorially in a unison an non-isolated manner, which throughout the Ordered Weighted Averaging method can lead to the transfer of collective technical intelligence, to a Geographic Information System. / A tentativa de apre(e)nder o território por técnicas, para posterior modificação e intervenção, é um fato que, para alguns pesquisadores, tornaram o homem humano. O entendimento do que cerca um grupo de indivíduos pode levar, no entanto, a uma leitura determinista ou mesmo uma sobreposição sem critério dos elementos considerados, o que leva a distorções no entendimento do complexo sistema dito ambiental. Assim, não basta que haja coleta de dados e sua simples superposição, e para dados espaciais, o acúmulo de mapas: são necessários critérios técnicos, sociais e econômicos, bem como a discussão conceitual-metodológica sobre a representação do Espaço Geográfico. Por meio de teorias e orientações metodológicas, tal apreensão pode se dar não somente apropriando-se das partes componentes do sistema, mas sim da integração entre eles, como na Cartografia de Síntese. Desta forma, métodos são necessários para a reorganização deste, transformando dados em informações (e estas em conhecimento), permitindo que gestores e população possam pensar, analisar e agir no seu Espaço. Para isso, os métodos multicritérios possibilitam romper com as representações estáticas do meio, superando o paradigma de inventário, sendo este um dos objetivos da presente tese, a partir dos pressupostos da Fragilidade Ambiental e da utilização dos métodos multicritério da Combinação Linear Ponderada e da Média Ponderada Ordenada, o que gera o Mapa de Fragilidade Ambiental para parte da Bacia do Rio Monjolinho, em São Carlos SP, ancorados na abordagem Ecodinâmica. Desta forma, além do produto cartográfico que pode subsidiar ações do poder público, foi possível a comprovação da hipótese de que adoção de um destes métodos, a partir do seu arcabouço teórico e articulação metodológica, possibilita caminhar rumo ao principal objetivo da Cartografia de Síntese e também do Planejamento, seja o urbano ou ambiental: a reintegração de variáveis que se concretizam territorialmente de maneira una e não isolada, podendo com o uso do método da Média Ponderada Ordenada haver a transferência da inteligência coletiva técnica e social para um Sistema de Informações Geográficas.
