Organizational Safety Culture And Idividual Safety Behavior: A Case Study Of The Turkish National Police Aviation DepartmentUryan, Yildirim 01 January 2010 (has links)
Human related accidents in high-risk industries amount to a significant economic hazard and incur tremendous damages, causing excessive operational costs and loss of life. The aviation industry now observes human-related accidents more frequently than in the past, an upswing attributable to cutting-edge technology usage and the complex systems employed by aviation organizations. Historically, aviation accidents have been attributed to individual unsafe behavior. However, contemporary accident causation models suggest that organizational-level factors influence individual safety performance, as human-related accidents take place in an organizational context. The present study examines the formation of organizational safety culture and influence on individuals' safety behavior in a police aviation environment. The theory of planned behavior guides the study model in explaining individual variability in safety behavior via organizational safety culture. The study conceptualized organizational safety culture and individual safety behavior as multidimensional constructs. Confirmatory factor analysis was conducted for each latent construct to validate the construct validity for each measurement model. Organizational safety culture was observed via safety climate facets, which contained four subcomponents including individual attitude, group norms, management attitude, and workplace pressures. Individual safety behavior contained violation and error components observed by self-reported statements. Structural equation modeling was conducted to test the study hypotheses. Utilizing a sample of 210 employees from the Turkish National Police Aviation Department, a 53-item survey was conducted to measure individuals' safety culture perceptions and self-reported safety behaviors. The results suggest that individual safety behavior is significantly influenced by organizational safety culture. Except for the relation between workplace pressures and intention, all suggested relations and correlations were statistically significant. The four-factor measurement model of organizational safety climate fit reasonably well to the data, and most correlations between the safety climate components were significant at the .05 level. Individuals' self-reported error behavior is positively associated with age, and individuals' self-reported violation behavior is positively associated with years of service. Overall, along with organizational safety culture, age and service-year variables accounted for 65% of the variance in intention, 55% of the variance in violation behavior, and 68% of the variance in error behavior. Lastly, no significant difference manifested among pilots, maintenance personnel, and office staff according to their self-related safety behaviors. The findings have theoretical, policy, and managerial implications. First, the theory of planned behavior was tested, and its usefulness in explaining individuals' safety behavior was demonstrated. The survey instrument of the study, and multi-dimensional measurement models for organizational safety climate and individual safety behavior were theoretical contributions of the study. Second, the emergence of informal organizational structures and their effects on individuals indicated several policy implications. The study also revealed the importance of informal structures in organizations performing in high-risk environments, especially in designing safety systems, safety policies, and regulations. Policy modification was suggested to overcome anticipated obstacles and the perceived difficulty of working with safety procedures. The influences of age on error behavior and years of service on violation behavior point to the need for several policy modifications regarding task assignment, personnel recruitment, health reports, and violation assessment policies. As well, managerial implications were suggested, including changing individuals' perceptions of management and group attitudes toward safety. The negative influence of anticipated obstacles and the perceived difficulties of safety procedures on individual safety behavior pointed out management's role in reducing risks and accidents by designing intervention programs to improve safety performance, and formulating proactive solutions for problems typically leading to accidents and injuries.

Police officers' adoption of information technology: A case study of the Turkish POLNET system.Yalcinkaya, Ramazan 08 1900 (has links)
One of the important branches of government and vital to the community, police agencies are organizations that have high usage rates of information technology systems since they are in the intelligence sector and thus have information incentives. Not only can information technologies develop intra- and inter-relationships of law enforcement agencies, but they also improve the efficiency and effectiveness of the police officers and agencies without adding additional costs. Thus, identifying the factors that influence the police officers' adoption of information technology can help predict and determine how information technology will contribute to the social organization of policing in terms of effectiveness and efficiency gains. A research framework was developed by integrating three different models, theory of planned behavior (TPB), technology acceptance theory (TAM), and diffusion of innovation theory (DOI) while adding two other factors, facility and voluntariness, to better determine the factors affecting the implementation and adoption of the POLNET software system used by the Turkish National Police (TNP). The integrated model used in this study covers not only basic technology acceptance factors, but also the factors related to policing. It also attempts to account for the factors of cultural differences by considering the important aspects of Turkish culture. A cross sectional survey was conducted among TNP officers using the POLNET system. The LISREL 8.5® analysis for the hypothesized model resulted in a good model fit; 13 of the 15 hypotheses were supported.

Respect for human rights and the rise of democratic policing in Turkey: Adoption and diffusion of the European Union acquis in the Turkish National Police.Lofca, Izzet 08 1900 (has links)
This study is an exploration of the European Union acquis adoption in the Turkish National Police. The research employed the Diffusion of Innovations, Democratic Policing, and historical background check theoretical frameworks to study the decision-making of the TNP regarding reforms after 2003 as a qualitative case study which triangulated the methodology with less-dominant survey and several other analyzing methods. The data were collected from several sources including semi-structured interviews, archival records, documentary evidences and the European Commission Regular Reports on Turkey. The research interest was about the decision mechanisms of the TNP towards reforms and the rise of democratic policing in Turkey. During the study, internationally recognized human rights standards were given attention. As the data suggested, the police forces are shaped according to their ruling governments and societies. It is impossible to find a totally democratic police in a violent society and a totally violent police in a democratic society. The study findings suggested that reforming police agencies should not be a significant problem for determined governments. Human rights violations should not be directly related with the police in any country. The data suggested that democratic policing applications find common application when the democracy gets powerful and police brutality increases when authoritarian governments stays in power. Democratic policing on the other hand is an excellent tool to improve notion of democracy and to provide legitimacy to governments. However, democratic policing is not a tool to bring the democracy, but a support mechanism for it.

Security in transition : police reform in El Salvador and South AfricaDesilets-Bixler, Nicole L. 03 1900 (has links)
Approved for public release, distribution is unlimited / This thesis studies police reform in El Salvador and South Africa. While both countries differ considerably in geographic size, culture, location, population, and economic and military strength, they share common security concerns. Under authoritarian rule, their primary security concerns were not military threats from other states, but rather internal threats due to economic, political, and social weakness. Civilian police forces became highly politicized and militarized, incapable of controlling crime, lacking accountability and oversight, and exhibiting total disregard for human rights. This thesis compares El Salvador and South Africa, two cases of negotiated war transitions. Although both countries faced similar militarization of internal security forces, South Africa seemed in a much better position to face challenges of consolidation. First, South Africa's military did not pose any opposition to police reform because the military and police had a long history of being organizationally separated. In contrast, El Salvador's police had a history of being controlled and directed by the military and they fell organizationally under the Defense Ministry. Second, in South Africa, the opposition group (ANC) rather than the rightist government won the foundational elections. Increased domestic support for internal security reform is more likely as the previous rightist government is discredited. Conversely, in El Salvador, the rightist ARENA government won the foundational elections indicating that it would more likely lead to lack of domestic support. The continuance of power would likely mean that the government would prefer the continuance of status quo to far-reaching reform. Finally, the international community was available to aid in the implementation and consolidation of reform in both countries. However, because domestic support was likely to be greater in South Africa, the international community's ability to influence the implementation of reform would also be greater. Yet, the outcome of reform efforts in both countries was surprisingly similar. This can best be explained by the overwhelming obstacles to the consolidation of police reform posed by the conditions of post-conflict societies. / Major, New Hampshire Air National Guard

El objetivo del estudio fue describir las representaciones sociales de la hegemonía masculina dentro de la División de Operaciones Especiales del Escuadrón Verde de la Policía Nacional del Perú (PNP). Para tal fin, se desarrolló un estudio cualitativo y se adoptó un diseño fenomenológico hermenéutico, aplicando la técnica de la entrevista a profundidad a un grupo de 8 policías, cuyas edades se encontraron en el rango de 23 a 31 años. Los principales resultados indican que la hegemonía existente puede ser aceptada por algunas mujeres y rechazadas por otras. Sin embargo, esto no evita la existencia de alianzas implícitas que fomentan la marginación de lo femenino. Se concluye que la hegemonía masculina dentro de la unidad policial genera limitaciones en sus funciones y propicia el malestar en los hombres y las mujeres. / The objective of the study was to describe the social representations of male hegemony within the Special Operations Division of the Green Squad of the National Police of Peru (PNP). For this purpose, a qualitative study was developed and a hermeneutical phenomenological design was adopted, applying the in-depth interview technique to a group of 8 cops, whose ages ranged from 23 to 31 years. The main results indicate that the existing hegemony can be accepted by some women and rejected by others. However, this does not prevent the existence of implicit alliances that promote the marginalization of the feminine. Deviant Society: The Self-Reliant "Other" in Transcendental AmericaBhagwanani, Ashna 22 July 2013 (has links)
This dissertation utilizes theories of deviance in conjunction with literary methods of reading and analyzing to study a range of deviant or transgressive characters in American literature of the 1840s and 50s. I justify this methodology on the basis of the intersecting and related histories of Emersonian self-reliance and deviance in American thought. I contend that each of the texts of self-reliance discussed by the dissertation – The National Police Gazette (1845-present), Frederick Douglass’ Narrative of the Life of Frederick Douglass (1845) and My Bondage and My Freedom (1855), Margaret Fuller’s Woman in the Nineteenth Century (1845), Henry David Thoreau’s “Civil Disobedience” (1849) and Walden (1854), and Nathaniel Hawthorne’s The Scarlet Letter (1850) and The Blithedale Romance (1852) – actually sanctions deviance. Since deviance is endorsed by these texts in some shape or form, it is a critical component of American culture; consequently American culture is one that promotes deviance.
My work on Douglass and Thoreau employs the sociological theories of Robert K. Merton (1949) to investigate the tensions between the culturally lauded goal of self-reliance and the legitimate means for securing this. I explore the importance of Transcendentalist self-reliance to the American Dream ethos and the ways in which it is valorized by each protagonist.
The work on the National Police Gazette puts popular and elite forms of literary discourse into conversation with one another. My primary concern here is with explaining why and how specific self-reliant behaviours are deemed “deviant” in the literary context, but “criminal” by popular works.
The chapters on female deviance elucidate the confines of women’s writing and writing about women as well as the acceptable female modes of conduct during the nineteenth century. They also focus on the ways female characters engaged in deviance from within these rigid frameworks. A functionalist interrogation of female deviance underscores the ways society is united against those women who are classed as unwomanly or unfeminine.
My conclusion seeks to reinvigorate the conversation regarding the intersection between literature and the social sciences and suggests that literature in many ways often anticipates sociological theory. Ultimately, I conclude by broadening the category of the self-reliant individual to include, for instance, females and African-American slaves who were otherwise not imagined to possess such tendencies. Thus, this dissertation revises notions of Emerson’s concept of self-reliance by positioning it instead as a call to arms for all Americans to engage in deviant or socially transgressive behaviour.

Depuis les années 2000, la Réforme du secteur de la sécurité fait partie des politiques publiques internationales préconisées par la Communauté internationale pour permettre la gestion de crise de l’Etat et la transition de la guerre à la paix. Faisant suite à l’échec de l’aide au développement, qui a insisté sur l’absence d’appropriation locale comme la cause fondamentale, la communauté internationale fait appel à une véritable appropriation locale de la réforme du secteur de la sécurité. L’étude se propose d’analyser l’opérationnalisation de cette notion d’appropriation locale dans le contexte de la Réforme du secteur de la sécurité au Burundi. Cette thèse se pose la question de savoir pourquoi les acteurs internationaux en sont arrivés à poser l’appropriation locale comme une condition de la réforme du secteur de la sécurité. L’analyse est basée sur trois indicateurs :la conviction des acteurs locaux, la formulation et la mise en œuvre des réformes, et la coordination des acteurs et des activités de réforme ;et se focalise sur les données empiriques recueillies au sujet du processus de la réforme de la police nationale du Burundi. L’étude montre que l’appropriation locale est une stratégie mobilisée par les acteurs internationaux pour banaliser leurs interventions et transférer leurs modèles de réforme en s’appuyant sur les intentionnalités de responsabilité et de souveraineté des acteurs locaux que véhicule cette notion. Due to the failure of development aid which emphasized the lack of local ownership as its root cause, the International community calls for a genuine local ownership of the Security Sector Reform. This study analyses the operationalization of the concept of local ownership in the context of the Security sector reform in Burundi. This thesis raises the question of why international actors have come to consider local ownership as a condition of Security sector reform. The analysis is based on three indicators: the conviction of local actors, the formulation and implementation of reforms, and the coordination of actors and reform activities, and is focused on empirical data about the Burundi National police reform process. The study shows that local ownership is a strategy mobilized by international actors to both trivialize their interventions and transfer their reform models while the genuine intentionality of the notion is one of responsibility and sovereignty of local actors.
